Within the delegated authority and under the supervision of the Team Leader Strategic Management Unit, the UNV Web and Communications Officer will be responsible for:

• Support the design and maintenance of the office web sites based on corporate requirements
• Assists in preparation of content for the web sites and social media platforms, Facebook, Twitter, etc., to ensure consistency of the materials.

• Supports development of new ways of doing business when communicating including innovation and advocacy

• Ensure a fresh look of the website and regularly rearrange existing content on the entry page;
• Provide web support whenever required, including to create pages or microsites for events;
• Monitor and report on websites’ statistics;
• Do Internal Cross posting between pages, project web pages etc;

Under the direct supervision Team Leader, Sustainable and Inclusive Growth Unit the National UN Volunteer, will carry out the following tasks:

• Support the Strategic Management Unit, and the Coordination and Safeguards Specialist in the application of the Social and Environmental Safeguards (SES) principles, and integration within and across the relevant thematic portfolios, such as biodiversity conservation, natural resources governance, climate change adaptation and promotion of rural renewable energy;
• Support and/or provide analysis and research in priority thematic areas at the country level, including compilation and analysis of statistical data as required in support of country strategies and activities;
• Facilitate dialogue on SES environmental and climate sustainability issues and their strategic integration across within and across thematic areas with government officials, development partners, civil society, and the private sector;
• Support monitoring and reporting of progress related to SDGs and other national development Frameworks;
• Participate actively in SIDA-UNDP Strategic Collaboration Framework on Environment and Climate Change, including through attending meetings (in-person and/or virtual), sharing relevant experiences, and conducting peer reviews;
• Substantively contribute as possible to UNDP regional knowledge products and development of programming offers in regional priority areas (e.g., natural resources governance, biodiversity, climate action, energy); and
• Enhance UNDP’s understanding and design of new approaches to environmental sustainability, sustainable climate and sustainable use of natural resources across the region by acting as a CO focal point where possible.

2. Appuyer les efforts de développement en veillant à ce que les produits de communication sont bien présentés, axés sur les résultats, clairs et concis.

3. Assurer une plus grande sensibilisation sur les approches de développement du PNUD, son travail dans le pays et l'impact de son travail, tout en entretenant des contacts avec les médias nationaux et internationaux, y compris les réseaux sociaux.
   • Développer et maintenir des contacts avec les médias (y compris la radio, la télévision, les sites d'informations…) pour leur fournir des documents dignes d'intérêt sur le travail du PNUD.
   • Veiller à ce que tous les documents d'information et de sensibilisation sont produits de sorte que les concepts et les questions peuvent être facilement compris par le public.

Under the direct supervision of the Rakhine Area Based Progamme (RABP) Head of Office and in overall coordination with the Strategic Results, Partnership and Innovation Team, the Monitoring and Reporting specialist will contribute to project planning, monitoring, reporting and design of the next phase of the RABP. More specifically, the specialist will perform the following tasks:

1. Coordinate implementation of RABP planning processes, by focusing on the following results:

• Support preparation of RABP ´s Annual Work Plan (AWP) in line with corporate requirements and by consolidating inputs from the project work plans based on expected year-end outputs;
• Support preparation of RABP Programme Management Unit (PMU) plans annually such as Procurement, Human Resource, Monitoring and Evaluation plan, Risk Logs and Communications plans.
• Support the preparation of the RABP´s detailed implementation plans by coordinating inputs from project specialists, team leaders and IPs; Contribute to the monitoring of achievement of AWP results and targets and to the analysis of deviations between planned and actual results achieved. Provide inputs if there is need to revisit the plans and provide suggestions for problem solving.

2. Implement the RABP M&E system and contribute to implementation of programme review by focusing on the following results:

• Implement the RABP results-monitoring system according to the Project Document and the Integrated Resource and Results Framework.
• Coordinate collection and verification of data (qualitative and quantitative, data sources) and other information under the project results-monitoring system and according to the results-monitoring plan;
• Develop project level tools and formats for data collection and verification with IPs and other project stakeholders. Ensure that data collection is conducted in a timely manner.
• Undertake on-going quality assurance of the monitoring data and information including field visits.
• Undertake ongoing analysis of monitoring data.
• Organise and coordinate the implementation of Project Internal Reviews utilizing qualitative data collection methodologies. Support planning and implementation of external reviews and evaluations by collecting and formulating inputs to ToRs; facilitating the organization and implementation of missions; and providing additional support and inputs as needed to the review/evaluation team.
• Contribute to the development of the next phase of the RABP particularly drawing lessons learned, monitoring framework, baselines and indicators, as requested.

