Support project planning and annaul workplan formulation:

Support timely and effective project implementation according to plans and incompliance with Country Office Standard Operating Procedures

  • Initiate procurement actions for International Consultants, goods, works and services and recruitment of Service Contract actions according to HR and procurement plans.
  • Prepare requests for recruitment and contracting in UNDP format and according to Country Office (CO) Standard Operating Procedures (SOPs).
  • Compile supporting documents for procurement and recruitments processes and ensure that supporting documents are complete and in line with the CO SOPs.
  • Follow up with CO units on pending actions (procurement, recruitment, travel, transportation etc).
  • Create e-requisitions for travel and prepare Travel Authorizations, submit and follow up with UNDP CO Travel Unit (according to SOPs).
  • Prepare payment requests and submit to CO (according to SOP).
  • Ensure accuracy of COA of all payment requests.

Provide administive support to the project for efficient project management, according UNDP procedures:

  • Monitor leave of local and international project personnel, maintain updated and correct records and online systems.
  • Notify CO HR promptly on separation of project staff
  • Maintain project supplies and initiate procurement of supplies as necessary.
  • Coordinate ICT support to project with the UNDP CO. Coordinate support with ICT helpdesk.
  • Maintain filing system for the project.

Provide accounting and finance support:

  • Ensure full compliance of financial activites and records with UNDP rules, regulations, polices and procedures.
  • Processing of financial documentation (vouchers, GLJEs, supporting documents, etc.) and maintaining internal expenditures control system by ensuring that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas, travel claims, and staff entitlements are duly processed.
  • Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
  • Presentation of information on the status of financial resources as required.
  • Management of cash receipts and petty cash.
  • Proper receipting of goods and services and establishment of accruals.
  • Ensure that an orderly and systematic filing system is maintained in the finance unit for efficient and timely retrieval of files. Maintenance of the proper filing system, including hard and soft copy ones, for financial records and documents. Retrieve files or documents as necessary.

Print, scan vouchers and financial documents

Furthermore, UN Volunteers are required to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Under the direct supervision of the Country Coordinator of UNV Bangladesh and close coordination with the Operations Manager of LIUPC project, UNV Community Volunteer Coordinator will deliver the following tasks:

  • The UNV Community Volunteers Coordinator will develop a detailed work plan including recruitment strategy for recruiting 131 Community Volunteers for LIUPC projects
  • They will provide all necessary support to the UNV Bangladesh and UNDP project team to facilitate recruitment for CUNVs, who will be based at 19 cities of the country. The UN Volunteers will closely work with the UNV Programme Assistant of UNV Bangladesh, who is responsible for HR functions.
  • Undertake tasks all the pertinent steps of day-to-day recruitment and HR actions including screening, coordination with candidates, long-short listing, arranging tests, drafting interview reports, reference checks, checking insurance papers of the candidates, medical clearances, drafting contract paper, compiling all data, create database as such in close coordination with UNVPA
  • Create an efficient database to maintain files for CUNVs for pre and post deployment time
  • During recruitment process, the UN Volunteers shall verify the documents of educational, professional qualifications based on the copies submitted

Under the overall supervision of UNDP and CICETE, as well as the direct supervision of the National Project Director of Project Management Office (PMO) for Neixiang Project, the National UN volunteer’s (NUNV) work will mainly focus on the local implementation of a poverty reduction and sustainable development demonstration project in impoverished area, and support projects relevant to rural capacity building. She/he assists in advocating and mainstreaming the rights-based approach to development programming and implementation. The job involves maintaining constructive relationships with local partners in Henan, goverenments, private sector, civil society organizations, other UN agencies, and donors, coordinating related issues to ensure project completion on time.

The project will introduce advanced development concepts, enhance the understanding and capacity of leading cadres and civil servants, mobilize the private sector, social forces and other stakeholders to actively participate in local sustainable development, community governance, ecotourism, inclusive finance, an improvement of public services, especially the well-being of women, youth and children. This project focuses on promoting international cooperation in the field of sustainable development, gernerating and sharing knowledge and experience, strengthening public-private partnerships, integrating relevant technologies and financial resources, advancing innovative working modality, and engaging more key stakeholders in the process of addressing environmental challenges, rural revitalisation, public services, inequality, climate change, conserving biodiversity and promoting sustainable development.

