Under the overall guidance of Deputy Chief Electoral Advisor, direct supervision of Project Manager, IESG the Finance Specialist (IUNV) is responsible for the financial management of the ‘Joint Programme for Support to Universal Suffrage Elections in the Federal Republic of Somalia’ in line with UNDP rules and regulations. The Finance Specialist promotes a collaborative, client-focused, quality and results-oriented approach in the IESG. The Finance Specialist will further advice and support the national counterparts with the financial management aspects in line with the Letter of Agreements with UNDP. S/he will work closely with the relevant National Independent Electoral Commission ( NIEC) and other national counterparts to support the following:
1. Ensure effective and accurate financial resources management and oversight, focusing on the following:

  • Financial analysis and oversight for all resources under the project;
  • Proper planning, expenditure tracking of financial resources in accordance with UNDP rules and regulations; • Maintaining internal controls over all financial processes; ensuring an efficient financial flow process;
  • Tracking and reporting to management of key financial performance indicators.

2. Ensure implementation of operational strategies and procedures, focusing on achievement of the following results.

  • Establish or fine tune financial procedures: e.g. receipts, payments, disbursements and bookkeeping, filing procedures for the project;
  • Ensure that financial procedures in place comply with the financial/accounting and procurement requirements of UNDP;
  • Continuously analyze and monitor the financial situation, presentation of forecasts for the project;
  • Oversee the transparency of the financial processes and the use of funds and compliance with UNDP financial guidelines;
  • Ensure timely preparation of quarterly financial reports;
  • Routinely monitor financial exception reports for unusual activities, transactions, and investigate anomalies or unusual transactions. Inform supervisors of the results of the investigation when satisfactory answers are not obtained..

3. Manage the Project budget and organize an optimal cost-recovery system, focusing on the following:

Manage all financial resources through planning, guiding, monitoring and controlling of the resources in accordance with UNDP rules and regulations;

  • Prepare and monitor projects’ budgets in Atlas;
  • Develop proper mechanisms to eliminate deficiencies in budget management;
  • Ensure that payment information is properly recorded into the Atlas system on a timely basis.

4. Ensure proper Project cash management, focusing on achievement of the following results:

  • Timely review of cash position for the projects to ensure sufficient funds on hand for disbursements;
  • Timely preparation of monthly cash flow forecast.

5. Capacity development of national counterparts.

  • Advise and assist with proper financial management and reporting in accordance to the letter of Agreement between UNDP and the counterpart;
  • Advice and train staff members of the counterparts on financial management and implementation;
  • Review submitted financial documents from national counterparts and provide feedback before processing payments.
Master degree or equivalent

Master's degree (or equivalent) in Finance/Accounting, Economics, Finance, Public Administration. Professionally qualified accountants from an internationally recognized institute of accountancy will have a distinct advantage.

Under the overall guidance of the UN Women Special Representative and the direct supervision of the UN Women Women Economic Empowerment Portfolio Manager, the UNV Advocacy Specialist will:

  • Support the Women Economic Empowerment team in developing an advocacy action plan for the Women Economic Empowerment portfolio with focus on the regional programme, with different stakeholders, and based on the joint programme priorities.
  • Support the Women Economic Empowerment team in designing, implementing and assessing evidence-based advocacy initiatives and campaigns, in collaboration with private, public and civil society actors. This includes preparations of related papers, events, communications, media, outreach and other related interventions, in line with programmatic priority areas of intervention, including women’s access to decent work opportunities and retention in the labour market.
  • Support the Women Economic Empowerment team in documenting results and recommendations of the advocacy initiatives and producing relevant research documents, including fact sheets, summary reports, infographics, stories and messages for dissemination, in coordination with UN Women regional and country team members in English and Arabic languages.
  • Identify storylines for publication and media posts, and review outreach content in Arabic and English for different advocacy events and initiatives;
  • Support the team in conducting evidence-based and policy-oriented research, including through literature reviews, focus groups discussions and interviews, on Women economic Empowerment priorities, strategies, policies, procedures, plans etc. at the national to inform the development of different reports, analyses, assessments etc. in collaboration with a variety of partners.
  • Support the team in compilation of results-oriented data and information from implementing partners and national/ international actors to inform the development of reports, success stories and other relevant papers.

Sous la supervision générale du Représentant Résident du bureau du PAM au Bénin et sous la supervision directe de la Responsable de l’Unité Programme, le(la) VNU sera chargé(e) du suivi de la situation alimentaire et nutritionnelle des bénéficiaires, d’une part les écoliers bénéficiaires des cantines scolaires et leurs ménages et d’autre part les ménages des zones de convergence des Nations Unies (Karimama, Malanville), afin de contribuer au développement des strategies et des plans de risposte nécessaires dans le contexte de la COVID 19.

Activités de suivi et de gestion des bases de données sur les bénéficiaires

Plus précisément, il/elle sera chargé(e) de:

  • contribuer à renforcer le système de suivi des activités de cantines scolaires, de nutrition et d’urgence du PAM sur le terrain,
  • appuyer l’Unité Suivi-évaluation dans l’amélioration du système de collecte de données sur la consommation des vivres par les écoliers bénéficiaires de cantines scolaires,
  • contribuer à la collecte et à la gestion des données anthropométriques pour le suivi de l’état nutritionnelle des écoliers bénéficiaires de cantines scolaires,
  • collecter les données necessaires pour assurer le suivi du niveau de sécurité alimentaire des populations vulnérables des communes de Karimama et Malanville,

The UN Volunteer will work under the supervision of the UNDP Resident Representative and Deputy Resident Representative, in the key functions listed below. He will also work closely with the UNV Regional Communication team.

