Sous la supervision directe du Coordonnateur National du Projet, le Volontaire ONU national Assistant Administratif et Financier est appelé à assumer les tâches ci-dessous ::

Administration

• Assurer le suivi des différentes procédures administratives liées à la mise en œuvre du projet y compris les procédures d’achats ;
• Appuyer l’organisation des réunions, la préparation des ateliers, séminaires et autres rencontres de travail ; prendre des notes lors de ces réunions ;
• Assurer la programmation et l’organisation des missions externes (autorisation de sécurité, mouvement du personnel, etc.) et la planification de leurs agendas ;
• Assurer le classement, l’archivage des documents et les correspondances du projet ainsi et assurer le suivi des réponses aux lettres reçues par le bureau du projet ;
• Assurer le respect des procédures en matière de traitement des correspondances ;
• Assurer le suivi de l’application des décisions du Comité de pilotage ;
• Assurer l'appui aux auditeurs externes et internes et missions des bailleurs de fonds pour les questions relatives à l’Administration ;
• Accueillir et orienter les visiteurs avec professionnalisme ;
• Superviser le bon fonctionnement des bureaux, afin d’assurer un environnement de travail sain et sécurisé ;
• Appuyer le Coordonnateur pour toute autre tâche nécessaire au bon suivi du projet

Finances

• Assurer un suivi global des dépenses du projet au travers d’outils de gestion financières et tenir une matrice des dépenses actualisées pour l’ensemble du Projet ;
• Assister le coordonnateur du Projet dans la préparation et la vérification des budgets ainsi que dans les projections des dépenses ;
• Préparer les révisions budgétaires et ajustements financiers ;
• Veiller à l’exécution rapide des autorisations de paiement ;
• Garder un contact permanent avec les banques principalement les gestionnaires des comptes bancaires du Projet pour assurer une exécution rapide des ordres donnés ;
• Assurer l’appui aux auditeurs externes et internes et missions des bailleurs des fonds pour les questions relatives à la gestion financière ;
• Etablir les bons d’engagement et commandes ;
• Exécuter toutes autres tâches confiées par le Coordonnateur National du Projet.

Le/la Volontaire des Nations Unies sera placé(e) sous la supervision directe du Spécialiste en Coordination du New Deal pour l'engagement dans les États fragiles du bureau pays PNUD (au République Démocratique du Congo à Kinshasa) et travaillera (en étroite) collaboration avec l’Associée de programme entreprenariat de la FMANU (en République de Corée à Séoul) ainsi qu’avec l’Experte technique – villes intelligente et digitalisation du Centre global du PNUD à Singapore.

Le/la Volontaire des Nations Unies effectuera les tâches suivantes:

• Appuyer la coordination de la mise en œuvre du projet Citypreneurs
• Appuyer la coordination des activités quotidiennes du projet qui seront mis en œuvre à Kinshasa ;
• Appuyer l’assurance de la qualité et la mise en œuvre selon le calendrier du projet ;
• Contribuer à un bon travail d’équipe et à une communication transparente avec les personnels du PNUD RD Congo, de la FMANU et du Centre global du PNUD à Singapore engagés dans le projet, ainsi que les autres partenaires éventuels ;
• Appuyer la mise en place d’un système de suivi et évaluation effectif des activités dès le début du projet conformément à la description du document de projet Citypreneurs et son opérationnalisation continue tout au long du projet ;
• Appuyer la rédaction des rapports de suivi périodiques ;
• Appuyer la gestion du projet selon les règles administratives et financière du PNUD, de manière transparente, efficace et effective en faisant preuve de la plus grande intégrité et en conformité avec les règles de l’ONU.
• Contribuer à une assistance technique continue à l’autorité du PNUD RD Congo et leurs partenaires sur les questions de la gestion des déchets ménagers et l’accès à la santé dans le cadre de la crise humanitaire du COVID19.
• Appuyer la liaison entre les différentes parties prenantes du projet notamment le secteur privé, les institutions gouvernementales et publiques et les partenaires techniques et financiers ;
• Appuyer la conduite des études et analyses pertinentes et appuyer les experts techniques mobilisés par le projet pour contribuer à l’atteinte des objectifs du projet ;
• Contribuer à diffuser les résultats et leçons apprises du projet à l’échelle régionale ;
• Favoriser l’appropriation des résultats du projet par les institutions nationales et locales, et la diffusion des résultats et leçons apprises du projet, notamment pour le déroulement du programme et lors de la réalisation des projets pilotes;
• Remplir d’autres responsabilités contribuant à la mise en œuvre effective du projet.

