Within the delegated authority and under the supervision of the International Operations Manager or his/her designated mandated representative(s), the UN Volunteer Operations Specialist will:

ensures a fully accountable, well-managed and results-oriented Regional Office with efficient and effective support to Country Offices. You will contribute with your operational expertise to facilitate programme and project implementation in close collaboration with the Regional Office, Headquarters and field offices staff. The incumbent provides expert guidance and leadership on the Business Operations Strategy (BOS) implementation.

You would be responsible for:

  • Reviews and analyses issues, trends and financial reports received from Finance Branch or other related documents from Headquarters pertaining to the Regional Office and Country Offices dashboards.
  • Prepares and sends on a regular basis personalized correspondences to each country office, signalling discrepancies and advising on appropriate corrective actions to be taken.
  • Follows up and monitors with each country office on any bottlenecks and proposes proper solutions.
  • Supports the achievement of programme and project results for both Regional Office and Country Offices through your operational expertise, including Human Resources, Administration, Procurement, Information Technology and other project-related events.
  • Ensures strategic and efficient management of financial resources pertaining to the Regional Office and Country Offices through tracking of available resources, ensuring financial policy compliance, advising on corrective actions and proposing alternative solutions to meet outcomes.
  • Organizes monthly meetings with the 23 Country Offices, including preparation of agenda, recording of minutes, preparing and delivering presentations underscoring pain points, challenges, areas of improvement, best practices and how best to support the field offices.
  • Organizes training to keep Country Offices staff abreast of latest developments, tools and IT applications in the field of finance, procurement, Human Resources and any other related areas.
  • Coordinates with Country Offices focal points, maintaining direct and regular contact with Headquarters resource staff alerting on issues faced by COs in order to find the best way forward.
  • Assists in Implementing partner management both for RO and COs, e.g. HACT compliance, spot checks, regular monitoring of IPAS or any other related issues.
  • Follows up with the Country Offices on pending audit recommendations under Team Central as well as Remote Audit results.
  • Supports IOM in reviewing and approval of transactions, e.g. purchase orders in Atlas, vendors portal, AODOCs internal systems.
  • Carry any other duties as may be required by the Management.
Master degree or equivalent

Advanced University degree (Master’s) in business administration, operations management, public administration, financial management or other related disciplines.

Under the guidance of the UNFPA Assistant Representative, the UNV will assist and support the planning, implementation, monitoring and reporting of the SSGC component of the Country Programme. The tasks will include provision of assistance and support for deisgn, application, monitoring, reporting and communication of UNFPA projects that are supported by the SSCAF and by the MOFCOM. He/She will also assist in establishing partnerships with the private sector, foundations, philanthropy instituttions and the academia for China’s south south collaboration.The UN Volunteer will be placed at the UNFPA office in Beijing.

Specifically, the UNV is expected to perform the following functions:

Programme management support for south south cooperation projects

  • Provide assistance in translation of project concept notes and project proposals for applying for the SSCAF, comments from the review committee, and feedback from concerned UNFPA country offices;.
  • Enter the proposals in the online system and ensure the accuracy and consistency of the narrative and the annexes of project proposals.
  • Provide support for regular communication with the participating UNFPA country offices in implementation and monitoring of the south south projects including reviewing quarterly reports and translating relevant doucments, and preparing visibility materials together with the UNFPA offices in other countries;
  • Provide administrative and financial management support for implementation of the SSGC component of the Programme
  • Provide assistance in preparing project documents supported by MOFCOM
  • Ensure proper management of the filing and archiving system for south south and global partnership initiatives/projects;
  • Identify sources, gather and compile data and information for preparation of documents incluiding briefs an good practices;
  • Undertake adhoc tasks related to implementation of south south projects as required

Asssitance in coordination and liaison for establishment of partnerships for south south and global coopeation (SSGC)

  • Collect and translate information on potential partners for SSGC
  • Participate in external meetings related to resource mobilization and prepare meeting mintues and provide assistance for follow-up with potential partners
  • Explore partnership opportunities with Chinese partners including the private sector and foundations for SSGC under the guidance of the supervisor and the team
  • Work with the Communication Team for preparing visibility materials and communicating for results
  • Undertake ad hoc tasks related to partnerships as required