Develop and maintain Country Office Information Management System related to UNDP’s Covid-19 response:

  • Coordinate with information management network groups in UNCT as well as UNDP project teams with aim to facilitate information exchange and the promotion of data and information standards related to Covid-19 response;
  • Engage with counterparts in government to ensure that information activities are coordinated and consistent with national standards and practices;
  • Support in development of information management tools and platforms that supports to showcasing of UN/UNDP work on Covid – 19 response and recovery;
  • Produce and update information products such as reports, charts and infographics by turning data into graphical products to convey messages and a storyline; develop advocacy materials including posters, presentations and other visual materials;
  • Manage content on relevant web platforms, provide overall quality control for the platform and ensure content is current, visible, comprehensive and follows relevant metadata standards;
  • Advocate for the use of data standards and common platforms, and for the open exchange of information;

Support in monitoring UNDP’s Health systems support as part of COVID response (and UNCT wherever possible):

  • Design, develop and manage databases, spreadsheets and other data tools for capturing Health system support especially health supplies at sub-national levels for COVID response;
  • Consolidate and document operational information (stock, distribution, storage, inventory etc) on a regular schedule to support analysis and ensure the quality of high-value data for accuracy, consistency and comparability;
  • Develop and maintain spatial operational datasets in accordance with relevant standards and guidance;
  • Produce and update high-quality map products related to heath supplies/ products in states and region level services;
  • Maintain a repository of spatial data and ensure that the data are documented and accessible to all partners through local and/or online services;

Support in information management related to Socio economic impact assessments and emergency preparedness and response:

  • Support the team to carry out a rapid survey to comprehensively assess the impact of COVID-19 on MSMEs and needs analysis activities, including secondary data reviews, preliminary scenario definitions and multi-cluster initial rapid assessments;
  • Support CO and assessment teams in cross-sectional Sectoral and community specific socio impact assessment in specific vulnerable geographical areas and specific sectors like agriculture, livelihoods etc.
  • Participate in the development and revision of data standards and advise on the application of these standards into local systems and processes;
  • Provide advice on the various assessment designs to ensure data quality;
  • Manage platforms and tools that support data collection and analysis such as KoBo Toolbox and Open Data Kit (ODK);
  • Organize, design and carry out the evaluation and analysis of location specific datasets through meaningful statistical techniques;

Within the delegated authority and under the supervision of PMSU Team Leader or his/her designated mandated representative(s), the UN Volunteer M&E Officer will perform the following tasks:

  1. Implementation of M&E systems, policies and strategies:
  • Promote effective application of results-based management tools in programme and project cycle management.
  • Support the development and approval of project documents and annual workplans for assigned projects, ensuring adoption of plausible theories of change and logical frameworks.
  • Lead in the design and implementation of project M&E frameworks and plans with defined indicators to facilitate monitoring and evaluation.
  • Based on the project M&E frameworks and plans, develop methodologies and tools to collect data on project indicators to assess; a) whether the projects are on track to achieve intended results; b) projects’ contribution towards country programme outcomes; c) lessons learned, best practices to inform the country programme.
  • Lead implementation of the programme evaluation plan - develop evaluation terms of reference in line with UNDP policies and guidelines, constitute evaluation reference group and serve as evaluation task manager, review and quality assure evaluation tasks deliverables, develop management responses and follow up on implementation of evaluation recommendations.
  • Provide technical inputs to progress reports (quarterly, annual and donor), results oriented annual reports (ROAR), integrated work plan updates, and other accountability reports on results achieved, ensuring adherence to and compliance with programme/project design documents and templates.
  • Support the conduct of conflict sensitivity and gender assessments to strengthen the projects’ conflict and gender sensitive programming.

  • Regularly monitor the Business Intelligence Dashboard and STREAM, identify gaps if any and follow up with remedial action.

    Under the direct supervision of the National Programme Analyst of UNV Bangladesh and close coordination with the Operations Manager of LIUPC project, UNV Community Volunteer Coordinator will deliver the following tasks:

    • The UNV Community Volunteers Coordinator will develop a detailed work plan including recruitment strategy for recruiting 131 Community Volunteers for LIUPC projects
    • They will provide all necessary support to the UNV Bangladesh and UNDP project team to facilitate recruitment for CUNVs, who will be based at 19 cities of the country. The UN Volunteers will closely work with the UNV Programme Assistant of UNV Bangladesh, who is responsible for HR functions.
    • Undertake tasks all the pertinent steps of day-to-day recruitment and HR actions including screening, coordination with candidates, long-short listing, arranging tests, drafting interview reports, reference checks, checking insurance papers of the candidates, medical clearances, drafting contract paper, compiling all data, create database as such in close coordination with UNVPA
    • Create an efficient database to maintain files for CUNVs for pre and post deployment time
