Within the delegated authority and under the supervision of Associate Registration Officer or his/her designated mandated representative(s), the UNV Registration Assistant will:

• Conduct manual registration of new arrivals in Ajuong Thok and Pamir camps by completing the relevant forms and support continuous registration activities.

• Capture of data, mainly related to asylum seekers, refugees and other persons of concern to UNHCR in the proGres database.

• Biometric verification and capture of biometric information of refugees and other persons of concern in BIMS and other related information systems.

• Facilitate the issuance and renewal of registration documents for persons registered jointly by UNHCR and CRA and ensure proGres database is updated to reflect this accurately.

• Support the identification and documentation of persons with specific protection needs and immediately bring them to attention of the protection staff and ensure the needs are recorded and/or updated in the proGres database.

• Support the maintenance of the filing systems

• Update and maintain existing databases and generate various standard and statistical reports as needed.

• Assist in the development of forms for data collection and analysis to support registration activities.

• Act as interpreter in the exchange of routine information and translate routine documents and correspondence as and when required.

• Any other related tasks as may be required or assigned by the supervisor.

Within the delegated authority and under the supervision of WASH Officer or his/her designated mandated representative(s), the UNV WASH Assistant will:

Strategy and Policy

• Support the implementation of UNHCR’s Strategic Plan for WASH activities.

• Adapt internationally accepted standards, policies, and guidelines for WASH accordingly to the unique situation of UNHCR’s persons of concern and the country context.

• Ensure UNHCR WASH standards are respected in the delivery of WASH services to UNHCR PoCs.

  Technical Assistance

• Consolidate and provide technical guidance, in consultation with WASH Officer, and support to partners on all WASH-related issues to ensure quality, cost-effectiveness, sustainability and environmental soundness in their implementation.

• Support the WASH Officer and Field Associate-WASH in Jam-Jang sub office in acting as focal person on water, sanitation and hygiene promotion issues within UNHCR and liaise governmental and nongovernmental counterparts.

• Review on a regular basis the quantity and quality of water, sanitation and hygiene services delivered and ensures the maintenance of records of WASH performance indicators for all locations.

• Review performance, undertake field verifications, monitor development and evaluate activities and approaches adopted by partners in WASH and related sectors, sharing the results with the WASH Officer in Jamjang.

• Formulate appropriate designs and corrective measures with a particular focus on hygiene promotion, public health risk prevention and reduction as well as natural resources management, in consultation with the WASH Officer, Jam-Jang and UNHCR Jam-Jang sub office.

• Promote PoC involvement and participation in all the different stages of the WASH project cycle.

• Liaise with other sectors, particularly Site Planning, Health, Nutrition, Protection, Community Based Protection and Field, to locate, plan, implement and monitor WASH activities.

• Ensure that regular and accurate reports that analyze the challenges encountered in providing WASH services for beneficiaries are prepared and circulated.

• Participate in the preparation of all reports for management, donors, partner budget reviews, camp Water Monitoring System (WMS)/report cards, programme analysis, weekly, monthly, annual reports etc. in a timely manner.

• Provide technical advice to the WASH Officer in Jamjang and UNHCR Jamjang Sub Office Management on any WASH related issues.

• Support the WASH Officer and Field Associate - WASH to lead the WASH sector coordination.

  Advocacy

• Advocate on all issues relating to WASH and refugees and other persons of concern to UNHCR both within and outside of UNHCR.

• Work with others in UNHCR to advocate for access to refugees and other persons of concern to WASH services in national and regional plans and proposals.

