The purpose of this assignment is to provide technical advice on public health, NCDs and ensure co-ordination on the scale-up of NCD services in Myanmar. Within the delegated authority and under the guidance of Programme Coordinator or his/her designated mandated representative(s), the NCD Coordinator for Myanmar will carry out the following tasks:

National NCD Capacity Building

  • Lead the policy analysis for NCD Division of Ministry of Health and Sports and support them in new policy development for NCDs in Myanmar, including their monitoring frameworks that improve data availability for better analysis.
  • Lead in the development of national planning for NCDs, especially the strategy and costed operational plan for prevention and control of NCDs in Myanmar.
  • Lead relevant epidemiological, economic and service delivery studies/research to inform both policy development and various planning for NCDs.
  • Support the NCD coordination structures in the Health Ministry with key issues that need to be addressed for prevention and control of NCD, including all relevant national guidelines/ protocols/standards for the management of major NCDs.
  • Identify and bring to the co-ordination platform relevant stakeholders including WHO, donors, implementation partners, non-governmental organisations, civil society organizations, academic and research institutions, private sector, and affected communities.
  • Identify and encourage stakeholders to contribute to NCD policymaking, implementation, and training of community and district level healthcare providers as per the specialisms of these stakeholders.
  • Promote use of technology/digital tools for e-learning/skill development of primary health care workers and implementation of decision support systems for service delivery for NCD management in the country.
  • Lead development of national surveillance system with patient disease registries that facilitate information exchange with service providers and other stakeholders. Support data collection efforts for monitoring and evaluation framework of the national strategy/operational plan for the prevention and control of NCDs in country.
  • Develop collaboration with national and international universities, research institutions, and think tanks to support implementation of national plans for prevention and control of NCDs.
  • Lead global knowledge-sharing by documenting lessons learned on capacity building in Myanmar.
  • Join the efforts of teams in the various Defeat-NCD country programmes to develop institutional operational modalities and frameworks.

Community Scale-up for NCD Services

  • Lead analysis and assessment of primary healthcare facilities' capacity/readiness to provide NCD management services in country.
  • Identify new options for the scale up of NCD services at the community level, including innovators and health entrepreneurs nationally and internationally.
  • Lead development of NCD services to communities in a cost-effective manner including last mile delivery and improved health self-care.
  • Promote use of technology/digital tools for e-learning/skill development of primary health care workers and implementation of decision support systems for service delivery for NCD management in the country.
  • Identify potential innovative startups and health entrepreneurs focusing on NCD self-care, affordable access to NCD treatment and care, to accelerate achievement of identified needs in the national planning processes for prevention and control of NCDs.
  • Lead development of NCD services for people affected by disasters, conflicts, and crises, with a particular focus on pandemics.

Affordability and Accessibility of Essential NCD Supplies

  • Lead and build relationships and provide technical assistance to improve public, non-governmental and private sector procurement and supply chains for accessibility, availability and affordability of essential NCD medicines, diagnostics, and equipment in Myanmar.
  • Promote Defeat-NCD Marketplace to relevant stakeholders as a procurement tool to help make provision of NCD supplies simpler and more cost effective in the country.
  • Assess and provide assistance where needed to develop/improve the electronic logistics management information system and roll out trainings on their efficient use.
  • Promote to the price surveys as part of market monitoring studies for NCD for essential NCD medicines, diagnostics, and equipment in Myanmar.

Sustainable NCD Financing

  • Lead management The Defeat-NCD pooled fund in country and ensure appropriate fundraising, grant management and donor reporting for the fund.
  • Provide continuous analysis of health financing needs to implement the national costed action plan on NCDs.
  • Ensure continuous engagement and knowledge sharing across relevant stakeholders and government departments ensuring the flow of funds to NCD care as per the budget.
  • Lead development of an innovative financing instruments for funding the National Operational Plans for prevention and control of NCDs.

Reporting

  • Develop progress reports for the implementation of the national NCD programmes.
  • Manage timely reporting to the donors for their contributions to The Defeat-NCD pooled fund in Myanmar.
  • Prepare briefing notes and/or presentations as requested for Government of Myanmar officials to showcase Myanmar’s work on tackling NCDs nationally and internationally.
  • Develop appropriate programme dashboards for the NCD units at the Ministry of Health.
  • Any other related tasks as may be required or assigned by the supervisor.
Master degree or equivalent

Master's degree or equivalent in public health and a Graduate degree in Medicine, from an accredited and recognized academic institution is required.

