Administration

Finances

  • Assurer un suivi global des dépenses du projet au travers d’outils de gestion financières et tenir une matrice des dépenses actualisées pour l’ensemble du Projet ;
  • Assister le coordonnateur du Projet dans la préparation et la vérification des budgets ainsi que dans les projections des dépenses ;
  • Préparer les révisions budgétaires et ajustements financiers ;
  • Veiller à l’exécution rapide des autorisations de paiement ;
  • Garder un contact permanent avec les banques principalement les gestionnaires des comptes bancaires du Projet pour assurer une exécution rapide des ordres donnés ;
  • Assurer l’appui aux auditeurs externes et internes et missions des bailleurs des fonds pour les questions relatives à la gestion financière ;
  • Etablir les bons d’engagement et commandes ;

Under the direct supervision of UNODC Lebanon Head of Office, and the overall guidance of the Regional Representative at the UNODC Regional Office for the Middle East and North Africa (ROMENA), and ROMENA’s Communications and Visibility Officer, the national UN Volunteer will undertake the following tasks in order to support the Office in raising the profile of its activities and results in the region: the National UN Youth Volunteer will:

  • Install, commission, and maintain HF base and mobile transceivers; HF email systems; VHF and UHF base stations, repeaters, mobile, and handheld units; tetra systems; Digital Microwave Links including VSAT system.

  • Erect antenna masts and install wide range of VHF/UHF and HF antennas.

Under the direct supervision of the Chief, Board of Inquiry Office, the UN Volunteer will undertake the following tasks:

  • Liaise with relevant offices in the Civilian, Police and Military components for Investigation Reports and pertinent documentation;

  • Establish a rapport with related counterparts/clients (i.e. Force Provost Marshal, Chief Military Personnel Officer, Chief Force Police Unit, Office of the Force Commander, Military Legal Adviser, Chief Conduct and Discipline, Chief Security Adviser, Chief Medical Officer, Chief Military Personnel Officer);

  • Prior to convening Board of Inquiry, review the Investigation Report and/or all relevant documentation to the case to identify the grey areas, missing information, gaps, discrepancies and contradictions which require to be addressed; identify parties forming the subject matter of the action and/or witnesses to be interviewed for clarification purposes;

  • Confirm the availability of nominated Board members from the Roster, avoiding conflict of interest;

  • Draft BOI Convening Order and ‘case-specific’ Terms of Reference for review/approval of the Unit/Section Chief, the Office of Legal Affairs, the Convening Authority, and the Head of Mission;

  • Ensure that Board members receive Legal and Administrative Briefing; administer ‘Undertaking of Confidentiality’;

  • During proceedings, perform an advisory role to the Board and provide guidance in accordance with the Terms of Reference and the applicable UN rules/regulations/directives/administrative instructions and ensure that the Board is focused on the issues before them;

  • Provide adequate clerical, logistical and communication support to the individual Boards during proceedings;

  • Participate in on-site visits and take notes of all observations on the ground;

  • Locate and arrange for interview of witnesses beforehand and allowing the parties to be prepared and/or to refresh the facts of the case;

  • Obtain Witness Attestations, take statements ensuring relevant questions are addressed; if not, advise the Chairman; prepare and forward completed Statements for review and obtain signatures;

  • Monitor progress on the case, keeping in mind the deadline for submission of the final report according to the SOPs for BOI;

  • Specific to the BOI report, ensure findings and methodology possess the requisite integrity and merit, and that all avenues to the inquiry have been exhausted; ensure that the report is format-compliant, structured and unambiguous in its expression;

  • Ensure that the recommendations are practical, feasible and implementable;

  • Forward the draft BOI Report to the Legal Office for review, comments and/or approval;

  • If applicable, forward the comments and concerns by the Legal Office to the Board members for their further consideration;

  • Upon its approval by the Legal Office, compile the BOI case file, complete with annexes and the signed Final BOI Report for review, comments and/or approval by the Unit/Section Chief, Office of Legal Affairs and the Head of Mission;

  • On behalf of the Head of Mission, draft transmittal memoranda for the Under-Secretary-General for Field Support (USG/DFS) summarizing the facts of the case and ensuring accuracy, paying close attention to grammar, language, coherence, chronology, tone, style and format; draft transmittal memoranda to relevant offices, indicating how the Board arrived at the recommendations and requesting its implementation;

  • Follow-up with relevant offices to ensure the recommendations have been implemented as requested by the Head of Mission;

  • Scan the finalized BOI case files to the various databases, including BOI Tracker;

  • Inform Conduct and Discipline Team, should misconduct on a case be established on a BOI;

  • Monitor and record movement of BOI case files in circulation;

  • Maintain a proactive and dynamic approach to problem solving related to the assigned case portfolio and the Unit’s workload;

  • Provide back-up support during the absence of other colleagues;

  • Ensure timely, professional and effective response to enquiries;

  • When working with (including supervising) national staff or (non-governmental counterparts, the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training;

Under the direct supervision of Chief Fuel Unit through the Fuel Operations Officer, the UN Volunteer will undertake the following tasks:

  • Operate the fuel pump/dispenser equipment on the ground fuel truck/fuel point and receive/issue fuel;

  • Keep accurate records of all receipts and issues of fuel products on a daily, weekly and monthly basis;

  • Measure and report stock levels of all fuels in tanks and fuel trucks by tank dips and meter readings;

  • Compile daily, weekly and monthly fuel balance sheets;

  • Ensure safety procedures are followed in operating the fuel trucks/fuel point refuelling equipment;

  • Ensure fuel is issued only to authorized personnel/equipment in accordance with mission regulations;

  • Report all anomalies in fuel consumption to the supervisor immediately;

