Sous la direction et la supervision directe du Représentant Résident Adjoint du PNUD, le/la Volontaire des Nations Unies sera responsable de:

La mise en œuvre des orientations du PNUD en matière de suivi évaluation et en matière d’exigences d'assurance HACT, en se concentrant sur la réalisation des résultats suivants :

  • Appropriation et maitrise des politiques et procédures programmatique et opérationnelles du PNUD (POPP) et des changements qui y sont apportés ;
  • Mise en œuvre d’un dispositif institutionnel de suivi et évaluation (S&E), y compris une base de données statistiques primaires interactive, permettant de systématiser le suivi des progrès vers les résultats attendus dans le cadre de résultats de l’ensemble des projets et programmes du PNUD au Maroc et la contribution du PNUD aux résultats du Plan cadre des Nations Unies pour l’aide au développement ;
  • Mise en place d’un agenda des échéances fixées par l’organisation en matière de suivi-évaluation ;
  • En collaboration avec les Chargés de Programme et gestionnaires de projets/programmes, produire semestriellement un tableau de bord des principaux indicateurs de suivi (résultats des activités, effets, impacts, etc.) ;
  • Produire annuellement un rapport analytique complet des indicateurs permettant aux projets/programmes d’ajuster annuellement leurs activités en fonction des performances réalisées ;
  • Servir d’interface en matière de S&E pour le PNUD ;
  • Coordination des efforts du PNUD en matière de transparence et assurance qualité (gestion des projets au niveau de l’ERP du PNUD et de la plateforme GAR notamment) ;
  • Coordination du Rapport Annuel Orienté sur les Résultats du PNUD et assurance qualité ;
  • Appui à l’élaboration et l’assurance qualité du plan de travail intégré du bureau pays.

La gestion efficace du processus d'évaluation dans le bureau de pays, en se concentrant sur la réalisation des résultats suivants:

  • Appui à la rédaction / révision des termes de référence (TDR) pour des projets spécifiques, missions d'évaluation thématique, sectorielle et évaluations de bureau; participation à la sélection des consultants; contrôle de qualité des processus, de la méthodologie et du bon déroulement des évaluations ;
  • Mise à jour continue du plan d’évaluation du bureau (confirmation des évaluations annuelles, suivi de leur réalisation, suivi de la mise en œuvre des recommandations, mise à jour régulière de la plateforme de suivi des évaluations, etc.) ;
  • Suivi de la soumission dans les temps des rapports aux bailleurs de fonds et aux partenaires, et assurance qualité des rapports.

Alignement du programme pays du PNUD aux Objectifs de Développement Durable :

  • Appui à l’intégration systématique de la chaine de résultats connectée aux Objectifs de Développement Durable dans les programmes/projets ;
  • Conseil sur les indicateurs de suivi du programme/projets et assurance de leur caractère SMART, tenant compte des dimensions genre et groupes marginalisés ;
  • Conseil en matière d’alignement du programme/projets aux Objectifs de Développement Durable et intégration des indicateurs pertinents du cadre de résultats et de ressources (RRF) de l’Agenda 2030 dans les RRF du programme et des projets ;
  • Appui à l’élaboration des rapports nationaux sur les Objectifs de Développement Durable, selon le besoin.

Suivi de la contribution du PNUD aux efforts conjoints du Système de Développement des Nations unies :

  • Participation aux réunions des groupes de résultats inter-agences pertinents pour le PNUD ainsi qu’à celles du groupe des M&E des agences ;
  • Suivi de la mise en œuvre des points des plans d’action des groupes de travail inter-agences pertinents pour le PNUD ;
  • Coordination/assurance qualité de la contribution du PNUD à la revue annuelle du Plan Cadre des Nations Unies pour l’aide au développement ;
  • Coordination/assurance qualité de la contribution du PNUD au Rapport Annuel du Coordonnateur Résident.

Renforcement des capacités et gestion des connaissances :

  • Capitalisation des connaissances et données générées par les évaluations et les produits de connaissance développés avec l’appui du PNUD pour promouvoir une culture de partage/documentation des connaissances et des bonnes pratiques, et leur intégration dans les nouveaux programmes et projets ;
  • Promotion de mécanismes novateurs de partage des connaissances, tirant profit des nouvelles technologies et des investissements faits par le PNUD en matière de « Business Intelligence » ;
  • Renforcement des capacités des équipes sur les thématiques liées à sa fonction.

Un Master (ou une maîtrise/Bac+4) en gestion de projets et/ou des entreprises, études du développement, statistiques, économie ou domaines connexes.

