Under the delegated authority and under the supervision of the Chief Planning, Monitoring & Evaluation, and in close coordination with the principal Advisor of the project “Building Resilience in the Sahel”, the UN Volunteer will undertake the following tasks:

  • Support evidence-based learning to ensure child-sensitive and gender-sensitive approaches are integrated to develop a risk-informed approach to planning and implementation in social sectors at the local level.
  • Design and conduct case studies to document best practices implemented to enhance the capacity of community actors to provide community-based health interventions, quality nutrition-promotion and counselling services to adolescent girls and women of childbearing age especially those most at risk (both vulnerable and disproportionately exposed to specific shocks and stresses).
  • Design and conduct case studies to document best practices implemented to strengthen capacity of young women and men for effective, and inclusive participation (especially for girls and women) in intergenerational social dialogue and in community development engagement.
  • Design and conduct case studies to document best practices implemented to strengthen the capacities of families, communities and municipalities to support an equitable access, retention and protection of children in schools with a special emphasis on girls.
  • Design and conduct case studies to document best practices implemented to strengthen capacity of vulnerable groups, adolescent girls and boys and young women and men for citizen engagement in community and municipality planning, local taxation and social accountability mechanisms.
  • Design and conduct case studies to document the communal WASH approach, which aims to support communes in providing a complete water, hygiene and sanitation package at the community level while supporting local planning that takes into account climate change issues and emergency situations.
  • Support organization of internal workshops to ensure progressive learning and lessons learning from each sector supported by UNICEF (health, nutrition, WASH, education, child protection, social protection)
  • Perform other duties related to generation of strong evidence base from study cases to access the effectiveness of the model of resilient communities in the Niger, as needed.
  • Support to data collection and strengthening of national data collection and analysis capacities on cross-sectoral issues (gender, equity, etc.)

Furthermore, UN Volunteers are required to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly arrived UN Volunteers;

Under the direct supervision of the Head of VAM/M&E and with the administrative facilitation of the Heads of Field Office, the UNV will be responsible for the following, with a focus on the South West and North West (SW/NW) region:

  • Data collection, management, analysis, visualisation and reporting for monitoring purposes;
  • Coordination and provision of technical support for vulnerability and/or market assessment and mapping;
  • Capacity building and coordination on issues related to monitoring and assessments.

The UNV will perform the following tasks for the Country Office and Field Offices:

Monitoring and Evaluation

  1. Develop and follow up the monitoring and evaluation workplan, coordinate M&E activities, and implement monitoring activities on effectiveness of all food assistance interventions in the SW/NW (e.g. post-distribution monitoring, process monitoring, beneficiary needs and status, food security status, programme modalities, implementation challenges, etc.), ensure the quality of Third-Partner Monitoring.
  2. Ensure the functioning of local committees/helpdesks for the Beneficiary and Complaints Feedback Mechanism (BCFM) in the SW/NW and follow-up on the timely management of hotline complaints.
  3. Contribute to the improvement of WFP’s monitoring and assessments systems and data collection, analysis and reporting as required to support the evaluation of WFP’s impact.
  4. Participate in any targeting related activity, including CP capacity strengthening/ development
  5. Maintain and control data quality in the Country Office Monitoring and Evaluation Tool (COMET).

Vulnability Analysis and Mapping

  1. Coordinate planning and implementation of food and nutrition vulnerability assessments (e.g. EFSA, mVAM and market price monitoring), design and implement quantitative and qualitative data collection and analysis activities as needed by the WFP Country Office with contribution of the Field Office and cooperating partner, apply innovative tools and ensure timely results visualization and reporting.
  2. Manage and provide technical inputs for the generation of the VAM evidence base supporting food security and nutrition policies and programmes (e.g. rapid needs assessment, situation analyses, programme design, targeting, cost effectiveness and operational efficiency).
  1. Keep up to date with and report on the latest food security and nutrition developments, and the potential impact upon WFP activities to enable timely and appropriate programme evolution and intervention.

