Within the delegated authority and under the supervision of the Livelihoods Progamme Associate or his/her designated mandated representative(s), the UNV Livelihoods Field Monitoring Assistant will:

  • Support the Livelihoods (LH) team in the North Lebanon field offices in the implementation and coordination with cooperating partners in the field to ensure proper implementation of livelihood activities adhering to WFP processes and standards of work;
  • Participant outreach and information sessions: Provide feedback on Cooperating Partner (CP) information session presentation draft and assist CPs in conducting information sessions; ensure outreach processes are conducted according to guidelines; conduct sample check through phone calls on the Vulnerability Assessment for Lebanese to check discrepancies and flag any recurring issues with LH Programme Associate;

  • Draft CP visit reports for the LH Programme Associate that document challenges, progress and improvements in implementation;
  • LH E-card distribution: Facilitate monthly e-card and pin distribution in coordination with CPs; follow up on no-show cases with the Database Manager;
  • Payments for participants: Track and follow-up on CPs timely submission of service lists, scanned attendance sheets, electronic attendance sheets and payment lists; conduct spot checks on submitted attendance sheets compared to payment lists and conduct sample check phone calls follow up directly with LH Programme Associate if irregularities are detected;
  • Conduct gender-sensitive focus group discussions and other community-level assessments as part of needs analyses and mapping and when requested as inputs for assessments and studies by Quobayat Field Office (QFO) or Country Office (CO);
  • When needed, review reporting package (report, output matrix, workplan) submitted by CPs and share feedback with the livelihoods Programme Associate;
  • Drafting minutes of meetings and share with LH Programme Associate;
  • Collect needed data from Agriculture partners and liaise with the LH Programme Associate for the preparation of regional maps;
  • Perform other related duties as required and deemed necessary by the supervisor.

  1. Support the procurement and contracting activities. This includes preparing cost estimates and procuring equipment and supplies locally and through the Global Management System (GSM).
  2. Review procurement requests and contractual documents for compliance with contract specifications; authorize the payment of suppliers.
  3. Monitor the preparation and distribution of invitations for bids and requests for quotation to qualified suppliers. Review offers and provide input on contract awards, in compliance with the WHO standards, policies and procedures.

Les travaux de ces réunions seront consacrées à : (i) l’examen des progrès accomplis à travers la revue des rapports périodiques ; (ii) l’identification des problèmes survenus au cours de la période et (iii) discuter et décider des actions correctrices à prendre.

Le/la volontaire aura pour mission de :

1. Coordonner, en étroite consultation avec le chef de section de l'OMS pour l'ODD 3 Plan d’Action Mondial ou Global Action Plan ( GAP), les travaux de mise en place du Plan d'action mondial pour une vie saine et le bien-être pour tous, en veillant à ce que des réunions régulières de mise en place aient lieu pour discuter des progrès, guider les travaux et prioriser l'allocation des ressources.

2. Gérer les ressources financières pour soutenir la mise en œuvre du GAP.

3. En tant que membre de l'équipe du Secrétariat du Plan d'action mondial ODD3, servir de secrétaire du groupe Sherpa et diriger les préparatifs des réunions des directeurs. Assurer l'élaboration en temps opportun de l'ordre du jour, des documents de base et des rapports pour chaque réunion Sherpa, y compris des mises à jour régulières des Sherpas.

4. En tant que membre de l'équipe du Secrétariat du Plan d'action mondial ODD3, gérer et coordonner la mise en œuvre du Plan d'action mondial et renforcer la collaboration entre les agences signataires pour améliorer la santé.

5. Assurer la liaison avec le siège et les points focaux au niveau régional et les bureaux de pays de l'OMS pour soutenir la mise en œuvre du plan au sein de l'OMS et identifier les goulots d'étranglement potentiels. Établissez des partenariats solides avec les responsables des accélérateurs d'autres agences pour soutenir la mise en œuvre et identifier les goulots d'étranglement.

7. Superviser et garantir les progrès par rapport au plan de travail.

8. Diriger le développement de nouvelles approches pour relever les défis de la mise en œuvre du GAP (comme Covid-19).

9. Positionner le Plan d'action mondial sur l'agenda international, susciter un soutien pour sa mise en œuvre et représenter le Secrétariat. Toute autre tâche requise.

Sous la supervision directe du Chef de l’unité du Programme, le détenteur du poste sera en charge de la gestion et coordination des activités de préparation aux urgences et de répondre aux crises, incluant la planification, la mise en œuvre et le rapportage des activités et en partenariat avec les responsables fonctionnels afin de favoriser, ou possible, la transition entre la réponse à l’urgence et le résilience (nexus)

Ses fonctions spécifiques se trouvent résumées dans les points suivants :

I. Evaluation, conception, planification des programmes d’urgence

Sous le leadership du chef de Programme, en collaboration avec les unités du PAM concernées (particulièrement Supply Chain et VAM) et en collaboration avec le gouvernement et les autres partenaires, veiller à ce que les évaluations d’urgence soient exécutées et que les résultats soient pris en compte dans la formulation et la stratégie de réponse, y inclus les stratégies de sortie :

  • Assurer que la modalité d’intervention (cash, vivres, combinaison) soit choisie sur la base d’une analyse rigoureuse ;
  • Assurer la rédaction de rapports d’évaluation dans le plus bref délai ; veiller à ce que le CO, le bureau régional et le siège du PAM soient au courant des développements humanitaires et de la réponse du PAM, à travers des informations et consultations régulières ;
  • Contribuer aux actions de préparation aux urgences, telles que l’alerte précoce, l’analyse des risques et la planification de contingence ;
  • Coordonner l’élaboration de tous les plans et budgets de mise en œuvre des activités de réponse aux urgences dans le cadre du programme et de la stratégie d’intervention d’urgence convenus ;
  • Soutenir les efforts de mobilisation de ressources du CO pour les projets d’urgence en soutenant la préparation de propositions de financement ;
  • Contribuer à la formulation et à la révision du ICSP et/ou propositions pour « Immediate Response » window.

