Within the delegated authority and under the direct supervision of the UNFPA Quality Assurance Specialist and overall guidance of the UNFPA Representative .the Population and Census Coordination Specialist UN Volunteer will:

  • Liaise with relevant Statistics Sierra Leone officials and represent UNFPA in technical level discussions around the 2020 mid-term census and feedback to the Country Office.
  • Ensure pre-enumeration and enumeration activities are on track and provide technical advice where necessary
  • Develop/consolidate an action plan for support to the successful implementation of the mid-term census and post census work, updated with results achieved on a regular basis.
  • Monitor and support Statistics Sierra Leone in the process of pre-enumeration, enumeration, cartographic, work, and compilation of census field reports.
  • Coordinate, foster and strengthen strategic partnerships with UN agencies, and other relevant multilateral and bilateral organizations that are supporting the 2020 mid-term census in Sierra Leone
  • Establish good working relationships with officials of Statistics Sierra Leone and other local stakeholders in the 2020 mid-term census
  • Support the country office in other population and development work as assigned
  • Any other related tasks as may be required or assigned by the supervisor.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in Sierra Leone;

Under the direct supervision of the Head of VAM/M&E and with the administrative facilitation of the Heads of Field Office, the UNV will be responsible for the following, with a focus on the South West and North West (SW/NW) region:

  • Data collection, management, analysis, visualisation and reporting for monitoring purposes;
  • Coordination and provision of technical support for vulnerability and/or market assessment and mapping;
  • Capacity building and coordination on issues related to monitoring and assessments.

The UNV will perform the following tasks for the Country Office and Field Offices:

Monitoring and Evaluation

  1. Develop and follow up the monitoring and evaluation workplan, coordinate M&E activities, and implement monitoring activities on effectiveness of all food assistance interventions in the SW/NW (e.g. post-distribution monitoring, process monitoring, beneficiary needs and status, food security status, programme modalities, implementation challenges, etc.), ensure the quality of Third-Partner Monitoring.
  2. Ensure the functioning of local committees/helpdesks for the Beneficiary and Complaints Feedback Mechanism (BCFM) in the SW/NW and follow-up on the timely management of hotline complaints.
  3. Contribute to the improvement of WFP’s monitoring and assessments systems and data collection, analysis and reporting as required to support the evaluation of WFP’s impact.
  4. Participate in any targeting related activity, including CP capacity strengthening/ development
  5. Maintain and control data quality in the Country Office Monitoring and Evaluation Tool (COMET).

Vulnability Analysis and Mapping

  1. Coordinate planning and implementation of food and nutrition vulnerability assessments (e.g. EFSA, mVAM and market price monitoring), design and implement quantitative and qualitative data collection and analysis activities as needed by the WFP Country Office with contribution of the Field Office and cooperating partner, apply innovative tools and ensure timely results visualization and reporting.
  2. Manage and provide technical inputs for the generation of the VAM evidence base supporting food security and nutrition policies and programmes (e.g. rapid needs assessment, situation analyses, programme design, targeting, cost effectiveness and operational efficiency).
  1. Keep up to date with and report on the latest food security and nutrition developments, and the potential impact upon WFP activities to enable timely and appropriate programme evolution and intervention.

Capacity-Building and Coordination

  1. Participate to and report on relevant coordination forums and clusters, monitoring missions, assessments, working groups and/or other technical meetings in the NW/SW, contribute to technical discussions and ensure regular reporting to the Country Office.
  2. Ensure that the quality of data collection management and analytical outputs produced for M&E and VAM in the SW/NW are in line with WFP’s standards and practices and build the capacities of staff and partners to contribute to the production of high-quality monitoring, data management and analysis, and reporting.

  • Advanced university degree (or first level university degree with training/courses and additional relevant work experience) in one or more of the following disciplines: Economics, Statistics, Data Science, Food Security, Nutrition, Geography, Social Science or related field.

Under the direct supervision of the Head of Field Office and working in close collaboration with programme unit in the Country Office, the incumbent will be in charge of the overall programme operations management in the field office. He/she will Organize, plan, implement and coordinate all WFP programme activities in order to meet the desired programme objectives, in accordance with the strategy agreed by the Country Office Programme Unit. He/she will closely supervise the Field Office

operations to ensure timely planning and delivery of food assistance and cash-based transfer to the beneficiaries. He/she will ensure Programme and Supply Chain Units’ interaction/coordination and strictly implement WFP’s policies, rules and regulations related to Programme, according to corporate guidelines and technical guidance from the country office. The UNV Programme Policy Officer will therefore be responsible for the following duties:

  • Contribute to the development of projects, concepts, plans and processes, ensuring alignment with wider programme policies and guidance.
  • Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  • Follow up on data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  • Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  • Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
  • Support the capacity building of WFP staff, partners and government counterparts to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.
  • Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.

  • Manage data depository through the newly established program data-base system for tracking the program progress and achievement based on the established performance parameters. This implies:
  • Collecting regular program data from field operation units and enter them in the database system;
