Within the delegated authority and under the supervision of the Livelihoods Progamme Associate or his/her designated mandated representative(s), the UNV Livelihoods Field Monitoring Assistant will:

  • Support the Livelihoods (LH) team in the North Lebanon field offices in the implementation and coordination with cooperating partners in the field to ensure proper implementation of livelihood activities adhering to WFP processes and standards of work;
  • Participant outreach and information sessions: Provide feedback on Cooperating Partner (CP) information session presentation draft and assist CPs in conducting information sessions; ensure outreach processes are conducted according to guidelines; conduct sample check through phone calls on the Vulnerability Assessment for Lebanese to check discrepancies and flag any recurring issues with LH Programme Associate;
  • Field visits: Conduct at least one field visit per project site per month to follow-up on timely implementation as well as project quality; Update weekly the project visits schedule and the monthly work plan in close dialogue with the LH Programme Associate and team;
  • Draft CP visit reports for the LH Programme Associate that document challenges, progress and improvements in implementation;
  • LH E-card distribution: Facilitate monthly e-card and pin distribution in coordination with CPs; follow up on no-show cases with the Database Manager;
  • Payments for participants: Track and follow-up on CPs timely submission of service lists, scanned attendance sheets, electronic attendance sheets and payment lists; conduct spot checks on submitted attendance sheets compared to payment lists and conduct sample check phone calls follow up directly with LH Programme Associate if irregularities are detected;
  • Conduct gender-sensitive focus group discussions and other community-level assessments as part of needs analyses and mapping and when requested as inputs for assessments and studies by Quobayat Field Office (QFO) or Country Office (CO);
  • When needed, review reporting package (report, output matrix, workplan) submitted by CPs and share feedback with the livelihoods Programme Associate;
  • Drafting minutes of meetings and share with LH Programme Associate;
  • Collect needed data from Agriculture partners and liaise with the LH Programme Associate for the preparation of regional maps;
  • Perform other related duties as required and deemed necessary by the supervisor.

Under the direct supervision of UNDP Governance Advisor for West and Central Africa, the UN Volunteer will undertake the following tasks:

Summary of Key Functions

  • Contribute to the development of analytical and policy papers on governance, peacebuilding, social cohesion, resilience, stability and prevention in the region, with clear strategic and programmatic options for UNDP’s interventions.
  • Provide analytical reviews of other donors’ and partners’ interventions in the regions
  • Prepare substantive technical papers, concept notes, narratives and project documents in the areas of governance, conflict prevention, peacebuilding and other strategic areas in the West and central Africa regions based on prevailing policy environment and lessons learned from previous interventions
  • Develop policy materials such as briefs, executive summaries, study summaries, blogs, conference abstracts and other contents.
  • Provide guidance and support in the implementation of the Hub regional programs/projects in light of the prevailing policy and strategic frameworks
  • Prepare and support the organization of relevant events, workshops and meetings (e.g. UNISS Governance Working Group meetings, think Tanks), monitoring calls, workshops and other events;
  • Assist in planning and preparing meetings with the Governance pillar members and be the penholder of meetings’ notes and consolidation of UNISS Governance pillar members’ contributions to the GWG policy documents.

Strategic technical input

  • Provide advice, and technical inputs into policy documents.
  • Participate in the UNISS Governance Working Group meetings and other pillar – if possible - and provide consolidate minutes.
  • Another responsibility will be to work on expanding existing and building new networks with stakeholders including academic researchers, professional evaluators, development practitioners and others, as required.

  • As part of the Project and Programme Management Support Unit (PMSU), provide regular updates on the office’s tools including the One Pager, the Delivery Matrix, the Projections Matrix, the transparency dashboard, the Quality Assurance Dashboard among others; and provide guidance on the usage of these tools and advise on actions required;
  • Support joint UNCT monitoring and evaluation exercises;
  • Develop and maintain close dialogue with the UNDP Independent Evaluation Office and evaluation Units in other Country Offices with a view of harmonizing evaluation approaches and agendas;
  • Advice the Senior Management on the programme of work, including identification of topics, and projects/programme to be monitored and evaluated;
  • Ensure due implementation of partners capacity assessments and assurance activities under the Harmonized Approach to Cash Transfer (HACT) framework;
  • Monitor and update the relevant corporate systems including the HACT SharePoint, the Evaluation Resources Centre, the CARDS, the Stream and others; Facilitate the exchange of information in order to build best practices and effective programme management;
  • Organize, coordinate and lead monitoring and evaluation missions for development projects, sectoral and thematic monitoring and evaluations;
  • Prepare and support independent and credible evaluations in compliance with UNDP standards;
  • Ensure that monitoring reports and evaluations are useful and that their recommendations and conclusions are implemented in a timely manner;
  • Organize and coordinate desk evaluations/studies on selected sectors/themes.

