Under the direct supervision of the Programme Officer, the UN Volunteer will undertake the fol-lowing tasks:

• Keep abreast all developments in operations to prepare appropriate briefings and reports.
• Prepare periodic reports, i.e. donor updates, internal sitreps, briefing notes for senior managers, and activity-specific reports as required.
• Prepare funding submissions for donors, and draft any required after-action reports.
• Develop and maintain working relationships with the government, NGOs, and UN agencies to ensure cooperation in inter-related activities.
• Support the supervisor in preparation for meetings and missions drafting of talking points.
• Organize and accompany missions for VIP visitors, delegates to visit refugee sites or the activ-ities of UNHCR implementing partners.
• Be the focal point and regularly liaise with field units to ensure UNHCR and donor visibility is implemented in the field
• Perform other related duties as required.

Under the direct supervision of Protection Officer, the UN Volunteer will undertake the following tasks:

• Through relationships with persons of concern, authorities and network of partners stay abreast of political, social, economic and cultural developments that have an impact on the protection environment and provide advice to senior management.
• Ensure that the perspectives, capacities, needs and resources of the persons of concerns are reflected in the protection strategy, planning processes and operations plan addressing the specific protection needs of women and men, children, youth and older persons, persons with disabilities, minority groups such as sexual minorities and persons living with HIV/AIDS;
• Utilize the IDPs footprint during the planning process;
• Coordinate the promotion of international refugee law principles and standards and also IDP legislation or policies ensuring that all sectors and clusters fulfill their responsibilities mainstreaming protection;
• Coordinate the implementation and monitoring of programmes ensuring that identified protection needs, including an Age, Gender and Diversity (AGD) approach, are adequately addressed;
• Provide policy guidance and operational support to UNHCR and partners on all protection related issues;
• Provide legal advice and guidance on protection issues to internal and external interlocutors; ensure legal assistance is accessible to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documents to persons of concern (civil documentation, in particular birth certificates);
• Monitor, and assist with the intervention in cases of refoulement, expulsion and other protection incidents through working relations with governments and other partners;
• Assist in the coordinated implementation and oversight of Standard Operating Procedures (SOPs) for all protection/solutions activities;
• Ensure that durable solutions through voluntary repatriation, local integration and where appropriate, resettlement are sought and provided to the largest possible number of persons of concern;
• Ensure through direct action and advocacy with more senior protection staff that the necessary resources are allocated to enable protection activities to identify and address protection and assistance gaps;
• Support a consultative process with government counterparts at local levels, partners and persons of concern to develop and implement integrated strategies that address the key protection priorities, including, for example, child protection, education and SGBV, and solutions approaches;
• Promote confidence building and conflict resolution among populations of concern, authorities and host communities;
• Maintain protection presence through regular field missions and reports, making direct contact with persons of concern, host communities, local authorities and partners. In operations applying the humanitarian cluster system, contribute to ensuring that the response of the Protection Cluster is grounded in an AGD-compliant strategy which covers all assessed and prioritized protection needs of the affected populations;
• Contribute to the Protection team's information management component which: provide disaggregated data on populations of concern and their problems; researches, collects and disseminates relevant protection information and good practices to enhance protection delivery and provide technical advice if necessary;
• Ensure participatory, community-based protection and AGD approaches are included in, strategies and plans in the country operation;

Support persons of concern to develop structures that enhance their participation and protection.

Sous la supervision directe du Chargé de bureau de Terrain ou de son remplaçant désigné, le/la Volontaire des Nations Unies effectuera les tâches suivantes:

• Soutenir le CMP local dans toutes les questions lui permettant d'assumer ses responsabilités

• Assurer une saisie précise et cohérente des données reçues des responsables de sites et autres partenaires de protection

• Assurer un lien régulier avec les partenaires locaux du CMP, y compris les responsables des sites IDP et le point focal DTM pour s'assurer qu'ils sont activement impliqués dans le processus de validation des données au niveau local et qu'ils soumettent les données en temps voulu pour permettre un processus de validation sans heurts

• Effectuer une analyse des données et produire des rapports dans divers formats, y compris, Excel, graphiques, tableaux, etc.

