Sous la supervision générale du Représentant Résident du bureau du PAM au Bénin et sous la supervision directe de la Responsable de l’Unité Programme, le(la) VNU sera chargé(e) du suivi de la situation alimentaire et nutritionnelle des bénéficiaires, d’une part les écoliers bénéficiaires des cantines scolaires et leurs ménages et d’autre part les ménages des zones de convergence des Nations Unies (Karimama, Malanville), afin de contribuer au développement des strategies et des plans de risposte nécessaires dans le contexte de la COVID 19.

Activités de suivi et de gestion des bases de données sur les bénéficiaires

Plus précisément, il/elle sera chargé(e) de:

  • contribuer à renforcer le système de suivi des activités de cantines scolaires, de nutrition et d’urgence du PAM sur le terrain,
  • appuyer l’Unité Suivi-évaluation dans l’amélioration du système de collecte de données sur la consommation des vivres par les écoliers bénéficiaires de cantines scolaires,
  • contribuer à la collecte et à la gestion des données anthropométriques pour le suivi de l’état nutritionnelle des écoliers bénéficiaires de cantines scolaires,
  • collecter les données necessaires pour assurer le suivi du niveau de sécurité alimentaire des populations vulnérables des communes de Karimama et Malanville,
  • développer, gérer et analyser, en appui à l'unité M&E, la base de données des bénéfi-ciaires intégrant l'évolution de leur niveau de sécurité alimentaire et nutritionnelle ;
  • élaborer et faciliter des sessions de renforcement de capacités pour les partenaires d'exé-cution des interventions du PAM (Urgences ou cantines scolaires) sur la gestion des don-nées/informations (Information Management), par exemple les formats de suivi et se rap-portage des activités, l'utilisation de Excel pour l'entrée des donnees et les calculs) ;
  • contribuer à l'élaboration de formats de partage avec les partenaires des informations sur les interventions du PAM, comme les rapports (dashboards, cartes, avec l'unité M&E) à partir des données collectées ;
  • effectuer toute autre tâche requise par le Représentant Résident ou la Responsable de l’Unité Programme.

Activités de communication et de visibilité du PAM

  • aider à améliorer la circulation de l'information et la visibilité de l'aide d'urgence du PAM dans le contexte de la COVID 19, tout en mettant l'accent sur le renforcement de la rési-lience des communautés ciblées ;
  • contribuer à l’élaboration d’outlis de communication dans le cadre de la lutte coontre la COVID 19 en faveur des écoliers et des communautés bénéficiaires de cantines scolaires et des ménages de Karimama et malanville ;
  • identifier les articles du PAM présentant un intérêt pour le travail de l'Agence dans le pays et les présenter de manière proactive aux organes de presse nationaux, régionaux et mondiaux et / ou trouver des moyens de se connecter à ces articles ;
  • fournir aux plateformes de médias sociaux régionales et nationales du PAM des mises à jour pertinentes et travailler en étroite collaboration avec l’Unité Communication du Bureau Pays, et au besoin du Bureau Régional, pour intégrer la réponse humanitaire dans les médias sociaux du PAM ;
  • rédiger des communiqués de presse, des fiches d’information et d’autres documents d’in-formation sur les interventions du PAM, y compris les urgences, et des réponses à la couverture du PAM dans les médias, pour améliorer la visibilité du PAM ;
  • aider aux activités de plaidoyer du PAM, notamment en apportant un soutien à l’organisa-tion des événements publics, ateliers et visites de terrain des partenaires, y compris les autres Agences des Nations Unies ;
  • cultiver et entretenir des relations de travail efficaces avec les médias locaux et régionaux et mondiaux et d'autres partenaires pertinents et identifier les opportunités de partenariats de plaidoyer et de communication ;
  • travailler en étroite collaboration avec l’Unité Communication du PAM en vue d’une meil-leure visibilité des activités du Programme en lien avec l’alimentation scolaire, la Nutrition, les urgences et toutes les autres activités ;
  • effectuer toute autre tâche requise par le Représentant Résident ou la Responsable de l’Unité Programme.

Diplôme d’études supérieures (BAC + 4/5) dans le domaine de la statistique, du Suivi-évaluation, des Sciences sociales, ou tout autre domaine jugé utile et pertinent (communication, des relations publiques, du journalisme).

Within the delegated authority and under the supervision of the Programme Officer and Portfolio Manager and in close cooperation with the Administrative and Fund Management Officers, the UNV Finance Assistant will:

  • Provide support with regard to the review, analysis and preparation of the project budgets and the revisions.
  • Prepare supporting documents (narrative and supporting tables) with respect to GEF submissions and UNEP Programme of Work.

Under the overall supervision of the Head of Nairobi Convention, the national UNV will undertake the following tasks:

  • Providing support to the Nairobi Convention in tasks related to ‘Implementation of the Strategic Action Programme for the protection of the Western Indian Ocean from land-based sources and activities (WIOSAP) focusing broadly focusing broadly on demonstration projects support, development of project Guidelines and other regional frameworks,
  • Contribute to preparation of briefing notes, concept notes and presentations on the WIOSAP project in synergy with related projects of the Convention,
  • Assist to prepare legal agreements such as Small Scale Funding Agreements (SSFA) and Project Cooperation Agreements (PCA) with partners for implementation of project activities and processing through the UN Environment Partnership Portal,
  • Assist to keep track of legal agreements for the project and related projects and follow-up on their deliverables, associated payments and closure,
  • Support organization of meetings and contribute to preparation of meeting agendas, meeting concept notes, identifying participants, preparation of background and working documents, meeting reports and where appropriate, handling logistics and preparing mission reports,
  • Create and maintain an experts and institutional database of partners implementing interventions related to the WIOSAP project and other initiatives of the Convention,
  • Upload project data into the Nairobi Convention clearinghouse mechanism, undertake data analysis and trends, visualization of scenarios and identify emerging issues,
  • Draft and/or contributing to quarterly, mid-year and annual reporting on the progress in implementation of the WIOSAP project,
  • Represent the Nairobi Convention at various partners’ meeting and make presentations on the Nairobi Convention’s work and its linkages to other initiatives in the Western Indian ocean region,
  • Contribute to technical reporting on project activities and global reporting on activities related to marine and coastal management, as well as reporting on progress in attainment of relevant sustainable Development Goals (SDGs) arising from the activities of the Nairobi Convention,
  • Contribute to development of new projects to promote project sustainability through preparation of project ideas and proposals,
  • Perform other related duties as assigned.
Master degree or equivalent

Post-graduate university degree in marine sciences, environmental studies specialising in marine and coastal environment or discipline related to the work of marine biology and/or coastal ecosystems, or related area. A first-level university degree with additional technical training in marine science in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Under the direct supervision of the Regional Development Coordination Officer for Africa, the UNV is responsible for the following duties:

  1. Perform a wide array of complex responsibilities in support of program activities, projects and programmes planning and monitoring, specialized communications, and special projects.
  2. Initiate and maintain contact with internal and external departments, units, and/or organizations to help coordinate program details, identify and resolve problems, and provide specialized program information.
  3. Assist in the provision of technical advisory services to the Office projects and programmes under implementation;
  4. Support collecting, research and analysis of information on various thematic issues to support coordination activities .

  8. Create and prepare documents, such as agendas, presentations, reports, correspondence, and curriculum/course materials, by using business or academic program standards and/or technical/scientific protocols.
  9. Initaite budget revisions and analysis and monitor the use of the project resources.
  10. Support work relating to UNDAF and UN country activities and the ongoing UN reforms.
  11. Engage in consolidation work in support to the Regional development Coordination Officer.