II. Gestion des activités d'urgence et mise en œuvre

  • Maintenir une surveillance continue de la situation d'urgence humanitaire en développement et ajuster les activités en conséquence ;

  • Etablir des partenariats stratégiques et opérationnels avec les partenaires coopérants et d’autres partenaires (CICR, FICR, partenaires RRM, etc.) ;

  • Etablir des Field Levels Agreements et/ou d’autres protocoles d’accord soient signés le plus rapidement possible en cas de réponse d’urgence ;

  • Assurer une coordination stratégique avec les partenaires pour que la réponse d’urgence soit, si possible, suivie d’une phase de redressement/et ou actions visant à augmenter la résilience des personnes et des communautés affectées par la crise ;
  • Assurer la participation active à toutes les réunions de coordination des activités d’urgence, y compris les réunions régulières à niveau des camps de réfugiés ;
  • Veiller à ce que les différentes activités prévues par la réponse soient mises en œuvre de manière coordonnée et cohérente, en interne avec les bureaux de terrain et autres unités ainsi qu’en externe avec les acteurs concernés ;

  • Surveiller en permanence les projets et mettre en évidence les risques potentiels pour la réalisation des activités ;

  • S’assurer que les activités d'urgence sont menées conformément aux normes minimales de Sphère et à la charte humanitaire en matière de réponse aux catastrophes ;
  • Veiller à la mise en place des comités de plaintes et de gestion au niveau de tous les sites d’intervention ;
  • Contribuer à mettre en place des mesures ou outils pour assurer la qualité des activités programmatiques, telles que les procédures opérationnelles Standards (SOP), le plan d’amélioration des performances, le registre des risques, etc.
  • Soutenir le renforcement des capacités du personnel du PAM, des partenaires et du gouvernement national en matière de préparation et réponse aux besoins d'assistance alimentaire et nutritionnel d’urgence ;
  • Fournir le support nécessaire aux bureaux de terrain et aux collègues impliqués dans la gestion et le suivi des activités relatives aux urgences ;
  • Etablir des contacts avec le mécanisme RR en vue d’établir des possibilités de coor- dination et de partenariat.

III. Suivi et Evaluation et rapportage

En collaboration avec l’unité M&E, assurer le suivi rigoureux des activités liées à la

réponse d’urgence en accompagnant la formation et le renforcement des capacités du staff du PAM et des partenaires stratégiques et de mise en œuvre :

  • Suivre les résultats des activités afin de s’assurer que les objectifs stratégiques sont atteints, que la qualité du programme est appropriée et que les délais et le budget imparti sont respectés. Suivre les progrès et initier des corrections selon les besoins de manière proactive ;
  • Organiser des revues après action, le cas échéant, et documenter les leçons apprises et bonnes pratiques de la réponse ;
  • Préparer les rapports d’exécution des activités liées à la réponse d’urgence, y inclus les rapports spécifiques exigés par les bailleurs ;
  • Contribuer de manière significative à la rédaction du Annual Country Report du PAM et de tout autre produit (Factsheets, leçons apprises, etc.)

IV. Gestion budgétaire et personnel

  • Exercer le rôle de « activity manager », gérer le budget des activités relatives aux urgences, suivre les dépenses en fonction des produits et résultats, suivre les fonds en fonction de leurs échéances et des restrictions des bailleurs ;
  • En étroite collaboration avec l’unité de gestion de budget et l’unité supply chain, suivre de près et gérer le pipeline des urgences de façon optimale ;

  • Superviser le personnel sous sa responsabilité (performance et développement) pour avoir une équipe performante ;
  • Entreprendre toute autre tâche assignée.

Within the delegated authority and under the supervision of Team Lead RCCE or his/her designated mandated representative(s), the UN Volunteer Technical Officer RCCE will:

  • Act as a risk communication focal point at Hub Incident Management system during outbreaks and emergencies:
  • Oversee the development, elaboration and implementation of the risk communication plan as part of the health response operations.
  • With key stakeholders in the national authorities, UN agencies, nongovernmental organizations, and civil society organizations identify the country's top hazards and develop relevant information, education, and communication materials in languages and formats easily used by national stakeholders and the public.
  • Liaise closely with the HQ and regional counterparts for risk communication, ensuring coherence of strategy, materials and messages. Ensure that technical material produced by the country office integrates risk communication principles and practice.
  • Monitor and proactively counter false rumours and misinformation; and address fears and concerns.
  • Work closely with the Community Engagement Officer to integrate findings from knowledge, attitude and practice (KAP) surveys, focus group discussions and other feedback from community engagement activities into risk communication activities and products.
  • In collaboration with the Communication Officer, proactively brief and educate journalists and broadcasters.
  • Lead and maintain quality control for risk communication products such as public information; brochures, leaflets and posters; radio and TV scripts; guides for stakeholders for risk communication and ensure their translation into the local language and their adaptation for the local context.
