Under the overall direction of the Director, Human Rights Section, and direct supervision of Human Rights Officer or Team Leader, the UNV (Human Rights officer) will perform the following tasks:

  • Assist in monitoring and reporting on the human rights situation in assigned duty station in Darfur.
  • Assist in collecting and analyzing human rights indicators, including gender-specific indicators.
  • Assist in conducting human rights capacity-building activities and in developing and implementing human rights training programmes.
  • Assist in Administration of justice and transitional justice matters.
  • Assist in drafting correspondence and mainstreaming human rights issues into political, humanitarian and economic efforts and programmes.
  • Contribute to integrating gender perspectives with specific attention to issues related to women and girl children within all assigned human rights activities.
  • Assist in the logistics and administrative aspects of projects assigned by supervisor.
  • Strongly encouraged to set aside dedicated time to work with international volunteers and staff to enhance her/his own capacities and skills.

Bachelor degree or equivalent

  • A minimum of a first-level university degree (Bachelor’s or equivalent) preferably in Law, international relations, political science, social sciences, or another discipline related to human rights.

Under the direct supervision of HSS Programme Manager, the National UN Volunteer will undertake the following tasks:

Summary of Key Functions:

  1. Support to the management of the HSS routine Operations, with focus on administration of budgets and optimal cost-recovery.
  2. Effective and accurate financial and operations management of projects activities, including preparation of logistic and procurement actions necessary to the implementation of the activities, monitoring and evaluation.

Focusing on achievement of the following results:

  • Support on formulation of Programme work plans, budgets, proposals on implementation arrangements and execution modalities.
  • Support preparation of required budget revisions, determination of unutilized funds, operational and financial close of projects as applicable.
  • Routine implementation of projects, tracking use of financial resources.
  • Presentation of information for audit of DIM projects and supports implementation of audit recommendations.
  • Support preparation of required periodic and donor reports.
  • Proper control of the supporting documents for timely payments and financial reports for DIM projects; preparation of non-PO vouchers.
  • Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers
  • Ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; travel claims, MPOs and other entitlements are duly processed.
  • Review of DIM projects Financial Reports.
  • Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed; transactions are correctly recorded and posted in Atlas.
  • Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
  • Creation of vouchers in Atlas for HSS projects, register of goods receipt in Atlas.
  • Documentation and maintenance of filing system in compliance with audit requirements.
  • Systematic check and monitoring on project Annual Work Plan expenditures.
  • Prepare for annual audits of and ensure that external auditors have all relevant information.
  • Follow up on audit reports to ensure that recommendations in audit reports are implemented.
  • Monitoring and evaluation of projects, identification of financial problems or bottlenecks and development of solutions.

Ensures effective financial administration support to Programme Associate and Finance Specialist consultant, to ensure accurate and timely reporting, through:

  • Preparation of financial information and budgets leading to the formulation of the AWPs.
  • Prepare detailed budget information of the HSS Projects approved components.
  • Follow up on the budget execution and prepare monthly account reconciliation and cash flow.
  • Timely review of cash position for HSS Projects accounts to ensure enough funds on hand for disbursements. Timely identification and recording of receipts for income application.
  • Elaboration of the internal expenditures’ control system which ensures that transactions are correctly recorded and justified; other entitlements are duly processed.
  • Full compliance of projects activities, financial recording/reporting system and audit follow up with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of the financial resources management system.

Ensures facilitation of knowledge building and knowledge sharing in the CO and HSS focusing on achievement of the following results:

  • Strengthened project management practices and application of UNDP’s rules, regulations, and policies as well as The Global Fund rules and regulations.

Contribution to inter-agency knowledge management activities under Delivering as One, particularly as relating to projects and programme

Within the terms of Property Management Section (PMS) and PCIU delegated authority, and under the direct supervision of the Chief PCIU, the national UN Volunteer will undertake the following tasks:

• Coordinate and conduct the property verification program within a particular geographical area of the mission;

• Liaise with Self Accounting Units, Military and Police Departments/Sections to facilitate implementation of the verification programme and to advocate UN policy and procedures;

• Investigate and report on anomalies in accountability and property control procedures and monitor their resolution;

• Perform physical inspection of UN owned property held in the mission by different type of personnel including; UNAMID staff members, Military and/or Police component, Contractors, Agencies who are in receipt of UNAMID assets;

• Verify whether accurate accountability of assets issued to end-users is being maintained;

• Review compilation of inventory discrepancies, advise relevant departments and monitor associated reconciliation process;

• Assist in the preparation of statistical reports, including from the Umoja ERP system;

• Maintain and update information collected during physical inspection in the Umoja ERP system;

• Monitor and verify accuracy of inventory data captured in the Umoja ERP system;

• Ensure accurate and auditable records, in both hard and electronic format, are maintained for property control and accountability at UNAMID in conformance with Secretariat Administrative Instructions;

• Liaise with relevant UNAMID Component on daily basis regarding Property Control matters;

• Perform other duties as tasked by Chief PCIU and/or by Operations Supervisor.

Technical/Vocational diploma

High school diploma or equivalent in Administration, Logistics, Supply Chain Management, Property Management or a relevant related field of study. Technical training in software systems, Warehouse and Inventory management and related occupations is highly desirable.

  • Manage data depository through the newly established program data-base system for tracking the program progress and achievement based on the established performance parameters. This implies:
  • Collecting regular program data from field operation units and enter them in the database system;
  • Preparing regular reports – disaggregated by output/thematic area, geographic area, type and sex of beneficiaries - and share with management and technical units for update on status of progress;
  • Contributing to developing standards and procedures for access to data by CO staff and keep the system update and maintenance based on needs and priorities;
  • Provide timely and quality inputs for development of the Country Office Annual Planning, Monitoring and Reporting;
  • Ensure that the program database system is consistent with the Strategic Information System (SIS) and the Global Programming System (GPS) by means of performance measures (indicators and milestones); this implies regular review and check on the SIS and WP Progress Reports in the GPS to identify gaps for adjustment;