Specifically, the NUNV is expected to perform the following functions:

  • Guiding the project implementation
  • Support implementing partners to manage process according to the UNDP Project Management System and related requirements. Organize implementation and management training sessions if it is necessary.
  • Support implementing partners to complete formal management, implementation, and other related regulations.

  • Assurer la coordination des activités du projet et produire des rapports de qualité;

  • Se référer au Plans Locaux de Développement dans l’identification des actions prioritaires ;
  • Elaborer et mettre en place un système d’accompagnement et de suivi des bénéficiaires ;
  • Identifier les possibilités de formation professionnelle (centre de formation) ou d’apprentissage des métiers, en ligne avec les activités économiques et filières identifiées et, si nécessaire, élaborer un plan d’appui pour ces centres

3. Renforcer les organisations des producteurs et leurs mécanismes de financement :

  • Informer et former les bénéficiaires à la création et la gestion d’organisations/associations de pro-ducteurs (OP), sur le plan organisationnel, institutionnel et managérial ;
  • Renforcer et accompagner les OP existantes et nouvelles ;
  • Initier et mettre en œuvre un plan de formation et d’accompagnement pour les animateurs/trices des structures socio-économiques, y inclus la sensibilisation à la culture de l’épargne et du crédit, etc.);

4. Appuyer l’élaboration et la mise en œuvre d’un système de suivi-évaluation :

  • Contribuer à l’élaboration et la mise en œuvre d’un système de suivi-évaluation (indicateurs, outils, etc.) du projet, qui permettra de démontrer les résultats des interventions et de prendre des me-sures de correction si nécessaire ;
  • Contribuer à la réalisation des études de base (baselines) du programme et des projets concernés

5. Contribuer à la mise en œuvre générale du programme et à l’intégration du genre comme aspect transversal :

  • Contribuer à l’élaboration des diagnostics participatifs en collaboration avec les autorités provin-ciales et locales ;
  • Promouvoir une étroite collaboration avec différents acteurs nationaux et internationaux ;

UNDP in collaboration with the Kenya School of Government (KSG) and County Government of Isiolo in 2018 initiated a youth programme which aimed at building the capacity of 52 youths from Isiolo County on entrepreneurship and life skills. A youth learning center was also established which serves as:

  • Capacity Building and Computer Lab unit: To support the training of Youth on Access to Government Procurement Opportunities, ICT, Entrepreneurship, Leadership Skills, Creative Economy
  • Talent, Innovation, Creative, and Filmmaking Hub: To engage Youth to develop innovative and creative ideas to improve Quality Service delivery in the Public Sector. Talent development such as filmmaking (Sinema Mashinani), acting.
  • One-stop-shop information Unit: The unit will provide Youth in the County with all the necessary information to facilitate their participation in the developmental agenda. The Centre will also provide access to information such as AGPO, Jobs, Scholarship, and Capacity Building. The Youth can access information through the KSG Youth Innovation Centre Website and Knowledge Management SMS platform
  • Coaching, mentorship, Counselling Services unit: The unit will support individual coaching and mentorship, counseling services for Youth who are Abusing Drug.

Reporting directly to UNDP Devolution Project Manager, the Programme Assistant will perform the following duties and responsibilities within the Consolidating Gains and Deepening Devolution in Kenya Project:

  1. Facilitate the implementation of the project as well as monitor and address risks

Working with Communications Specialists and UNDP’s various units, the Digital Communications Officer will use available UNDP Malaysia material to create compelling, visually appealing, and shareable content. The position will design and implement coverage strategies across social media platforms, for key events and knowledge products; as well as ensure social media implementation of specific UN International days.

The role will maintain the digital communications calendar as part of the coverage for the Country Office’s activities and/or on-going digital campaigns. The Digital Communications Offcer will work closely with programme and/or project colleagues to support online reporting, information sharing and promotion of UNDP’s activities, events and knowledge products, as well as assisting in the publishing of quarterly email newsletters. They will also be responsible to provide monthly reports on UNDP Malaysia’s online platform using latest metrics via variety of online measuring tools.

Ideally, the Digital Communications Officer is an experienced creative writer with basic graphic editing skills used to create innovative content, adapted to match specific requirements of each platform and its audience, while amplifying UNDP Malaysia’s online presence in line with UNDP brand guidelines. The role will effectively support different programme/project teams in the promotion of their events and knowledge products. The position will report to the Communications Specialist, and work closely with the programme units.

