Bajo la supervisión directa de la Unidad Coordinadora del Proyecto Biodiversidad en Paisajes Productivos de montañas, del Ministerio de Medio Ambiente y Recursos Naturales, a través del Viceministerio de Áreas Protegidas y Biodiversidad y en coordinación con la Unidad de Recursos Naturales, Resiliencia y Sostenibilidad del PNUD y el programa de Voluntarios de las Naciones Unidas (VNU), el/la Voluntario(a) de la ONU llevará a cabo las siguientes tareas:

  • Brindar apoyo en comunicación y difusión a la ejecución del Proyecto, bajo la supervisión de la Coordinadora Nacional del mismo, para las actividades relacionadas a (1) implementación de la estrategia de visibilidad y campaña de información, divulgación y sensibilización sobre las áreas de incidencia del proyecto; (2) Seguimiento a las redes sociales del proyecto; y (3) Diseño e implementación de campaña del proyecto en medios sociales.
  • Apoyar al proyecto con el diseño, estrategia, preparación gráfica y difusión adecuada de los productos y actividades del componente de gestión del conocimiento que apoyan la implementación del Proyecto de manera oportuna y apropiada.
  • Proveer asistencia para la elaboración de los materiales de divulgación y spots publicitarios en el marco de la campaña comunicación para sensibilizar a la población sobre los paisajes productivos y otros temas del proyecto;
  • Apoyar en el diseño y ejecución de un plan de concientización y socialización sobre temas de paisajes productivos, sistemas de producción compatibles con la conservación de ecosistemas de montaña amenazados y corredores, y medios de vida sostenibles incorporado prácticas amigables con la biodiversidad;
  • Dar apoyo en la organización de talleres, reuniones y otras actividades en el marco del Proyecto, asegurando la participación de una amplia variedad de actores, incluido el sector gubernamental, privado, la academia, sociedad de civil y comunidades locales;
  • Identificar, convocar y fortalecer las capacidades de voluntarios y voluntarias nacionales en los temas sobre biodiversidad, paisajes productivos, áreas protegidas y otras temáticas, a fin de que puedan apoyar las actividades del Proyecto;
  • Apoyar la elaboración de productos y herramientas de conocimiento, así como la sistematización de lecciones aprendidas, comunicados de prensa, artículos para la web, estudios de caso y buenas prácticas relacionadas al Proyecto, incluyendo las experiencias del voluntariado;
  • Garantizar que las consideraciones de género se integren en las actividades del Proyecto y el componente de Gestión del Conocimiento;
  • Asegurar un registro gráfico y audiovisual de los productos y las actividades del componente de Gestión del Conocimiento, intercambio de experiencias, campañas de sensibilización, desarrollo de capacidades, y trabajo con comunidades locales;
  • Asegurar que el rol del voluntariado sea reconocido como un componente importante para la implementación del Proyecto a todos los niveles, particularmente a nivel comunitario y con un enfoque en las mujeres y la juventud;
  • Promover el mandato del programa VNU durante la ejecución del Proyecto frente a las contrapartes locales y nacionales, y socios estratégicos, y fortalecer alianzas con actores clave y participar en espacios organizados por las oficinas de país de PNUD y el Ministerio de Medio Ambiente y Recursos Naturales.

Además de lo anterior, a los Voluntarios/as de la ONU se les insta a:

  • Fortalecer su conocimiento y entendimiento sobre el concepto de voluntariado por medio de la lectura de publicaciones pertinentes tanto del programa VNU como externas, así como desempeñar un papel activo en las actividades del programa VNU, como por ejemplo en los eventos de conmemoración del Día Internacional del Voluntariado (DIV);
  • Conocer y desarrollar las formas tradicionales y/o locales de voluntariado en el país anfitrión;
  • Reflexionar sobre el tipo y la calidad de la acción voluntaria que se lleva a cabo, incluida su participación en actividades realizadas periódicamente;
  • Contribuir con artículos/críticas (opiniones) de las experiencias en el terreno y enviarlas a la sede para su publicación en el sitio web, publicaciones, panfletos/boletines, notas de prensa, etc. del programa VNU;
  • Asesorar a grupos locales en el uso del servicio Voluntariado en Línea del programa VNU o promover el uso del servicio con individuos y organizaciones locales pertinentes cuando sea técnicamente posible.

Under the supervision of the Project Managers (PM) and the Chief Technical Advisor (CTA), the IUNV
Civil Engineer will undertake the following tasks:

Lead and oversee component 1 of the CORE-TL project
- Coordinate with the project partners and government counterparts on all relevant infrastructure
work in the project;
- Provide technical inputs to ensure all construction undertaken is COVID-resilient, sustainable,
environmentally conscious, and inclusive (including facilities/features for women, youth and
persons with disabilities);
- Supervise and support two National Engineers and a National Architect in the development
and completion of feasibility studies, preliminary or detailed designs (preparing, writing, and
assembling drawings, schematics, masterplans, design calculations and reports, technical
specifications) and Bill of Quantities, in line with international and local standards and codes;
- Oversee and provide technical inputs for the technical documents for all construction work to
be sub-contracted by the project;