The JMAC Associate Information Analyst will be deployed to the MINUSMA Regional Office in Mopti in order to collect information and analyse the situation on the region in close liaison with the substantive sections of the regional office, UNDSS, Military and UNPOL. Under the direct supervision of the Head of Office (First Reporting Officer) and the Chief JMAC (Second Reporting Officer) in Bamako, the UN Volunteer Associate Information Analyst will be deployed in Mopti to establish permanent liaison with all other UN personnel in the regional office to collect, compile and share information on trends and incidents in the region.

The UN Volunteer will undertake the following tasks:

• Gather in-depth knowledge of the town and the region (historical background, geog-raphy, armed groups, jihadists, military, police, gendarmerie, administrative authori-ties, etc.).

• Maintain excellent relationships with all components (substantive sections, Force, police) present in the regional office.

• Keep the regional Head of Office informed and support him as per SOP on Field Of-fices.

• Investigate any incident in the field, within the limits of his/her area of responsibility and in close liaison with the Security Officer, UNPOL, Force and Human Rights of the regional office.

• Compile weekly information report to the JMAC in Bamako.

• Analyze the situation.

• Perform any other duties as required

Under the direct supervision of the Chief, Board of Inquiry Office, the UN Volunteer will undertake the following tasks:

• Liaise with relevant offices in the Civilian, Police and Military components for Investigation Reports and pertinent documentation;

• Establish a rapport with related counterparts/clients (i.e. Force Provost Marshal, Chief Military Personnel Officer, Chief Force Police Unit, Office of the Force Commander, Military Legal Adviser, Chief Conduct and Discipline, Chief Security Adviser, Chief Medical Officer, Chief Military Personnel Officer);

• Prior to convening Board of Inquiry, review the Investigation Report and/or all relevant documentation to the case to identify the grey areas, missing information, gaps, discrepancies and contradictions which require to be addressed; identify parties forming the subject matter of the action and/or witnesses to be interviewed for clarification purposes;

• Confirm the availability of nominated Board members from the Roster, avoiding conflict of interest;

• Draft BOI Convening Order and ‘case-specific’ Terms of Reference for review/approval of the Unit/Section Chief, the Office of Legal Affairs, the Convening Authority, and the Head of Mission;

• Ensure that Board members receive Legal and Administrative Briefing; administer ‘Undertaking of Confidentiality’;

• During proceedings, perform an advisory role to the Board and provide guidance in accordance with the Terms of Reference and the applicable UN rules/regulations/directives/administrative instructions and ensure that the Board is focused on the issues before them;

• Provide adequate clerical, logistical and communication support to the individual Boards during proceedings;

• Participate in on-site visits and take notes of all observations on the ground;

• Locate and arrange for interview of witnesses beforehand and allowing the parties to be prepared and/or to refresh the facts of the case;

• Obtain Witness Attestations, take statements ensuring relevant questions are addressed; if not, advise the Chairman; prepare and forward completed Statements for review and obtain signatures;

• Monitor progress on the case, keeping in mind the deadline for submission of the final report according to the SOPs for BOI;

• Specific to the BOI report, ensure findings and methodology possess the requisite integrity and merit, and that all avenues to the inquiry have been exhausted; ensure that the report is format-compliant, structured and unambiguous in its expression;

