  • Provide support with regard to the review, analysis and preparation of the project budgets and the revisions.

Under the overall supervision of the Head of Nairobi Convention, the national UNV will undertake the following tasks:

  • Providing support to the Nairobi Convention in tasks related to ‘Implementation of the Strategic Action Programme for the protection of the Western Indian Ocean from land-based sources and activities (WIOSAP) focusing broadly focusing broadly on demonstration projects support, development of project Guidelines and other regional frameworks,
  • Contribute to preparation of briefing notes, concept notes and presentations on the WIOSAP project in synergy with related projects of the Convention,
  • Assist to prepare legal agreements such as Small Scale Funding Agreements (SSFA) and Project Cooperation Agreements (PCA) with partners for implementation of project activities and processing through the UN Environment Partnership Portal,
  • Assist to keep track of legal agreements for the project and related projects and follow-up on their deliverables, associated payments and closure,
  • Support organization of meetings and contribute to preparation of meeting agendas, meeting concept notes, identifying participants, preparation of background and working documents, meeting reports and where appropriate, handling logistics and preparing mission reports,
  • Create and maintain an experts and institutional database of partners implementing interventions related to the WIOSAP project and other initiatives of the Convention,
  • Upload project data into the Nairobi Convention clearinghouse mechanism, undertake data analysis and trends, visualization of scenarios and identify emerging issues,
  • Draft and/or contributing to quarterly, mid-year and annual reporting on the progress in implementation of the WIOSAP project,
  • Represent the Nairobi Convention at various partners’ meeting and make presentations on the Nairobi Convention’s work and its linkages to other initiatives in the Western Indian ocean region,
  • Contribute to technical reporting on project activities and global reporting on activities related to marine and coastal management, as well as reporting on progress in attainment of relevant sustainable Development Goals (SDGs) arising from the activities of the Nairobi Convention,
  • Contribute to development of new projects to promote project sustainability through preparation of project ideas and proposals,
  • Perform other related duties as assigned.

Post-graduate university degree in marine sciences, environmental studies specialising in marine and coastal environment or discipline related to the work of marine biology and/or coastal ecosystems, or related area. Under the direct supervision of the Regional Development Coordination Officer for Africa, the UNV is responsible for the following duties:

  1. Perform a wide array of complex responsibilities in support of program activities, projects and programmes planning and monitoring, specialized communications, and special projects.

En el marco de la autoridad delegada y bajo la supervisión del Jefe de la Oficina del PNUMA en Colombia o su representante designado, y de la Economista de la Oficina del Coordinador Residente de Naciones Unidas en Perú, el/la Voluntario/a de la ONU llevará a cabo las siguientes tareas:

  1. Compilación, depuración y organización de datos e información ambiental

Búsqueda, obtención, y compilación de datos e información ambiental sobre Perú, especialmente de fuentes de Naciones Unidas (como la Sala de Situación Ambiental Mundial del PNUMA https://wesr.unep.org/), fuentes independientes verificadas, y fuentes oficiales del país. Se dará énfasis a estadísticas, indicadores (en particular aquellos desagregados a nivel subnacional), información cartográfica y series de tiempo. Se espera obtener información relacionada con biodiversidad, ecosistemas, cambio climático, energía, gobernanza ambiental, químicos, residuos y contaminación, consumo de recursos naturales, patrones de producción y consumo, etc. La información compilada debe estar adecuadamente documentada por metadatos, y debe ser relevante para los análisis sobre la situación del país. El PNUMA y la OCR darán orientación sobre el tipo de datos e información a considerar. Todos los datos e información deben quedar organizados, documentados y disponibles para futuros análisis por parte de la OCR, del PNUMA o del Equipo de País.

  1. Análisis y modelación de escenarios

Diseño y realización de análisis de datos ambientales, especialmente orientados a entender impactos ambientales sinérgicos o acumulativos (por ejemplo, para identificar “áreas calientes” de acumulación de factores de presión o de degradación ambiental) que puedan tener efectos sobre las personas, o que puedan afectar o determinar las opciones de desarrollo del país. Integración de modelos y escenarios climáticos, con énfasis en la aplicación en análisis de riesgo o vulnerabilidad. Todos los análisis se diseñarán de forma conjunta con la OCR, el PNUMA y otros miembros del Equipo de País. Lo anterior incluirá las siguientes actividades específicas:

  • Análisis de los impactos ambientales profundizados por la pandemia del Covid-19 y los impactos ambientales de los planes de recuperación económica previstos a la fecha.
  • Análisis de la evolución de los ODS custodiados por el PNUMA y las tendencias en su evolución hacia la meta contemplada en la Agenda 2030.
  • Indicar, de acuerdo con el análisis de la situación ambiental, el riesgo para el avance en los ODS de aquellas áreas geográficas definidas por los límites administrativos y de la clasificación de ecosistemas, y proponer indicadores de riesgo.
  • Indagar e identificar en los portafolios de los subprogramas del PNUMA los proyectos que cuentan con potencial de apoyar al Perú en el avance en los ODS priorizados por el Análisis Común de País.
  1. Reportes y elaboración de documentos

Preparar y/o contribuir a la elaboración de documentos técnicos relacionados con el Análisis Común de País, del Marco de Cooperación para el Desarrollo Sostenible o de otros documentos estratégicos según sea definido con la OCR y el PNUMA.

