Sous la supervision directe du Chef de Programme, le/la Volontaire des Nations Unies
effectuera les tâches suivantes :
Management
1. Fournir un soutien à la gestion de projet pour des programmes et projets spécifiques et définis,
en assurant une approche coordonnée avec un programme plus large conforme aux normes
et procédures du PAM
2. Appuyer l’identification, le développement et la gestion de partenariats potentiels pour le travail
en collaboration menant à l’amélioration des programmes d’aide alimentaire.

3. Guider et superviser une équipe de personnel local chargée de la mise en oeuvre et du suivi
des programmes.
4. Veiller à l’utilisation efficace et transparente des fonds alloués au sous-bureau.
Opérations
5. Contribuer à l’élaboration d’une grande variété de projets, de plans et de processus, en assurant
l’alignement sur les politiques et les orientations plus larges des programmes.
6. Élaborer et coordonner des systèmes de collecte et de surveillance des données en veillant à
ce que des normes de qualité rigoureuses soient maintenues.
7. Étudier et analyser un éventail de questions stratégiques et opérationnelles pour éclairer l’élaboration
de politiques, de programmes et d’activités.
8. Contribuer à la préparation de rapports précis et opportuns sur les programmes et les activités
qui permettent la prise de décisions éclairées et la cohérence des informations présentées
aux parties prenantes.
9. Assurer la liaison avec ses homologues internes pour assurer une collaboration efficace, surveiller
les projets en cours et souligner les risques potentiels pour la réalisation des projets.
10. Soutenir le renforcement des capacités du personnel et des partenaires du PAM

En plus de ce qui précède, les Volontaires des Nations Unies sont censés :

Renforcer leurs connaissances et compréhension du concept du volontariat en lisant la documentation
mise à disposition par le programme VNU, les publications externes et prendre
activement part aux activités du programme VNU, par exemple s’impliquer dans les activités
commémoratives de la Journée internationale des Volontaires (JIV), le 5 décembre.
- Se familiariser et développer toute forme de volontariat traditionnel et/ou local au niveau du
pays d’accueil.
- Refléter le type et la nature des actions volontaires qu’ils entreprennent, y compris leur participation
dans les réflexions substantielles.
- Contribuer à la rédaction des articles sur les expériences de terrain à soumettre pour la publication
du programme VNU/ site web, bulletin et notes de presse, etc.
- Contribuer au Programme d’accueil des Volontaires des Nations Unies nouvellement arrivés
dans le pays d’affectation ;
- Promouvoir ou conseiller les groupes locaux dans l’utilisation des volontaires en ligne ou
encourager les individus et les organisations à utiliser les services de volontaires en ligne
quand cela est techniquement possible.

Bachelor degree or equivalent

Under the direct supervision of the Head of VAM/M&E and with the administrative facilitation of the Heads of Field Office, the UNV will be responsible for the following, with a focus on the South West and North West (SW/NW) region:

  • Data collection, management, analysis, visualisation and reporting for monitoring purposes;
  • Coordination and provision of technical support for vulnerability and/or market assessment and mapping;
  • Capacity building and coordination on issues related to monitoring and assessments.

The UNV will perform the following tasks for the Country Office and Field Offices:

Monitoring and Evaluation

  1. Develop and follow up the monitoring and evaluation workplan, coordinate M&E activities, and implement monitoring activities on effectiveness of all food assistance interventions in the SW/NW (e.g. post-distribution monitoring, process monitoring, beneficiary needs and status, food security status, programme modalities, implementation challenges, etc.), ensure the quality of Third-Partner Monitoring.
  2. Ensure the functioning of local committees/helpdesks for the Beneficiary and Complaints Feedback Mechanism (BCFM) in the SW/NW and follow-up on the timely management of hotline complaints.
  3. Contribute to the improvement of WFP’s monitoring and assessments systems and data collection, analysis and reporting as required to support the evaluation of WFP’s impact.
  4. Participate in any targeting related activity, including CP capacity strengthening/ development
  5. Maintain and control data quality in the Country Office Monitoring and Evaluation Tool (COMET).