  • At least 5 years of relevant professional work experience for Public health, Government facility, large International organisation, etc.
  • Strong demonstrated track record in programme monitoring, evaluation, and reporting is required.

The purpose of this assignment is to drive the development of health informatics in Myanmar. The incumbent will be responsible to provide technical advice on software development and design of health informatics. Within the delegated authority and under the guidance of the NCD Coordinator for Myanmar, the Information Technology Specialist will carry out the following tasks:

  • Identify business needs and requirements from the health information system customers, defining system requirements and scoping the design.
  • Define system requirements and specifications for managing NCDs in the country.
  • Design healthcare software solutions that scale to larger user populations and satellite resources.
  • Write design documentation for integration of NCD programme needs into the national health information systems, both at high-level and low-level.
  • Provide architectural assessments, strategies, and roadmaps for one or more technology domains.
  • Advise health information improvement projects from a system architecture. Work with different product owners to understand interoperability requirements and interact with other cross-functional teams to architect, design, develop, test, and release NCD features.
  • Demonstrate broad healthcare solutions technical leadership, impacting significant technical direction, exerting influence outside of the immediate team and driving change.

The purpose of this assignment is to provide technical advice on public health, NCD, and lead in the management, design, implementation, monitoring and reporting of The Defeat-NCD Partnership programme activities in Ecuador, in support of the Ministry of Public Health. Within the delegated authority and under the guidance of the Programme Coordinator or his/her designated mandated representative(s), the NCD Programme Officer based within the Ministry of Public Health will carry out the following tasks:

National NCD Capacity Building

  • Lead the development of The Ecuador national NCD strategy and costed action plan.
  • Prepare for and support regular meetings of the intersectoral committee for NCDs responsible for implementing, monitoring, and evaluating the National NCD Strategy and its related National NCD Costed Action Plan.
  • Lead relevant epidemiological, economic, and service delivery studies/research to inform both policy development and various multisectoral planning for NCDs.
  • Lead technical assistance to support policy analysis for NCDs and support new policy development for NCDs in Ecuador, including coordination structures and multisectoral monitoring frameworks that improve data availability for better analysis.
  • Lead the development and refinement of tools and methods on NCD programme implementation at country level.
  • Lead in the monitoring and evaluation of the national NCD strategy and costed action plan.
  • Lead identification and development of training and institutional capacity strengthening needs in terms of human resources to manage NCDs at all levels of the health services and develop and implement plans to address them in a phased manner.
  • Promote use of technology/digital tools for e-learning/skill development of primary health care workers and implementation of decision support systems for service delivery for NCD management in the country.
  • Responsible for mobilising resources from national and international donors and investors to fund the national NCD Strategy and Costed Action Plan.
  • Join the efforts of teams in the various Defeat-NCD country programmes to develop institutional operational modalities and frameworks.
  • Develop collaboration with national and international universities, research institutions, and think tanks to support implementation of national plans for prevention and control of NCDs.
  • Lead global knowledge-sharing by documenting lessons learned on capacity building in Ecuador.

Community Scale-up for NCD Services

  • Lead in designing and implementing a nationwide NCD screening programme with proper referral pathways and data collection mechanisms.
  • Identify innovations and interventions to increase the provision of NCD services to communities in a cost-effective manner including last mile delivery and improved patient self-care. Drive institutional processes to transform some of these interventions as investible services to that can attract venture or private equity capital.
  • Analyse existing or proposed primary health care systems and services on their inclusion of NCDs; identify needs for improvement and the methods and resources to accomplish such improvements.
  • Develop new programme proposals and proactively explore opportunities to raise new funding and capital to scale up the effort of NCD services at community level.
  • Actively participate in annual planning, monitoring and evaluation exercises, program reviews and annual reviews with government and other counterparts.
  • Build and strengthen close working relationship with all health sector counterparts in country.
  • Lead development of NCD services for people affected by disasters, conflicts, and crises, with a particular focus on pandemics.
  • Lead the development of grants and agreements with identified implementation partners for managing the grant out activities in accordance with UNITAR rules and regulations.