Within the delegated authority and under the supervision of the Communications Specialist or his/her designated mandated representative(s), the UNV Digital Communications Officer will:

  • Work closely with the Communications Specialist and/or Programme team to produce enriching engaging content for UNDP Malaysia’s platforms. In particular, the UN Volunteer will conduct thorough research on industry-related topics and generate ideas for new content types in support of UNDP Malaysia’s work, with a flair for producing online content and have an eye for details. The main objective of the assignment is to review and analyse technical and policy documents related to the deployment of solar energy solutions for health facilities in Namibia; coordinate data collection at the national level to feed into the development of the Solar for Health programme; organise and closely coordinate stakeholder engagement and ensure their validation of the programme design prior to submission of the documentation to GCF as per the Country Office guidance, and (1) produce a stakeholder engagement report and minutes from all working group sessions; and a stakeholder engagement plan for the preparation of the full funding proposal as well as the implementation of the programme in Namibia (2) provide technical inputs for the elaboration of the project preparation facility request, concept note, pre-feasibility study and/or other documents for the respective country, as per the guidance from UNDP country office. The volunteer is required to work in coordination with other relevant experts to prepare all the documents that fully meet GCF investment criteria, in line with UNDP accreditation (as per UNDP guidance).

The volunteer’s main responsibilities are as follows:

Stakeholder engagement

  1. Identify relevant stakeholders for the Solar for Health Programme and coordinate their engagement needed for the successful design and implementation of the programme in the country in a close collaboration with UNDP country office;
  2. Organise, coordinate and convene working group sessions (online or in-person, as the the COVID-19nsituation allows) to enable exchange on the programme development, buy-in and validation by the stakeholders at the national level;
  3. Take minutes from each working group meeting, ensuring circulation to the relevant stakeholders after each meetings;
  4. Draft detailed stakeholder engagement report, summarizing all working group sessions and key decisions and outcomes;
  5. Prepare stakeholder engagement plan for the preparation of the full funding proposal as well as the implementation of the programme in the country, building on the lessons learned from the initial working group sessions, including actors from the private sector, energy service providers, utility company/ies different types of public health facilities that might be targeted by this programme, civil societies (including those representing women, youth), government (ministry of health, energy, finance, rural energy agency and other as applicable) and others;
  6. Initiate and manage communication with the country stakeholders on the programme matters, including with the GCF national designated authority, as per the guidance from UNDP country office or other UNDP staff;
  7. Map out the roles and responsibilities of the different government and other stakeholders to manage the budget for and the provision of energy services to health facilities in the country;
  8. Identification of potential donors/partners, outreach and sensitization of stakeholders/presentation of the programme to potential donors/partners under the guidance from UNDP country office and mapping out/capturing potential co-financing opportunities and other types of collaborations from the donor consultations.

Provide and coordinate technical inputs for the development of the programme

  1. Conduct and coordinate technical analysis, review of existing documentation in dialogue with UNDP and experts on the topics related to the deployment of solar energy solutions for health facilities, including undertaking an options analysis, collecting and compiling country specific data and information on the existing health and solar energy activities, availability, supply and demand of the targeted populations and year-round solar energy solutions for the targeted sites as per the UNDP staff guidance;
  2. Draft the implementation arrangements (in a form of a diagram) for the programme implementation specifically in the targeted country, outlining the (legal) relations between all involved relations and the fund flow;
  3. Compile and refine relevant project documentation, as per the guidance from UNDP staff;
  4. Ensure that the design of project concept takes into account GCF investment criteria at the country level such as impact potential; paradigm shift potential; sustainable development potential; country needs; country ownership and cost-effectiveness;
  5. Ensure that all documentation prepared at the country level is evidence-based and has all the necessary references to establish proof of concept and feasibility;
  6. Ensure environmental and social safeguard principles and gender mainstreaming elements are considered
  7. Support organisation of missions/site visits for experts, if applicable.

  • Mettre en place un système dynamique de collecte de données pour s'assurer que les résultats du projet sont mesurés régulièrement et proposer les corrections nécessaires.
  • Assurer la bonne mise en œuvre du projet au niveau national, conformément aux plans de travail, en contribuant à l'atteinte des résultats attendus et à l'impact du projet, en collaboration avec les équipes du PNUD et dans le respect de ses règles et procédures.