Vulnability Analysis and Mapping

  1. Coordinate planning and implementation of food and nutrition vulnerability assessments (e.g. EFSA, mVAM and market price monitoring), design and implement quantitative and qualitative data collection and analysis activities as needed by the WFP Country Office with contribution of the Field Office and cooperating partner, apply innovative tools and ensure timely results visualization and reporting.
  2. Manage and provide technical inputs for the generation of the VAM evidence base supporting food security and nutrition policies and programmes (e.g. rapid needs assessment, situation analyses, programme design, targeting, cost effectiveness and operational efficiency).
  1. Keep up to date with and report on the latest food security and nutrition developments, and the potential impact upon WFP activities to enable timely and appropriate programme evolution and intervention.

Capacity-Building and Coordination

  1. Participate to and report on relevant coordination forums and clusters, monitoring missions, assessments, working groups and/or other technical meetings in the NW/SW, contribute to technical discussions and ensure regular reporting to the Country Office.
  2. Ensure that the quality of data collection management and analytical outputs produced for M&E and VAM in the SW/NW are in line with WFP’s standards and practices and build the capacities of staff and partners to contribute to the production of high-quality monitoring, data management and analysis, and reporting.
  3. Any other duty as required.
Master degree or equivalent
  • Advanced university degree (or first level university degree with training/courses and additional relevant work experience) in one or more of the following disciplines: Economics, Statistics, Data Science, Food Security, Nutrition, Geography, Social Science or related field.

  • At least 3 years of progressively responsible work experience in collecting geospatial and socioeconomic food security data, conducting quantitative and qualitative analyses, and reporting findings to senior leaders and donors, database development, visualization, or other related areas.
  • Ability to conduct data collection using various methods and strong experience in conducting primary quantitative and qualitative data collection, survey implementation and qualitative and quantitative analysis, particularly in crisis contexts and/or food security and nutrition programmes.

Under the direct supervision of the National Program Officer (Coordinator) of the Centre, the UN Volunteer will undertake the following tasks:

  • Plan and execute activities to assess the statistical capacities of the countries in the region and produce national assessment reports;
  • Perform methodologically innovative research on new/emerging topics in the areas of crime and criminal justice;
  • Liaise with relevant stakeholders to collect data, analyse and disseminate outputs;
  • Develop a sustainable and focused capacity-building program (training, advisory services, peer-to-peer support, etc.) to countries in the region;
  • Develop training curricula and materials on relevant crime-related topics and emerging issues, including through e-learning platforms;
  • Organize workshops and regional events to promote the implementation of the Internationally developed methodological tools on the collection and production of crime and criminal justice statistics;
  • Organize, participate in and provide substantive input to the Project Steering Committee and Regional Advisory Group meetings, and other relevant meetings with stakeholders and partners;
  • Prepare various written outputs, e.g. background documentation, talking points, proposals, concept notes, analysis, reports, inputs to publications, etc.;
  • As part of a team, promote knowledge management to ensure access to best available expertise and facilitate organizational learning;
  • Perform other duties as required.
Master degree or equivalent

Advanced higher degree (Master’s or equivalent) in a relevant area, e.g. statistics, criminology, law, sociology, international relations, public administration, or area related to crime and criminal justice;

A first-level university degree or equivalent in combination with relevant training and/or professional experience may be accepted in lieu of an advanced university degree.

  • At least 5 years of professional work experience at the national and/or international level in dealing with statistics, public policies, capacity building, or other relevant programmes;
  • Experience with crime and criminal just data is an asset, as is experience working in the UN or other international development organization;
  • Direct experience with sample survey process, i.e. planning, sampling, questionnaire design, field work, data processing/editing, analysing/interpreting, and dissemination, etc. is desirable.