• Ensure that the recommendations are practical, feasible and implementable;

• Forward the draft BOI Report to the Legal Office for review, comments and/or approval;

• If applicable, forward the comments and concerns by the Legal Office to the Board members for their further consideration;

• Upon its approval by the Legal Office, compile the BOI case file, complete with annexes and the signed Final BOI Report for review, comments and/or approval by the Unit/Section Chief, Office of Legal Affairs and the Head of Mission;

• On behalf of the Head of Mission, draft transmittal memoranda for the Under-Secretary-General for Field Support (USG/DFS) summarizing the facts of the case and ensuring accuracy, paying close attention to grammar, language, coherence, chronology, tone, style and format; draft transmittal memoranda to relevant offices, indicating how the Board arrived at the recommendations and requesting its implementation;

• Follow-up with relevant offices to ensure the recommendations have been implemented as requested by the Head of Mission;

• Scan the finalized BOI case files to the various databases, including BOI Tracker;

• Inform Conduct and Discipline Team, should misconduct on a case be established on a BOI;

• Monitor and record movement of BOI case files in circulation;

• Maintain a proactive and dynamic approach to problem solving related to the assigned case portfolio and the Unit’s workload;

• Provide back-up support during the absence of other colleagues;

• Ensure timely, professional and effective response to enquiries;

• When working with (including supervising) national staff or (non-governmental counterparts, the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training;

• Any other duties as requested by the supervisor.

Under the direct supervision of Chief Life Support Section and Administrative Officer, the UN Volunteer will undertake the following tasks:

• Maintain accurate logs for the registration and distribution of all incoming and outgoing mail and ensuring timely receipt of correspondence by addressees;

• Establish and maintain filing system in respect of all correspondence;

• Prepare correspondence, memos and email as way of providing support to the heads of the Section units;

• Assist in the preparation of Budget for the Life Support Section;

• Assist in the preparation of financial performance report;

• Responsible for consolidating the Section’s acquisition plan as well as quarterly updates;

• Responsible for creating shopping carts and earmarked funds;

• Responsible for invoice processing;

• Monitoring of service contracts for advertisement in local newspapers;

• Assist in the recruitment of Individual Contractors and maintenance of their monthly attendance sheet;

• Assist in consolidating e-performance and contact extension for staff as the end of the contract period;

• Maintaining a database of all staff within the section;

• When working with national staff or (non-)governmental counterparts, including Implementing Partners (IPs), the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training;

• Any other related duties as may be required.

Sous la supervision directe de la Coordinatrice Technique nationale, la supervision globale de la Coordonnatrice régionale à Dakar, en collaboration avec les autres collègues du bureau régional et au niveau pays, le/la Volontaire des Nations Unies aura pour rôle d’appuyer de façon générale l’équipe du bureau Mali d’UNCDF à mettre en œuvre son portefeuille de projets lié à l’autonomisation économique des femmes pour l’atteinte de ses objectifs dans les domaines divers de son mandat. le/la Volontaire des Nations Unies effectuera les tâches suivantes:

• Appuyer à la mise en œuvre et le suivi des projets en cours d’exécution ;
• Contribuer à l’élaboration de plans de travail annuels ;
• Appuyer/ contribuer pour le développement et le suivi des partenariats (organismes gouvernementaux, PTFs/SNU, la société civile, le secteur privé (PME), les institutions financières, collectivités locales, autres etc.)
• Appuyer à l’organisation de missions de cadrage/formulation et d’assistance technique;
• Aider à la rédaction de documents de projets/cadrage, rapports techniques, revues de performance et rapports annuels des pays ;
• Appuyer à l’organisation de réunions et la participation aux réunions/ateliers, cadres de coordination et de concertation avec les parties prenantes du projet en assurant la rédaction et le partage des comptes rendus ;

Under the direct supervision of the Civil Affairs Regional Coordinator and overall authority of the Chief of Civil Affairs Section (CAS) the UN Volunteer will undertake the following tasks:

