Under the direct supervision of FIOC Team Leader, the UN Volunteer will undertake the following:

  • Manage, collect, coordinate, analyze, report and disseminate information to be used as a decision-making and planning tool for the Field Integrated Operation Center (FIOC);
  • Collect information from a wide range of sources, including UNMISS Civil and Political Affairs, Human Rights, Gender, Child Protection, Relief, Reintegration and Protection personnel, Military, Police, Security, Humanitarian Agencies, International Non-Governmental Organization (INGOs) and Local Government Authorities;
  • Produce forward looking reports within the context of the UNMISS Early Warning Strategy and Protection of Civilian Matrix that integrates and considers all the information gathered, resulting in clearly identification of priorities where the state should focus it’s efforts;
  • Build effective networks through mission components with state authorities, international partners, civil society and humanitarian community;
  • Maintain up-to-date knowledge and understanding of political, socio-economic and security issues;
  • Monitor and gather information on events or incidents that may affect the implementation of the safety of the Mission and it’s mandate;
  • Support the Field Office Security Management Team, Security Management Meetings, Crisis management Team and respond to specific incident as required;
  • Share all information with Join Analysis Center (JMAC) as guided by Chief JMAC;
  • Undertake other related responsibilities as tasked by the Team Leader and Head of office.
Bachelor degree or equivalent

Political science, International Relations, Human Rights Conflict Management, Security or any related field.

  • Previous experience in Joint Operation Centre or Joint Analysis Cell would be an advantage.

En el marco de la autoridad delegada y bajo la supervisión de la coordinadora de la Unidad de Género o su representante designado/a y en estrecha coordinación con la Analista Legal y de Género, el/la Voluntario/a de la ONU llevará a cabo las siguientes tareas:

·         Facilitar la implementación del mandato de OACNUDH en el área de responsabilidad designada (AdR). 
  • Asegurar la integración de las perspectivas de género y de pueblos indígenas, dentro de todas las actividades de derechos humanos asignadas, incluyendo la estrategia de género de OACNUDH-Guatemala.
·          Apoyar en las estrategias de asistencia técnica en derechos humanos y especialmente las actividades relacionadas con el proyecto PROFEM.
  • Establecer y mantener contactos con representantes gubernamentales, autoridades indígenas, organizaciones no gubernamentales (ONG), organizaciones de la sociedad civil, agencias de la ONU y de cooperación internacional y otros aliados que operan en el AdR.
·          Asistir en la redacción de informes, notas informativas y otros documentos que puedan ser requeridos.
·          Cualquier otra actividad que se requiera o sea asignada por la supervisora.

  • Experiencia en mecanismos internacionales de monitoreo de derechos humanos, es deseable.
  • Experiencia y/o conocimiento de la situación de los derechos humanos en Guatemala será considerada una ventaja.
  • Experiencia laboral a nivel nacional y/o internacional en el ámbito de los derechos humanos de las mujeres, incluidas mujeres indígenas, garífunas y/o personas LGBTI, es altamente deseable.
  • Experiencia de trabajo con organizaciones de sociedad civil, idealmente a nivel comunitario, es deseable.
  • Experiencia en redacción y en elaboración de informes o notas de análisis.

Under the direct supervision of the senior legal adviser or a legal officer, the UN Volunteer will undertake the following tasks:

  • Assists other members of the Legal Affairs Unit in reviewing legal documents, instruments, or other material, identifying important issues, similarities and inconsistencies, etc.
  • Assists in preparing drafts of background papers, studies, and reports.
  • Conducts legal research and assist in preparing legal opinions/advice on a wide range of international public and private law issues, including the United Nations Charter, General Assembly and Security Council Resolutions, UN/UNMISS internal Rules and Regulations, UNMISS Status of Forces Agreement (SOFA), UNMISS mandate, particularly its protection of civilians aspect, privileges and immunities, peace and security, institutional questions, treaty law and practice, UN administrative law;
  • Assists in preparing agreements, Memorandums of Understanding and contracts with governments, international organisations, and other public or private entities including drafting and resolving claims and disputes.
  • Assists in providing legal advice on human resources and other administrative matters.
  • Assists in servicing and advising as well as serving as a member of, as appropriate, diplomatic conferences, commissions, committees, boards, task forces and other bodies, including preparing background materials, summaries of issues and views of delegations, etc.
  • Assists with presenting the UNMISS induction programme on UNMISS SOFA and distribution of information and sensitizing local authorities and the local population to SOFA.
  • Perform or undertake other duties as requested by other members of the Legal Affairs Unit.
Master degree or equivalent

An advanced university degree (i.e. master’s degree or equivalent) in law or a relevant related field is required. A first level university degree (i.e. bachelor’s degree) in law in addition to two extra years of qualifying experience may be accepted in lieu of the advanced degree.