Coordination generale :

Under the direct supervision of the Project Manager and/or in close coordination with the State Engineer, Engineering Section, the UNV Project Engineer (Civil Engineer) is responsible for the following duties:

• Apply commonly used engineering calculations, practices and precedents in completing portions of larger projects related to the design, construction, or repair of buildings, roads, bridges, airfields, helipads, railways, docks, waste disposal systems, and other related structures and activities in the field.
• Plan and design specifications for projects.
• Prepare BOQ, cost estimates, drawings, Statement of Works (SOW), technical specifications and bidding documents for both in-house/outsourced Mission engineering projects.
• Undertake frequent site visits to monitor the project activities and advise on technical matters.
• Conduct Technical Evaluation of Bids and prepare Technical Evaluation Reports for projects.
• Represent on behalf of operational unit on Local Committee on Contracts (LCC) and Headquarters Committee on Contracts (HCC) giving responses to technical matters.
• Develop technical data regarding materials, sizes, dimensions, and quantities and costs to be incorporated in formal specifications.
• Estimate costs of repairs of damaged buildings, facilities and systems to determine feasibility of repairs or replacement.
• Liaise with other engineers and Mission specialists responsible for related specialized phases to arrive at mutually satisfactory approaches to problems by exchanging and comparing data.
• Conduct investigations to develop improved designs and construction techniques.
• Produce cost data and estimates on engineering-related requirements of current and planned field missions.
• Liaise with Procurement Section on the status of engineering solicitation.
• Analyze project proposals to ensure technical feasibility and that project objectives are attainable within prescribed resources.
• Update the project DASH board on weekly basis and report to unit heads.
• Identify all routine engineering operational requirements within Engineering Section; preparing; implementing; and controlling appropriate methods to cater for them, ensuring optimal utilization of available resources in order to provide engineering project management support to Mission clients and Field Locations.
• Monitor, review, and coordinate project design and construction in Engineering Operations and work with Field Engineers in Project Management and reporting of all on-going Mission Priority Projects within the Mission.
• Maintain accurate project records and files.
• Perform other duties of a similar nature or level as requested by the State Engineer.
• Travel to various locations in the area of operations to plan and monitor road work maintenance and repairs.
• Provide coaching, mentoring and on-the-job training to national personnel;

Under the overall direction of and reporting to the Head of Engineering Support Unit, responsibilities will include:

• Assist in daily routine administrative issues, such as, but not limited to: drafting memoranda, faxes, letters etc, making copies, following up on the progress of document submission and approval status, maintaining filing system and conducting archiving for all units of Engineering Section;
• Ensure all Engineering records, recruitment files, staffing tables and Organigrams are up-to-date;
• Prepare and process relevant documents for recruitments and extensions of contracts for international, national and UN Volunteers; assist with the succession planning of retiring/checking out staff members;
• Prepare regular and updated recruitment status for international, national and UN Volunteers and assisting/recommending on recruitment processes and procedures to Hiring Managers;
• Schedule and coordinate interview related activities for staff such as UN Volunteers and national staff; assisting with documenting UN Volunteers/National Staff recruitment interviews as and when required;
• Assist and advise newly arrived staff on pertinent administrative tasks prior to deployment such as accommodation requests, requests for equipment such as radio and computer, Geospatial, Information and Telecommunications Technologies (GITT) forms to accomplish, etc.;
• Monitor, prepare, review and submit Monthly Attendance records to Time and Attendance Unit;
• Prepare written responses to queries concerning Engineering and Human Resources related matters such as contract extensions, entitlements like home leave/family visits/ Education Grants, e-PAS, etc.;
• Assist in distribution of outgoing/incoming correspondences to various units of Engineering Section/concerned section and conducting follow through activities;
• Prepare supply/GITTS equipment requests, follow up on orders and deliveries;
• Assist and advise headquarters or field based Administrative/Team Assistants within Engineering section regarding human resource/administrative related duties;
• Manage, coordinate and advise staff on internal and external training requirements of Engineering section in coordination with the Integrated Mission Training Centre (IMTC)/training institutions such as fax confirmations, flight plans, travel requests, visa, other pertinent travel documents; preparing administrative and other training requirements for the regularly conducted Engineering conference or similar activities;
• Plan or organise meetings, conferences, VTCs and events for the section and preparing notes, minutes or reports as appropriate.
• Perform additional related tasks as and when required by the Chief Engineer or Deputy Chief Engineer relevant to the assignment.