Within the delegated authority and under the supervision of UNFPA Program Analyst or her designated mandated representative(s), the National UN Volunteer will:

  • Monitor UNFPA’s project and country programme activities on gender mainstreaming by keeping a close record of activities and expenditures, revision of logframes, work plans, calendar of events and result matrix to track the progress towards indicators in close coordination with programme, communications and operations teams .
  • Proactively assist in gathering, structuring and analysis of information regarding legal and socio-economic environment of the country programme gender component, implementing partners, government authorities, local civil society organizations and other counterparts, which may be of use to the programme for informing decisions and communications etc.;
  • Support in project data analysis and visualization, produce data visualization reports;
  • Conduct needs assessment: as appropriate, design of data collection forms, ensuring that the purpose and use of all data collected is clear, questions are simple and user friendly, easily collectable, highlighting where potential problems might arise; organize and manage the data input and initial analysis and presentation of data for the programme;
  • Prepare periodic progress reports and disaggregated data inputs to UN Info/UNDAF/UNGTG and document lessons learnt and challenges ensuring cross-team coordination and data exchange;
  • Assist with knowledge and analytical products development through collection and analysis of raw data for newsletters, web products and infographic materials; manage GE Programme knowledge database;
  • Monitor the assistance provided by UNFPA to implementing partners paying attention to quality of activities and tracking the progress, prioritize the collection of accurate and complete age and sex-disaggregated data in particular to understand how COVID-19 impacts individuals differently, in terms of prevalence, trend; Collect and analyze qualitative feedback from the project target audiences, liase with events participants, manage database of contacts.
  • Contribute to drafting donor and stakeholder reporting, concept notes, memorandums, official requests and recommendations to streamline gender programme activities;
  • Perform field and online visits to monitor implementation of the gender programme activities and ensure the quality and accuracy of the collected or reported data, provide regular feedback and recommendations to programme staff on impact measurement.
  • Contribute to developing of ToRs for research/assessment/evaluation/ gender audit exercises to be conducted within the gender programme framework;

Under the direct supervision of head of reproductive health unit, the national UN Volunteer will undertake the following tasks:

  • Closely with the program analysts and specialists ensuring the implementation of the program activities for the assigned projects (FP, HIV/AIDS, MH, MISP, RHCS & STI), through regular follow up with the implementing partners, advocacy efforts, coordination mechanisms and providing technical assistance
  • Facilitate the work of consultants, advisors and experts involved in the implementation of the program under her/his responsibility
  • Assist the program analysts and specialist in developing a comprehensive monitoring and evaluation framework for each grant/project,
  • Support the program analysts and specialist to analyze and report on implementation of the assigned program activities, measure progress, identify obstacles/challenges in the implementation of projects that needs to be addressed and document the impact and achievement of each project in line with the annual work plans targets, and UNFPA strategic targets,
  • Provide on timely bases up to date summary sheet for progress against all relevant indicators at both outputs and process levels including reproductive health commodities, to facilitate the relevant decisions associated with planning, reporting, funding allocation, and prioritization.
  • Support the program analysts and specialists in the analysis of processed data and information and perform data quality and consistency control to analyze and report on implementation of the assigned program/project activities, measure progress, identify obstacles/challenges in the implementation of projects that need to be addressed and document the impact and achievement of each project in line with the annual work plans targets, and UNFPA strategic targets,
  • Contribute to development of reports to SRH programme in humanitarian settings including Emergency RH Kits Coordinate with partners to ensure that monitoring system are properly designed, and that data collection and analysis from field visits are coordinated and standardized to feed into to program performance monitoring.
  • Build the capacity of implementing partners on grant management with focus on monitoring and reporting (through formal and intensive on-job trainings);
  • In the event of establishing an SRH WG: Design, build, and maintain health information systems for the SRH Working Group to enable regular SRH data compilation across the Health Cluster Facilitate information exchange to promote inter cluster activities including but not limited to: GBV Sub cluster, & Health Cluster.
