Under the overall guidance of the UN Women Special Representative and the direct supervision of the UN Women Women Economic Empowerment Portfolio Manager, the UNV Advocacy Specialist will:

  • Support the Women Economic Empowerment team in developing an advocacy action plan for the Women Economic Empowerment portfolio with focus on the regional programme, with different stakeholders, and based on the joint programme priorities.
  • Support the Women Economic Empowerment team in designing, implementing and assessing evidence-based advocacy initiatives and campaigns, in collaboration with private, public and civil society actors. This includes preparations of related papers, events, communications, media, outreach and other related interventions, in line with programmatic priority areas of intervention, including women’s access to decent work opportunities and retention in the labour market.
  • Support the Women Economic Empowerment team in documenting results and recommendations of the advocacy initiatives and producing relevant research documents, including fact sheets, summary reports, infographics, stories and messages for dissemination, in coordination with UN Women regional and country team members in English and Arabic languages.
  • Identify storylines for publication and media posts, and review outreach content in Arabic and English for different advocacy events and initiatives;
  • Support the team in conducting evidence-based and policy-oriented research, including through literature reviews, focus groups discussions and interviews, on Women economic Empowerment priorities, strategies, policies, procedures, plans etc. at the national to inform the development of different reports, analyses, assessments etc. in collaboration with a variety of partners.
  • Support the team in compilation of results-oriented data and information from implementing partners and national/ international actors to inform the development of reports, success stories and other relevant papers.

Sous la supervision générale du Représentant Résident du bureau du PAM au Bénin et sous la supervision directe de la Responsable de l’Unité Programme, le(la) VNU sera chargé(e) du suivi de la situation alimentaire et nutritionnelle des bénéficiaires, d’une part les écoliers bénéficiaires des cantines scolaires et leurs ménages et d’autre part les ménages des zones de convergence des Nations Unies (Karimama, Malanville), afin de contribuer au développement des strategies et des plans de risposte nécessaires dans le contexte de la COVID 19.

Activités de suivi et de gestion des bases de données sur les bénéficiaires

Plus précisément, il/elle sera chargé(e) de:

  • contribuer à renforcer le système de suivi des activités de cantines scolaires, de nutrition et d’urgence du PAM sur le terrain,
  • appuyer l’Unité Suivi-évaluation dans l’amélioration du système de collecte de données sur la consommation des vivres par les écoliers bénéficiaires de cantines scolaires,
  • contribuer à la collecte et à la gestion des données anthropométriques pour le suivi de l’état nutritionnelle des écoliers bénéficiaires de cantines scolaires,
  • collecter les données necessaires pour assurer le suivi du niveau de sécurité alimentaire des populations vulnérables des communes de Karimama et Malanville,

Activités de communication et de visibilité du PAM

  • contribuer à l’élaboration d’outlis de communication dans le cadre de la lutte coontre la COVID 19 en faveur des écoliers et des communautés bénéficiaires de cantines scolaires et des ménages de Karimama et malanville ;
  • identifier les articles du PAM présentant un intérêt pour le travail de l'Agence dans le pays et les présenter de manière proactive aux organes de presse nationaux, régionaux et mondiaux et / ou trouver des moyens de se connecter à ces articles ;
  • fournir aux plateformes de médias sociaux régionales et nationales du PAM des mises à jour pertinentes et travailler en étroite collaboration avec l’Unité Communication du Bureau Pays, et au besoin du Bureau Régional, pour intégrer la réponse humanitaire dans les médias sociaux du PAM ;
  • rédiger des communiqués de presse, des fiches d’information et d’autres documents d’in-formation sur les interventions du PAM, y compris les urgences, et des réponses à la couverture du PAM dans les médias, pour améliorer la visibilité du PAM ;

Sous la supervision directe du Chargé de gestion des données, rapportage des résultats, et la supervision technique d’un comité de pilotage interne au Bureau du Coordinateur Résident, le/la Volontaire des Nations Unies sera actif/ve sur deux grands axes de travail et effectuera les tâches suivantes :

  1. Réaliser un mécanisme de collecte de données et un système de suivi et d’évaluation pour renseigner la réalisation de la RSEI du SNU Madagascar
  • Faire une revue documentaire des différentes initiatives de la RSEI élaborées par ou en collaboration avec le Gouvernement de Madagascar ;
  • Analyser le système de collecte des données auprès des différents ministères concernés par la RSEI ;
  • Rédiger le rapport de diagnostic sur le système de collecte des données sur la RSEI dans les différents ministères concernés ;
  • Analyser le système de collecte des données auprès des agences du SNU participantes à la RSEI ;
  • Appuyer la phase de collecte – trimestrielle et annuelle - des données liées aux réalisations dans le cadre de la RSEI ;
  • Analyser les procédures techniques mis en place par UNDCO dans la plateforme UN INFO ;
  • Rédiger une note technique montrant (i) le circuit de collecte des données pour alimenter la plateforme UN INFO sur la RSEI avec une description des nœuds et des flux y afférant, et (ii) les informations techniques qualifiant les bases de données (métadonnées).

