Sous l’autorité du Team Leader Gouvernance et la supervision directe du Spécialiste Logistique et Coordonnateur Terrain, le Volontaire des Nations Unies aura pour tâches d’appuyer sur le terrain les démembrements de la CENI (CEPI, CECI et CEIA) pour suivre les activités du processus électoral. A cet effet et pour sa zone géographique d’action, le/la Volontaire des Nations Unies Communautaire :

  • Assiste à la réception du matériel et des documents électoraux dans les démembrements.
  • Assiste et aide au conditionnement du matériel et des documents électoraux de son ressort.
  • S’assure de l’enlèvement et de la distribution effective du matériel et imprimés électoraux destinés aux bureaux de vote.
  • Vérifie l’opérationnalité des bureaux de vote de son ressort.
  • Recense les difficultés rencontrées en rapport avec les présidents des bureaux de vote de son ressort et les transmet aux cadres d’appui, a la cellule stratégique et de suivi logistique de la Direction de la Logistique et du Matériel.

En plus de ce qui précède, les Volontaires communautaires des Nations Unies sont censés :

  • Renforcer leurs connaissances et compréhension du concept du volontariat en lisant la documentation mise à disposition par le programme VNU, les publications externes et prendre activement part aux activités du programme VNU, par exemple s’impliquer dans les activités commémoratives de la Journée internationale des Volontaires (JIV), le 5 décembre.
  • Se familiariser et développer toute forme de volontariat traditionnel et/ou local au niveau du pays d’accueil.
  • Refléter le type et la nature des actions volontaires qu’ils entreprennent, y compris leur participation dans les réflexions substantielles.
  • Contribuer à la rédaction des articles sur les expériences de terrain à soumettre pour la publication du programme VNU/ site web, bulletin et notes de presse, etc.
  • Contribuer au Programme d’accueil des Volontaires communautaires des Nations Unies nouvellement arrivés dans le pays d’affectation ;
  • Promouvoir ou conseiller les groupes locaux dans l’utilisation des volontaires en ligne ou encourager les individus et les organisations à utiliser les services de volontaires en ligne quand cela est techniquement possible.

Assist in the Coordination of the UNODC Regional Programme for West Africa (2016-2020):

  • Liaise with relevant stakeholders to collect, analyze and disseminate data related to programme outcomes and outputs;
  • Prepare various written outputs, e.g. background documentation, talking points, proposals, concept notes, analysis, reports, inputs to publications, etc.;
  • Participate in the monitoring and evaluation of the UNODC Regional Programme;
  • Provide substantive inputs to the annual reports of the UNODC Regional Programme, including on the Sustainable Development Goals, Gender and Human Rights;

  • Preparation of construction projects documents including structural details, sketches, bill of quantities, specifications, cost analysis and cost estimations.

  • Managing the whole life cycle of the project from design stage up to finalization of the execution with different stakeholders and clients involved.

  • Experience in preparing technical documents for procurement solicitations as per Engineering Section requirements.

  • Prepare structural calculations and specifications for aboveground and undergrounds structures in reinforced concrete, steel, wood, masonry and stone;

  • Analyzes project proposals to ensure technical feasibility and to ensure that project objectives are attainable within prescribed resources;

  • Preparation of monitoring reports and reporting tools of the progress of the construction activities on sites.

  • Coordinate the above-mentioned tasks with other works and other engineers included in the project such as electrical engineers, water sanitation, environmental engineers.

  • Assist other units such as Operations, Infrastructure, etc. when required and liaise frequently with the Building Maintenance Unit Supervisor

  • Conducts preliminary site investigations to obtain field data such as soil characteristics, plot dimensions, existing structuresdrainage and other data required for building site selection;

  • Ensure that the works meet the engineering standards in accordance with international codes and regulations and internal SOPs of the sections

  • Ensure that the works meet the environmental procedures within the mission;

  • Prepare material specifications for the purpose of raising requisitions of materials; ensure that minimum stock levels are maintained at all times;

  • Ensure that quality control procedures are in place during implementation of the works on site.

  • When working with national staff or (non-)governmental counterparts, including Implementing Partners (IPs), the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training;

  • Perform other related duties as may be required.

  • Monitoring on site the installation of new electrical networks and systems and maintenance of existing systems by guiding, instructing and clarifying doubts to contractors, manpower, subcontractors involved in the implementation.

  • Preparation of monitoring reports and reporting tools of the progress of electrical tasks on sites.

  • Coordinate the above-mentioned electrical tasks with other construction works and other engineers included in the project.

  • Ensure that the works meet the electrical, safety and environmental standards in accordance with international codes and regulations;

  • Install and carry out scheduled periodic and emergency maintenance services on submersible and centrifugal pump stations, motors, AMF (Automatic Mains Failure) panels, lifts, car washers, water filtration and purification plants, alternators and generator control panels, generators, ACs, HVAC installation systems;

  • Carry out scheduled periodic and emergency maintenance services on all overhead, underground and buildings electrical installations and equipment;

  • Analyze and correct distortion on loads;

  • Perform surveys and prepare technical reports; design and prepare drawing of electrical installations;

  • Prepare material specifications for the purpose of raising requisitions of materials; ensure that minimum stock levels are maintained at all times;

The UN Volunteer Political Affairs Officer will report directly to the Director of the Political Affairs Division or a designated officer and will be responsible for the following duties:

1) Political Analysis and Advice

  • Provide country-specific and regional analysis on the impact of developments in CAR and in the region and make policy recommendations for UN response.

  • Identify, analyze and monitor political developments and emerging issues with respect to the

  • implementation of the Mission’s mandate assesses implications and make recommendations on policies, strategies and other measures to address the issues of concern and to advance mandated objectives.

