Under the direct supervision of the Head of VAM/M&E and with the administrative facilitation of the Heads of Field Office, the UNV will be responsible for the following, with a focus on the South West and North West (SW/NW) region:

  • Data collection, management, analysis, visualisation and reporting for monitoring purposes;
  • Coordination and provision of technical support for vulnerability and/or market assessment and mapping;
  • Capacity building and coordination on issues related to monitoring and assessments.

The UNV will perform the following tasks for the Country Office and Field Offices:

Monitoring and Evaluation

  1. Develop and follow up the monitoring and evaluation workplan, coordinate M&E activities, and implement monitoring activities on effectiveness of all food assistance interventions in the SW/NW (e.g. post-distribution monitoring, process monitoring, beneficiary needs and status, food security status, programme modalities, implementation challenges, etc.), ensure the quality of Third-Partner Monitoring.
  2. Ensure the functioning of local committees/helpdesks for the Beneficiary and Complaints Feedback Mechanism (BCFM) in the SW/NW and follow-up on the timely management of hotline complaints.
  3. Contribute to the improvement of WFP’s monitoring and assessments systems and data collection, analysis and reporting as required to support the evaluation of WFP’s impact.
  4. Participate in any targeting related activity, including CP capacity strengthening/ development
  5. Maintain and control data quality in the Country Office Monitoring and Evaluation Tool (COMET).

Vulnability Analysis and Mapping

  1. Coordinate planning and implementation of food and nutrition vulnerability assessments (e.g. EFSA, mVAM and market price monitoring), design and implement quantitative and qualitative data collection and analysis activities as needed by the WFP Country Office with contribution of the Field Office and cooperating partner, apply innovative tools and ensure timely results visualization and reporting.
  2. Manage and provide technical inputs for the generation of the VAM evidence base supporting food security and nutrition policies and programmes (e.g. rapid needs assessment, situation analyses, programme design, targeting, cost effectiveness and operational efficiency).
  1. Keep up to date with and report on the latest food security and nutrition developments, and the potential impact upon WFP activities to enable timely and appropriate programme evolution and intervention.

Capacity-Building and Coordination

  1. Participate to and report on relevant coordination forums and clusters, monitoring missions, assessments, working groups and/or other technical meetings in the NW/SW, contribute to technical discussions and ensure regular reporting to the Country Office.
  2. Ensure that the quality of data collection management and analytical outputs produced for M&E and VAM in the SW/NW are in line with WFP’s standards and practices and build the capacities of staff and partners to contribute to the production of high-quality monitoring, data management and analysis, and reporting.
  3. Any other duty as required.
Master degree or equivalent
  • Advanced university degree (or first level university degree with training/courses and additional relevant work experience) in one or more of the following disciplines: Economics, Statistics, Data Science, Food Security, Nutrition, Geography, Social Science or related field.

  • At least 3 years of progressively responsible work experience in collecting geospatial and socioeconomic food security data, conducting quantitative and qualitative analyses, and reporting findings to senior leaders and donors, database development, visualization, or other related areas.

Sous la supervision du Représentant pays de l’OMS et du responsable de gestion des situations d’urgence sanitaire/catastrophes, le/la Volontaire des Nations Unies est chargé/e de toutes les tâches en relation directe ou indirecte avec son domaine de compétence et sera responsable pour les fonctions spécifiques suivantes :

  1. Soutenir la collecte, l'analyse, la production et la diffusion de données/informations de qualité en temps opportun. Il s’agit des informations spécifiques à la riposte (quoi, où, qui, combien, à quelle vitesse, état actuel), de rapports de situation internes et externes, de bulletins épidémiques, d’évaluations rapides des besoins, d’évaluations des risques sanitaires et de l'analyse de la situation de santé publique ; et des intrants de santé dans les aperçus des besoins humanitaires (HNO), et des plans d'intervention stratégique (SRP) ;