Sous la supervision directe de la Spécialiste C4D et la chargée de Programmes Adolescence et Jeunesse, le/la Volontaire des Nations Unies effectuera les tâches suivantes:

Under the direct supervision of the Chief of the Mediation Section, the UN Volunteer will undertake the following tasks:

  • Gather, select, verify, and analyze information contained in communications and publications received from different sources, including internal mission reports and the press;
  • Maintain up-to-date knowledge relating to the political, social and security situation in Mopti region;
  • Keep abreast of latest trends and developments in the area of assignment and provide updates and inputs to the Chief Mediation and the Head of Office;
  • Provide technical and substantive support for the implementation of the mandate of the Mediation Section;
  • Maintain contacts with other components of the Mission, UN international partners and government authorities on political and security issues, coordination and policy matters;
  • Maintain regular contact with all relevant local political actors and civil society groups;
  • Assist in compiling and producing daily, weekly, flash and other written reports as directed by the Head of Section.

Under the direct supervision of Director of Mediation Section, the UN Volunteer will undertake the following tasks:

  • Prepare summary and analytical reports including, but not limited to situation reports, briefing notes, options papers, code cables and input for the reports of the Secretary-General to the Security Council, General Assembly or other relevant bodies;
  • Prepare contextual information materials such as background notes, political profiles and database of relevance to the assigned portfolio;
  • Manage information to ensure its accessibility and utility;
  • Monitor actions taken by intergovernmental groups, UN organizations, government and non-governmental organizations related to political developments;
  • Train, coach, mentor and ensure capacity development of national staff and/or (non-governmental counterparts as appropriate;
  • Assist with the development of integrated donor funding proposals and the drafting of grant proposals;
  • Assist with the monitoring of the Section’s project implementation according to the set procedures and regulations;
  • Ensure the compliance of project documentation with the set requirements and procedures and maintain complete records of all project and budget-related operations (database);
  • Provide inputs to strategic planning processes and monitoring of compliance with the MINUSMA Result-Based Budget and the Mediation Division Work Plan and contribute to periodic performance reports;
  • Support programme development by conducting needs assessment and drafting of concept notes and project proposals;
  • Analyze, review and report on project implementation and budget spending of the Section;
  • Contribute to the organization of high-level events with national authorities, such as conferences, trainings, workshops, if/ when required;
  • Participate in internal and external coordination meetings and liaise with other Mission sections and project partners;
  • Follow up on vendor payment transactions in a timely manner in accordance with the regulations and applicable procedures;
  • Assist in day to day management and reporting on the project activities;
  • Any other assigned task related to planning and project management.

Within the delegated authority and under the overall supervision of the Senior Legal Advisor and the direct supervision of the Legal Affairs Officer, the UNV volunteer will be responsible for:

  • Conducting legal research and analysis about UN rules and regulations (including those concerning claims against the Mission), SC Resolutions, peace agreements and Mission’s compliance with international and national law;
  • Advising the Mission vis-à-vis local and government authorities, including on issues relating to UN privileges and immunities, as set out by the relevant UN Conventions and the Status of Forces Agreement;
  • Assisting Procurement Section in negotiations on contracts with suppliers of goods and /service providers ensuring that contractors respect UN rules and regulations and national laws;
  • Advising on, drafting, and/or reviewing drafts of contracts, agreements, communications opinion, minutes, reports, notes, orders, institutional and operational modalities, and other legal documents;
  • Conducting comparative legal research on issues of Public International Law including the interpretation and application of constitutional, legislative and other instruments governing Mali, as well as United Nations peace-keeping operations;
  • Liaising and coordinating legal research and analysis with other Sections/Units/Divisions, as appropriate;
  • Undertaking extensive analysis and research of legislation and jurisprudence relevant to the different legal opinions requested from the Office;
  • Serving as member on committees and ad hoc task forces, as appropriate;
  • Performing other related duties as required;
  • Contribute to articles/write-ups on the peacebuilding and development process and experiences from the above outlined activities and submit them to UNV publications/websites, newsletters, press releases, etc.;
  • Promote and/or advise CSO’s and Citizens groups in the use of OV (online volunteering), and encourage relevant - groups to use OV whenever – technically possible;

  • At least 3 years of working experience as legal officer/researcher focused on, drafting agreements or similar instruments, contracts, as well as conduct of analysis, preparation of advice and opinions on international law issues, with an emphasis on public international law, including the law of international organizations. Previous work experience in international organizations and/or governmental foreign affairs or related services is desirable. Previous experience in developing countries, preferably in a post-conflict situation, as well as knowledge of UN rules, regulations and practices would be an asset. Solid legal analytical and drafting skills are required.

  • Ability to maintain confidentiality of records and information; excellent communications skills; excellent organizational skills; ability to prioritize; adaptability to conditions of hardship/hazard.
