The FGM Data Fellows Programme will be coordinated by the Chiefs of the Gender & Human Rights (GHRB) and Population Data (PDB) Branches which will provide leadership and overall guidance. Technical supervision and monitoring will be under the responsibility of FGM focal points at country/regional level and/or under the Technical Specialist at PDB and the Monitoring & Evaluation Specialist at HQ/FGM coordination level. The Fellow will be assigned to the following tasks:

  • Coordinate the workplan and outputs of national experts on FGM analysis and research stationed in several countries within the region the FGM data and analysis expert is reponsible for.
  • Oversee statistical analysis with complex survey designs as well as descriptive data outputs delivered by national experts, such as visualistions of analytical results, through maps, figures, and charts, and tables supporting annual reports, among others;
  • Develop research protocol to collect and analyze qualitative data on female genital mutilation including data from the UNFPA-UNICEF Joint Programme on FGM;
  • Respond to data requests by national and regional entities, the Coordinator and Monitoring and Evaluation Focal Point of the Joint Programme to Eliminate FGM, as well as Headquarters;
  • Perform any other related tasks as required or assigned by the supervisor.
Bachelor degree or equivalent
  • Masters preferred, bachelors (University undergraduate degree or equivalent) accepted in the quantitative and/or qualitative social sciences, such as demography, public health epidemiology, statistics, sociology, economics or related discipline (such as computer science).

Under the overall coordination of HSS Programme Manager, the International UN Volunteer will support effective assessment, planning, implementation, and monitoring of UNDP’s infrastructure interventions with specific reference to rehabilitation ones, as well as to perform quality assurance to the processes of the infrastructure projects activities. The Civil Engineer will undertake the following tasks:

Summary of Key Functions:

  1. Conducts field visits to assess the progress of HSS infrastructure interventions.
  2. Develops technical design documents for rehabilitation/construction interventions and provides technical inputs and quality assurance.
  3. Formulates bidding documents in coordination with the relevant functional areas of UNDP and provides effective support throughout all stages of the tendering processes.
  4. Provides technical assistance and quality assurance services to UNDP HSS and national institutions.
  5. Oversight and building capacity of local Engineer/technical staff of UNDP HSS and national institutions.
  1. Conducts field visits to assess the progress of HSS infrastructure interventions.
  • Conducts field visits to several potential locations requiring specific technical assistance and, based on performed assessment recommends best solution for project implementation and contracts management, to mitigate any deviation and ensure timely delivery.
  • Prepares/reviews budget estimates based on the recommended solution for project implementation and contracts management.
  • Prepares/reviews Terms of References for detailed design for reconstruction/ rehabilitation of structures where needed.
  • Responsible to coordinate the works and oversight the construction and supervision companies of the rehabilitation works under his/her responsibility.
  1. Develops technical design documents for rehabilitation/construction interventions and provides technical inputs and quality assurance.
  • Provides the oversight of the rehabilitation/construction work done by contractors, including the quality and quantity of the materials, construction techniques and works finishing;
  • Certifies that repairs and rebuilding are done in according with national Building Codes, Public Building Guidelines principles to promote resilience;
  • Reviews and refines technical documentation and specifications (existing and future lay out, Bill of Quantities (BoQ) with estimation of costs, technical description, design and specific drawings, provide technical support to procurement processes under the project);
  • Ensures that technical documentation on rehabilitation/construction sites are maintained in accordance with relevant national laws and standards for building back better and contract for works;
  • Signs off on the final handover documentation upon completion of all (re)construction/rehabilitation works in coordination with the relevant Government counterparts.
  • Negotiates modifications with architects and engineers; dealing skilfully with a diverse range of people including: clients; architects; other engineering professionals; sub-contractors.
  • Licensing: determines necessary building permits and licenses and to ensure that they are obtained.
  1. Formulates bidding documents in coordination with the relevant functional areas of UNDP and provides effective support throughout all stages of the tendering processes.
  • Provides technical assistance in establishment of minimum standards for public buildings and health infrastructure requirements for the implementation of specific rehabilitation/construction tasks as required by the specific project;
  • Develops technical project and tender documentation (ToR, tender dossier, tender evaluation, etc.) for the implementation of specific rehabilitation/construction tasks in partnership with the Government;
  • Ensures that necessary supporting documentation is in place prior to issuance of tender;
  • Participates in evaluation of bids and selection of best bidder to the tender for rehabilitation/construction works and assessment of the bidder's competencies and experience against minimum qualification requirements as per the Request for Proposal/Invitation to Bid requirements;
  • Analyzes measures, quantities and description of each item in the offers against the advertised BoQ;
  • Analyzes and reviews the offered unit rates against the cost estimate in correlation with BoQs, provided by a design company, and to assess whether they are realistic;
  • Provides written report about the compliance of the evaluation process with UNDP procurement procedures;

  • Provides technical support to HSS national and junior staff, national institutions, contractors, implementing partners and other stakeholders under HSS Portfolio.