  3. Contrôler et mettre à jour les données de surveillance, faciliter l'analyse et préparer des rapports périodiques pour le représentant de l'OMS et l'équipe d'urgence ;
  4. Coordonner et soutenir la collecte et l'analyse des données sur la résistance aux antimicrobiens à partir des sites de surveillance désignés et contribuer au Système mondial de surveillance de la résistance aux antimicrobiens (GLASS) en utilisant WHONET ;
  5. Conseiller l’Institut d’Epidémiologie et de Lutte contre les Endémies, l’Institut d’Hygiène Publique et le laboratoire national sur la création /le renforcement d'un système de gestion des données et la planification ;
  6. Effectuez une analyse géographique de base pour les cartes et autres rapports (tels que les tableaux de bord, SitReps, etc.) ;
  7. Under the direct supervision of Anchor Registration Officer, the UN Volunteer will undertake the following tasks:

  • Manage the use, maintenance and technical support of PRIMES core applications in the Country Operations, including monitoring the quality of data collection and ensuring consistency with standards and guidelines.
  • Perform database administrator functions in relation to local PRIMES field server machines, including RApp, BIMS and the Global Distribution Tool.
  • Respond and manage user access permissions for UNHCR staff, local government and NGO partners to PRIMES applications in accordance with the Data Protection Policy and regional or local country data protection protocols.
  • Monitor PRIMES user management and conduct regular clean-up of user accounts and PRIMES access permissions in accordance with relevant guidance and procedures.
  • Monitor device and user management within local PRIMES client and field server solutions, including monitoring frequency of data synchronization to prevent and mitigate data loss.
  • Provide support to the creation and management of standard reports, templates and forms, while ensuring consistency with global guidance and policies, and in consultation with relevant stakeholders, including business module owners.
  • Identify, diagnose and escalate for the resolution of technical user errors, bugs and queries related to PRIMES core applications, in consultation with PRIMES Support in Headquarters, external developers and support teams.
  • Provide technical user and administrator training and guidance, including provision of training materials and remote webinars and training session for technical staff related to data management, data query and report-building.
  • Analyse and respond to user requests and queries, including compilation and assessment of PRIMES applications enhancements and change requests.
  • Assist with data quality assessment, data clean-up and data mapping from legacy database systems to the PRIMES applications, as required.
  • Assist with field testing of new functionalities within PRIMES applications, as required.
  • Support the design and strengthening of operational reports and statistics generated from the PRIMES Data Port, including provision of training and user guidance.
  • Take part in discussions of business requirements for interoperability of local tools and applications within the PRIMES ecosystem, in consultation with business owners and the PRIMES Steering Committee in Headquarters.
  • Keep apprised of evolving technology and new business needs to support registration, identity and population data management in the country operations.

In addition, at a regional role:

  • Support local operations with necessary user access permission clean-up in PRIMES applications, in accordance with Data Protection procedures.
  • Support standardization of case processing procedures mapped to PRIMES applications across the region.
  • Support monitoring of the quality of operational data collected in PRIMES and provide guidance and support for data clean-up.
  • Design and generate regional reports from the PRIMES Data Port.
  • In consultation with PRIMES Support in Headquarters, provide capacity development and training on new functionalities of PRIMES, including deployment and support to new PRIMES applications.
  • Propose local processes and workflow triggers for operational or regional-specific business processes, in consultation with PRIMES Central and business owners.

Description of tasks

Within the delegated authority and under the supervision of the Snr. Programme Officer, the UN Volunteer Associate Programme Officer will:

  • Coordinate and monitoring the implementation of some Partners Agreements in Mexico City;
  • Provide support to ensure a consistent application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others.
  • Provide support on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities.
  • Assist the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions.
  • Support Results Based Management and programme capacity in light of evolving requirements, programming approaches and gaps.
  • Support the upcoming 2021 Detailed Planning and the introduction of the new RBM in the Operation, since MEX will be one of the pilot countries in the region;
  • Support the revision and analysis of plans, mid-year and year-end reports of UNHCR office(s) in the Area of Responsibility AoR), ensure quality assurance and compliance with established policies, guidelines, procedures and standards.
  • Contribute to ensure consistent and coherent monitoring approaches, tools and systems across the region, in line with global standards and polices.
  • Perform some duties at inter-agency level, by coordinating activities with other UN Agencies and International Organizations related to shelters and the response towards the Venezuela population in the country;
  • Coordinate with Supply and the other colleagues in the Unit the implementation of DI activities, especially those requiring a formal procurement process;
  • Support Field Offices where no Programme staff is still present, such as Tijuana, Monterrey, Guadalajara, and others.
  • Perform other related duties as required.
Master degree or equivalent