Ensure effective management of monitoring and evaluation processes in the Country Office, focusing on achievement of results based on the following responsibilities:

  • Ensure compliance with monitoring and evaluation standards, support quality assurance/control and capacity development in the Country Office;
  • Prepare Terms of Reference (TOR), support the selection of consultants and evaluation teams, provide technical feedback on evaluations and budget oversight;
  • Provide guidance on UNDP monitoring and evaluation policies, procedures and practices to programme managers, UNDP Country Office staff concerned with monitoring and evaluation, consultants and/or members of the monitoring and evaluation team.
  • Provide technical advice at the design of programmes/projects including for the results framework with defined indicators and budget; Provide support in monitoring and results-based reporting of those indicators;
  • Within the PMSU, support programme, operations and management staff in planning, implementing and monitoring resources allocation, budget revision and delivery projections at project and programme levels; ensure that lessons learned and recommendations from evaluations and monitoring reports are duly considered and reflected in policy/project/programme design;
  • Coordinate and facilitate programme monitoring activities;
  • Follow up on implementation of monitoring and evaluation recommendations. Ensuring the optimal use of monitoring and evaluations reports by providing guidance in preparation of timely management response to all mandatory evaluations.

Ensure facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on achievement of results based on the following responsibilities:

  • Provide and facilitate training / capacity building and knowledge management based on UNDP’s programme and operations policies and procedures (POPP) and other relevant guiding frameworks;
  • Identify and mainstream lessons learned from monitoring, evaluations and relevant research into Country Offices’ common practices and procedures;

Gestion des Contrats et des LTA :

Appui aux tâches quotidiennes après le Delinking PNUD/BCR:
- Appuyer à l’élaboration des MOU sous la gestion du BCR (OMT, PMT, UNCG, ONUSIDA, OHCHR);
- Collecter les informations et les signatures auprès des agences concernées ;
- Appuyer à l’élaboration des Travel Request, Travel Expenses, Requisition, Receipt ;
- Collecter les services rendus au BCR en vue du recouvrement de côut et élaborer les états ;
- Appuyer à la vérification quotidienne de la plateforme Iris pour assurer que les services soient rendus et les recouvrements de coûts effectués.

Gestion des comptes des fournisseurs locaux et internationaux:
- Mettre à jour quotidiennement le tableau de suivi pour les paiements des fournisseurs et partager aux superviseurs ;
- Prendre les informations de tous les paiements dans Atlas hebdomadairement;
- Envoyer ces paiements aux fournisseurs ;
- Répondre aux fournisseurs qui demandent la situation de leurs paiements ;
- Demander la situation des factures impayées du PNUD et des Projets tous les deux mois ;
- Faire la relance des paiements auprès des responsables ;
- Faire le relais entre les fournisseurs, l’unité Finance et les unités/Projets concernant la situation des factures et des paiements ;
- Faire la réconciliation des comptes fournisseurs si besoin ;

Autres tâches administratives :
- Appuyer au suivi des demandes de services du Bureau auprès des unités;

- Appuyer au contrôle de la mise en oeuvre de la stratégie de réduction des coûts, et élaborer le rapport périodique pour les Superviseurs ;
- Appuyer aux paiements des factures et aux reconciliations des paiements du Bureau.

Bachelor degree or equivalent

Minimum Licence, Etre titulaire d’un diplôme universitaire dans des disciplines telles que les sciences sociales, administration, gestion et comptabilité ou toute autre discipline connexe offerte par une structure accréditée et reconnue.

- Expérience d’au moins 1 (un) an dans le domaine de l’administration, gestion et comptabilité
- La connaissance des procédures du PNUD/PVNU serait un atout ;
- Excellentes qualités de communication écrite et orale ;
- Fortes capacités interpersonnelles et de travail dans un environnement multiculturel
- Capacités à travailler sous pression, à respecter les délais impartis
