  • Apoyar en la elaboración del POA, PAC, gestión presupuestaria anual y global, y mantener un control y seguimiento de cuentas y gastos de los fondos del proyecto.
  • Asistir a la coordinación para realizar el ciclo del presupuesto: planificación, preparación, revisiones, y ejecución.
  • Elaborar requisiciones, órdenes de compra, solicitudes de pago y ajustes contables; confirmar su procesamiento y generar alertas.
  • Manejar el sistema financiero de acceso al ATLAS para el monitoreo del avance presupuestario, y realizar proyecciones de gasto y conciliaciones financieras mensuales.
  • Dar apoyo financiero a las contrataciones solicitadas de bienes y servicios que requiera en general el proyecto.
  • Apoyar en el seguimiento en las adquisiciones, contratos y aprobación de productos de consultorías del Proyecto.
  • Ejecutar las actividades financieras requeridas para las adquisiciones, contratos, eventos, etc., tomando en cuenta los procesos de aprobación y la normativa del PNUD.
  • Administrar y actualizar el inventario de bienes adquiridos por el proyecto, con responsables y asignación de cada uno, asegurando el uso apropiado y el cuidado de los instrumentos y equipos del proyecto.
  • Realizar gestiones técnicas y administrativas necesarias para la ejecución de reuniones y talleres.
  • Mantener los registros financieros del proyecto y preparar los reportes e informes requeridos sobre la ejecución financiera de los proyectos (mensuales, trimestrales, semestrales y anuales).
  • Contribuir a la resolución de problemas financieros que puedan surgir.
  • Elaborar comunicaciones y oficios necesarios para la operación del proyecto.
  • Apoyar en la comunicación interinstitucional y con los puntos focales del proyecto.

Under the direct supervision of the Regional Advisor, Tobacco Free Initiative (TFI), the International
UN Youth Volunteer - Junior officer Tobacco Free Initiative will:
- Complete, in full coordination with TFI team and in collaboration with the country focal points
in both the Ministry of Health and the Ministry of Finance, the country sheet of GTCR, through
regular follow up with countries and collection of all supporting documents;
- Validate the information collected with HQ and EMRO team;
- Make sure that the sign-off process is completed with the relevant national authorities; follow
up with WRs and focal points on the completion of the process;
- Provide regional material as follows: country factsheet - country presentation for each country
in coordination with TFI EMRO;
- Contribute to the implementation of the TFI workplan;
- Provide technical support to countries for implementing their plans;
- Support Member States in the finalization of national action plans and national targets in the
area of ‘NCD’ Best Buys;
- Provide support to countries to adopt and implement the highest measures in the MPOWER
policy;
- Develop technical material to support EMR countries as required by the Unit;
- Provide technical assistance for national and regional initiatives on strengthening the
MPOWER and NCD Best Buys at country level;
- Support other activities related to technical side of the programme; and
- Support other activities related to the project’s management as requested.

The UN Volunteer will work in the UNDP Ethiopia Country Office, in support of regional programming efforts across the CO’s programme portfolios, with a focus on early recovery and social cohesion, in the key functions listed below. S(he) will also work closely with the UNDP teams; UN agencies; and the UNDP Crisis Bureau.

Summary of key functions:

  • Data Capture, Management and Analysis
  • Training and Technical Support
  • Conflict Prevention Coordination Support

Data Capture, Management and Analysis:

  • Identify key data gaps in the Crisis Risk Dashboard (CRD) for informed crisis risk tracking in the country.
  • Support a strategy and implementation plan for capturing required primary data on the crises
  • Identify and integrate additional primary and secondary data into the CRD as required by evolving needs including the development, implementation and management of new indicators and corresponding data
  • Produce and update analysis products accompanied by maps, charts, and infographics to support strategic and operational decision-making.
  • Collaborate with NDRMC and UN OCHA Information Management Unit to develop early recovery analysis products.

Training and Technical Support:

  • Provide substantive input on information management toward the development of guidance and training materials in support of the Country Team application of the CRD;
  • Provide maintenance and end-user technical support in issues relating to the CRD information management use, including trouble-shooting for data entry and access to the existing database;
  • Provide technical assistance in order to build capacity of staff on how to integrate data visualization approaches into their work as well as how to update and monitor existing dashboards.
  • Provide relevant technical support to the recovery and peace building programming

Conflict Prevention Coordination Support

  • Provide substantive support to produce outputs in the form of analytical products under the guidance of the UNDP Governance team leader and in collaboration with the UNDP Technical Team on the recovery and peacebuilding assessment and programming
  • Provide substantive input on data-based initiatives for conflict prevention and recovery efforts subnational hotspots.
  • Provide support to the Government of Ethiopia on data and information management when required.
Master degree or equivalent

Advanced university degree (Master’s degree or equivalent degree) in information management, social science or related.

  • A minimum of three years of progressively responsible experience in information management, information systems, geographic information systems (GIS), database development, web management, visualization, or other related areas;
  • Candidates with long-term experience are encouraged to apply.     Essential

    Social media management and visualization:

The UN Volunteer will work under the supervision of the UNDP Resident Representative and Deputy Resident Representative, in the key functions listed below.   • Identify and integrate additional primary and secondary data into the Crisis Risk Dashboard as required by evolving needs including the development, implementation and management of new indicators and corresponding data that are associated with the crisis risk model;
  • Propose revisions and improvements to the overall design framework and data requirements for the risk tracking system, using as the key tool the Crisis Risk Dashboard (CRD) – a purpose-designed platform developed by CRU for online information management and data visualization - and ensure content is current, comprehensive, and follows relevant metadata standards;

Data Visualization, Reporting and Application:

  • Produce and update information products such as maps, charts, and infographics by turning data into graphical products to convey messages and a storyline as well as support strategic and operational decision-making;
  • Explore ways of presenting crisis risk profiles and early warning more effectively through visual representations (charts, graphs, tables and diagrams) through the CRD;
  • Provide technical assistance in translating data and other program information into easy visual representations, in accordance with data visualization best practices;
  • Consolidate operational information on a regular schedule to support analysis and design and implement sustainable information management and dissemination systems for data collections for the CRD, where required.

Training and Technical Support:

  • Provide substantive input on information management toward the development of guidance and training materials in support of the Country Office / Country Team application of the CRD;
  • Provide maintenance and end-user technical support in issues relating to the CRD information management use, including troubleshooting for data entry and access to the existing database;
  • Provide technical assistance in order to build capacity of staff on how to integrate data visualization approaches into their work as well as how to update and monitor existing dashboards.