3. Coordinate project reporting processes and ensure preparation of timely project reports, focusing on the following results:

• Implement RABP reporting system according to the corporate guidelines.
• Take lead to prepare all RABP reports (UNDP corporate, donor-specific) according to timelines and other specifics as per donor agreements.
• Coordinate inputs to reports (data, information) from project specialist, IP and other project partners ensuring that the inputs are prepared in compliance with the appropriate formats, standards and that the inputs correspond to the requirements of Project Results-monitoring system.
• Systematically work towards improvement of the quality of results reporting by soliciting feedback from donors and CO.
• Take notes at the RABP Board meeting and compile and draft PB reports.
• Compile and draft ad hoc reports, analysis, presentations and summaries on various aspects of project implementation, including for the Board meetings and donor briefings.
• Participate in the CO Communications and M&E Working Groups.
• Update project information materials such as RABP Fact Sheet/ summary and project website and social media sites in coordination with the Communications Team (if applicable).
• Ensure report coordination and overall implementation progress to the Program Coordination Team on a monthly basis.
• Supports drafting and production of regular updates to donors as well as preparation of donor reports, civic education and community awareness.
• Contribute to conduct RABP programme review and the development of the next phase of the RABP particularly drawing lessons learned, monitoring framework, baselines and indicators, as requested.

4. Supports mainstreaming of conflict sensitivity across all the project components under RABP

• Supports mainstreaming of conflict sensitive approaches and social cohesion in all project components under RABP through technical inputs, design of interventions, monitoring of implementation, awareness-raising and training.
• Supports identifying linkages and synergies across programme and project areas and ensures that conflict sensitive approach and social cohesion for RABP in all programming and projects is harmonized.
• Participates in and facilitates joint conflict analysis exercises.
• Ensures and coordinates reporting and monitoring to provide quarterly and annual reporting on conflict and social cohesion issues, risks, opportunities and achievements across the RABP.

5. Supports development of new ways of doing business when communicating including innovation and advocacy

• Facilitates and promotes recognition of the strategic importance of communication for programme delivery and raising awareness about UNDP’s area-based approach.
• Enables project teams and the Rakhine Office to communicate effectively with partners, stakeholders and external audiences through application of established and innovative communication approaches.
• Prepares and conducts communications needs assessments for Rakhine Area Based Programme (projects, country programme and corporate change initiatives, etc).
• Supports development of CO communications and outreach strategy, in close cooperation with the SMU team as well as the Programme and other CO teams, based on new way doing business, CO strategic priorities, and the UNDP External Communications Action Plan particularly with joint programme partner UN agencies.
• Facilitates analysis and actions to integrate innovation and advocacy into communication day to day activities within the RABP and office to raise the profile and positioning of UNDP’s programming.
• Facilitates use of contemporary communication channels and platforms for citizen engagement, linking UNDP with stakeholders, experts, sponsors or champions.
• Maintains increased coverage and understanding of the UNDP’s work through development of media stories.
• Supports inception, development and organization of roundtable discussions, press conferences, briefing sessions, interviews, launches, etc.
• Supports forging of a “One UN” image in the Rakhine region through publicizing the significance of local UN reform efforts, joint programmes, common services. Organization and implementation of joint UN information campaigns as relevant.
• Supports drafting and production of regular updates to donors as well as preparation of donor reports, civic education and community awareness.
• Ensures effective responses to inquiries for public information materials.

• En consultation étroite avec l’Institut national de statistique (INS), identifier les sources de données disponibles au sein de l’INS pour renseigner les 23 indicateurs globaux ; examiner les données collectées par l’INS (telles que compilées dans les bases de données de l’INS) et analyser leur compatibilité avec les métadonnées mondiales (réf. désagrégation, périodicité, formulation de questions d’enquête, etc.) Dans la mesure du possible, partager les jeux de données avec la consultante internationale;
• En consultation étroite avec l’INS et la Présidence du Gouvernement, identifier des sources de données administratives disponibles au sein des ministères et institutions publiques pour renseigner les 23 indicateurs globaux ; examiner les données collectées par ces institutions (telles que compilées dans les bases de données de ces institutions) et analyser leur compatibilité les métadonnées mondiales (réf. calcul de l’indicateur, définitions de termes, désagrégation, périodicité, etc.) Dans la mesure du possible, partager les jeux de données avec la consultante internationale.

