Within the delegated authority and under the supervision of Field Office Manager (Tijuana) or her designated mandated representative(s), the UN Volunteer Child Protection in Emergencies Specialist will:

  1. Constantly monitor the situation of children and adolescents on the move particularly those unaccompanied, in Baja California and Sonora, as needed, identifying trends and anticipating possible emergency scenarios.
  2. Guide and implement UNICEF's response to address the protection needs of the migrant population within MPP programme and the migrant, displaced, asylum seeking and refugee population in general in Baja California and Sonora.
  3. Provide guidance to the UNICEF protection team in Tijuana for an effective implementation of the humanitarian and migration response, ensuring coherence of interventions, as well as supervision and monitoring.
  4. In coordination with the Protection team in Tijuana, design the mid-term support strategy at the northern border, focusing on capacity building, the implementation of the Core Commitments for Children in Humanitarian Action, and implementation of the Alternative Care Model.
  5. Promote, attend meetings and maintain close coordination with authorities, members of civil society, with other UN agencies (IOM and UNHCR), identifying needs, adapting the response strategically and ensuring good collaboration.
  6. Ensure the implementation of the Core Commitments for Children (CCC) in Baja California and Sonora, within UNICEF’s work as well as within the Government and Civil Society
  7. Guide authorities with the implementation of international child protection standards for the protection of children on the move
  8. Accelerate the implementation of solutions for care for children on the move by identifying new opportunities and partnerships and ensuring capacity building.
  9. Ensure the capacity-building of UNICEF and partners within CPiE.

Within the delegated authority and under the supervision of Child Protection Chief or her designated mandated representative(s), the UN Volunteer Child Protection in Emergencies Specialist will:

  1. Constantly monitor the situation of children and adolescents on the move particularly those unaccompanied, in Chihuahua, as needed, identifying trends and anticipating possible emergency scenarios.
  2. Guide and implement UNICEF's response to address the protection needs of the migrant population within MPP programme and the migrant, displaced, asylum seeking and refugee population in general in Chihuahua.

En el marco de la autoridad delegada y bajo la supervisión de la Jefa del Área de Protección Infantil o su representante(s) designado(s), el Voluntario de la ONU llevará a cabo las siguientes tareas:

  1. Monitorear la situación de los niños, niñas y adolescentes (NNA) bajo el programa de Protocolo de Protección a Migrantes (MPP), así como de otros niños, niñas y adolescentes migrantes, particularmente los no acompañados, en Tijuana o Tapachula y sus áreas circundantes, según sea necesario.
  2. Colaborar en y orientar la respuesta de UNICEF en cuanto a población bajo el programa de MPP y personas en situación de migración en general en Tijuana o Tapachula.
  3. Brindar orientación al equipo de protección de UNICEF en Tijuana o Tapachula para el despliegue efectivo de la respuesta en contexto de emergencia humanitaria, asegurando la coherencia de las intervenciones, así como la supervisión y el monitoreo.
  4. En coordinación con la Jefa de Protección y la Representante Adjunta, definir la estrategia de apoyo a mediano plazo, que se enfoque en el fortalecimiento de capacidades, la implementación de la Ruta de Protección para NNA en situación de Migración, y la implementación del Modelo de Cuidados Alternativos.
  5. Propiciar y mantener una coordinación estrecha con autoridades, miembros de la sociedad civil, con otras agencias ONU (OIM y ACNUR), identificando necesidades, adaptando la respuesta de forma estratégica y asegurando una buena colaboración.
  6. Asistir a reuniones interinstitucionales con socios gubernamentales, organizaciones internacionales y organizaciones de la sociedad civil sobre la situación de NNA bajo el programa MPP y NNA migrantes.
  7. Fortalecer la coordinación de UNICEF con las autoridades de protección, así como con los proveedores de servicios de atención en México, en caso de que niñas, niños y adolescentes lo requieran.
  8. Apoyar el componente de fortalecimiento de albergues y soluciones de cuidado en el municipio y/o estado, impulsando alianzas, e identificando necesidades de acompañamiento.
  9. Ayudar a la planificación, coordinación, ejecución, seguimiento y evaluación de las actividades relacionadas con NNA migrantes en Tijuana o Tapachula.
  10. Apoyar en el seguimiento de las actividades de los socios de UNICEF en materia de migración y apoyo psicosocial a NNA migrantes, en caso de ser necesario.
  11. Participar en actividades de formación organizados para los actores pertinentes y proporcionar apoyo logístico y sustantivo según se solicite.
  12. Preparar informes o reportes sobre la situación de la respuesta de UNICEF en terreno.
  13. Mantener una comunicación regular con el equipo de Protección para asegurar una orientación estratégica.
  14. Cada semana participar en una reunión virtual con el equipo de emergencias de UNICEF para proporcionar una actualización de la situación en terreno y obtener orientación.
  15. Cualquier otra actividad que se requiera o sea asignada por la supervisora o su representante designado.