Rapports, et suivi et évaluation :

  • Collecter, synthétiser et suivre les informations sur les progrès réalisés dans la mise en œuvre du projet, conformément au portefeuille du PNUD en matière de RRC, de changement climatique et de résilience au niveau national.
  • Analyser les documents et rapports soumis par les partenaires de mise en œuvre et s'assurer qu'ils sont de bonne qualité.
  • Coordonner les rapports sur la RRC, le changement climatique et la résilience (par exemple, les rapports annuels, les rapports des bailleurs de fonds, les rapports de progrès mensuels ; semestriels et annuels, etc.)
  • Mettez en place des mécanismes pour assurer un bon flux d'informations sur la mise en œuvre des projets entre le niveau national et le niveau régional.
  • Fournir régulièrement des informations/données pour la mise à jour des plateformes de communication du PNUD.
  • Fournir des contributions pour la préparation des rapports de projet (y compris les rapports mensuels, trimestriels et annuels).
  • Participer aux différentes réunions relatives au projet et prendre part à toutes les initiatives pertinentes liées au projet et mises en œuvre par les partenaires impliqués.
  • Informer les équipes nationales et régionales de tout retard dans la mise en œuvre des activités du projet et suggérer des moyens de réorientation les activités en question.

Coordination des parties prenantes et création de partenariats :

  • Assurer la participation effective et l'appropriation de toutes les parties prenantes dans les différentes activités au niveau national.
  • Faciliter les échanges réguliers entre les partenaires clés et les parties prenantes au niveau national pour les informer de l'état d'avancement du projet et rechercher l'alignement avec des initiatives complémentaires.
  • Soutenir le développement de partenariats et de relations de travail efficaces avec les partenaires du PNUD, y compris les agences des Nations Unies, les partenaires de mise en œuvre, les institutions gouvernementales, les partenaires techniques et financiers, donateurs bilatéraux et multilatéraux, les OSC et le secteur privé.
  • Contribuer à la préparation des documents de projet ou des notes conceptuelles sur la base des besoins exprimés par les acteurs au niveau national, des leçons apprises et des bonnes pratiques.

Apprentissage et partage des connaissances :

  • Assurer la liaison avec l'équipe de projet, les équipes du bureau pays du PNUD, d’autres agences des Nations Unies et les autres partenaires sur le partage des connaissances, par l'identification et la synthèse des ressources d'information, des leçons apprises et des meilleures pratiques.
  • Capturer sous différents formats, les bonnes pratiques et les leçons apprises de la mise en œuvre du projet au niveau national.
  • Contribuer à l'élaboration de produits et d'outils de connaissance.
  • Contribuer à la mise en place d'un système de gestion des connaissances et au partage des leçons apprises en relation avec les résultats du projet, préparer et produire des études de cas selon les besoins.
  • Soutenir la communication et le plaidoyer sur les principales réalisations.
  • Améliorer la visibilité de l'action et des acquis du projet régional sur la RRC, le climat, les risques et la résilience dans les médias sociaux et d'autres plateformes telles que les sites web, en assurant des mises à jour régulières et en maintenant la qualité et la pertinence du contenu.
  • Apporter des contributions dans des différents réseaux de connaissances et aux communautés des praticiens.
  • Effectuer toute autre tâche qui pourrait être assignée par le superviseur.

Master degree or equivalent

Un diplôme universitaire de préférence de niveau Master en politique/administration publique, développement économique, développement international, environnement ou domaine connexe.

Au moins 5 ans d'expérience professionnelle pertinente dans l'appui à la gestion et la coordination de projets, y compris la communication et la gestion des connaissances.

  • Au moins 2 ans d'expérience professionnelle dans le domaine de la réduction des risques de catastrophes, du changement climatique, des moyens de subsistance et/ou de la gestion des ressources naturelles.
  • Compétence avérée en matière de recherche, d'analyse et de rédaction de documents.
  • Une bonne connaissance du système des Nations unies et d'autres organisations internationales est un atout.
  • Excellentes aptitudes orales et écrites ; excellentes aptitudes à la rédaction, à la formulation de rapports.