Affordability and Accessibility of Essential NCD Supplies

  • Build a strong working relationship and provide technical assistance to improve public, faith-based, and private sector procurement and supply chains for accessibility, availability and affordability of essential NCD medicines, diagnostics, and equipment in Ecuador.
  • Assess and provide assistance where needed to develop/improve the electronic forecasting, inventory, stock and logistics management information system and roll out trainings on their efficient use.
  • Promote The Defeat-NCD Marketplace to relevant stakeholders as a procurement tool to help make provision of quality NCD supplies simpler and more cost effective in the country.
  • Assess NCD drugs and supplies quality assurance practices and the country’s approved suppliers, and pre-qualification process.
  • Lead the documentation and tracking of improved affordability and accessibility of NCD drugs, diagnostics, and medical devices in Ecuador through the development of the country and reginal market monitoring studies, and global State of the World’s Essential Medicines and Diagnostic Supplies for Noncommunicable Diseases report.

Sustainable NCD Financing

  • Lead the management of The Defeat-NCD pooled fund in country and ensure appropriate fundraising, grant management and donor reporting for the fund.
  • Lead the development of innovative financing instruments for funding the National Costed Action Plan for the prevention and control of NCDs
  • Provide continuous analysis of health financing needs to implement the national costed action plan on NCDs.
  • Ensure continuous engagement and knowledge sharing across relevant stakeholders and government departments ensuring the flow of funds to NCD care as per the budget.

Reporting

  • Develop progress reports for the implementation of the national NCD programmes.

The purpose of this assignment is to provide technical expertise on public health for NCD programme activities in the Caribbean region in support of the mandate of the Caribbean Public Health Agency (CARPHA). CARPHA is the Caribbean region’s collective response to strengthening health systems and addressing public health challenges which threaten development. Within the delegated authority and under the guidance of the Programme Coordinator, or his designated representative(s), the NCD Programme Officer, based within CARPHA will be responsible to:

National NCD Capacity Building

  • Develop a 10-year strategy and costed action plan for the prevention and control of NCDs in Caribbean, with clear actions to achieve sub-regional, regional, and global mandates towards the reduction in premature NCD mortality in the Caribbean.
  • Strengthen multi-sectoral groups, ensure wide representation, information exchange and support regular meetings and reporting against the implementation of the NCD Strategy and Costed Action Plan.
  • Lead relevant epidemiological, economic, and service delivery studies/research to inform both policy development and various multisectoral planning for NCDs.
  • Lead technical assistance to support policy analysis for NCDs and support new policy development for NCDs in the Caribbean, including coordination structures and multisectoral monitoring frameworks that improve data availability for better analysis.
  • Review, map and establish a database of existing policies for the prevention and control of priority NCDs in the Caribbean.
  • Lead the development and refinement of tools and methods on NCD programme implementation in the region.

The purpose of this assignment is to provide technical advice on public health, NCDs, and lead the management, design, implementation, monitoring and reporting of The Defeat-NCD Partnership programme activities in Rwanda, in support of the Ministry of Health. Within the delegated authority and under the guidance of the Programme Coordinator or his/her designated mandated representative(s), the NCD Programme Officer based within Rwanda Biomedical Center will carry out the following tasks:

National NCD Capacity Building

  • Prepare for and support regular meetings of the intersectoral committee for NCDs responsible for implementing, monitoring, and evaluating the National NCD Strategy and its related National NCD Costed Action Plan (2020-2025).
  • Lead relevant epidemiological, economic, and service delivery studies/research to inform both policy development and various multisectoral planning for NCDs.
  • Lead technical assistance to support policy analysis for NCDs and support new policy development for NCDs in Rwanda, including coordination structures and multisectoral monitoring frameworks that improve data availability for better analysis.
  • Lead the development and refinement of tools and methods on NCD programme implementation at country level.
  • Lead in the monitoring and evaluation of the national NCD strategy and costed action plan.
  • Lead identification and development of training and institutional capacity strengthening needs in terms of human resources to manage NCDs at all levels of the health services and develop and implement plans to address them in a phased manner.
  • Promote use of technology/digital tools for e-learning/skill development of primary health care workers and implementation of decision support systems for service delivery for NCD management in the country.
  • Responsible for mobilising resources from national and international donors and investors to fund the national NCD Strategy and Costed Action Plan.
  • Join the efforts of teams in the various Defeat-NCD country programmes to develop institutional operational modalities and frameworks.
  • Develop collaboration with national and international universities, research institutions, and think tanks to support implementation of national plans for prevention and control of NCDs.
  • Lead global knowledge-sharing by documenting lessons learned on capacity building in Rwanda.

