Bajo la supervisión directa de la Especialista de Programas y la Asociada de Programas y Finanzas de ONU MUJERES, la voluntaria o voluntario tendrá las siguientes funciones y responsabilidades:

  1. Brindar apoyo administrativo y logístico para la implementación del Programas siguiendo las normas y procedimientos de ONU Mujeres
  • Llevar a cabo las tareas administrativas y logísticas necesarias para el desarrollo de las actividades previstas en el proyecto;
  • Brindar apoyo administrativo a los procesos de gestión de contratos;
  • Dar seguimiento a la gestión administrativa del Programa en coordinación con Socios/as implementadores/as;
  • Apoyar en la confección del Plan de Adquisiciones del Proyecto y apoyar los procesos de contratación de los servicios y bienes del plan de adquisiciones siguiendo las normas y procedimientos de la organización;
  • Mantener la base de datos de inventario de todos los activos del Programa y preparar los informes financieros requeridos;
  • Organizar el mantenimiento y la reparación de los activos cuando sea necesario;
  • Mantener el sistema de archivo y bases de datos del proyecto;
  • Apoyar en la elaboración de los reportes financieros, en función de los requerimientos del proyecto y la solicitud de la coordinadora del proyecto y la Asociada de Programas y Finanzas.
  1. Proporcionar apoyo administrativo y logístico en la organización de conferencias, talleres, reuniones con partes interesadas y otros eventos del proyecto.
  • Apoyar la organización, logística y ejecución de conferencias, talleres, reuniones y eventos del proyecto;
  • Preparar los documentos para la organización de reuniones y eventos incluyendo agenda, cartas de invitación, nota logística, guía para las moderaciones y demás;
  • Apoyar los procesos de adquisiciones de bienes y servicios necesarios para la ejecución de reuniones y eventos del proyecto siguiendo las normas y procedimientos de la organización;
  • Coordinar las reservaciones de boletos de avión, pago de viáticos y dar seguimiento al reembolso de gastos de participantes nacionales e internacionales de acuerdo con las reglas y procedimientos de ONU Mujeres;
  • Registrar las minutas de las reuniones y otra documentación requerida del programa según sea necesario;
  • Cualquier otra tarea asignada por su supervisora.

Under the overall supervision of the Regional Director for Middle East and North Africa, the direct supervision of the Senior Regional Resources Management Officer (SRRMO), the Volunteer will assist the SRRMO in monitoring and supporting the human resources functions of the Country Offices (COs) within the region and the Regional Office (RO) in Cairo as well as support the implementation of staff development activities across the region in coordination with relevant departments.

Regional HR Support and Recruitment

  1. Assist the SRRMO in implementing IOM's Human Resources policies, rules and regulations, as well as standards and techniques considering the CO activities; and ensure that the COs’ administrative procedures are in place and followed and are in accordance with these practices.
  2. Assist with the Recruitment processes in the region and in the RO in close liaison with the SRRMO and provide support to the COs in fulfilling the appropriate staff and non-staff vacancy needs and ensuring relevant recruitment procedures are effectively and swiftly applied.
  3. Review contracts and personnel action forms issued for Chiefs of Missions and Heads of Offices in region and support the SRRMO in reviewing contract extension requests for international staff.
  4. Support the personnel administration of RO Cairo local staff to ensure processes are well followed and that documentation is correct.
  5. Ensure timely appointment, transfer and separation of international staff in coordination with SRRMO, staff Personnel Administrators and other relevant units, as needed.
  6. Ensure timely and regular implementation of the Staff Evaluation System (SES) in the RO and in the CO in the region.
  7. Oversee the maintenance of the PRISM HR Module in the COs to keep the information accurate and up to date.
  8. Support the roll-out/implementation of new HR PRISM updates including eREC.
  9. Support in the timely and accurate personnel administration and payroll processing of smaller missions and ensure proper documentation with regards to payroll and personnel administration.
  10. Assist COs in implementation of up scaling or downsizing activities in the region in accordance with HR policies.

Staff Development and Learning:

  1. Conducts Learning Needs Analysis across the region to determine appropriate learning and development strategies/solutions and propose adequate training activities.
  2. Designing a range of learning interventions, including technical, behavioural and leadership programmes
  3. Coordinate the development, delivery and evaluation of staff learning and development programs and the implementation of an annual organization’s training plan and budget.
  4. Plan and assess the 'return on investment' of any training or development programme.
  5. Develop and facilitate relevant “in-house” training sessions / programs in coordination with Staff Development and Learning Unit (SDL).
  6. Develop effective induction programmes and arrange on-the-job training for new employees with relevant departments.
  7. Provides expertise and develops initiatives and tools related to leadership and management development.
  8. Provides day-to-day performance management guidance to top management across the MENA region in coordination with SRRMO and SDL (e.g., coaching, counselling, career development, disciplinary actions).
  9. Provide input on workforce and succession planning as well as resources management unit restructuring as needed in coordination with the SRRMO.