• Establishes and maintain contacts with relevant interlocutors at the local level as directed, including representatives of local authorities, as well as civil society actors, non-governmental organizations, community representatives and representatives of local interest groups;
• Coordinates activities and initiatives (across disciplines and components) with other team members to achieve consistency and synergy in mandate implementation;
• Collects information at the local level as required and undertakes assessment of specific sectors with a view to identifying needs and priorities. Assists in identifying the concerns and perceptions of the local population;
• Contributes to overall mission monitoring and planning as required;
• Assists in organizing outreach activities to promote good relations and understanding between Mission’s actors and the population, and ensures accurate information dissemination on Mission’s role and mandate;
• Works closely with civil society groups or institutions that promote Governance as well as accountability and transparency, including through organizing joint initiatives and events;
• Assists in protecting and promoting rights of excluded and/or threatened groups in full respect of Mission’s mandate and international law;
• Assist in the design and implementation of civic education programmes at the local level in coordination with local authorities and/or civil society actors;
• Write, supervise and finalize reports on governance, social cohesion, conflict resolution, confidence building and popular
• participation in development.

Under the direct supervision of Programme Management Officer – Head of External Relations Unit and under the overall guidance of the Director of Stabilization and Recovery section, the UN Volunteer will undertake the following task:

Support S&R communication strategies and approaches, focusing on the following:

• Design and organize internal awareness-raising sessions, conferences and events;
• Support specific training activities on communications and Stabilization & Recovery section colleagues based in the field;

• Act as S&R focal point for general information requests.

Support external communication strategies, focusing on the following:

• Participate in preparation of communication activities, including briefing notes and minutes, etc.;
• Support national and international partners in the development and update of online and other tools dedicated to the coordination of assistance, stabilization and development programmes and projects in post-conflict areas;
• Support specific training activities on communications and national partners;
• Collaborate with the Public Information Officers (PIO) in media and outreach operations, for promotion of stabilization and recovery activities.

Support reporting and publication efforts of the Stabilization & Recovery section, focusing on the following results:

• Produce/disseminate regular reports/documents and updates for the section and other stakeholders;
• Participate in editing of the S&R publication tools, take part in the publication activities of the section
• Support content and knowledge management, as well as data collection regarding stabilization and recovery results on the ground;
• Contribute to update stabilization & recovery content into the UN internet and MINUSMA website, participate in media monitoring on a regular basis;
• When working with national personnel or (non-)governmental counterparts, set aside dedicated time for training, coaching, mentoring and capacity development;
• Perform any other related activity as deemed appropriate by the supervisor.

Sous la supervision générale du Team leader du Pilier CIDD et sous la supervision directe du Chef de Bu-reau PNUD Kananga, l’Assistant au Relèvement communautaire s’acquittera principalement des tâches suivantes :

1.Appui à la mise en œuvre du projet :

• Assurer la coordination des activités du projet et produire des rapports de qualité;
• Coordonner le processus de planification, mise en œuvre, suivi et évaluation en veillant a la cohé-rence et la synergie des interventions;
• Préparer un plan de travail des activités trimestriel et mensuel;
• Coordonner la collaboration avec les différents partanaires;

2. Identifier et renforcer les possibilités économiques pour les groupes vulnérables, victimes des conflits dans la zone d’intervention :

• Identifier et analyser les filières économiques prometteuses par zone d’intervention et leurs goulots d’étranglement (inputs, production, conservation, transformation, commercialisation et marché) ;
• En collaboration avec les Comités Locaux de Paix et de Développement, identifiers les différents bénéficiares du projet en privilégiant les groupes vulnérables et l’égalité du genre ainsi que les ac-tions prioritaires;
• Elaborer des packages d’appui pour les bénéficiaires (victimes des violences sexuelles, jeunes, femmes, femmes chefs de ménage, IDP, retournés, ex-combattants, etc.) pour démarrer des activi-tés économiques (information, formation, matériel de démarrage);
• Se référer au Plans Locaux de Développement dans l’identification des actions prioritaires ;
• Elaborer et mettre en place un système d’accompagnement et de suivi des bénéficiaires ;
• Identifier les possibilités de formation professionnelle (centre de formation) ou d’apprentissage des métiers, en ligne avec les activités économiques et filières identifiées et, si nécessaire, élaborer un plan d’appui pour ces centres