Capacity-Building and Coordination

  1. Participate to and report on relevant coordination forums and clusters, monitoring missions, assessments, working groups and/or other technical meetings in the NW/SW, contribute to technical discussions and ensure regular reporting to the Country Office.
  2. Ensure that the quality of data collection management and analytical outputs produced for M&E and VAM in the SW/NW are in line with WFP’s standards and practices and build the capacities of staff and partners to contribute to the production of high-quality monitoring, data management and analysis, and reporting.

Within the delegated authority and under the supervision of Chief of Social Policy Section or his/her designated mandated representative(s), the UNV DRR Officer will:

  1. Provide technical assistance and support the implementation of the Project Cooperation Agreements with Center for Disaster Preparedness (CDP) and University of the Philippines Visayas Foundation, Inc. (UPVFI), including:
    • Ensuring that a unified/common approach to implementing child-centered DRR initiatives is observed in all project areas
    • Ensuring that regular reports (FACE/Funding Authorization and Certificate of Expenditure, CAS/Cash Assistance Summary, Quarterly Progress Reports, Activity Implementation Reports) are regularly submitted by partners
    • Conducting project monitoring meetings to monitor project activities, identify challenges and bottlenecks in project implementation and take key actions to ensure fun expenditure and timely delivery of results

  1. Coordinate and monitor the implementation of the workplan with DENR (Department of Environment and Natural Resources), OCD (Office of the Civil Defense) and CCC (Climate Change Commission), with a particular focus on the following activities:
    1. Youth and Climate Change Behavior Change Campaign
    2. Establishment of the Gawad KALASAG Seal of Disaster Resilience (ongoing finalization)
    3. Documentation of CC-DRR strategies for replication and dissemination and updating of the CC-DRR Mainstreaming Toolkit
  2. Coordinate with government partners to communicate progress of initiatives, identify challenges and bottlenecks in project implementation and take key actions; and strengthen partnership on child-centered DRR-CCA
  3. Collect, collate, and organize relevant data and information from implementing partners and government partners for the preparation of relevant reports (internal and external)
  4. Provide over-all programme support to UNICEF Philippines and Social Policy programme priorities related to DRR and CCA, including follow-up actions on the Management Response Plan to the CC-DRR Evaluation.

OTHER CONSIDERATIONS:

  • Given COVID-19 considerations, unless otherwise permitted according to UN approved and compliance to Philippine National Government health protocols, all activities performed during this assignment will be done remotely / via teleworking.
  • UNV DRR Officer will report to the Chief of Social Policy, in close coordination with the DRR Programme Officer.
  • Travel and Funding: All travels shall go through approval of the Supervisor and according to the approved workplan. Funding for travel that would be carried out as part of the approved workplan during the duration of the stretch assignment shall be covered by Social Policy Section (under Output 4.1).

Within the delegated authority and under the supervision of Chief Human Resource or his/her designated mandated representative(s), the UNV - Learning & Development will:

  • Work in close collaboration with the Section Chiefs and the Human Resources Development Committee (HRDC), as well as other relevant stakeholders, prepare learning and development strategies/plans in line with UNICEF India Country Office’s key strategic priorities to meet current and evolving programmatic/operational needs;
  • Build partnerships with academic institutions, UN agencies, external experts, NGOs, CSOs and private sector organizations to design and implement state-of-the-art learning and development programmes, including innovative approaches to learning and development; and share best practices on evolving trends on learning and development;
  • Oversee the timely implementation, monitoring and reporting of global/regional learning/training activities included in ICO’s annual learning plan;
  • Work closely with Section Chiefs, Chiefs of Field Offices and Learning Focal Points to ensure an effective coordination of learning/development investments, thus preventing gaps, overlaps, duplication of efforts, and ensure that expenditures are in line with approved budget;
  • Oversee the evaluation of learning/training programmes to ensure compliance with desired quality standards; that they contribute to meeting desired outcomes, returns on investments, and that lessons learned/best practices are reflected in the development of new strategies and plans. Submit/present periodic learning and development programme reports to the HRDC;
  • Provide expert advice/guidance and support to managers/ supervisors and individual staff members in determining appropriate resources/programmes to fill specific competency/skill gaps. This may include 360-degree assessments, tailored support, coaching support etc. within the limit of available resources/budget;
  • In collaboration with Section Chiefs, and under the guidance of the Chief of HR, develop and implement capacity building initiatives supporting ICO’s internal succession plan. Compile and analyze data on high potential employees in support of ICO succession management plan;
  • Work with the HR team on the selection of external technical resources, including experts (individual and institutional) to design and/or deliver specific learning/training programmes;
  • Contribute to drafting (or draft as needed) internal guidance documents and/or standard operating procedures for the efficient, effective, consistent and fair administration of learning and development activities;

