Within the terms of the organization’s delegated authority, and under the direct supervision of Chief workshop Unit the UN Volunteer will undertake the following tasks:

  • Complete maintenance and repairs of all United Nations light vehicles/equipment operated by MONUSCO in assigned area in accordance with the manufacturer’s specs and to the highest standard.

  • Assist in workshop management on a broader scale in all related Transport sub units in supervisory capacity;

  • Identify spare parts from the manufacturer parts reference book.

  • Ensure that all spare parts, filters, lubricants etc. required for each repair are correctly documented in the vehicle work order.

  • Ensure that presence within the workshop is consistent with working hours and all inspections/repair tasks assigned are completed in a timely manner.

  • Assist in recovering / repairing vehicles on-site which cannot be recovered to workshop for repairs.

  • Ensure the security of all equipment provided for use within the workshop area.

  • When working with (including supervising) national staff or (non-)governmental counterparts, including Implementing Partners (IPs), the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training.

  • Any other related duties as may be required.

Technical/Vocational diploma

Diploma and or Technician’s Certificate in Motor Vehicle. •Basic knowledge related to workshop management, automotive spare parts management, inventory and warehousing. Driving License up to at least ‘C’ class as well as MHE operator.

Under the guidance and the direct supervision of the Chief Technical Adviser (CTA), and in close cooperation with the NEC Deputy Executive Director and the NEC Communication Unit, the incumbent will provide technical advice to the NEC in the following areas:

Support the NEC to implement, manage and monitor its Communication strategy:

  • Support the NEC Communication team in its day-to-day activities, including but not limited to, contributing to outreach through organizing events and setting up activities;
  • Ensure quality, consistency, accuracy and ethics of all communication tools and materials (press releases, videos, social media posts, reports, etc.);
  • Ensure language quality in English of all communication tools and materials;
  • Provide technical assistance and advice to the NEC, including but not limited to (i) internal communication between NEC Departments, and between NEC HQ and Magisterial Offices; and (ii) external communication with particular focus on two-way-communication with electoral stakeholders;
  • Support capacity-building of the NEC to develop a regular and transparent communication mechanism with key electoral stakeholder, focusing on two-way dialogue and engagement;
  • Advise on communication plans, as requested by each stage of the electoral process, with the view of enhancing confidence of electoral stakeholders in the process;
  • Where applicable, support electoral reform communication plan to ensure maximum publicity of the reform steps undertaken by the NEC;
  • Support the design of the Communication plan for national elections;
  • Advice on effective planning of the voter education activities, if needed support NEC in development of civic and voter education material;
  • Ensure that cross-cutting themes such as gender and human rights are incorporated into all NEC communications;
  • Develop guidelines and advise NEC on how to engage the media or public relations, facilitating the implementation of the NEC Communication Strategy.

Build the capacity of the NEC to develop a regular and transparent communication mechanism with key stakeholder groups and strategic partners:

  • Promote incorporation of electoral best practices and suggest innovative and effective ways to conduct media and communications activities for electoral processes;
  • Enhance capacity of the NEC in electronic media communication;
  • Work closely with the NEC Communication staff to ensure on-the-job learning and improvement drafting internal and external communications and press releases and electoral information;
  • Advice on strategic communication aimed at female voters, youth, minority groups, persons with disabilities;
  • Support the NEC media and communications strategy to further develop effective election-related information and targeted messages.

Online strategy and support:

  • Support NEC in developing online communication strategy;
  • Regularly update NEC’s Website; regularly update social media channels (Twitter/Facebook); assist in maintaining NEC’s web photo database by processing and uploading photos and captions;
  • Organize training on web management, social media, and new communication tools, and photo database for the NEC staff;
  • Support NEC digital communication and web content development, support NEC online strategy to generate national and international support;
  • Support the development and reinforcement of already existing web tools in order to enhance the visibility of NEC, UNDP, and its partners;
  • Assist in positioning NEC as a knowledge leader and pioneer in the area of online communication and social media in the area of electoral democracy;
  • Contribute to start and scale-up of an interactive communication model that gives young people a voice in electoral governance;
  • Ensure systematic information updates and propose content for social media platforms (photos, videos, posts and articles).

