Sous la supervision directe de la Spécialiste C4D et la chargée de Programmes Adolescence et Jeunesse, le/la Volontaire des Nations Unies effectuera les tâches suivantes:

Given the current working arrangements due to the COVID-19 pandemic, the tasks described here-below will have to be undertaken remotely in whichever country the selected candidate is based, until further notice.

Under the direct supervision of Head – Programme Coherence/Assurance Unit the UN Volunteer will undertake the following tasks:

  • Monitors project review processes and schedules related to the unit’s outputs; where applicable, assists in the verification of receipt and accuracy of requisite documents, approvals, signatures, etc. to ensure compliance with relevant administrative requirements.
  • Maintains calendar/schedules; monitors change and communicates relevant information to appropriate staff inside and outside the immediate work unit.
  • Supports a wide range of administrative roles such as recruitment, procurement, contract administration, travel and consultant payments as per UN administrative and financial rules, regulations and guidelines.
  • Provides secretarial and administrative support to Project Review Committee (PRC) meetings, conferences.

Under the direct supervision of Secretary of Governing Bodies and Deputy Secretary of Governing Bodies, the UN Volunteer will undertake the following tasks:

  • Assist in organizing and supporting the meetings of the UNEP Governing Bodies, in particular OECPR and UNEA.
  • Support the staff of the unit in all matters related to the application of Information Technology, including user support, and the application of social media
  • Provide IT support to the servicing of the United Nations Environment Assembly (UNEA) and the Open-ended CPR.
  • Contribute to the regular update of unit website contents and that of marine litter.

Under the direct supervision of Anchor Registration Officer, the UN Volunteer will undertake the following tasks:

  • Manage the use, maintenance and technical support of PRIMES core applications in the Country Operations, including monitoring the quality of data collection and ensuring consistency with standards and guidelines.
  • Perform database administrator functions in relation to local PRIMES field server machines, including RApp, BIMS and the Global Distribution Tool.
  • Respond and manage user access permissions for UNHCR staff, local government and NGO partners to PRIMES applications in accordance with the Data Protection Policy and regional or local country data protection protocols.
  • Monitor PRIMES user management and conduct regular clean-up of user accounts and PRIMES access permissions in accordance with relevant guidance and procedures.
  • Monitor device and user management within local PRIMES client and field server solutions, including monitoring frequency of data synchronization to prevent and mitigate data loss.
  • Provide support to the creation and management of standard reports, templates and forms, while ensuring consistency with global guidance and policies, and in consultation with relevant stakeholders, including business module owners.
  • Identify, diagnose and escalate for the resolution of technical user errors, bugs and queries related to PRIMES core applications, in consultation with PRIMES Support in Headquarters, external developers and support teams.
  • Provide technical user and administrator training and guidance, including provision of training materials and remote webinars and training session for technical staff related to data management, data query and report-building.
  • Analyse and respond to user requests and queries, including compilation and assessment of PRIMES applications enhancements and change requests.
  • Assist with data quality assessment, data clean-up and data mapping from legacy database systems to the PRIMES applications, as required.
  • Assist with field testing of new functionalities within PRIMES applications, as required.
  • Support the design and strengthening of operational reports and statistics generated from the PRIMES Data Port, including provision of training and user guidance.
  • Take part in discussions of business requirements for interoperability of local tools and applications within the PRIMES ecosystem, in consultation with business owners and the PRIMES Steering Committee in Headquarters.
  • Keep apprised of evolving technology and new business needs to support registration, identity and population data management in the country operations.

In addition, at a regional role:

  • Support local operations with necessary user access permission clean-up in PRIMES applications, in accordance with Data Protection procedures.
  • Support standardization of case processing procedures mapped to PRIMES applications across the region.
  • Support monitoring of the quality of operational data collected in PRIMES and provide guidance and support for data clean-up.
  • Design and generate regional reports from the PRIMES Data Port.
  • In consultation with PRIMES Support in Headquarters, provide capacity development and training on new functionalities of PRIMES, including deployment and support to new PRIMES applications.
  • Propose local processes and workflow triggers for operational or regional-specific business processes, in consultation with PRIMES Central and business owners.

1. Support to programme development and planning with focus on Inclusion of Children with Disabilities and Intercurltural Bilingual education.
• Contribute to the preparation and updating of the situation analysis for the development, design and management of education related programmes/projects. Research and report on development trends (economic, social, health etc.) and data for use in programme development, management, monitoring, evaluation and delivery of results.
• Contribute to the development and establishment of sectoral programme goals, objectives and strategies and results-based planning through research, collection, analysis and reporting of education and other related information for development planning and goal setting.
• Provide technical and administrative support throughout all stages of programming processes by executing and administering a variety of technical programme transactions, preparing materials anddocumentations, and complying with organizational processes and management systems, to support programme planning, results based planning (RBM) and monitoring and evaluation of results.
2. Programme management, monitoring and delivery of results, with focus on Inclusion of Children with Disabilities and Intercurltural Bilingual education.
• Work closely and collaboratively with internal colleagues and partners to collect, analyze and share information on implementation issues.
• Suggest solutions on routine programme implementation and submit reports to alert appropriate officials and stakeholders for higher-level intervention and/or decisions. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
• Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and prepare minutes/reports on results for follow up action by higher management and other stakeholders.
• Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocation, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.
• Prepare draft inputs for programme/donor reporting.
3. Technical and operational support to programme implementation, with focus on Inclusion of Children with Disabilities and Intercurltural Bilingual education.
• Undertake field visits and surveys and share information with stakeholders to assess progress and refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
• Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices on education related issues to support programme implementation, operations and delivery of results.
4. Networking and partnership building; with focus on Inclusion of Children with Disabilities and Intercurltural Bilingual education.
• Build and sustain effective close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve and sustain results on education programmes.
• Draft communication and information materials for CO programme advocacy to promote awareness, establish partnerships and alliances, and support fund raising for education programmes.
• Participate in appropriate inter-agency (UNCT) meetings and events on programming to collaborate with inter-agency partners on UNDAF operational planning and preparation of education programmes/projects and to integrate and harmonize UNICEF’s position and strategies with the UNDAF development and planning process.
• Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.
5. Innovation, knowledge management and capacity building
• Contribute to identifying, capturing, synthesizing, and sharing lessons learned for knowledge development and capacity development of stakeholders.
• Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable programme results.

•Research and report on best and cutting edge practices for development planning of knowledgeproducts and systems.
•Participate as a resource person in capacity building initiatives to enhance the competencies ofclients/stakeholders.

UNV programme will provide:

A monthly Volunteer Living Allowance (VLA) of USD 2,332.86 to cover the costs of accommodation, housing and regular living expenses.

Health insurance (including dental and up to three dependants) [specialists and experts], life and permanent disability insurance are included, as well as a resettlement allowance upon satisfactory completion service.

Annual, medical and parental leave (if applicable), e-learning courses and training allowance (reimbursement).

Settling-in grant and repatriation grant are provided.