Reporting and HR analysis

  1. Compiles course evaluations; provides relevant statistics on training activities for inclusion in reports.
  2. Assist in the preparation of reports and analysis that may be required in coordination with the SRRMO, RD or HRM.
  3. Ensure the regular updating of the country offices and the ROs organigrams/ staffing table and contact lists.
  4. Assist in tracking and monitoring gender balance regional statistics, planning for gender target.
  5. Any other related tasks as may be required or assigned by the supervisor.
Master degree or equivalent
  • Master’s degree in human resources management, public or business administration, psychology, organizational development, social science, or related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

  • Chartered Institute of Personnel and Development (CIPD) recognized qualification is an advantage.
  • Current knowledge of effective learning and development methods

Dentro de la autoridad delegada y bajo la supervisión directa del Jefe de Gestión de Recursos, la supervisión general del Jefe de Misión de la OIM, el Voluntario/a ONU deberá:

  1. Apoyo en la verificación de documentos de pago a proveedores de bienes y servicios de manera que se encuentren completos, tengan la información requerida/necesaria y los cálculos numéricos sean correctos.
  2. Asistencia en el registro de cuentas por pagar en el sistema SAP financials.
  1. Asistencia manteniendo archivos de cuentas por pagar actualizados.

  1. Apoyo en la creación de proveedores en el sistema, así como mantener actualizada la base de datos en SAP.
  2. Asistir en la limpieza mensual en SAP de los proveedores de bienes y servicios (clearing vendors).

Candidate age: between 18 and 29 throughout the entire duration of their assignment. Applicants must be nationals of or legal residents in the country of assignment.

Dentro de la autoridad delegada y bajo la supervisión directa del Jefe de Gestión de Recursos, y la supervisión general del Jefe de Misión de la OIM, el Voluntario/a ONU deberá:

  1. Asistir en el procesamiento de los contratos del personal nacional, personnel action form, promociones y separaciones y coordinar con PAC-HRAS.
  2. Mantener la información del personal local actualizada en SAP así como emitir reportes cuando se requiera.
  3. Asistir en los procesos de reclutamiento de personal local, internacional y consultores, en línea con las prácticas y regulaciones vigentes en la organización.
  4. Asistir en la preparación de la planilla de salarios del personal local de manera mensual.

  1. Asistir en la coordinación con PAC para temas de reclasificación de posiciones, así como apoyar en la documentación necesaria en estos aspectos.
  2. Mantener y actualizar los files del personal, tanto nacional como internacional.
  3. Preparar certificados de trabajo, cartas relacionadas a Recursos Humanos, separaciones, terminaciones y no extensiones de contratos.
  4. Asistir en el procesamiento de documentación de separación para el personal local, coordinar con PAC la preparación de los formatos requeridos para la separación antes de procesar cualquier pago final.
  1. Asistir en los procesos de exámenes médicos de ingreso para el personal local, hacer seguimiento con PAC para el alta médica.
  2. Mantener registros del personal de la oficina como la asistencia, vacaciones, sobretiempo, entre otros.
  3. Asistir en la preparación de la documentación requerida para procesar las visas de trabajo ante las autoridades locales, así como para la obtención de residencias y cualquier otra identificación necesaria en el país para los funcionarios internacionales.
Bachelor degree or equivalent

La persona responsable debe ser un individuo dinámico y multifuncional, que apoye a la Agencia Anfitriona con profesionalismo, dedicación y orientación al cliente, y que esté dispuesto a trabajar con aspectos programáticos/sustanciales, y proveer servicios operacionales/logísticos. Las siguientes cualificaciones son requeridas:

  • Titulación universitaria de primer grado en psicología, administración de negocios, gestión de talento humano, de una institución académica reconocida y acreditada, es requerido;
  • Entrenamiento o conocimiento de sistemas de gestión de información ERP y su aplicación en la gestión y monitoreo de recursos humanos, es deseable;
  • Al menos (2) años de experiencia laboral en el sector de recursos humanos es deseable;
  • Experiencia previa en sistemas de la OIM/ONU, grupos colaboradores de salud, organizaciones relevantes no gubernamentales u organizaciones humanitarias, trabajo de campo en respuesta a brotes y/o respuesta a emergencias de salud, es deseable;