  • Provide support to the follow-up and implementation of the Political Peace Agreement signed on 6 February 2019.

2) Reporting and Information Management

  • Prepare summary and analytical reports including, but not limited to, daily and weekly situation reports, briefing notes, options papers, code cables and input for the reports of the Secretary-General to the Security Council, General Assembly or other bodies.

  • Prepare contextual information material, such as background notes, political profiles, and databases of relevance to the assigned portfolio.

  • Manage information to ensure its accessibility and utility.

3) Planning, Coordination and Facilitation

  • Develop and maintain collaborative relationships with UN Common System colleagues and counterparts, Government representatives, civil society actors, military and law enforcement actors, academic and research institutions, and other national and international partners on information sharing, policy and coordination matters.

  • Support prefectural efforts to develop inclusive political dialogue through the follow-up and implementation mechanisms of the Political Peace Agreement to address root causes of conflict with all main stakeholders, including signatories.

  • Consult and cooperate with partners to develop strategies and plans of action to address political challenges, in pursuit of shared objectives. Monitor, evaluate and report on implementation.

  • Assist in the organization of meetings and mission events, prepare written summaries and conduct follow-up activities as appropriate and draft correspondence, political reports, analyses and talking points for Mission Leadership.

  • Draft programmatic funding project proposals in support to Mandate implementation.

  • Facilitate project implementation either directly or through implementing partners, throughout the project implementation cycle.

  • Prepare narrative and financial reports on project implementation, as required by PAD guidelines.

  • Participate in fact-finding and other missions.

  • Prepare written summaries of meetings/visits and assist with follow-up activities, as appropriate.

  • Perform other relevant duties as required.

  • When working with (including supervising) national staff or (non-) governmental counterparts, the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training

Within the terms of the organization’s delegated authority, and under the direct supervision of the reporting chief of unit in Goma, the UN Volunteer will undertake the following tasks:

Child protection Monitoring and reporting

  • Contribute to developing and implementing the Child Protection Section work plan under the guidance of the Child Protection Advisor and in close collaboration with other partners

  • Assist in the identification of protections issues related to children and armed conflict falling within

    MONUSCO’s overall protection of civilians (PoC) mandate and within the mandate of the Children and Armed Conflict agenda under Security Council Resolutions 1539, 1612, 1882, 1998, 2427;

  • Contribute towards the mainstreaming of child protection in the work of all the Components/Sections within MONUSCO, including the Force, JHRO, POC, Civil Affairs, Gender, Sexual Violence, UNPOL and Justice Support Section.

    Collection of information, insertion to database and data management

  • Management of database in which highly confidential information relevant to the collection of data on grave child rights violations are stored; ensure that information in the database is analyzed, in narrative and through illustrations for reporting purposes

  • Ensure verified data is accurately documented and submitted in incident reports to the central database daily

  • Review, analyze and validate data to ensure consistency, reliability, accuracy based on MRM guidelines

  • Provide contributions to all reports that the section is mandated to deliver, such as SG reports, thematic reports, monthly, quarterly and annual reports.

  • Coordinates the Country Task Force on Children and Armed Conflict with UNICEF to harmonize data and prepares presentations for the monthly meetings and any other relevant platforms and partners.

  • Provide guidance to staff on the management of electronic records

  • Assist in standardizing data management procedures such as documentation and reporting as per UN standards Monitor and report on the six grave child rights violations by parties to the conflict (killing & maiming, recruitment, attacks on schools and hospitals, abductions, sexual violence and denial of humanitarian access). This includes taking part in joint investigations, interviewing children and witnesses.

    Action plan implementation and working with partners

  • Contribute towards the implementation of the Government of DRC/UN Action Plan to prevent and stop child recruitment and other grave child rights violations by armed forces and groups; this includes: separation of children from armed forces and groups and documentation of their cases; negotiating release of children from detention and documenting their cases; developing outreach materials and activities to prevent violations; contributing to the fight against impunity of perpetrators responsible for grave child rights violations; advocacy with government partners;.

  • Assist in building local and national capacity for towards the protection of children affected by armed conflict through training, mentoring and awareness raising activities.

  • Any other related duties as may be required.

The incumbent must be a dynamic, multi-functional person, who supports the Child Protection Section-MONUSCO with professionalism, dedication and client orientation. The following qualifications are required:

  • University, master’s degree or, any first level University degree, combined with at least 2 years’ practice in Human rights or child protection at international or national level.

  • Child protection or human rights former experience required.

  • Practical experience in child rights and their application and implementation in armed conflict situations.

  • Experience with UN Peacekeeping Operations, UN agencies or protection NGOs highly desirable.

  • Practical experience in the use of office databases, Microsoft access, ITEM, excel sheets, etc.

  • Fluency in spoken and written French and English is essential.

  • Practical experience in human rights/ child rights programming, advocacy and training
  • Field experience in armed conflict situations. Experience with UN Peacekeeping Operations and/or UN Country Offices highly desirable.
  • Ability to work in a team but also under own initiative in sometimes difficult circumstances within a multidisciplinary and diversified team.
  • Have affinity with or interest in humanitarian relief, post-conflict situations, volunteerism as a mechanism for durable development, and the UN System;
  • Practical experience in the use of office databases, Microsoft access, word, and excel;
  • The priority for the volunteer is to be able to manage a Database, analyze data and write reports on grave child rights violations. The priority is not knowledge of child protection, it is the ability to write good reports in English and French based on data that is analysed by the volunteer. An understanding of Human Rights or Child Rights is an advantage, but not crucial.