  1. Développer un cadre et un protocole coordonnés d’urgence pour la collecte de données et le suivi-évaluation en cas de crise
  • Faire une revue documentaire des différentes initiatives de collecte de données et suivi-évaluation dans le cadre de la Covid-19 au niveau international, en visant en particulier (i) les procédures et mécanismes de collecte de données innovants (big data), (ii) la combinaison de sources de données de nature différente, et (iii) les procédures et mécanismes de suivi-évaluation innovants ;
  • Produire une analyse de ces différentes initiatives et un examen de leur applicabilité dans le contexte de Madagascar ;
  • Formuler - en collaboration avec la contrepartie nationale et les parties prenantes - un projet de cadre et protocole coordonnés d’urgence pour la collecte de données et le suivi-évaluation en cas de crise.

En plus de ce qui précède, les Volontaires des Nations Unies sont censés :

  • Renforcer leurs connaissances et compréhension du concept du volontariat en lisant la documentation mise à disposition par le programme VNU, les publications externes et prendre activement part aux activités du programme VNU, par exemple s’impliquer dans les activités commémoratives de la Journée internationale des Volontaires (JIV), le 5 décembre.
  • Se familiariser et développer toute forme de volontariat traditionnel et/ou local au niveau du pays d’accueil.
  • Refléter le type et la nature des actions volontaires qu’ils entreprennent, y compris leur participation dans les réflexions substantielles.

The work of the NUNV will be focused on knowledge management and the production of COVID-19 specific information products.S/He will work closely with the RCO Communication and Advocacy Officer and the Monitoring, Evaluation and Reporting Officer to build the data processes and generate information on the COCID-19 response work of the UN in Afghanistan.S/He will also work closely with the Leads of the RCCE to ensure cohesive messaging and data exchange between the humanitarian and development partners.

The NUNV will be assigned to the RCO, and work under the guidance of the Head/RC Office and daily supervision of the Communication and Advocacy Officer.The NUNV will work from 15 November 2020 through 30 June 2021.

The common responsibilities are:

  • Develop with the CAO a One UN COVID-19 communication plan for the promotion of the UN response to COVID-19, working in close consultation with the UNCG and RCCE WG.
  • Increase coverage and understanding of the UN’s COVID-19 response in Afghanistan – e.g. develop factsheets, stories from the field, best practices that inform and engage the general public.

Knowledge Management is a central component of the Spotlight Initiative in Afghanistan. The objectives of the Knowledge Management Strategy will be: 1) to increase awareness and understanding of the SI’s implementation and impact in Afghanistan; (2) to communicate and share good practices and lessons that emerge through the implementation of the SI interventions (3) to generate local, context-specific knowledge on ‘what works’ and ‘what does not work’ to be shared on regional and global virtual knowledge platforms and (4) to strengthen women’s rights groups’, civil society groups’, and government’s capacity to generate, disseminate and use EVAWG knowledge.

As such, the Communications and Knowledge Management Officer (CKMO) will be responsible for leading and managing the following activities in keeping with the Knowledge Management Framework to be developed:

  • Knowledge capture: Collate the evidence-base on Spotlight Pillars from existing national and global resources and conduct a situation analysis to improve understanding of EVAWG in the country
  • Address knowledge gaps: Support the design of activities to specifically meet identified knowledge gaps
  • Monitoring and Evaluation lessons learned: Working with the M&E and Reporting Advisor, strategize how to identify and share innovative, context-specific monitoring and evaluation strategies of all Spotlight activities to determine ‘what works’ and ‘what does not work’. This knowledge will be shared on regional and global knowledge platforms to encourage peer support, collaborative problem-solving and strategizing, and the sharing of tools and other resources.
  • Dissemination and Public Engagement: In coordination with the Senior Coordination Officer and the RCO’s Communications and Advocacy Officer, communicate and share good practices and lessons that emerge through the implementation of the SI interventions and establish participatory mechanisms with multiple stakeholders to continually assess and discuss what works and what does not.
  • Build Knowledge Management Capacities: As requested, conduct national and/or regional knowledge exchange workshops on particular topics/practice to strengthen institutional capacity to generate disseminate and use knowledge products.

S/He will ensure that the outputs from M&E are translated into knowledge that informs programme implementation and reporting, and that KM activities are closely aligned with the SI Communication and Visibility Strategy.

A baseline survey will be conducted under this joint program by the RUNOs. Portfolio reviews for this program involving donors, community beneficiaries will be conducted to ensure that RUNO agencies “pause and reflect” on its implementation.

Strengthen knowledge management by tracking the implementation of this programme and disseminate advocacy messages and good practices.

Produce knowledge products and ensure that products (such as the baseline reports, mid-term reviews, etc.), are disseminated through various levels and platforms.

Develop a Knowledge Management Strategy, focusing on (i) identifying knowledge gaps by assessing and undertaking a mapping of existing knowledge management activities, guidelines and tools within the RCO and the RUNOs; (ii) expanding flow of knowledge and information on Spotlight; (iii) contributing to and sharing best practices and knowledge; (iv) effectively communicating and liaising with all RUNO agencies to integrate knowledge management in their systems and processes; and (v) ensuring a constant and consistent flow of information gathered on the quality of the SI including human interest/life changing stories.
