Within the terms of the organization’s delegated authority, and under the direct supervision of Chief workshop Unit the UN Volunteer will undertake the following tasks:

  • Complete maintenance and repairs of all United Nations light vehicles/equipment operated by MONUSCO in assigned area in accordance with the manufacturer’s specs and to the highest standard.

  • Assist in workshop management on a broader scale in all related Transport sub units in supervisory capacity;

  • Identify spare parts from the manufacturer parts reference book.

  • Ensure that all spare parts, filters, lubricants etc. required for each repair are correctly documented in the vehicle work order.

  • Ensure that presence within the workshop is consistent with working hours and all inspections/repair tasks assigned are completed in a timely manner.

  • Assist in recovering / repairing vehicles on-site which cannot be recovered to workshop for repairs.

  • Ensure the security of all equipment provided for use within the workshop area.

  • When working with (including supervising) national staff or (non-)governmental counterparts, including Implementing Partners (IPs), the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training.

  • Any other related duties as may be required.

Technical/Vocational diploma

Diploma and or Technician’s Certificate in Motor Vehicle. •Basic knowledge related to workshop management, automotive spare parts management, inventory and warehousing. Driving License up to at least ‘C’ class as well as MHE operator.

At least six (6) years of progressive experience in maintenance and repairs of light and heavy vehicle/equipment. At least, two years (2) supervisory responsibilities. Familiarity with United Nations electronics systems and procedures in the field is desirable.

Under the direct supervision of FIOC Team Leader, the UN Volunteer will undertake the following:

  • Manage, collect, coordinate, analyze, report and disseminate information to be used as a decision-making and planning tool for the Field Integrated Operation Center (FIOC);
  • Collect information from a wide range of sources, including UNMISS Civil and Political Affairs, Human Rights, Gender, Child Protection, Relief, Reintegration and Protection personnel, Military, Police, Security, Humanitarian Agencies, International Non-Governmental Organization (INGOs) and Local Government Authorities;
  • Produce forward looking reports within the context of the UNMISS Early Warning Strategy and Protection of Civilian Matrix that integrates and considers all the information gathered, resulting in clearly identification of priorities where the state should focus it’s efforts;
  • Build effective networks through mission components with state authorities, international partners, civil society and humanitarian community;
  • Maintain up-to-date knowledge and understanding of political, socio-economic and security issues;
  • Monitor and gather information on events or incidents that may affect the implementation of the safety of the Mission and it’s mandate;
  • Support the Field Office Security Management Team, Security Management Meetings, Crisis management Team and respond to specific incident as required;
  • Share all information with Join Analysis Center (JMAC) as guided by Chief JMAC;

Under the direct supervision of the Chief Transport Officer (CTO) and Regional Transport Officer, the UN Volunteer “Transport Assistant “will undertake the following Fleet Vehicle Inventory duties:

  • Redistribute transport assets meet variations in demand, ensuring maximum economy and efficiency at all times, as directed by CTO and Regional Transport Officer. Keep evidence and monitors the of assets;

  • Maintain vehicle and transport equipment inventory records for both United Nations Owned Equipment (UNOE) and Contingent Owned Equipment (COE).

  • Assist in the Bi-annual physical inventory of non-expendable transport assets in accordance with the established procedures and deadlines;

  • Assist Fleet Manager in preparation of the Mission Vehicle Establishment Committee (VEC) meetings;

  • Assist Fleet manager on issues related to life management of the UN-owned vehicle fleet and implementation of the Vehicle Replacement Policy;

  • Ensures that vehicle write-off cases ;

  • Coordinate with logistic supply chain management on vehicle inventory issues;

  • Coordinate with MOVCON for urgent delivery of Transport shipments by air, land or internal waterways;

  • Assist in the provision of inputs for reports on transport fleet and composition;

  • Assist in ensuring the constant availability of vehicles for assignments in support of one-off and emergency tasks as directed by the CTO;

  • As directed by the Fleet Manager, issue official registration (license) plate numbers to vehicles and trailers brought into the area of operation, including all UN-owned , contingent-owned vehicles, vehicles leased/ rented by the Mission, vehicles provided by the host Government and provided by any other source for the exclusive use of the Mission;

  • Maintain license plate number database;

  • Assist in the Driving Test and Driving Permit Unit:

  • Keep evidence and advise the Fleet on COE vehicles matters;

  • Assist in performing other related duties as required.

Technical/Vocational diploma

Transport and Logistics related diploma. Technical or Vocational Certificate in Logistic and Transport or other relevant fields is desirable. A valid driver’s license is required. Experience in Familiarity with United Nations systems and procedures in the field is desirable. Working within DPKO, Police or Military background is desirable.

