Under the direct supervision of the Country Coordinator of UNV Bangladesh and close coordination with the Operations Manager of LIUPC project, UNV Community Volunteer Coordinator will deliver the following tasks:

• The UNV Community Volunteers Coordinator will develop a detailed work plan including recruitment strategy for recruiting 131 Community Volunteers for LIUPC projects
• They will provide all necessary support to the UNV Bangladesh and UNDP project team to facilitate recruitment for CUNVs, who will be based at 19 cities of the country. The UN Volunteers will closely work with the UNV Programme Assistant of UNV Bangladesh, who is responsible for HR functions.
• Undertake tasks all the pertinent steps of day-to-day recruitment and HR actions including screening, coordination with candidates, long-short listing, arranging tests, drafting interview reports, reference checks, checking insurance papers of the candidates, medical clearances, drafting contract paper, compiling all data, create database as such in close coordination with UNVPA
• Create an efficient database to maintain files for CUNVs for pre and post deployment time
• During recruitment process, the UN Volunteers shall verify the documents of educational, professional qualifications based on the copies submitted

The UN Volunteer will work in the key functions listed below, under the supervision of the UNDP Technical Assistant in Information Management as well as of the Peace and Development Specialist. He/she will also work closely with the Regional Information Management Officer, as part of the UNDP-UNV Tandem Teams Initiative[1].

Data Capture, Management and Analysis:

• Identify key data gaps for informed crisis risk tracking in the country.
• Propose a strategy and implementation plan for capturing required primary data
• Identify and integrate additional primary and secondary data into the Crisis Risk Dashboard as required by evolving needs including the development, implementation and management of new indicators and corresponding data that are associated with the crisis risk model;
• Propose revisions and improvements to the overall design framework and data requirements for the risk tracking system, using as the key tool the Crisis Risk Dashboard (CRD) – a purpose-designed platform developed by CRU for online information management and data visualization - and ensure content is current, comprehensive, and follows relevant metadata standards;

Data Visualization, Reporting and Application:

• Produce, support and update information products such as maps, charts, and infographics by turning data into graphical products to convey messages and a storyline as well as support strategic and operational decision-making;
• Explore ways of presenting crisis risk profiles and early warning more effectively through visual representations (charts, graphs, tables and diagrams) through the CRD;
• Provide technical assistance in translating data and other program information into easy visual representations, in accordance with data visualization best practices;
• Consolidate operational information, including big data, on a regular schedule to support analysis and design and implement sustainable information management and dissemination systems for data collections for the CRD, when required.

Training and Technical Support:

• Provide substantive input on information management toward the development of guidance and training materials in support of the Resident Coordinator’s Office application of the CRD;
• Provide maintenance and end-user technical support in issues relating to the CRD information management use, including troubleshooting for data entry and access to the existing database;
• Provide technical assistance in order to build capacity of staff on how to integrate data visualization approaches into their work as well as how to update and monitor existing dashboards.

Under direct supervision of the Deputy Country Director (Operations) and in coordination with the Head of IT, the UN Volunteer will be responsible for the following tasks:

• Assess and measure end-user adoption levels of the digital skills, identify training needs for increased awareness, or end-user skills training through e.g. daily liaison with users, end-user surveys.
• Engage with respective units to coordinate a task force in the office to ensure digital transformation
• Help taskforce to formulate training plans for end users, digital champions, and others
• Organize the delivery digital tools trainings, including to new staff, new users, new SharePoint champions trainings
• Facilitate workshop with CO units to define their SharePoint organization and ensure migration of the relevant documents on SharePoint.
• Conduct SharePoint research, in collaboration with CO ICT, and UNDP ICT peers e.g. in HQ, to understand potential solutions, and formulate SharePoint technical solutions. In collaboration with ICT team, formulate proposals for technical upgrades, new functionality, features, automations.
• Upon endorsement of DCD-O, develop in collaboration with CO ICT follow ups documentation for implementation planning including project planning, ToRs etc.
• Be in charge of responsible for implementation of technical changes to the SharePoint, in close collaboration with CO ICT, including technical documentation, testing, and release planning to ensure well prepared introduction of new features/ functions to end users.

• Supports development of new ways of doing business when communicating including innovation and advocacy

• Supports packaging and production of communication products to strengthen UNDP’s collaboration with citizens, CSOs, NGOs, and local-level leaders;

Working with Communications Specialists and UNDP’s various units, the Digital Communications Officer will use available UNDP Malaysia material to create compelling, visually appealing, and shareable content. The position will design and implement coverage strategies across social media platforms, for key events and knowledge products; as well as ensure social media implementation of specific UN International days.

The role will maintain the digital communications calendar as part of the coverage for the Country Office’s activities and/or on-going digital campaigns. The Digital Communications Offcer will work closely with programme and/or project colleagues to support online reporting, information sharing and promotion of UNDP’s activities, events and knowledge products, as well as assisting in the publishing of quarterly email newsletters. They will also be responsible to provide monthly reports on UNDP Malaysia’s online platform using latest metrics via variety of online measuring tools.

