Under the direct supervision of the Coordinator of the Head of the Human Rights Field Office and the overall supervision of the Director of MINUSMA/ Human Rights and Protection Division, the UN Volunteer will undertake the following tasks:

  • Gather information and report on the human rights situation in a designated geographical area, including through close cooperation with other United Nations actors and the community;
  • Keep the supervisor regularly informed on developments concerning the human rights situation;
  • Visit and monitor detention centres for compliance with international human rights norms;
  • Monitor trials for compliance with international human rights norms;
  • Conduct fact-finding missions; Participate in monitoring activities;
  • Carry out investigations into abuses/violations of human rights or humanitarian law;
  • Prepare case files for submission to the authorities and for inclusion in the OHCHR data base;
  • Assist in the designing and the delivering of capacity building activities;
  • Participate in the establishment and maintenance of contacts with local authorities as well as international organizations operating in the country and civil society;
  • Perform other related duties as required by the Director of the Human Rights Division;
  • Use the OHCHR database to enter cases and document allegations and violations of human rights violations;
  • When working with national personnel or (non-)governmental counterparts, the Volunteer is strongly encouraged to set aside dedicated time for training, coaching, mentoring and capacity development.

Within the delegated authority and under the overall supervision of the Senior Legal Advisor and the direct supervision of the Legal Affairs Officer (staff), the UNV volunteer will be responsible for:

  • Conducting legal research and analysis about UN rules and regulations (including those concerning claims against the Mission), SC Resolutions, peace agreements and Mission’s compliance with international and national law;
  • Advising the Mission vis-à-vis local and government authorities, including on issues relating to UN privileges and immunities, as set out by the relevant UN Conventions and the Status of Forces Agreement;
  • Assisting Procurement Section in negotiations on contracts with suppliers of goods and service providers ensuring that contractors respect UN rules and regulations and national laws;
  • Advising on, drafting, and/or reviewing drafts of contracts, agreements, communications opinion, minutes, reports, notes, orders, institutional and operational modalities, and other legal documents;
  • Conducting comparative legal research on issues of Public International Law including the interpretation and application of constitutional, legislative and other instruments governing Mali, as well as United Nations peace-keeping operations;
  • Liaising and coordinating legal research and analysis with other Sections/Units/Divisions, as appropriate;
  • Undertaking extensive analysis and research of legislation and jurisprudence relevant to the different legal opinions requested from the Office;
  • Serving as member on committees and ad hoc task forces, as appropriate;
  • Performing other related duties as required.

  • License to practice as a lawyer would be an asset.

  • Previous experience in developing countries, preferably in a post-conflict situation, as well as knowledge of UN rules, regulations and practices would be an asset.

The aim of the joint SDG Programme is to develop a National Roadmap for a Sustainable Financial System to reorient the flow of international and local resources toward more inclusive and gender responsive sustainable in the Republic of Suriname. As such, the Gender and Human Rights UNV will supports synergies between the joint SDG Programme and UNFPA’s programme interventions.
MAJOR DUTIES AND RESPONSIBILITIES:
● Provide technical guidance to inform the selection of partners (including community and youth and female led organizations) for the awareness events, workshops, multi stakeholder’s dialogues and capacity building interventions during the implementation of the joint SDG Programme
● Identify capacity building needs of these partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives targeted to partners.
● Provide technical support for the development of a training package on gender and human rights to strengthen the capacities of those involved in the roll-out of the joint SDG programme;
● Assist the Liaison Officer in developing a strategy to engage women and young people in all phases of the joint SDG programme
● Provide technical guidance for the development of the TOR for the consultancies for the Gender analysis including causes of gender inequality and opportunities for mitigation and the; Gender sensitive policy, systems and regulations that can create the right gender-based signals
● Supports the consultant with the analysis on relevant national Gender and Human Rights issues and the identification of opportunities to address the issues hindering desired progress;
● Assist the Liaison Officer with the conducting of studies and research and keep abreast of new policy developments and strategies, policy papers, strategy documents, national and regional plans and development frameworks in the area of gender equality and community and youth participation.
● As necessary, collaborate with the other UN Recipient Organizations such as UNDP, UNEP and FAO for those activities involving these agencies.
● Identify and establish linkages between activities under the joint SDG Programme and UNFPA activities under regular resources
● Build and strengthen multi-sectoral partnerships including with government agencies, civil society, UN Agencies and development partners for more effective and coordinated programme development and implementation as appropriate
● Produce periodic updates and briefs on the joint SDG Programme to inform stakeholders and the donor community
● Identify promising practices, technical expertise and strategic opportunities relating to the work under the joint SDG Programme and identify, develop and disseminate knowledge products, lessons learned and good practices
● Assists in creating, documenting and communicating acquired knowledge via webinars/trainings, briefing notes, traditional and social media communication pieces and, on-line discussions for staff and relevant partners.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate withintheir assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
● Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
● Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
● Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
● Contribute to articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
● Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
● Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible;

Advanced higher degree (Master’s or equivalent) in, Social Science, Gender Studies, International Development, Law, Human Rights, Political Science, International Relations, Peace and Conflict Studies, Research methods or another related field.

Demonstrated interest and/or professional work experience in the field of population development and/or gender, with focus on human rights and/or participative and decision making processes.

  • Appreciation of research, monitoring and evaluation concepts and experience in programme/project management is an advantage;

  • Act as risk communication focal point at Hub Incident Management system during outbreaks and emergencies:
  • Oversee the development, elaboration and implementation of the risk communication plan as part of the health response operations.
  • With key stakeholders in the national authorities, UN agencies, nongovernmental organizations and civil society organizations, identify the top hazards for the country and develop relevant information, education and communication materials in languages and formats easily used by national stakeholders and the public.

This UNV position will provide to the incumbent opportunity to improve understanding of concrete implementation of education policies and strategies.
