Within delegated authority and under the direct supervision of the ICT operations Officer of the location, the Telecommunications Assistant will be responsible for, but not limited to, the following duties:

  • Install, commission, and maintain HF base and mobile transceivers; HF email systems; VHF and UHF base stations, repeaters, mobile, and handheld units; tetra systems; Digital Microwave Links including VSAT system.

  • Erect antenna masts and install wide range of VHF/UHF and HF antennas.

  • Assist in pre-planning VHF/UHF/HF network configuration; coordinate rigging requirements.

  • Program transceivers installing appropriate frequencies and other pre-set technical parameters.

  • Ensure UHF/VHF repeater interconnectivity for maximum coverage.

  • Conduct HF field strength measurements and propagation tests; ascertain the best night/day frequencies; monitor frequency efficiency; advises the supervisor accordingly.

  • Identify the source of any man-made radio interference; implement remedial action; recommend any changes of frequencies required; and advise the supervisor accordingly.

  • Provide connectivity to telephony services.

  • Install and maintain auxiliary/alternate power systems.

  • Perform other duties as directed by the Supervisor.

Under the direct supervision of the Chief, Board of Inquiry Office, the UN Volunteer will undertake the following tasks:

  • Liaise with relevant offices in the Civilian, Police and Military components for Investigation Reports and pertinent documentation;

  • Establish a rapport with related counterparts/clients (i.e. Force Provost Marshal, Chief Military Personnel Officer, Chief Force Police Unit, Office of the Force Commander, Military Legal Adviser, Chief Conduct and Discipline, Chief Security Adviser, Chief Medical Officer, Chief Military Personnel Officer);

  • Prior to convening Board of Inquiry, review the Investigation Report and/or all relevant documentation to the case to identify the grey areas, missing information, gaps, discrepancies and contradictions which require to be addressed; identify parties forming the subject matter of the action and/or witnesses to be interviewed for clarification purposes;

  • Confirm the availability of nominated Board members from the Roster, avoiding conflict of interest;

  • Draft BOI Convening Order and ‘case-specific’ Terms of Reference for review/approval of the Unit/Section Chief, the Office of Legal Affairs, the Convening Authority, and the Head of Mission;

  • Ensure that Board members receive Legal and Administrative Briefing; administer ‘Undertaking of Confidentiality’;

  • During proceedings, perform an advisory role to the Board and provide guidance in accordance with the Terms of Reference and the applicable UN rules/regulations/directives/administrative instructions and ensure that the Board is focused on the issues before them;

  • Provide adequate clerical, logistical and communication support to the individual Boards during proceedings;

  • Participate in on-site visits and take notes of all observations on the ground;

  • Locate and arrange for interview of witnesses beforehand and allowing the parties to be prepared and/or to refresh the facts of the case;

  • Obtain Witness Attestations, take statements ensuring relevant questions are addressed; if not, advise the Chairman; prepare and forward completed Statements for review and obtain signatures;

  • Monitor progress on the case, keeping in mind the deadline for submission of the final report according to the SOPs for BOI;

  • Specific to the BOI report, ensure findings and methodology possess the requisite integrity and merit, and that all avenues to the inquiry have been exhausted; ensure that the report is format-compliant, structured and unambiguous in its expression;

  • Ensure that the recommendations are practical, feasible and implementable;

  • Forward the draft BOI Report to the Legal Office for review, comments and/or approval;

  • If applicable, forward the comments and concerns by the Legal Office to the Board members for their further consideration;

  • Upon its approval by the Legal Office, compile the BOI case file, complete with annexes and the signed Final BOI Report for review, comments and/or approval by the Unit/Section Chief, Office of Legal Affairs and the Head of Mission;

  • On behalf of the Head of Mission, draft transmittal memoranda for the Under-Secretary-General for Field Support (USG/DFS) summarizing the facts of the case and ensuring accuracy, paying close attention to grammar, language, coherence, chronology, tone, style and format; draft transmittal memoranda to relevant offices, indicating how the Board arrived at the recommendations and requesting its implementation;

  • Follow-up with relevant offices to ensure the recommendations have been implemented as requested by the Head of Mission;

  • Scan the finalized BOI case files to the various databases, including BOI Tracker;

  • Inform Conduct and Discipline Team, should misconduct on a case be established on a BOI;