Support NEC as an electoral institution to identify communication goals that underscore effective electoral governance:

  • Support NEC in developing key performance indicators and monitor effectively the implementation of the communication strategy;
  • Support record-keeping with a view of enhancing NEC’s transparency;
  • Support NEC in fully updating its website, ensuring that all election-related documents are timely published at the NEC website;
  • Promote, through effective communication and information sharing, transparency in NEC’s proceedings.

Report on delivery of outputs and support the Electoral Support Project to communicate effectively:

  • Provide regular briefing to the Deputy Executive Director for Programs and Director of Communication and to the Project’s CTA on activities and progress toward target;
  • Regularly analyze communication challenges and provide solutions;
  • Provide regular reports on activities conduct, evaluating progress towards target;
  • Provide internal office support to programme staff on the production of quality information and communication materials to strengthen Project’s visibility;
  • In consultation with CTA, take responsibility where required to adapt and disseminate Project’s material to the UNDP Country Office, Joint Task Force for Electoral Assistance, Government, development partners, and others;
  • Develop partnerships with individuals, groups and organizations whose support is essential to the achievement of communication objectives (i.e. media), and strengthen their capacity through appropriate communication training, access to updated information, supplies and equipment and through experience-sharing;
  • Support the Project in collating and keeping the record of its communication products.

Carry out other tasks as requested by the CTA in relation to the communication portfolio.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Under the direct supervision of the Chief Transport Officer (CTO) and Regional Transport Officer, the UN Volunteer “Transport Assistant “will undertake the following Fleet Vehicle Inventory duties:

  • Redistribute transport assets meet variations in demand, ensuring maximum economy and efficiency at all times, as directed by CTO and Regional Transport Officer. Keep evidence and monitors the of assets;

  • Maintain vehicle and transport equipment inventory records for both United Nations Owned Equipment (UNOE) and Contingent Owned Equipment (COE).

  • Assist in the Bi-annual physical inventory of non-expendable transport assets in accordance with the established procedures and deadlines;

  • Assist Fleet Manager in preparation of the Mission Vehicle Establishment Committee (VEC) meetings;

  • Assist Fleet manager on issues related to life management of the UN-owned vehicle fleet and implementation of the Vehicle Replacement Policy;

  • Coordinate with logistic supply chain management on vehicle inventory issues;

  • Assist in ensuring the constant availability of vehicles for assignments in support of one-off and emergency tasks as directed by the CTO;

  • As directed by the Fleet Manager, issue official registration (license) plate numbers to vehicles and trailers brought into the area of operation, including all UN-owned , contingent-owned vehicles, vehicles leased/ rented by the Mission, vehicles provided by the host Government and provided by any other source for the exclusive use of the Mission;

  • Maintain license plate number database;

  • Assist in the Driving Test and Driving Permit Unit:

  • Keep evidence and advise the Fleet on COE vehicles matters;

  • Assist in performing other related duties as required.

Technical/Vocational diploma

Transport and Logistics related diploma. Technical or Vocational Certificate in Logistic and Transport or other relevant fields is desirable. A valid driver’s license is required. Experience in Familiarity with United Nations systems and procedures in the field is desirable. Working within DPKO, Police or Military background is desirable.

The UN Volunteer will work under the supervision of the UNDP Resident Representative and Deputy Resident Representative, in the key functions listed below. He will also work closely with the Regional Information Management Officer, as part of the UNDP-UNV Tandem Teams Initiative[1].

Data Capture, Management and Analysis:

  • Identify key data gaps for informed crisis risk tracking in the country.
  • Propose a strategy and implementation plan for capturing required primary data
  • Develop a process for and understand primary data gathering (e.g. designing and conducting periodic perception surveys)
  • Identify and integrate additional primary and secondary data into the Crisis Risk Dashboard as required by evolving needs including the development, implementation and management of new indicators and corresponding data that are associated with the crisis risk model;
  • Propose revisions and improvements to the overall design framework and data requirements for the risk tracking system, using as the key tool the Crisis Risk Dashboard (CRD) – a purpose-designed platform developed by CRU for online information management and data visualization - and ensure content is current, comprehensive, and follows relevant metadata standards;

Data Visualization, Reporting and Application:

  • Produce and update information products such as maps, charts, and infographics by turning data into graphical products to convey messages and a storyline as well as support strategic and operational decision-making;
  • Explore ways of presenting crisis risk profiles and early warning more effectively through visual representations (charts, graphs, tables and diagrams) through the CRD;
  • Provide technical assistance in translating data and other program information into easy visual representations, in accordance with data visualization best practices;
  • Consolidate operational information on a regular schedule to support analysis and design and implement sustainable information management and dissemination systems for data collections for the CRD, where required.