Master's degree or equivalent in Business Administration, Law, Economics, Development, Social Science or related field.
Bachelors degree may be accepted instead of a master's degree, if combined with an additional year of relevant professional experience.

Development programme management

Essential qualifications/skills/job experience:

  • 3 years relevant experience with Undergraduate (BA) degree; or 2 years relevant experience with Graduate (MA) degree; or 1-year relevant experience with Doctorate (PhD) degree
  • Demonstrated experience in programme management including familiarization with the Operations Management Cycle (OMC) and sound knowledge of Results Based-Management.
  • Demonstrated experience in field operations, sound knowledge on the centrality of protection in programming, Joint Needs Assessments and the principles of targeting.
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;

Desirable qualifications/skills/job experience:

  • Previous field experience is an advantage;
  • Familiar with UNHCR’s RBM approach and use of project/software is an asset;
  • Completion of the UNHCR Learning programmes or specific training relevant to functions of the position is an asset;
  • Good knowledge of UNHCR financial rules, procedures and processes is an asset;
  • Knowledge of UNHCR specific programming tools (MSRP, Focus, etc.) is an asset.
  • Demonstrated experience in coordination within an inter-agency context and other actors, in a refugee or humanitarian context. Sound experience in program management training and capacity building activities.

Les travaux de ces réunions seront consacrées à : (i) l’examen des progrès accomplis à travers la revue des rapports périodiques ; (ii) l’identification des problèmes survenus au cours de la période et (iii) discuter et décider des actions correctrices à prendre.

Le/la volontaire aura pour mission de :

1. Coordonner, en étroite consultation avec le chef de section de l'OMS pour l'ODD 3 Plan d’Action Mondial ou Global Action Plan ( GAP), les travaux de mise en place du Plan d'action mondial pour une vie saine et le bien-être pour tous, en veillant à ce que des réunions régulières de mise en place aient lieu pour discuter des progrès, guider les travaux et prioriser l'allocation des ressources.

2. Gérer les ressources financières pour soutenir la mise en œuvre du GAP.

3. En tant que membre de l'équipe du Secrétariat du Plan d'action mondial ODD3, servir de secrétaire du groupe Sherpa et diriger les préparatifs des réunions des directeurs. Assurer l'élaboration en temps opportun de l'ordre du jour, des documents de base et des rapports pour chaque réunion Sherpa, y compris des mises à jour régulières des Sherpas.

Under the direct supervision of the Senior Regional External Relations Officer) the UN Volunteer will undertake the following tasks:

  • Keep abreast all developments in operations to prepare appropriate briefings and reports.
  • Prepare periodic reports, i.e. donor updates, internal sitreps, briefing notes for senior managers, and activity-specific reports as required.
  • Prepare funding submissions for donors, and draft any required after-action reports.
  • Develop and maintain working relationships with the government, NGOs, and UN agencies to ensure cooperation in interrelated activities.
  • Support the UNHCR-led Cluster activities by preparing and distributing minutes, assisting in the organization of meetings; occasionally chairing meetings, and serving as the general secretariat for the relevant Cluster.
  • Support the supervisor in preparation for meetings and missions drafting of talking points.
  • Organize and accompany missions for VIP visitors, delegates to visit refugee sites or the activities of UNHCR implementing partners.
  • If there is no Public Information (PI) focal point in country, serve as PI focal point, contributing to and coordinating press events, interviews, PI missions and other activities related to information dissemination to the general public to promote UNHCR activities.

Furthermore, UN Volunteers are required to:

Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