• S'assurer que les documents de référence appropriés, y compris les rapports et les données nécessaires à la validation du PGPC local, sont compilés et partagés avec les participants au moins 48 heures avant la réunion

• Fournir un soutien technique et des conseils pratiques au président du CMP local pour assurer la mise en œuvre appropriée des SOP par le secrétariat local du CMP

• Autonomiser le président et les membres locaux du CMP en ce qui concerne la mise en œuvre du POS

• S'assurer que les produits de GI appropriés pour les clusters CMP, Protection et CCCM au niveau local, y compris la liste de contacts, 4W sont en place et mis à jour régulièrement

• Assurer la liaison et travailler en étroite collaboration avec les homologues au niveau national pour s'assurer que les données pertinentes sont reçues en temps opportun et conformément aux normes requises

• Toute autre tâche connexe requise ou assignée par le superviseur.

En plus de ce qui précède, les Volontaires des Nations Unies sont censés :

• Renforcer leurs connaissances et compréhension du concept du volontariat en lisant la documentation mise à disposition par le programme VNU, les publications externes et prendre activement part aux activités du programme VNU, par exemple s’impliquer dans les activités commémoratives de la Journée internationale des Volontaires (JIV), le 5 décembre.
• Se familiariser et développer toute forme de volontariat traditionnel et/ou local au niveau du pays d’accueil.
• Refléter le type et la nature des actions volontaires qu’ils entreprennent, y compris leur participation dans les réflexions substantielles.
• Contribuer à la rédaction des articles sur les expériences de terrain à soumettre pour la publication du programme VNU/ site web, bulletin et notes de presse, etc.
• Contribuer au Programme d’accueil des Volontaires des Nations Unies nouvellement arrivés dans le pays d’affectation;
• Promouvoir ou conseiller les groupes locaux dans l’utilisation des volontaires en ligne ou encourager les individus et les organisations à utiliser les services de volontaires en ligne quand cela est techniquement possible.

Under the direct supervision of the Associate Field officer of Sub Office, the UN Volunteer will undertake the following tasks:

• Support UNHCR in establishing and maintaining relationships with selected government entities at the national, department and municipality levels, private sector actors (companies, business associations…), academic institutions and non-governmental / civil society organizations.

• Participate in representation of UNHCR in inter-agency meetings and other coordination for a related to Livelihoods and labor market access.

• Assist in developing and implementing UNHCR’s strategy for Livelihoods and economic inclusion (including promotion of labor market access and employment, entrepreneurship, vocational training and financial inclusion) for persons of concern (Venezuelan refugees and migrants, Colombian returnees and IDPs, and host communities), including innovating and/or piloting new initiatives and activities.

• Provide knowledge management support: tracking information; monitoring implementation of project activities in close coordination with Field Offices and other units in Bogota; responding to requests; and/or drafting, contributing to and/or editing documents (reports, fact sheets, etc.) for donors, private sector actors, internal agency and/or UN system requests.

• Support the organization, logistics, communication, implementation and follow-up of advocacy and activities carried out by UNHCR in the areas of Livelihoods (including access to employment, entrepreneurship and value-chain engagement, vocational training, and financial inclusion), private sector engagement and prevention of xenophobia.

• Assist to draft, implement and/or oversee Standard Operating Procedures (SOPs) for Livelihoods and economic inclusion activities. In close coordination with Field Offices and other UNHCR units in Bogota, promote compliance of staff and implementing partners with global Livelihoods policies and standards of professional integrity.

• Participate in initiatives to build capacity in authorities, relevant institutions, private sector and NGOs to strengthen national related legislation that promotes sustainable Livelihoods and procedures for IDPs and Refugees

• Stay abreast of political, social, business, economic and cultural developments that have an impact on Livelihoods and economic inclusion, including opportunities for income generation.