• Pour chaque indicateur, aider à identifier les aspects méthodologiques à renforcer.
• Pour chaque indicateur, contribuer à la définition de l’« écosystème des données » : identifier les institutions impliquées dans la production des données, les institutions susceptibles d’utiliser les données produites, et les « produits d’information » existants permettant aux producteurs de partager l’information collectée avec les utilisateurs.
• En collaboration étroite avec la consultante internationale, contribuer à l’élaboration de trois documents : 1) la cartographie des données actuellement disponibles pour renseigner les 23 indicateurs globaux, 2) les fiches de métadonnées contextualisées à la Tunisie pour renseigner les 23 indicateurs globaux, et 3) l’élaboration d’un mécanisme de gouvernance et de coordination pour la production et diffusion de ces indicateurs.
• En collaboration avec les expert.e.s chargé.e.s d’accompagner le processus d’élaboration des policy briefs, appuyer les groupes cibles qui seront mis en place notamment en matière de facilitation et visualisation des données disponibles pour les indicateurs de l’ODD16+
• Animer des sessions d’information d’une journée à l’intention des institutions selon le besoin
• Collaborer avec l’INS, la Presidence du gouvernement et les 9 municipalités ciblées par le portefeuille ODD16+ pour tester l’enquete pilote ODD16 au niveau municipal.
• Collaborer avec l’INS, la Presidence du gouvernement dans la preparation de l’enquete Gouvernance, Paix et Securite (GPS) prevue en 2021.
• Analyser et presenter les resultats de l’enquete pilote ODD16 au PNUD et les partenaires.

① Appuyer la mise en place et le développement du système de suivi évaluation des actions qui concourent à la mise en œuvre de la Matrice d’actions prioritaires du PUS-BF

• Mettre en place une base de données dynamique des programmes et projets intervenant dans la région et faire le lien avec la Matrice d’Actions Prioritaires.
• Appuyer l’élaboration des outils de collectes et de contrôle qualité des données.
• Participer à la collecte des données de manière régulière sur les actions humanitaires, de développement et la paix sensible au genre et fournir l’information retraitée aux Directions Régionales de l’Economie de la Planification (DREP) et à la coordinatrice Humanitaire Développement Paix
• Contribuer à la capitalisation et au rapportage des actions de la MAP
• Participer aux réunions d'évaluation et de validation avec les Directions Régionales de l’Economie de la Planification et les partenaires concernés

② Appuyer les efforts de coordination au niveau régional pour la cohérence et la complémentarité dans l’assistance humanitaire, les actions de développement et de consolidation de la Paix.

• Contribuer à la préparation et à l’organisation des sessions des cadres de concertation régionaux, provinciaux et communaux dans le cadre du suivi du PUS-BF ;
• Assister aux réunions de concertation sectorielle (clusters) organisées par les agences des Nations Unies et les autres partenaires au développement et capitaliser l’information pour alimenter le nexus HDP ;
• Appuyer et participer aux travaux conjoints des partenaires concernant la collecte et l'utilisation des données de suivi, ainsi que l’évaluation ;
• appuyer la promotion de la coordination des acteurs du développement local et régional menant des activités qui participent de la mise en œuvre de la MAP

③ Communication et rapportage

• Contribuer à la capitalisation / documentation des initiatives et des bonnes pratiques sur le nexus HDP ;
• Produire des outils graphiques et des supports de communication des actions HDP suivant les besoins ;
• Assurer le rapportage des actions au niveau régional notamment les rapports de suivi du PUS-BF aux niveaux régionaux.

En plus de ce qui précède, les Volontaires des Nations Unies sont censés :

• Renforcer leurs connaissances et compréhension du concept du volontariat en lisant la documentation mise à disposition par le programme VNU, les publications externes et prendre activement part aux activités du programme VNU, par exemple s’impliquer dans les activités commémoratives de la Journée internationale des Volontaires (JIV), le 5 décembre.
• Se familiariser et développer toute forme de volontariat traditionnel et/ou local au niveau du pays d’accueil.

This is a home-based position. Within the delegated authority and under the supervision of RPP Field Operations Manager or his/her designated mandated representative(s), the UNV Procurement Clerk will:

• Provide technical support to procurement and operational activities:

• Support the procurement processes including preparation of the draft versions of Terms of References, technical specifications, memos, other supporting documentation for Request For Quotations (RFQ) /Invitation To Bids (ITB)/Request For Proposals (RFP)/Individual Consultants (IC) engagements after comments of RPP Procurement Unit specialists, consolidate received quotations, bids or proposals and supporting documents for evaluation;
• Participate in the analysis of tender documents for procurement of goods and services connected with Programme needs, draft evaluation minutes/reports and contracts;
• Contribute to the procurement process to ensure that it is fair, competitive, transparent, ethical and provides best value for money as well as the procurement action is in accordance with UN rules and regulations, procedures and instructions.