Provide technical inputs for infrastructure-related work of CORE-TL project
- Review the planning, design, and implementation of infrastructure to ensure compliance with national/international standards, UNDP rules and regulations, design and technical specifications, and the project document;
- Provide inputs and technical advice on the implementation and progress of the infrastructure component, as well as identification of training needs for capacity development for to the government counterparts and Election Management Bodies to ensure sustainability;
- Enhance project implementation efficiency through facilitation of strategic procurement of construction related services and works;
- Support the development of project budgets or preliminary and detailed costs estimations to implement civil, structural, electrical, mechanical, or special systems within the projects.
- Participate in the technical evaluation processes of bids, prepare technical evaluation reports, and respond to technical clarifications from UNDP procurement review committees as required.
Monitor the infrastructure/rehabilitation component of the CORE-TL project
- Monitor the implementation of the infrastructure component of the project;
- Perform site supervision of all ongoing project constructions;
- Prepare site reports for all ongoing works, including daily weekly, and monthly reports;
- Inspect all works done by the subcontractors, including valuation of works undertaken, inspection, testing, and verification of quality of materials and works as per the contract specification.

Within the delegated authority and under the supervision of the Project Managers (PM), the UN Volunteer M&E Specialist is responsible for the development and implementation the “COVID-Resilient Elections in Timor-Leste (CORE-TL)’ M&E Plan, and to manage the development of project reports, in accordance with the UNDP Results Based Management (RBM) Guidelines and Evaluation Policy.

The M&E Specialist is expected to carry out the following functions:

  • Develop the M&E Plan for the CORE-TL project in cooperation with the Project Team;
  • Establish the required monitoring and evaluations systems and tools to track, monitor, and evaluate the progress and results of the CORE-TL project in accordance with the M&E Plan;
  • Ensure the project is in compliance with the UNDP established corporate policies and procedures related to RBM;

  1. Communication support to the Electoral Management Bodies (EMBs):

  • * Work with the EMB’s Communication Departments to support transparencycy in the electoral processes, including enhancing their capacity in public communication

  • * Provide COVID-related communication capacity building to EMBs, especially in regard to communicating about COVID prevention measures during elections

  • * Assist EMBs in developing and producing voter education material and materials for the Election Resource Centre

  1. Support to the National Press Council, Journalists Associations and Journalists:

  • * Develop guidelines and provide training to journalists on transparent and effective communication of elections and COVID-19

  • * Provide other communication support to the Press Council, including organizing TV discussions and press releases

  1. Communication support to the project team:

  • * Prepare a project communications strategy, including assisting EMBs in formulating communications strategies

  • * Organize media trainings, programs, seminars, and/or workshops to project stakeholders, participants and/or staff in coordination with other project activities and in line with the project work plan

  • * Design, develop and produce media content and material on behalf of the project on a regular basis (e.g. newsletters, videos, graphics, etc.) including the collection of human-interest stories that are clear, concise, and convey key messages to the target audience

  • * Support the development and maintenance of project communication tools

  • * Ensure that all project visibility and communication is done in line with donor requirements

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Within the delegated authority and under the supervision of the Project Managers (PM) or his/her designated mandated representative(s), the Gender Justice Specialist will:

  • Conduct a needs assessment of the correctional facilities refurbishment per international human rights standards and gender-responsive considerations
  • Lead in developing a training curriculum(s) for correctional officers and inmates (both male and female) on gender-sensitivity
  • Lead in conducting workshops/training for correctional officers and inmates (both male and female) on gender-sensitivity, together with the National Human Rights Institution and Ministry of Justice
  • Coordinate with relevant institutions, such as Ministry of Justice, Ministry of Social Solidarity and Inclusion, National Human Rights Institution, UN Office of Human Rights Advisor, UNODC, UNFPA, and/or ILO
  • Support the Access to Justice portfolio manager in providing (through Civil Society Organizations and law firms) the vocational and literacy training to female inmates and ex-prisoners and legal and psychosocial assistance to female inmates and pre-trial detainees
  • Responsible for coordinating and participating in frequent field visits to prison facilities and detention centers with defense lawyers and a psychologist
  • Any other support requested by the Access to Justice portfolio manager, including providing strategic/technical inputs on gender and criminal justice, recruitment/hiring processes of CSOs/vendors, and monitoring and reporting of the project
Bachelor degree or equivalent

Advanced higher degree (Master’s or equivalent) in a relevant area, e.g. gender studies, criminal justice/criminology or areas related to gender and violence/human rights; a first-level university degree or equivalent in combination with relevant training and/or professional experience may be accepted in lieu of an advanced university degree;

  • At least 3-5 years of professional work experience at the national and/or international level on gender mainstreaming, criminal justice, human rights, law enforcement, or other relevant programmes; direct experience with correctional facilities or relevant government institutions in the Southease Asia and the Pacific is an asset, as is experience working in the UN or other international development organization;
  • Demonstrated command of relevant human rights conventions and experienced in providing gender-responsive training
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills;
  • Accuracy and professionalism in document production and editing;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
  • Sound security awareness;
  • Have affinity with or interest in workingin the institutional capacity development and access to justice in the post-conflict context, volunteerism as a mechanism for durable development, and the UN System.
