Within the delegated authority and under the supervision of WFP Country Director or his/her designated mandated representative(s), the UN Volunteer specialist will:

  1. Act as focal point and support the Country Director and the UN Country team (UNCT) in the formulation and update of the Common Country Analysis (CCA) as well as of the UN Sustainable Development Cooperation Framework (UNSDCF);
  2. Engage the Resident Coordinator Office (RCO) and UNCT members as well as the RCO/CCA/UNSDCF consultants about the CCA/UNSDCF deliverables and processes.
  3. Engage with FAO, UNICEF, IFAD and other food security and nutrition actors to jointly advocate for the inclusion of SDG2 related issues in the CCA/UNSDCF, based on quality data.
  4. During the CCA/UNSDCF process, ensure that SDG2 elements are taken into consideration and well-captured. Make available any WFP-supported reports and assessments.
  5. Proactively support the CD to contribute to UNCT discussions and comment on the emerging CCA report.
  6. Support the Country Director in deciding whereas any food security assessment is needed for the CCA formulation/update and for UNSDCF design and draft required concept notes as needed.
  7. Support the Country Director in his approach to the Government to clarify whether a Zero Hunger strategic review (ZHSR) is desired. Where relevant, introduce or build on the ZHSR approach as a key analytical input for the CCA.
  8. Support the implementation of the ZHSR process and advocate for the establishment of a follow-up mechanisms, to ensure that SDG2 analysis is an ongoing function (like the CCA), while consistently examining and providing a planning horizon up to 2030.
  9. Assist counterparts in governments and other partners in identifying where food assistance can be usefully employed and provide support and technical expertise for the planning, formulation and implementation of moderately complex food assistance programmes to strengthen government and community ownership and effectiveness of food security and nutrition programmes at national and sub-national levels.

  • Assist in negotiating agreements and setting up implementation mechanisms partners and ensure that agreements are established in conformity with financial rules and the latest instructions.

1. Support the formulation and the effective implementation of the programmes:

The purpose of this assignment is to provide technical advice on public health and assist in design, implementation, monitoring and reporting of The Defeat-NCD Partnership programme activities in Myanmar, in support of the Ministry of Health and Sports. Within the delegated authority and under the supervision of the Programme Coordinator for Myanmar, the Public Health Specialist will carry out the following tasks:

National NCD Capacity Building

  • Keep an updated situation analysis of non-communicable diseases (NCDs) in Myanmar and drive country programme development;
  • Lead in the monitoring and evaluation of the national costed action plan for NCDs;
  • Lead in the development of training, tools and methods and identify technical resources to support programme implementation at country level;
  • Prepare for and support regular meetings of the Technical Working Group (TWG) responsible for implementing, monitoring, and evaluating the National NCD Strategy and its related National NCD Costed Action Plan;
  • Lead the development and refinement of tools and methods on programme implementation at country level and identify technical resources requirements;
  • Lead technical assistance to support the strengthening of the policy framework work for NCDs, including coordination structures and monitoring frameworks that improve data availability for better analysis;
  • Lead identification of training and institutional capacity strengthening needs in terms of human resources to manage NCDs at all levels of the health services and develop and implement plans to address them in a phased manner;
  • Coordinate efforts for improving evidence based operational research on NCDs by key partners and ensuring its publication and availability for all stakeholders;
  • Lead to global knowledge-sharing by documenting lessons learned on capacity building in Myanmar.

Community Scale-up for NCD Services

  • Lead in designing and implementing a nationwide NCD screening programme;
  • Identify innovators and interventions to increase the provision of NCD services to communities in a cost-effective manner. Drive institutional processes to transform some of these interventions as investible services to that can attract venture or private equity capital;
  • Analyse existing or proposed primary health care systems and services on their inclusion of NCDs; identify needs for improvement and the methods and resources to accomplish such improvements;
  • Develop new program proposals and work with partnership/financing teams to proactively explore opportunities to raise new funding and capital to scale up the effort of NCD services at community level;
  • Actively participate in annual planning, monitoring and evaluation exercises, program reviews and annual reviews with government and other counterparts;
  • Build and strengthen close working relationship with all health sector counterparts in country;
  • Lead the development of grants and agreements with identified implementation partners for managing the grant out activities in accordance with UNITAR rules and regulations.