  • Implement the Standard Operating Procedure (SOP) on fuel quality control procedures;

  • Ensure daily testing of aviation fuels and ground fuels as per ASTM, API, IE and other international test methods;

  • Keep computerized records of all quality control tests conducted in the mission;

  • Prepare periodic reports on quality assurance issues;

  • Refuel mission and other authorized aircrafts as per the order document;

  • Monitor and report stock levels of aviation fuel from refuelled tank dips and meter readings;

  • Placing orders to vendors and coordinate receipt/issue of Petrolum Oils and Lubricants

    (POL) from vendors to delivery points;

  • Review and maintain all invoice and accounts records;

  • Supervise collation and data entry of information into required databases;

Sous la supervision générale du Team leader du Pilier CIDD et sous la supervision directe du Chef de Bu-reau PNUD Kananga, l’Assistant au Relèvement communautaire s’acquittera principalement des tâches suivantes :

1.Appui à la mise en œuvre du projet :

  • Assurer la coordination des activités du projet et produire des rapports de qualité;
  • Coordonner le processus de planification, mise en œuvre, suivi et évaluation en veillant a la cohé-rence et la synergie des interventions;
  • Préparer un plan de travail des activités trimestriel et mensuel;
  • Coordonner la collaboration avec les différents partanaires;

2. Identifier et renforcer les possibilités économiques pour les groupes vulnérables, victimes des conflits dans la zone d’intervention :

  • Identifier et analyser les filières économiques prometteuses par zone d’intervention et leurs goulots d’étranglement (inputs, production, conservation, transformation, commercialisation et marché) ;
  • En collaboration avec les Comités Locaux de Paix et de Développement, identifiers les différents bénéficiares du projet en privilégiant les groupes vulnérables et l’égalité du genre ainsi que les ac-tions prioritaires;
  • Elaborer des packages d’appui pour les bénéficiaires (victimes des violences sexuelles, jeunes, femmes, femmes chefs de ménage, IDP, retournés, ex-combattants, etc.) pour démarrer des activi-tés économiques (information, formation, matériel de démarrage);
  • Se référer au Plans Locaux de Développement dans l’identification des actions prioritaires ;
  • Elaborer et mettre en place un système d’accompagnement et de suivi des bénéficiaires ;
  • Identifier les possibilités de formation professionnelle (centre de formation) ou d’apprentissage des métiers, en ligne avec les activités économiques et filières identifiées et, si nécessaire, élaborer un plan d’appui pour ces centres

3. Renforcer les organisations des producteurs et leurs mécanismes de financement :

  • Informer et former les bénéficiaires à la création et la gestion d’organisations/associations de pro-ducteurs (OP), sur le plan organisationnel, institutionnel et managérial ;
  • Renforcer et accompagner les OP existantes et nouvelles ;
  • Initier et mettre en œuvre un plan de formation et d’accompagnement pour les animateurs/trices des structures socio-économiques, y inclus la sensibilisation à la culture de l’épargne et du crédit, etc.);
  • Sensibiliser les bénéficiaires à la culture de l’épargne, promouvoir la création et renforcer les capa-cités et fonctionnement des Mutuelles de Solidarité (MUSO) et les liens des OP/MUSO avec les institutions de micro-finance

4. Appuyer l’élaboration et la mise en œuvre d’un système de suivi-évaluation :

  • Contribuer à l’élaboration et la mise en œuvre d’un système de suivi-évaluation (indicateurs, outils, etc.) du projet, qui permettra de démontrer les résultats des interventions et de prendre des me-sures de correction si nécessaire ;
  • Contribuer à la réalisation des études de base (baselines) du programme et des projets concernés

5. Contribuer à la mise en œuvre générale du programme et à l’intégration du genre comme aspect transversal :

  • Contribuer à l’élaboration des diagnostics participatifs en collaboration avec les autorités provin-ciales et locales ;
  • Promouvoir une étroite collaboration avec différents acteurs nationaux et internationaux ;
  • Contribuer à l’élaboration des rapports techniques et des rapports à l’intention des bailleurs.
  • Contribuer à l’intégration des aspects genre et développement dans le projet ;
  • Collaborer avec les autres Experts du bureau pour une meilleure consolidation des acquis

En plus de ce qui précède, les Volontaires des Nations Unies sont censés :

  • Renforcer leurs connaissances et compréhension du concept du volontariat en lisant la do-cumentation mise à disposition par le programme VNU, les publications externes et prendre activement part aux activités du programme VNU, par exemple s’impliquer dans les activi-tés commémoratives de la Journée internationale des Volontaires (JIV), le 5 décembre.
  • Se familiariser et développer toute forme de volontariat traditionnel et/ou local au niveau du pays d’accueil.

Le/la Volontaire des Nations Unies sera placé(e) sous la supervision directe du Spécialiste en Coordination du New Deal pour l'engagement dans les États fragiles du bureau pays PNUD (au République Démocratique du Congo à Kinshasa) et travaillera (en étroite) collaboration avec l’Associée de programme entreprenariat de la FMANU (en République de Corée à Séoul) ainsi qu’avec l’Experte technique – villes intelligente et digitalisation du Centre global du PNUD à Singapore.

Le/la Volontaire des Nations Unies effectuera les tâches suivantes:

  • Appuyer la coordination de la mise en œuvre du projet Citypreneurs
  • Appuyer la coordination des activités quotidiennes du projet qui seront mis en œuvre à Kinshasa ;
  • Appuyer l’assurance de la qualité et la mise en œuvre selon le calendrier du projet ;
  • Contribuer à un bon travail d’équipe et à une communication transparente avec les personnels du PNUD RD Congo, de la FMANU et du Centre global du PNUD à Singapore engagés dans le projet, ainsi que les autres partenaires éventuels ;
