In the aftermath of Beirut explosion and in response to COVID19 outbreak, the UNDP office in Lebanon is providing support the Lebanese people to recover the multi-levelled economic, social, environmental, and financial shocks. Towards this end, the UNDP team is working on several tracks to: i) mitigate the immediate implications of the crises, ii) manage the recovery phase; iii) and provide the Lebanese society with better tools, mechanisms and policies to strengthen the country’s resilience to shocks and crises. UNDP support spans wide area of initiatives including carrying out relevant impact assessments, providing implementation support, performing advocacy, connecting with donors, and supporting central and local governments to respond to and sustain shocks.

One of the core aspects to be addressed, within the context of the multi-layered crisis, is the economic and social fragility of Lebanon, and the inability of the fragmented social protection systems and policies to properly respond to the crisis and mitigate its implication.

Towards this end, a senior economist is needed to support the UNDP Country Office and to be part of the economic support team guiding UNDP’s programmes and interventions.

The UNV shall have the following tasks and responsibilities:

  • Update and maintain macro-economic, social, fiscal and financial datasets
  • Perform data crunching and data analysis in variety of socio-economic domains
  • Contribute to the preparation of policy briefs, background papers, concept notes, reports, proposals and factsheets.
  • Prepare minutes of meetings and briefings whenever needed
  • Carry out research in various economic areas including poverty, productive sectors, social protection, public finance, funding flows, etc.
  • Review documents and papers and provide comments
  • Initiate and maintain links with partners including Government agencies, NGOs, and programmes.
  • Respond to ad hoc requests forwarded by UNDP higher management
Master degree or equivalent
  • Master's degree in Economics, Social Studies, Finance or closely relevant subject.

  • At least 3 years (up to 15 years) of high-quality applied research and experience in the macroeconomic field – including social protection, poverty reduction, international trade and fiscal and monetary
  • Strong communication skills;

Within the delegated authority and under the supervision of the Head of Reporting & Data Analysis or his/her designated mandated representative(s), the UNV Operational Information Management and Performance Reporting (OIM & PR) Officer will:

  1. Liaise with Country Office (CO) units, including Programme, VAM, Monitoring & Evaluation, Logistics, External Relations, Communications, and Resource Management, to collate information for corporate reports including Situation Reports (internal and external), Country Briefs, etc.
  2. Support the unit to ensure that standard OIM & PR procedures and templates are followed to drive the quality, consistency and standardization of information management and performance reporting across WFP.
  3. Collate, review and analyze the ‘Essential Elements of Information’, pertaining to the operational environment and available human, financial and physical assets in order to facilitate access to timely and accurate information used at country, regional and corporate level.
  4. Collate and assist in the dissemination of political and humanitarian analysis pertaining to WFP current or future responses and donor policies, trends and preferences to ensure country specific input to WFP’s operational reporting.
  5. Support the preparation and coordination of the Annual Country Report (ACR) for the Annual Reporting Exercise in collaboration with the country office programme, monitoring & evaluation, logistics and resource management functions to ensure consistency and overall quality of information.
  6. Collaborate with counterparts internally and with other UN agencies to ensure consistency in humanitarian information and to complement WFP analysis and information.
  7. Support the CO in emergencies by preparing, organizing and providing secretarial support to Operational Task Forces (OTFs).
  8. Contribute to initiatives for developing robust information-sharing and knowledge management systems within the CO, including supporting the drafting of any OIM & PR related guidance and improvements to Corporate Performance Reporting.

    • Review requisitions for goods and services to ensure that correct objects of expenditure have been charged and availability of funds;
    • Assist in the preparation of budget performance submissions;
  • Human Resources
    • Initiate, process, monitor, review and follow-up on actions related to the administration of the office’s human resource activities (e.g., recruitment, placement, relocation, promotion, performance appraisal, job classification reviews, separation, training, etc.), ensuring consistency in the application of regulations and procedures;
    • Maintains and reviews organizational staffing tables;
  • Contract Administration
    • Assist with day-to-day administration of contracts between the UN and external contractors for outsourced services;
    • Audits the contractors’ invoices against the goods and services provided by the contractor and approved by the UN;
    • Process the payment of contractor invoices and monitor payments;
    • Prepare and process all UN forms and permissions for contractual and programme unit, section or service UN staff including UN grounds passes, property passes, swipe card access and door keys;
  • Any other related tasks as may be required or assigned by the supervisor.
Secondary education
  • High school diploma or equivalent is required

  • At least 3 years of professional work experience at the national and/or international level in administrative services, finance, accounting, audit, human resources or related area is required; experience with the UN’s administrative system, budgetary system and financial reporting is a significant asset;
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; experience with Inspira and Umoja an asset;
  • Have affinity with or interest in human rights and volunteerism, and the UN System.