Condiciones de servicio para Voluntarios de Naciones Unidas nacionales :

El beneficio principal de prestar servicio como Voluntario/a ONU es la satisfacción personal que brinda la asignación de voluntariado, puesto que implica repercutir de manera positiva en favor de la paz y el desarrollo. Sin embargo, el programa Voluntarios de las Naciones Unidas (VNU) ofrece apoyo durante su asignación de varias maneras. El programa VNU cubrirá:

  • Contrato de nueve meses o con fecha estimada de término al 31 de diciembre 2021, con posibilidad de extensión dependiente de la continuación del mandato, la disponibilidad de financiamiento, la necesidad operacional y el desempeño satisfactorio. No se garantiza la extensión de la asignación.

Bajo la supervisión de de la Oficial de Educación responsable del tema de migración y siguiendo las directrices técnicas de la Oficial de Educación Inicial y Preescolar (ECE) y de la Especialista de Educación en Emergencias, el/la Voluntario/a ONU llevarán a cabo las siguientes tareas:

  • Apoyar y contribuir a la identificación de necesidades urgentes en educación básica en los albergues y centros de acogidas de la población en movilidad humana.
  • Proponer intervenciones que cubren estas necesidades, según la planificación previamente definida con el/la supervisor/a, asegurando los estándares de gestión y de calidad de la institución. Esto incluye, entre otras acciones, mapeo de proveedores de servicios educativos y potenciales socios implementadores locales, la elaboración de términos de referencia de contratos de servicios técnicos y seguimiento de los mismos, realización/apoyo en el diseño de proyectos de educación y migración junto con socios implementador y el acompañamiento en la implementación y monitoreo de los mismos, organización de y apoyo a capacitaciones sectoriales.
  • Promover y contribuir a la coordinación con diferentes actores (gobierno, sociedad civil, organizaciones del Sistema de Naciones Unidas) para buscar soluciones a corto y mediano plazo basado en una planificación previa, para asegurar el acceso a servicios básicos educativos para niñas, niños y adolescentes en los puntos fronterizos, contribuyendo a su protección y bienestar.
  • Planificar, apoyar y elaborar las acciones administrativas necesarias en terreno para asegurar el buen desarrollo de los proyectos de educación y migración.
  • Apoyar con el monitoreo de los proveedores y socios implementadores en terreno y el logro de los resultados de las intervenciones, gestionar la documentación de registro de los programas, según los protocolos de gestión documental de la oficina, en coordinación con el equipo de terreno y el equipo de educación de la oficina central.
  • Coordinar con las diferentes áreas programáticas y de operaciones de la oficina, para apoyar la recepción, entrega y monitoreo de insumos, Kits de Desarrollo de la Primera Infancia, Kits de Kit de Escuela-en-una-caja School in a Box (SiB) y otros insumos que se tiene previsto entregar como parte de la respuesta a la emergencia.
  • Elaborar reportes e informes de cumplimiento de actividades, según necesidad.
  • Contribuir a la elaboración de propuestas de proyectos sectoriales.
  • Mantener una comunicación cercana con colegas de otras oficinas de terreno y puntos fronterizos, a fin de intercambiar experiencias y lecciones aprendidas que puedan contribuir a una implementación más efectiva y sostenible de educación para NNA en situación de migración en albergues y centros de acogida de personas en movilidad