  • Monitor and record movement of BOI case files in circulation;

  • Maintain a proactive and dynamic approach to problem solving related to the assigned case portfolio and the Unit’s workload;

  • Provide back-up support during the absence of other colleagues;

  • Ensure timely, professional and effective response to enquiries;

  • When working with (including supervising) national staff or (non-governmental counterparts, the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training;

  • Operate the fuel pump/dispenser equipment on the ground fuel truck/fuel point and receive/issue fuel;

  • Keep accurate records of all receipts and issues of fuel products on a daily, weekly and monthly basis;

  • Measure and report stock levels of all fuels in tanks and fuel trucks by tank dips and meter readings;

  • Compile daily, weekly and monthly fuel balance sheets;

  • Ensure safety procedures are followed in operating the fuel trucks/fuel point refuelling equipment;

  • Ensure fuel is issued only to authorized personnel/equipment in accordance with mission regulations;

  • Report all anomalies in fuel consumption to the supervisor immediately;

  • Implement the Standard Operating Procedure (SOP) on fuel quality control procedures;

  • Ensure daily testing of aviation fuels and ground fuels as per ASTM, API, IE and other international test methods;

  • Keep computerized records of all quality control tests conducted in the mission;

  • Prepare periodic reports on quality assurance issues;

  • Refuel mission and other authorized aircrafts as per the order document;

  • Monitor and report stock levels of aviation fuel from refuelled tank dips and meter readings;

  • Placing orders to vendors and coordinate receipt/issue of Petrolum Oils and Lubricants

    (POL) from vendors to delivery points;

  • Review and maintain all invoice and accounts records;

  • Supervise collation and data entry of information into required databases;

  • When working with national staff or (non-)governmental counterparts, including Implementing Partners (IPs), the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training;

  • Serve as the medical adviser to Chief COE Unit.

  • Serves as point of contact for contingent medical personnel on daily matters of MOU management.

  • Maintain, within UCM database, inventories of COE held by all assigned formed units.

  • Oversees issuance of all UN owned equipment and UN provided services to assigned formed units and reflect impacts on self-sustained categories in verification reports.

  • Generate all forms of medical reports for the COE unit and on request by other sections.

  • Maintain assigned portion of the COE database in the COE unit

  • Gather information and report on the human rights situation in a designated geographical area, including through close cooperation with other United Nations actors and the community;

  • Keep the supervisor regularly informed on developments concerning the human rights situation in area of responsibility (AOR);

  • Prepare case files for submission to the authorities and for inclusion in the UNJHRO data base;

  • Participate in the establishment and maintenance of contacts with local authorities as well as international organizations operating in the country and civil society;

  • Facilitate the implementation of the human rights mandate in the designated AOR aiming at the establishment of an environment of mutual understanding among the population;

  • Drafts, reviews and coordinates the timely delivery of a variety of reports, briefings and other type of communications in compliance with established standards, including with regard to public human rights reports;

Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.

Under the overall supervision of the Head of Office, and the direct guidance of the Human Rights Officer responsible for coordinating OHCHR’s work in the context of the election, the UN Volunteer will undertake the following tasks:

  • Assist in the gathering, compilation, organisation and analysis of data on human rights issues in the context of the elections in the oPt;
  • Assist in the compilation and analysis of information and reporting on human rights in the context of the election, including for the daily situation reports, weekly reports and other internal reporting;
  • Assist in the preparation, organisation and delivery of technical assistance and awareness raising activities carried out by the office in the context of the electoral process;
  • Assist in the preparation, design and distribution of awareness raising material as relates to human rights during the election process;
  • Assist the office to ensure the integration of gender perspectives and attention to specific women rights issues within all OHCHR activities;
  • Assist in drafting and preparing public information material including social media and printed material, PowerPoint presentations and written products.
Master degree or equivalent

Master degree preferably in law, human rights, political or social sciences or other relevant field.

  • Minimum 3 years of work/volunteering experience in human rights or a related area is required.
  • Knowledge of human rights and experience in information gathering, monitoring or researching human rights issues is desirable.
  • Experience and skills in developing awareness raising material is desirable.
  • Fully proficient computer skills including use of relevant software and other applications, e.g. word processing, spreadsheets, internal databases, internet mining, etc.