• Support RPP Operations in verification and validation of the accuracy of invoices & payment requests for local purchases. Provide help in the review and obtaining additional documents (if necessary) and ensure that all the paperwork is completed, and acknowledgment of receipt is signed by the authorized person;
• To assist with managing urgent procurement documentation with respect to the administrative work, communications, workflow, and filing of all documents related to procurement;
• To be able to provide written unofficial translations of documents related to procurement process from/into English/Ukrainian/Russian.

Under the overall guidance of the UNDP Thailand Deputy Resident Representative and direct supervision of the Chief Economist and SDGs Advisor (dual reporting), S/he will provide research and analysis for development programme analyses, papers, technical concept notes and proposals for the UNDP Thailand CO. S/he will collaborate with teams within the country office and throughout UNDP to support integrated programmatic design and implementation, representational, advocacy, partnership and communication commitments of the Thailand CO in support of the overall SDG and 2030 agenda.

1) Technical Support:

• Conduct research on SDG related data
• Provide research related support linked to the roll out of the Integrated National Financing Framework
• Provide raw and substantive data research, and compile data for analysis in a systematic way;
• Collaborate with the teams in terms of the overall approach to promotion and implementation of the sustainable development agenda, the SDGs localizations, and the roll out of the Integrated National Financing Framework in Thailand;
• Contribute to deliver UNDP’s Human Development Report and SDG integration services in collaboration with technical experts from across UNDP’s network of capacity and in-house resources across knowledge domains (including the Accelerator Labs Network, SDG Impact, and the Country Support Platforms, Thailand’s Innovation Policy Lab) to demonstrate intersectional policy advice and integration capabilities;
• Provide support to coordinate multi-disciplinary engagement and collaboration across the SDGs, including an in-house coordination platform for scoping and deploying technical engagements that draw from UNDP’s network of SDG advisory expertise;
• Deliver to the Country Office programme teams to ensure that the SDGs, targets and indicators are properly inter-linked with the country programme monitoring framework and the government’s national development plan and its sectoral plans and strategies.

2) Communication and awareness raising:

• Cooperate with the Communication team, the INFF and SDGs Integration Team, the Regional Innovation Centre team, under the guidance from the Chief Economist / SDG Advisor to develop and implement various activities aimed at promoting the SDGs agenda in Thailand and rolling out the INFF and;
• Provide support to the Government of Thailand in communicating the INFF and SDGs achievements and challenges to various stakeholders at the national and sub-national levels.

3) Partnerships:

• Support the Programme and Project teams to engage with national, sub-national, regional and global partners on INFF and SDGs issues;
• Assist the Programme and Project teams to foster strategic partnerships at the national level with the UN and external institutions, including national and sub-national authorities, communities, private sector, academia, CSOs, IFIs, international organizations, media, etc.

4) Knowledge Management:

• Support the knowledge documentation, knowledge building and sharing;
• Cooperate in the Knowledge Management activities, help influence the INFF and SDGs,
• Provide sound contributions to knowledge networks and communities of practice.

The UN Volunteer will work under the supervision of the UNDP Resident Representative and Deputy Resident Representative, in the key functions listed below. He will also work closely with the Regional Information Management Officer, as part of the UNDP-UNV Tandem Teams Initiative[1].

Data Capture, Management and Analysis:

• Identify key data gaps for informed crisis risk tracking in the country.
• Propose a strategy and implementation plan for capturing required primary data
• Develop a process for and understand primary data gathering (e.g. designing and conducting periodic perception surveys)
• Identify and integrate additional primary and secondary data into the Crisis Risk Dashboard as required by evolving needs including the development, implementation and management of new indicators and corresponding data that are associated with the crisis risk model;
• Propose revisions and improvements to the overall design framework and data requirements for the risk tracking system, using as the key tool the Crisis Risk Dashboard (CRD) – a purpose-designed platform developed by CRU for online information management and data visualization - and ensure content is current, comprehensive, and follows relevant metadata standards;

Data Visualization, Reporting and Application:

• Produce and update information products such as maps, charts, and infographics by turning data into graphical products to convey messages and a storyline as well as support strategic and operational decision-making;
• Explore ways of presenting crisis risk profiles and early warning more effectively through visual representations (charts, graphs, tables and diagrams) through the CRD;
• Provide technical assistance in translating data and other program information into easy visual representations, in accordance with data visualization best practices;
• Consolidate operational information on a regular schedule to support analysis and design and implement sustainable information management and dissemination systems for data collections for the CRD, where required.

Training and Technical Support:

• Provide substantive input on information management toward the development of guidance and training materials in support of the Country Office / Country Team application of the CRD;
• Provide maintenance and end-user technical support in issues relating to the CRD information management use, including troubleshooting for data entry and access to the existing database;
• Provide technical assistance in order to build capacity of staff on how to integrate data visualization approaches into their work as well as how to update and monitor existing dashboards.