Under the direct supervision of Anchor Registration Officer, the UN Volunteer will undertake the following tasks:

  • Manage the use, maintenance and technical support of PRIMES core applications in the Country Operations, including monitoring the quality of data collection and ensuring consistency with standards and guidelines.
  • Perform database administrator functions in relation to local PRIMES field server machines, including RApp, BIMS and the Global Distribution Tool.
  • Respond and manage user access permissions for UNHCR staff, local government and NGO partners to PRIMES applications in accordance with the Data Protection Policy and regional or local country data protection protocols.
  • Monitor PRIMES user management and conduct regular clean-up of user accounts and PRIMES access permissions in accordance with relevant guidance and procedures.
  • Monitor device and user management within local PRIMES client and field server solutions, including monitoring frequency of data synchronization to prevent and mitigate data loss.
  • Provide support to the creation and management of standard reports, templates and forms, while ensuring consistency with global guidance and policies, and in consultation with relevant stakeholders, including business module owners.
  • Identify, diagnose and escalate for the resolution of technical user errors, bugs and queries related to PRIMES core applications, in consultation with PRIMES Support in Headquarters, external developers and support teams.
  • Provide technical user and administrator training and guidance, including provision of training materials and remote webinars and training session for technical staff related to data management, data query and report-building.
  • Analyse and respond to user requests and queries, including compilation and assessment of PRIMES applications enhancements and change requests.
  • Assist with data quality assessment, data clean-up and data mapping from legacy database systems to the PRIMES applications, as required.
  • Assist with field testing of new functionalities within PRIMES applications, as required.
  • Support the design and strengthening of operational reports and statistics generated from the PRIMES Data Port, including provision of training and user guidance.
  • Take part in discussions of business requirements for interoperability of local tools and applications within the PRIMES ecosystem, in consultation with business owners and the PRIMES Steering Committee in Headquarters.
  • Keep apprised of evolving technology and new business needs to support registration, identity and population data management in the country operations.

Description of tasks

Within the delegated authority and under the supervision of the Snr. Programme Officer, the UN Volunteer Associate Programme Officer will:

  • Coordinate and monitoring the implementation of some Partners Agreements in Mexico City;
  • Provide support to ensure a consistent application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others.
  • Provide support on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities.
  • Assist the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions.
  • Support Results Based Management and programme capacity in light of evolving requirements, programming approaches and gaps.
  • Support the upcoming 2021 Detailed Planning and the introduction of the new RBM in the Operation, since MEX will be one of the pilot countries in the region;
  • Support the revision and analysis of plans, mid-year and year-end reports of UNHCR office(s) in the Area of Responsibility AoR), ensure quality assurance and compliance with established policies, guidelines, procedures and standards.
  • Contribute to ensure consistent and coherent monitoring approaches, tools and systems across the region, in line with global standards and polices.
  • Perform some duties at inter-agency level, by coordinating activities with other UN Agencies and International Organizations related to shelters and the response towards the Venezuela population in the country;
  • Coordinate with Supply and the other colleagues in the Unit the implementation of DI activities, especially those requiring a formal procurement process;
  • Support Field Offices where no Programme staff is still present, such as Tijuana, Monterrey, Guadalajara, and others.
