Within the delegated authority and under the supervision of the Programme Specialist- Technical Coherence, Spotlight Initiative or his/her designated mandated representative(s), the UN Volunteer Programme Analyst - Ending Violence against Women and Girls will:

Contribute technically to the development and implementation of the Spotlight Women Peace and Humanitarian Fund programme strategies and interventions for the prevention and mitigation of SGBV and Harmful Practices in humanitarian settings:

  • Provide assistance to the UN Women Sub-office in Maiduguri (Humanitarian office) for the Women’s Peace and Humanitarian Fund (WPHF)/Spotlight Initiative projects on GBV and for the projects under the WPHF COVID-19 ERW.
  • Support implementation of WPHF baseline studies to inform the start-up phase of the programme.
  • Monitor and report on the work of WPHF implementing partners against the programme result framework.
  • Review the submission of Spotlight WPHF partners’ monthly quarterly activities reports and prepare internal (UN) and donor (EU) reports.
  • Support activities on EVAWGs/GBV, including contributing to development of policy documents, concept notes, policy reviews, briefing/speaking notes for management, research activities, trainings and capacity building activities targeted to government/CSOs.
  • Participate in weekly Spotlight team meetings, monthly and online engagement with partners.
  • Contribute to enhancing coordination with the UN Trust Fund on Ending Violence against Women.

Provide technical support to inter-agency coordination on Spotlight Initiative to achieve coherence and alignment of UN Women programmes with other partners in the country:

  • Support the implementation of cross cutting Spotlight Initiative inter-agency activities
  • Participate in donor meetings and public information events, as delegated

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Master degree or equivalent
  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required; A first-level university degree in combination with three additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Under the guidance and direct supervision of the Deputy Resident Representative (DRR), the UNV Gender Specialist advises Senior Management on gender policies and trends and relevant linkages to UNDP programmes. The UNV Gender Specialist provides analysis for formulation of strategies and briefings to Senior Management. This includes working with Programme Team Leaders to implement the UNDP Pacific Office Gender Equality Strategy, ensuring that gender becomes a cross-cutting consideration in all programme activities, and exploring the viability of gender budgeting in the programme country. The UNV Gender Specialist will also work with Operations Team Leaders to ensure gender-sensitive recruitment and procurement processes.

  1. Provides advice and support to UNDP management, programmes and projects focusing on achievement of the following results:
  • Design and formulate some parts of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions.

  • Apply gender conceptual models in support of programme design.

  • Review new project documents to ensure that gender analysis informed the project design and the design respond to the analysis with concrete measures to address gender inequalities and empower women; and provide recommendations for improvements.

  • Review of the current programme and projects and recommend adjustments to better integrate gender in planned results, activities and indicators.

  • Compilation, analysis and interpretation of gender issues and statistical data, thorough research of gender issues in the countries covered by the Pacific office and preparation of high-quality analysis and reports that will inform UNDP programming.

  • Provision of high-quality analysis and substantive inputs to UN and UNDP annual reports, including corporate and donor reports, and other strategic documents, with a focus on evidence-based reporting on gender equality and women’s empowerment.

  • Support the development of a new gender-related portfolio, both focused on integration of gender to existing programmes/projects (re: improving the UNDP Gender Marker) as well as creating stand-alone or joint-programmes with other UN agencies (re: UNWOMEN).

  • Contribute to sub-regional, regional and inter-agency initiatives related to gender issues.

    2. Participates in effective management of the gender work in the Office as well as identifying opportunities for cross cutting initiatives amongst thematic areas in the Pacific Office focusing achieving the following results:

  • Provide inputs to the periodical country reports on progress implementation against all relevant signed UN Conventions (with special focus women’s human rights and gender dimension of human rights, including civil, economic, political and social rights, and GBV).

  • Coordinate the implementation of the Gender Equality Seal Certification Action Plan and the Pacific Office Action Plan on the Prevention of Sexual Harassment and Sexual Exploitation and Abuse

  • Serve as the Pacific Office Gender Focal Team (GFT) Secretariat - responsible for organizing and documenting the GFT meetings and keeping records of their deliberations.

  • Provide substantive expertise and guidance on gender mainstreaming in UNDP Pacific Office and serve as an institutional gender focal point for all internal and external partners;

  • Provide on demand technical expertise and strategic advice; good practices and tools on gender issues for the Programme Teams.

    3. Ensures creation of strategic partnerships and support to resource mobilization focusing on achievement of the following results:

  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

  • Represent UNDP in different working groups and interagency working groups on gender, including the UN Pacific Strategy Gender Outcome Group.

4. Provides policy advice and facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals and gender.

  • Ensure knowledge sharing, documentation and dissemination of good practices on gender equality, women’s empowerment and rights within the UNDP and the broader UN system;

  • Sound contributions to knowledge networks and communities of practice including the UNDP Gender Cop

  • Organization of training and capacity development events for the operations/ projects staff on gender and inclusion issues.

Within the delegated authority and under the supervision of the RH Programme Specialist and Head of Primary Health Care Department at MOPH and/or her designated mandated representative(s), the UNV Midwifery coordinator will:

  • Compile all monthly statistical reports, provided by the midwives in the PHCCs, on the number of pregnant women followed up, women & men provided with Family Planning (PF) counseling as well as beneficiaries targeted through health education at the PHCs and community level;
  • Compile and Report data, provided by the midwives, on the people reached through outreach Reproductive Health (RH) awareness, number of people referred to the PHC as well as RH indicators at the PHC level (Antenatal Care, Post Natal care, FP counseling etc.);
  • Perform frequent assessment phone calls to midwives at the PHC centers to ensure compliance with the patient centered approach and MoPH directives in the provision of care;
  • Train midwives at the healthcare centers when needed;
  • Conduct regular visits to primary healthcare centers to assess the work- flow and implementation of midwives;
  • Aid in the development of proper communication material to promote RH services in PHCCs when needed;
  • Develop regular progress reports on midwives work with a focus on key performance indicators (KPIs) ;
  • Asses any challenges that may face midwives and support as needed;
  • Supervise and coach midwifes;
  • Support in the forecasting of FP needs and supplies and conduct analysis as needed;
  • Support in research activities work and assist in developing and updating the projects work-plan;
  • Assist in following up on project indicators, targets and planned activities;
  • Assist in tracking and analyzing project indicators based on the monitoring and evaluation framework that is set by the project;
  • Implement and follow up on monitoring and evaluation activities as per the monitoring and evaluation framework and ensure proper documentation of all monitoring activities;
  • Follow up with PHCCs to ensure smooth project implementation;
  • Coordinate with the rest of the team (IT, field coordinators, monitoring evaluation and technical officers) to solve implementation issues at the level of PHCCs and push implementation forward;
  • Assist in collecting project indicators, updating indicator sheets and analyzing project data;
  • Assist in developing the regular project reports including monitoring updates, reports on monitoring and verification activities, and project progress updates including quarterly, semi-annual, and annual reports;
  • Assist in the development of monitoring and evaluation tools including forms, checklists, questionnaires, reports, dashboards when needed;
  • Assist in any research activities as necessary (rapid assessment of literature and evidence summaries, literature reviews, development of research tools, data collection, moderate focus groups, data analysis and write up of manuscripts);
  • Support the continuous update of project documents including lists of PHCCs and other related documents;
  • Assist in any monitoring activities for the PHC department, under the direction of the project coordinator;