L’objectif principal de cette mission est d’améliorer sensiblement la gestion de la chaine d’approvisionnement en intrants nutritionnels selon les standards minimum internationaux et d’engager tangiblement le processus d’intégration de cette chaine dans le système national.

Sous la supervision directe de Sylvie Chamois, Spécialiste en Nutrition, UNICEF Madagascar, le/ la Volontaire des Nations Unies effectuera les tâches suivantes :

  • Sous l’égide du Ministère de Santé Publique, institutionaliser le processus d’intégration de la chaine d’approvisionnement des intrants nutritionnels avec la mise en place d’un comité de pilotage et d’un comité de mise en œuvre formels (Termes de Référence, rôles et responsabilités, etc.)
  • Appuyer les comités pour l’élaboration du plan d’intégration (plans de travail annuels avec calendrier de mise en œuvre, prérequis, budget, indicateurs de performance, plan de suivi & évaluation, et rôles et responsabilités de chaque acteur impliqué) et appuyer activement sa mise en œuvre
  • Participer activement aux réunions et initiatives du groupe PAIS[1] et au renforcement du système national dans son ensemble (SIGL[2], etc.), en priorisant les régions du Grand Sud et du projet PARN-APPM[3]
  • Superviser la mise en œuvre des termes de l’Accord existant entre l’UNICEF et le Ministère de la Santé Publique pour la gestion des intrants nutritionnels (systèmes de contrôle et de rapportage)
  • Renforcer les capacités des acteurs impliqués à tous les niveaux et du personnel de l’UNICEF basé sur le terrain (POT) pour le respect des termes de l’Accord, en priorisant les régions du Grand Sud et du projet PARN
  • Revoir dans son ensemble les systèmes d’estimation des besoins en intrants nutritionnels (quantification), de bons de commande trimestriels, de livraison (conditions de transport) et d’entreposage (niveaux central, SDSP[4] et centres de santé) et proposer des améliorations ; Examiner et renforcer les mesures en place pour limiter les ruptures de stock au niveau des centres de santé
  • Avec le producteur local d’ATPE, travailler sur le renforcement de la solidité des cartons et le changement du scotch utilisé pour sceller les cartons
  • Sous l’égide du Ministère de Santé Publique, mettre en œuvre une législation sur l’interdiction de revente des produits nutritionnels et sanctions à l’encontre des revendeurs
  • En collaboration avec les Sections Planning et Supply & Logistics de l’UNICEF, revoir dans son ensemble le système interne de « end-user monitoring » pour les intrants nutritionnels et proposer des améliorations
  • Sous l’égide du Ministère de Santé Publique, mettre en place un système de réception et traitement des plaintes par les bénéficiaires des programmes/ intrants nutritionnels (Par ex : numéro vert)

En plus de ce qui précède, les Volontaires des Nations Unies sont censés :

  • Renforcer leurs connaissances et compréhension du concept du volontariat en lisant la documentation mise à disposition par le programme VNU, les publications externes et prendre activement part aux activités du programme VNU, par exemple s’impliquer dans les activités commémoratives de la Journée Internationale des Volontaires (JIV), le 5 décembre
  • Se familiariser et développer toute forme de volontariat traditionnel et/ ou local au niveau du pays d’accueil
  • Refléter le type et la nature des actions volontaires qu’ils entreprennent, y compris leur participation dans les réflexions substantielles

  • Ensures the provision of health education to civilian mission personnel;
  • Participates actively in addressing environmental and occupational health issues;

  • Supporting 3 regional networks of GAN in their respective regional headquarters i.e. Nairobi, Panama and Bangkok (Africa: Ebafosa / AAKNet; Latin America: Regatta; and Asia Pacific: APAN)
  • Liaising and reaching out to other actors and networks in the region to strengthen and expand the regional presence of GAN

Under the direct supervision of State Engineer, the UNV Project Engineer (Civil Engineer) will undertake the following tasks:

  • Oversee the construction and maintenance of all buildings, roads and airstrips and all infrastructures within premises;
  • Update the general site layout plans as well as establish dates and intervals in order to keep the plans updated throughout the construction;
  • Prepare project programmes, preliminary designs, scope of works, preliminary cost estimates and implementation schedules for approval;
  • Update project schedules in Microsoft Project;
  • Carry out technical surveys of existing buildings, roads, airstrips, structures, installations and infrastructure;
  • Perform all inventory surveys, preliminary designs, detailed designs, material quantifications and supervision for all constructions and maintenance projects and other sites;