Ideally, the Digital Communications Officer is an experienced creative writer with basic graphic editing skills used to create innovative content, adapted to match specific requirements of each platform and its audience, while amplifying UNDP Malaysia’s online presence in line with UNDP brand guidelines. The role will effectively support different programme/project teams in the promotion of their events and knowledge products. The position will report to the Communications Specialist, and work closely with the programme units.

Within the delegated authority and under the supervision of the Communications Specialist or his/her designated mandated representative(s), the UNV Digital Communications Officer will:

• Work closely with the Communications Specialist and/or Programme team to produce enriching engaging content for UNDP Malaysia’s platforms. In particular, the UN Volunteer will conduct thorough research on industry-related topics and generate ideas for new content types in support of UNDP Malaysia’s work, with a flair for producing online content and have an eye for details. Ultimately, the UN Volunteer is expected to deliver quality writing pieces, short and snappy snippets that appeals to UNDP Malaysia’s target audience and boost awareness.
• Work closely with the Communications Specialist on the website audit and migration of UNDP Malaysia’s new web eco-system.
• Execute UNDP’s digital communications strategy focusing on social media outlets, through research of UNDP's online audiences, organization's online reach, engagement, benchmarking, messaging and variety of platforms.
• Generate, create, edit, publish and share daily content (original text, images, video or HTML) that builds meaningful connections and encourages UNDP members and followers to engage and take action.
• Continue to optimize UNDP’s social media pages within each platform to increase the visibility, reach, engagement and impact of social media content.

The main objective of the assignment is to review and analyse technical and policy documents related to the deployment of solar energy solutions for health facilities in Namibia; coordinate data collection at the national level to feed into the development of the Solar for Health programme; organise and closely coordinate stakeholder engagement and ensure their validation of the programme design prior to submission of the documentation to GCF as per the Country Office guidance, and (1) produce a stakeholder engagement report and minutes from all working group sessions; and a stakeholder engagement plan for the preparation of the full funding proposal as well as the implementation of the programme in Namibia (2) provide technical inputs for the elaboration of the project preparation facility request, concept note, pre-feasibility study and/or other documents for the respective country, as per the guidance from UNDP country office. The volunteer is required to work in coordination with other relevant experts to prepare all the documents that fully meet GCF investment criteria, in line with UNDP accreditation (as per UNDP guidance).

The volunteer’s main responsibilities are as follows:

Stakeholder engagement

1. Identify relevant stakeholders for the Solar for Health Programme and coordinate their engagement needed for the successful design and implementation of the programme in the country in a close collaboration with UNDP country office;
2. Organise, coordinate and convene working group sessions (online or in-person, as the the COVID-19nsituation allows) to enable exchange on the programme development, buy-in and validation by the stakeholders at the national level;
3. Take minutes from each working group meeting, ensuring circulation to the relevant stakeholders after each meetings;
4. Draft detailed stakeholder engagement report, summarizing all working group sessions and key decisions and outcomes;
5. Prepare stakeholder engagement plan for the preparation of the full funding proposal as well as the implementation of the programme in the country, building on the lessons learned from the initial working group sessions, including actors from the private sector, energy service providers, utility company/ies different types of public health facilities that might be targeted by this programme, civil societies (including those representing women, youth), government (ministry of health, energy, finance, rural energy agency and other as applicable) and others;
6. Initiate and manage communication with the country stakeholders on the programme matters, including with the GCF national designated authority, as per the guidance from UNDP country office or other UNDP staff;
7. Map out the roles and responsibilities of the different government and other stakeholders to manage the budget for and the provision of energy services to health facilities in the country;
8. Identification of potential donors/partners, outreach and sensitization of stakeholders/presentation of the programme to potential donors/partners under the guidance from UNDP country office and mapping out/capturing potential co-financing opportunities and other types of collaborations from the donor consultations.

Provide and coordinate technical inputs for the development of the programme

1. Conduct and coordinate technical analysis, review of existing documentation in dialogue with UNDP and experts on the topics related to the deployment of solar energy solutions for health facilities, including undertaking an options analysis, collecting and compiling country specific data and information on the existing health and solar energy activities, availability, supply and demand of the targeted populations and year-round solar energy solutions for the targeted sites as per the UNDP staff guidance;
2. Draft the implementation arrangements (in a form of a diagram) for the programme implementation specifically in the targeted country, outlining the (legal) relations between all involved relations and the fund flow;
3. Compile and refine relevant project documentation, as per the guidance from UNDP staff;
4. Ensure that the design of project concept takes into account GCF investment criteria at the country level such as impact potential; paradigm shift potential; sustainable development potential; country needs; country ownership and cost-effectiveness;
5. Ensure that all documentation prepared at the country level is evidence-based and has all the necessary references to establish proof of concept and feasibility;
6. Ensure environmental and social safeguard principles and gender mainstreaming elements are considered
7. Support organisation of missions/site visits for experts, if applicable.