Training and Technical Support:

  • Provide substantive input on information management toward the development of guidance and training materials in support of the Country Office / Country Team application of the CRD;
  • Provide maintenance and end-user technical support in issues relating to the CRD information management use, including troubleshooting for data entry and access to the existing database;
  • Provide technical assistance in order to build capacity of staff on how to integrate data visualization approaches into their work as well as how to update and monitor existing dashboards.

Under the direct supervision of HSS Programme Manager, the National UN Volunteer will undertake the following tasks:

Summary of Key Functions:

  1. Support to the management of the HSS routine Operations, with focus on administration of budgets and optimal cost-recovery.
  2. Effective and accurate financial and operations management of projects activities, including preparation of logistic and procurement actions necessary to the implementation of the activities, monitoring and evaluation.
  3. Financial administration support to Programme Associate and Finance Specialist consultant, to ensure accurate and timely reporting.
  4. Facilitation of knowledge building and knowledge sharing.

Provides effective support to management of the HSS Operations focusing on administration of budgets and optimal cost-recovery

Ensures effective and accurate Finance and Operations management of projects activities and records, including preparation of logistic and procurement actions necessary to the implementation of the activities, monitoring and evaluation

Focusing on achievement of the following results:

  • Support on formulation of Programme work plans, budgets, proposals on implementation arrangements and execution modalities.
  • Support preparation of required budget revisions, determination of unutilized funds, operational and financial close of projects as applicable.
  • Routine implementation of projects, tracking use of financial resources.
  • Presentation of information for audit of DIM projects and supports implementation of audit recommendations.
  • Support preparation of required periodic and donor reports.
  • Proper control of the supporting documents for timely payments and financial reports for DIM projects; preparation of non-PO vouchers.
  • Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers
  • Ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; travel claims, MPOs and other entitlements are duly processed.
  • Review of DIM projects Financial Reports.
  • Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed; transactions are correctly recorded and posted in Atlas.
  • Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
  • Creation of vouchers in Atlas for HSS projects, register of goods receipt in Atlas.
  • Documentation and maintenance of filing system in compliance with audit requirements.
  • Systematic check and monitoring on project Annual Work Plan expenditures.
  • Prepare for annual audits of and ensure that external auditors have all relevant information.
  • Follow up on audit reports to ensure that recommendations in audit reports are implemented.
  • Monitoring and evaluation of projects, identification of financial problems or bottlenecks and development of solutions.

Ensures effective financial administration support to Programme Associate and Finance Specialist consultant, to ensure accurate and timely reporting, through:

  • Preparation of financial information and budgets leading to the formulation of the AWPs.
  • Prepare detailed budget information of the HSS Projects approved components.
  • Follow up on the budget execution and prepare monthly account reconciliation and cash flow.
  • Timely review of cash position for HSS Projects accounts to ensure enough funds on hand for disbursements. Timely identification and recording of receipts for income application.
  • Elaboration of the internal expenditures’ control system which ensures that transactions are correctly recorded and justified; other entitlements are duly processed.
  • Full compliance of projects activities, financial recording/reporting system and audit follow up with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of the financial resources management system.

Ensures facilitation of knowledge building and knowledge sharing in the CO and HSS focusing on achievement of the following results:

  • Strengthened project management practices and application of UNDP’s rules, regulations, and policies as well as The Global Fund rules and regulations.

Contribution to inter-agency knowledge management activities under Delivering as One, particularly as relating to projects and programme

  • Synthesis of lessons learnt and best practices in programme and participation in knowledge dissemination activities as applicable.
  • Contributions to knowledge networks and communities of practice, particularly in the area of project management.
Bachelor degree or equivalent

Sous la supervision directe du Sécretaire Général de la CENI, les volontaires des Nations Unies Nationaux Assistants aux Opérations Electorales et Logistiques, s'acquitteront des tâches et des responsabilités suivantes:

  • Fournir des conseils techniques et le renforcement des capacités requis aux Commissions déconcentrées et aux autres acteurs électoraux ;

  • Fournir des conseils stratégiques concernant la mise en œuvre, le suivi et l'évaluation des opérations électorales fondées sur l'expertise thématique ;