Under the direct supervision of the senior legal adviser or a legal officer, the UN Volunteer will undertake the following tasks:

  • Assists other members of the Legal Affairs Unit in reviewing legal documents, instruments, or other material, identifying important issues, similarities and inconsistencies, etc.
  • Assists in preparing drafts of background papers, studies, and reports.
  • Conducts legal research and assist in preparing legal opinions/advice on a wide range of international public and private law issues, including the United Nations Charter, General Assembly and Security Council Resolutions, UN/UNMISS internal Rules and Regulations, UNMISS Status of Forces Agreement (SOFA), UNMISS mandate, particularly its protection of civilians aspect, privileges and immunities, peace and security, institutional questions, treaty law and practice, UN administrative law;
  • Assists in preparing agreements, Memorandums of Understanding and contracts with governments, international organisations, and other public or private entities including drafting and resolving claims and disputes.
  • Assists in providing legal advice on human resources and other administrative matters.
  • Assists in servicing and advising as well as serving as a member of, as appropriate, diplomatic conferences, commissions, committees, boards, task forces and other bodies, including preparing background materials, summaries of issues and views of delegations, etc.
  • Assists with presenting the UNMISS induction programme on UNMISS SOFA and distribution of information and sensitizing local authorities and the local population to SOFA.
  • Perform or undertake other duties as requested by other members of the Legal Affairs Unit.
Master degree or equivalent

An advanced university degree (i.e. master’s degree or equivalent) in law or a relevant related field is required. A first level university degree (i.e. bachelor’s degree) in law in addition to two extra years of qualifying experience may be accepted in lieu of the advanced degree.

Under the direct supervision of the Chief Air Region/Unit Chief the duties of the Operations Coordinator will include but are not limited to the following:

  • Plans and coordinates air transportation activities in accordance with the Standard Operating Procedures, UN directives, Department of Peacekeeping Operations (DPKO) Aviation Manual, UN Aviation Standards for Peacekeeping and Humanitarian Air Transport Operations (UN AVSTADS), ICAO standards and recommended practices and the host country's Aeronautical Information Publications (AIPs).

  • Ensure that air operations are conducted in compliance with Air Tasking Orders (ATOs)/Daily Flight Schedule (DFS), DPKO Aviation Manual, MONUSCO Aviation SOP and other relevant SOPs, UN directives, ICAO, IATA and the host country’s aviation standards, practices, procedures and regulations.

  • Review all operational and logistical mission requests sent by JMCC/MOVCON and Force Air Operations.

  • Manage CASEVAC/MEDEVAC flights, VIP flights and other special missions.

  • Participate in the integrated Search and Rescue operations for MONUSCO air assets and other aircraft upon request.

  • Review, plan and coordinate daily projected task orders and air support requirements.

  • Conduct risk analysis and determine risk mitigation measures in order to bring risks to acceptable levels.

  • Ensure airframes are selected and allocated to achieve maximum cost effectiveness in mission support.

  • Any other duties as requested by the supervisor.

Under the direct supervision of the UNV Programme Manager, and in close cooperation with the UNV Finance Officer, the duties of the UN Volunteers will include but are not limited to the following:

  • Lead, participate in and document the periodic finance coordination meetings;

  • Lead the establishment of updated financial procedures to improve client satisfaction;

  • Ensure that the UNV DRC Field Unit complies with obligations under rules and regulations as relevant for all financial operations;

  • Coordinate the assembling, review, certification and payment of one-time and monthly UNV entitlements as per the contract terms and in accordance with UN and UNV financial regulations and rules;

  • Coordinate with MONUSCO and UNDP Finance Section the timely creation and approval of vendors;

  • Day to day monitor the deadlines of payments and instruct relevant colleagues to take appropriate action;

  • Record and archive, in soft and hard copy, all correspondence and supporting documents related to UNV Financial entitlements operations and disbursements.

  • Support the monitoring and analysis of financial performances of the UNV Field Unit and advise the PM on necessary correction measures;

  • Create and maintain tracking systems and databases related to UNV DRC financial operations;

  • Draft official interoffice memorandum and communications related to financial matters to be sent to UN Volunteers and stakeholders;

  • Prepare monthly Volunteer Living Allowance (VLA) and Payroll related calculations in collaboration with the Programme Officer, the Coordination Officer and Programme Assistants of the Integrated UNV Field Unit (UNV IFU);

  • Coordinate with the relevant mission self-accounting units (e.g. telephone billing unit, transport section, facilities management section and security claims unit) regarding monthly deductions and earnings, to be recorded in ATLAS before submission of payroll to UNDP Finance section for approval and disbursement;

  • Supervise the preparation of a summary of monthly deductions and entitlements for relevant payroll deductions and earnings of each volunteer to be submitted to UNDP finance section;

  • Instruct relevant colleagues for the preparation of vouchers for payments of Resettlement Allowance (RSA), Final Entitlements, SIG, (HV) lump sums etc. through ATLAS;

  • Coordinate with global shared service center (GSSC), based in Malaysia, regarding timely approval of voucher and purchase order (PO) for processing of Volunteer entitlements;

  • Ensure close coordination and good working relationship with UNDP procurement, finance and travel unit for timely processing of Volunteer entitlements;

  • Provide planning and allocation of team resources in accordance with the Mission mandate;

  • When working with national staff or (non-)governmental counterparts, including Implementing Partners (IPs), the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training;