Community Scale-up for NCD Services

  • Lead in designing and implementing a nationwide NCD screening programme with proper referral pathways and data collection mechanisms.
  • Identify innovations and interventions to increase the provision of NCD services to communities in a cost-effective manner including last mile delivery and improved patient self-care. Drive institutional processes to transform some of these interventions as investible services to that can attract venture or private equity capital.
  • Analyse existing or proposed primary health care systems and services on their inclusion of NCDs; identify needs for improvement and the methods and resources to accomplish such improvements.
  • Develop new programme proposals and proactively explore opportunities to raise new funding and capital to scale up the effort of NCD services at community level.
  • Actively participate in annual planning, monitoring and evaluation exercises, program reviews and annual reviews with government and other counterparts.
  • Build and strengthen close working relationship with all health sector counterparts in country.
  • Lead development of NCD services for people affected by disasters, conflicts, and crises, with a particular focus on pandemics.
  • Lead the development of grants and agreements with identified implementation partners for managing the grant out activities in accordance with UNITAR rules and regulations.

Affordability and Accessibility of Essential NCD Supplies

  • Build a strong working relationship and provide technical assistance to improve public, faith-based, and private sector procurement and supply chains for accessibility, availability and affordability of essential NCD medicines, diagnostics, and equipment in Rwanda.
  • Assess and provide assistance where needed to develop/improve the electronic forecasting, inventory, stock and logistics management information system and roll out trainings on their efficient use.
  • Promote The Defeat-NCD Marketplace to relevant stakeholders as a procurement tool to help make provision of quality NCD supplies simpler and more cost effective in the country.
  • Assess NCD drugs and supplies quality assurance practices and the country’s approved suppliers, and pre-qualification process.
  • Lead the documentation and tracking of improved affordability and accessibility of NCD drugs, diagnostics, and medical devices in Rwanda through the development of the country and reginal market monitoring studies, and global State of the World’s Essential Medicines and Diagnostic Supplies for Noncommunicable Diseases report.

Sustainable NCD Financing

  • Lead the management of The Defeat-NCD pooled fund in country and ensure appropriate fundraising, grant management and donor reporting for the fund.
  • Lead the development of innovative financing instruments for funding the National Costed Action Plan for the prevention and control of NCDs
  • Provide continuous analysis of health financing needs to implement the national costed action plan on NCDs.
  • Ensure continuous engagement and knowledge sharing across relevant stakeholders and government departments ensuring the flow of funds to NCD care as per the budget.

Reporting

  • Develop progress reports for the implementation of the national NCD programmes.
  • Manage timely reporting to the donors for their contributions to The Defeat-NCD pooled fund in Rwanda.
  • Prepare briefing notes and/or presentations as requested for Government of Rwanda officials to showcase Rwanda’s work on tackling NCDs nationally and internationally.
  • Develop appropriate programme dashboards for the NCD Division at Rwanda Biomedical Center.

Within the delegated authority and under the supervision of WFP Country Director or his/her designated mandated representative(s), the UN Volunteer specialist will:

  1. Act as focal point and support the Country Director and the UN Country team (UNCT) in the formulation and update of the Common Country Analysis (CCA) as well as of the UN Sustainable Development Cooperation Framework (UNSDCF);
  2. Engage the Resident Coordinator Office (RCO) and UNCT members as well as the RCO/CCA/UNSDCF consultants about the CCA/UNSDCF deliverables and processes.
  3. Engage with FAO, UNICEF, IFAD and other food security and nutrition actors to jointly advocate for the inclusion of SDG2 related issues in the CCA/UNSDCF, based on quality data.
  4. During the CCA/UNSDCF process, ensure that SDG2 elements are taken into consideration and well-captured. Make available any WFP-supported reports and assessments.
  5. Proactively support the CD to contribute to UNCT discussions and comment on the emerging CCA report.
  6. Support the Country Director in deciding whereas any food security assessment is needed for the CCA formulation/update and for UNSDCF design and draft required concept notes as needed.
  7. Support the Country Director in his approach to the Government to clarify whether a Zero Hunger strategic review (ZHSR) is desired. Where relevant, introduce or build on the ZHSR approach as a key analytical input for the CCA.
  8. Support the implementation of the ZHSR process and advocate for the establishment of a follow-up mechanisms, to ensure that SDG2 analysis is an ongoing function (like the CCA), while consistently examining and providing a planning horizon up to 2030.
  9. Assist counterparts in governments and other partners in identifying where food assistance can be usefully employed and provide support and technical expertise for the planning, formulation and implementation of moderately complex food assistance programmes to strengthen government and community ownership and effectiveness of food security and nutrition programmes at national and sub-national levels.