• Keep abreast all developments in operations to prepare appropriate briefings and reports.
• Prepare periodic reports, i.e. donor updates, internal sitreps, briefing notes for senior managers, and activity-specific reports as required.
• Liaise closely with all Units and country/ multi-country operations in order to gather and collate accurate data about refugees and assistance activities.
• In close coordination with functional units, provide support to operations to ensure timely and accurate report of progress.
• Consolidate data on Programme implementation and indicators (e.g. health, cash assistance, protection…) in order to facilitate the preparation of periodic reports, i.e. weekly or monthly Sitreps, activity-specific reports.
• Work closely with Information Management Unit to ensure accurate and attractive data presentation.
• Assist in the design, production and translation of newsletters, fundraising documents, and factsheets and ad-hoc reports for internal and external use.
• Assist with the development of standard presentations of the work of the Bureau.
• Assist in the preparation of information packages and briefing kits for meetings, missions and visitors on UNHCR activities.
• Assist in the archiving of regional documents ensuring materials are adequately tracked in shared folders.
• Assist in capacity building activities, as trainings and other support mechanisms developed regionally.

Within the delegated authority and under the supervision of the unit coordinator or his/her designated mandated representative(s), the UN Volunteer will undertake the following tasks:

• Provide technical assistance to indigenous women and other discriminated women organizations supported by the PROFEM Project, State actors and institutions and other OHCHR partners.
• Provide technical support to organizations and rights holders for the development of advocacy strategies that aim at mainstreaming gender, including gender analysis, gender data and apply women´s international human rights standards.
• Provide technical assistance in the reporting and delivering of grants to civil society organizations.
• Support the integration of a gender perspective in OHCHR-Guatemala’s strategic lines priorities and activities;
• Support the implementation of the OHCHR-Guatemala gender strategy;

• Contribute to and/or draft various reports, communications, briefing notes, statements and contribute to the draft of the annual narrative report for donor that includes: i) the activities carried out; ii) documents produced; iii) minutes of meetings and progress reports; iv) systematization of advisory, facilitation and accompaniment activities and their results.

Within the delegated authority and under the supervision of the Programme Officer or his/her designated mandated representative(s), the UN Volunteer Associate Programme Officer will:

• Through a consultative process within the country and field visits, stay involved in the development of the strategies, methodologies, contingency plans that respond to new and emerging operational challenges for the country;
• Assist in ensuring that global strategic priorities (GSP) and regional priorities as well as information on projected resource availability guide the planning parameters;
• Provide inputs for developing the country operations plan in compliance with global strategic priorities and regional priorities as well as with annual programming/planning instructions;
• Assist in organizing a consultative process to ensure a consistent application of the organization’s criteria and policies for the selection of implementing and operational partners;
• Assist in managing the development of a broad network of partners, good coordination practices and the development of partner capacities;
• Assist in training UNHCR as well as implementing partners (IP) staff in UNHCR standard procedures related to the Results Based Programme (RBM) management;
• Undertake proper collection, monitoring and use of baselines, standards and indicators needed to measure and analyze UNHCR’s performance, trends and target interventions;
• Undertake field visits to evaluate and improve the planning, programming, implementation and monitoring of assistance projects;
• Assist in implementing the establishment of sound monitoring processes, in reviewing final reports and on progress in order to advise on any corrective actions required or the need for additional resources to reach planned target levels;
• Apply UNHCR’s corporate tools (e.g. Global Focus, Focus Client) to record data and assess the technical soundness of the operation and generate data for evidence-based decisions at the country-level;
• Assist in keeping donor representatives briefed on developments and assist in the development of funding submissions, appeals and reports;
• Assist in monitoring compliance to the organization’s resource allocation framework, providing support and assisting in corrective action where required;
• Assist in establishing and handling Implementing Partners Reports.