  1. Apoyo a las actividades del PNUMA en Perú

Sous la supervision directe du Coordonnateur du Secrétariat du Fonds des Nations Unies pour la Consolidation de la Paix au Tchad et, sous la direction du Conseiller pour la paix et le développement et du Coordonnateur résident, le / la volontaire des Nations Unies national (e)

Résumé des fonctions clés:

  • Assurer la mise en œuvre effective du plan de suivi & évaluation du plan prioritaire
  • Renforcer les capacités nationales en gestion ciblée sur les résultats et suivi & évaluation
  • Sollicite le développement des bases de données
  • Assurer la visibilité du PBF à travers des outils de communication adaptés

1. Assurer la mise en œuvre effective du plan de suivi & évaluation du plan prioritaire :

  • Assurer un appui technique en matière de suivi & évaluation des projets individuels et des rapports semestriels et annuels ;
  • Élaborer un système dynamique de collecte de données afin de pouvoir régulièrement mesurer les résultats des projets sur le terrain et proposer les ajustements nécessaires ;
  • Animer des séances de formation (au besoin) sur la Gestion Axée sur les Résultats (GAR);
  • Appuyer la formulation et le suivi des indicateurs ;
  • Coordonner la préparation des revues/ rapports semestrielles et annuelles du programme de consolidation de la paix et assurer la remise des rapports à temps en documentant les bonnes pratiques
  • Assurer un suivi & évaluation régulier des activités, la bonne réalisation des produits et effets du plan prioritaire et des projets y afférents ;
  • Elaborer les termes de référence pour les études et évaluations à réaliser dans le cadre de la mise en œuvre du plan de suivi & évaluation du plan prioritaire pour la consolidation de la paix (PPCP) et des projets financés par le PBF ;
  • Appuyer la réalisation des évaluations à mi-parcours et finale du plan prioritaire ;
  • Mettre en place un système de gestion des connaissances et de leçons apprises sur la base des résultats des différents projets ;
  • Produire des études de cas sur la base de leçons apprises à partager avec la communauté de pratiques sur le PBF.

2. Renforcer les capacités nationales en gestion axée sur les résultats et en suivi & évaluation :

  • Faire une analyse de la situation sur les capacités en suivi & évaluation des structures nationales d’exécution ;
  • Élaborer des modules de formation en suivi & évaluation ;
  • Appuyer le renforcement des capacités en suivi & évaluation.

3. Appuyer le développement des bases de données :

  • Appuyer la mise en place de base de données du plan prioritaire ;
  • Vérifier la qualité des données collectées ;
  • Élaborer un tableau de bord des indicateurs et assurer son suivi.

4. Assurer la visibilité du PBF à travers des outils de communication adaptés :

  • Identifier et mettre en place les moyens de communication les plus adaptés pour une meilleure diffusion de l’information et la promotion des activités du PBF ;
  • Appuyer la conception et la mise en œuvre de différents outils et supports de communication permettant d’améliorer la visibilité et aussi de rapporter sur les projets et activités du PBF ;
  • Rédiger et réviser les articles ainsi que les publications en français et en anglais sur la consolidation de la paix ;
  • Appuyer l’organisation des évènements du PBF en termes de communication.
  • Créer les comptes professionnels sur le PBF du Tchad et animer les réseaux sociaux (Twitter, Facebook, etc.) pour diffuser les discussions et réalisations liées aux activités des projets PBF au Tchad et assurer l’évaluation de ces outils de communication (nombre de visites, nombre de personnes atteintes, etc.) ;
  • Mener des entretiens thématiques avec des partenaires, des bénéficiaires et autres parties liées au programme de consolidation de la paix pour élaborer des documentaires, films, vidéos, et bonnes pratiques sur les activités du Système des Nations Unies.

Assurer une veille médiatique sur le PPCP et la mise en œuvre du programme de consolidation de la paix

Master degree or equivalent

Maîtrise en sciences sociales, relations internationales, sciences humaines, journalisme ou dans un domaine connexe.

Expérience concrète d'au moins 5 ans de gestion de programme complexe dont au moins 3 dans le domaine des cadres de suivi-évaluation et des techniques de collecte et d'analyse des données socio-économiques

Expérience dans la gestion des réseaux sociaux et le domaine de la communication;

Capacités avérées d'analyse et de synthèse;

La connaissance de l'Organisation des Nations Unies et de ses pratiques de travail ainsi que les réformes en cours constituera un avantage.

Maîtrise en sciences sociales, relations internationales, sciences humaines, journalisme ou dans un domaine connexe.