3. Renforcer les organisations des producteurs et leurs mécanismes de financement :

• Informer et former les bénéficiaires à la création et la gestion d’organisations/associations de pro-ducteurs (OP), sur le plan organisationnel, institutionnel et managérial ;
• Renforcer et accompagner les OP existantes et nouvelles ;
• Initier et mettre en œuvre un plan de formation et d’accompagnement pour les animateurs/trices des structures socio-économiques, y inclus la sensibilisation à la culture de l’épargne et du crédit, etc.);
• Sensibiliser les bénéficiaires à la culture de l’épargne, promouvoir la création et renforcer les capa-cités et fonctionnement des Mutuelles de Solidarité (MUSO) et les liens des OP/MUSO avec les institutions de micro-finance

4. Appuyer l’élaboration et la mise en œuvre d’un système de suivi-évaluation :

• Contribuer à l’élaboration et la mise en œuvre d’un système de suivi-évaluation (indicateurs, outils, etc.) du projet, qui permettra de démontrer les résultats des interventions et de prendre des me-sures de correction si nécessaire ;
• Contribuer à la réalisation des études de base (baselines) du programme et des projets concernés

5. Contribuer à la mise en œuvre générale du programme et à l’intégration du genre comme aspect transversal :

• Contribuer à l’élaboration des diagnostics participatifs en collaboration avec les autorités provin-ciales et locales ;
• Promouvoir une étroite collaboration avec différents acteurs nationaux et internationaux ;
• Contribuer à l’élaboration des rapports techniques et des rapports à l’intention des bailleurs.
• Contribuer à l’intégration des aspects genre et développement dans le projet ;
• Collaborer avec les autres Experts du bureau pour une meilleure consolidation des acquis

En plus de ce qui précède, les Volontaires des Nations Unies sont censés :

• Renforcer leurs connaissances et compréhension du concept du volontariat en lisant la do-cumentation mise à disposition par le programme VNU, les publications externes et prendre activement part aux activités du programme VNU, par exemple s’impliquer dans les activi-tés commémoratives de la Journée internationale des Volontaires (JIV), le 5 décembre.
• Se familiariser et développer toute forme de volontariat traditionnel et/ou local au niveau du pays d’accueil.
• Refléter le type et la nature des actions volontaires qu’ils entreprennent, y compris leur par-ticipation dans les réflexions substantielles.
• Contribuer à la rédaction des articles sur les expériences de terrain à soumettre pour la pu-blication du programme VNU/ site web, bulletin et notes de presse, etc.
• Contribuer au Programme d’accueil des Volontaires des Nations Unies nouvellement arrivés dans le pays d’affectation;
• Promouvoir ou conseiller les groupes locaux dans l’utilisation des volontaires en ligne ou encourager les individus et les organisations à utiliser les services de volontaires en ligne quand cela est techniquement possible.

Under the overall supervision of the Chief Aviation Officer and Chief Air Terminal/Airfield Unit, the Air Operations Assistant (Fire Marshal) will be responsible, but not limited, for the following duties:

• Conduct Emergency Crash Rescue (ECR) operations, emergency plan and lead a fire fighting team.

• Supervise fire assistant crew and shift activities for the daily operations of the fire cell.

• Provide guidance and supervision in training, inspections, and maintenance to ensure personnel and equipment maintain a high state of fire-fighting readiness and the ability to interpret and enforce fire prevention codes.

• Communicate with the public, workers, and other emergency personnel.

• Monitor all aircraft start.

• Monitor refueling and de-fueling operations.

• Perform other duties as required.