Under the direct supervision of the Head Engineering Resources Management Unit the UN Volunteer will perform the following duties and responsibilities:

• Assist managers in the justification of resource requirements for budget submissions;
• Coordinate with other finance and budget staff on related issues during preparation of the budget reports;
• Monitor budget implementation and expenditures;
• Assist in preparation of budget performance submissions and finalisation of budget performance reports, analyse variances between approved budgets and actual expenditures;
• Prepare shopping carts for goods and services, and enter the obligations to be raised and approved in UMOJA;
• Review payments to staff and vendors for goods and services, including checking payment for accuracy and correcting any discrepancies;
• Coordinate filling and archiving that relates to budgets, ensuring compliance with United Nations policies and procedures;
• Draft or prepare correspondence to respond to enquiries in respect to financial and budget matters;
• Perform other duties as asigned.

Reporting to the Civil Affairs Team Leader at the field office level, the incumbent’s responsibilities will be:

• Maintain contact with local government authorities, political leaders, traditional leaders, religious leaders, civil society groups and business people, as well as with representatives of local and international organisations and brief them on the mandate and activities of UNMISS, if so required;
• Provide analysis on conflict management (prevention, mitigation, resolution) including related political, security, social and economic developments, youth and gender-related issues or any other significant developments in order to identify trends within the area of responsibility (AOR), and in support of the mission’s overall protection of civilians mandate;
• Provide support to local level peace processes;
• Provide accurate, timely and factual daily, weekly and monthly reports on conflict management, protection of civilians and peace process activities within the area of responsibility;
• Assist with conducting VIP briefings and visits;
• Collaborate and coordinate relevant activities, participate in meetings with other UN agencies and other bodies and institutions, including local and international Non-Governmental Organisations (NGOs) operating at the state/county level;
• Undertake assessment missions to outlying villages and localities to build capacity in the area of conflict management and civic education, gather information, establish and maintain local level relationships;
• Support the organisation of workshops either within CAD or in collaboration with others;
• Undertake any other assignment, as may be directed by the Team leader and/or the Director/Deputy Head of the Civil Affairs Division.

Under the direct supervision of the Field Engineer, the UN Volunteer will undertake the following tasks:

• Performing and coordinating all tasks related to generator installations in the mission including: new generators and allied works; large capacity generators to form complete power generating stations, identifying sites and advising on platforms and generator houses in various locations through the mission area;
• Ensuring that the generator installations/works/maintenance meet the safety standards in accordance with international codes and regulations;
• Responsible on scheduled routine maintenance, emergency repairs and overhauling of generators (static/mobile), including the installation of auxiliary fuel systems, such as main tanks, transfer pump and filters;
• Checking/calculating accurate requirement of electrical loads for proper sizing of generators; analysing and correcting distortions on loads and balancing the loading on all three phases of three-phase generators; trouble-shooting the causes of load imbalance and providing solutions;
• Performing surveys, preparing technical reports, drawings and material quantities for operations / maintenance materials and carry out physical check of all received spares;
• Recording and reporting periodically the POL (Petrol Oil and Lubricant) consumption against the power generation to ensure compliance with UN standards;
• Performing generator synchronisation works and ensuring the generators are well synchronised to minimise the fuel consumption / maintenance per power plant;
• Coordinating, monitoring and evaluating all tasks performed by a contractor to ensure compliance with the Operation and Maintenance schedule and the generators manufacture guidance;
• Ensuring all contractor and staff under his supervision are complying with UNMISS waste management and environmental policy;
• Preparing and submitting design for approval for simple installations, preparing material specifications for the purpose of raising requisitions for new power plant;
• Planning well in advance to provide yearly / quarterly lists of demand of spare parts for diesel engines, alternators, and control panels as well as necessary tools and equipment;
• Monitoring tools/equipment and spare parts inventory; and adequate supply of spare parts for routine scheduled maintenance, as well as maintaining log books, maintenance records and spare parts’ consumption records to ensure the use of the spare parts in most productive / economical manner;
• Liaising with Electro-Mechanical Engineer for expert advice on generator works; and Electrician regarding electrical matters and other engineering sub-units for generator works;
• Providing instructions / guidance on end-use care and servicing of generator sets;
• Training users for proper operation, upkeep and general maintenance of generators;
• Coordinating with outside agencies appointed to enhance the unit’s maintenance capabilities;
• Providing input for data entry in the asset control database immediately after receipt, repairs/overhaul, transfer, and disposal of generators;
• Managing, supervising and delegating tasks to unit’s personnel;
• Performing other related duties, as required.