Affordability and Accessibility of Essential NCD Supplies

  • Provide leadership and technical assistance to make the provision of NCD supplies simpler and more cost effective in the country;
  • Assess NCD drugs and supplies quality assurance practices and the country’s approved suppliers, and pre-qualification process;
  • Lead the country and reginal market monitoring studies, and global State of the World’s Essential Medicines and Diagnostic Supplies for Noncommunicable Diseases report.

Sustainable NCD Financing

  • Support analysis of health financing needs to implement the national costed action plan on NCDs;
  • Contribute to the development of innovative financing instruments for meeting the financing needs of the NCDs;
  • Any other related tasks as may be required or assigned by the supervisor.

  • Master's degree or equivalent in public health and/ or Graduate degree in Medicine or equivalent, from an accredited and recognized academic institution is required,

Bajo la supervisión directa de la Asociada de Programa y Finanzas de ONU MUJERES, la voluntaria o voluntario tendrá las siguientes funciones y responsabilidades:

  1. Velar por el cumplimiento de los procedimientos y normas establecidas en los manuales de UN WOMEN, sobre temas administrativos:

  1. Elaborar y generar reportes e información financiera y otra información contable solicitada de manera oportuna y con datos confiables.

  1. Revisarla pertinencia del gasto en relación con la matriz de planificación y verificar la ejecución conforme a normas y procedimientos de UN WOMEN, (en caso de fondos en avance y/o anticipo de fondos).

  1. Asegurar que todos los pagos procesados cuenten con la documentación suficiente de respaldo, facturas, cotizaciones, contratos, , aprobaciones y cualquier otro requerimiento que mande la norma que rige UN Women.

  1. Dar seguimiento que los gastos efectuados en ningún momento excedan los presupuesto aprobados y el efectivo autorizado en cada presupuesto del proyecto y presupuesto Institucional.

  1. Colaborar en la elaboración, seguimiento y control de inventarios con la información actualizada y reportada trimestral, semestral y anualmente.

  1. Verificar que toda la documentación cursada en las solicitudes de pago sea original y contenga toda la información requerida para el pago.

garantizar que toda la documentación y aprobaciones para las misiones estén actualizadas y respondan a la normativa para solicitud de tickets aéreos y cálculo de viáticos.

  1. Manejar el sistema Atlas, e-requesition, vouchers, generación de reportes y revisiones presupuestarias.

  1. Apoyar en la elaboración de de informes financieros, revisiones de presupuesto y seguimiento por donante.

  1. Colaborar en la mantención de los archivos administrativos, con toda la documentación justificativa de compras y pagos efectuados y copias de la documentación de respaldo de las solicitudes de pago (físico y digital)
  1. Comprobar la asignación presupuestaria para los procesos de adquisición de bienes y/o servicios de acuerdo con el plan de compras, dando las alertas necesarias.
  1. Colaborar en la gestión de los procesos de contratación de RRHH: Apoyo en el control y seguimiento plazos de contratos, vacaciones, licencias de personal, ARC y otros de recursos humanos.
  1. Control y seguimiento de almacén material de escritorio

  1. Apoyar en el control y administración de activos fijos
  1. Apoyar en recabar la información necesaria para la creación de Vendors
  2. Apoyar la gestión administrativa y logística para el correcto funcionamiento de la Oficina y para la realización de talleres, misiones, eventos u otros a desarrollarse en la oficina para el cumplimiento de su mandato
  3. Apoyar en regularizar las observaciones contenidas en los informes de auditoría.
  1. Contribuir en la generación de otra información que sea requerida por Asociada/o de Programas y Finanzas en el marco de sus funciones.
Bachelor degree or equivalent

Estudios a nivel licenciatura en ciencias económicas, financieras, administrativas, ingeniería comercial u otros relacionados o ciencias puras.

-Diplomado o especialidad en gestión de proyectos u otros relacionados. (Deseable)

Experiencia específica:

Experiencia mínima de 2 años en el área de administración y finanzas

Plataforma Office (nivel intermedio)

Deseable conocimientos y manejo de ERP (Atlas, Peoplesoft, SAP, u otros)