Under the direct supervision of the State Engineer and liaising frequently with the Project Manager; the UNV Heating, Ventilation and Air Conditioning (HVAC) Technician will perform the following duties:

• Installing, maintaining, servicing and repairing HVAC, refrigeration (including freezer), industrial kitchen equipment and kitchen appliances, and industrial and domestic gas equipment;
• Carrying out scheduled periodic and emergency maintenance services on all air conditioning installations and equipment;
• Ensuring installation of new systems and maintenance of existing systems meet the safety and environmental standards in accordance with international codes and regulations;
• Receiving Engineering Work Order Requests (EWRs), prints or sketches for the job;
• Reading and interpreting HVAC and electrical drawings;
• Interpreting simple electrical installations and providing the necessary diagrams carrying out low voltage electrical installations and maintenance work;
• Preparing material specifications for the purpose of raising requisitions;
• Providing lists of items/spare parts required as well as tools and equipment, well in advance;
• Monitoring the tools/equipment and spare parts inventory and ensuring the use of items/spare parts in the most productive manner;
• Liaising with Electro-Mechanical Engineer for expert advice on HVAC and refrigeration works;
• Providing input for data entry in the asset control database immediately after receipt, repairs/overhaul, transfer and disposal of equipment;
• Building capacity through coaching, mentoring and formal on-the-job training of national staff;
• Performing other related functions as required.

Under the direct supervision of Associate Protection Officer, the UN Volunteer will undertake the following tasks:

• Through relationships with persons of concern, authorities and network of partners stay abreast of political, social, economic and cultural developments that have an impact on the protection environment and provide advice to senior management.
• Ensure that the perspectives, capacities, needs and resources of the persons of concerns are reflected in the protection strategy, planning processes and operations plan addressing the specific protection needs of women and men, children, youth and older persons, persons with disabilities, minority groups such as sexual minorities and persons living with HIV/AIDS;
• Utilize the IDPs footprint during the planning process;
• Coordinate the promotion of international refugee law principles and standards and also IDP legislation or policies ensuring that all sectors and clusters fulfill their responsibilities mainstreaming protection;
• Coordinate the implementation and monitoring of programmes ensuring that identified protection needs, including an Age, Gender and Diversity (AGD) approach, are adequately addressed;
• Provide policy guidance and operational support to UNHCR and partners on all protection related issues;
• Provide legal advice and guidance on protection issues to internal and external interlocutors; ensure legal assistance is accessible to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documents to persons of concern (civil documentation, in particular birth certificates);
• Monitor, and assist with the intervention in cases of refoulement, expulsion and other protection incidents through working relations with governments and other partners;
• Assist in the coordinated implementation and oversight of Standard Operating Procedures (SOPs) for all protection/solutions activities;
• Ensure that durable solutions through voluntary repatriation, local integration and where appropriate, resettlement are sought and provided to the largest possible number of persons of concern;
• Ensure through direct action and advocacy with more senior protection staff that the necessary resources are allocated to enable protection activities to identify and address protection and assistance gaps;
• Support a consultative process with government counterparts at local levels, partners and persons of concern to develop and implement integrated strategies that address the key protection priorities, including, for example, child protection, education and SGBV, and solutions approaches;
• Promote confidence building and conflict resolution among populations of concern, authorities and host communities;
• Maintain protection presence through regular field missions and reports, making direct contact with persons of concern, host communities, local authorities and partners. In operations applying the humanitarian cluster system, contribute to ensuring that the response of the Protection Cluster is grounded in an AGD-compliant strategy which covers all assessed and prioritized protection needs of the affected populations;
• Contribute to the Protection team's information management component which: provide disaggregated data on populations of concern and their problems; researches, collects and disseminates relevant protection information and good practices to enhance protection delivery and provide technical advice if necessary;
• Ensure participatory, community-based protection and AGD approaches are included in, strategies and plans in the country operation;
• Support persons of concern to develop structures that enhance their participation and protection.
