  • Maintain an accurate staffing table and contacts list for all personnel employed within the section.

  • Keep a contact list for key mission staff/offices, governmental offices, local and international

  • companies and UN Agencies.

  • Prepare all correspondence (including administrative documents) of the Section and ensure distribution.

  • Coordinate and monitor all administrative issues and requirement of Transport Section (e.g. Stationeries, Office Equipment).

  • Process all incoming and outgoing correspondences (memo, fax, reports) and ensure the distribution to other offices/units according to importance and urgency.

  • Take notes and prepare minutes of meetings.

  • Arrange and maintain the CTO calendar.

  • Maintain the filing system (electronic & hard copy) of the office, reference materials and be responsible of the archive system.

  • Ensure the attendance of the Transport Section, e.g. sick leave; leave requests.

  • Distribute all relevant correspondences from the Mission Administration or the CTO to all the Units / Personnel of Transport Section.

  • Coordinate all official regional and international travel arrangements (MOP, PT8, F10 etc.).

  • Assist and give guidance on Personnel issues to national staff.

  • Supervise one local staff (Office Assistant).

  • Assist the Chief Transport Officer by providing input for the formulation of Transport operation and acquisition plans for the year.

  • Assist in providing input that contributes to the raising the annual budgets for the Section.

  • Process payment of invoices related to the Section.

  • Produce relevant budget reports on status of the budget and related to the establishment of the yearly budget.

  • Support the development and implementation of the budget.

  • Carry out Service Entry Sheets in UMOJA and pursue all R&I reports to ensure that payments to vendors, consultants and contractors are made on time and as per the contract.

  • Follow the costs recovery of the Section and raise the corresponding documents in UMOJA.

  • Send out monthly and annual insurance reports to the UNHQ regarding Transport Section’s assets.

  • Assist in the registration and insurance of vehicles in accordance with the local laws.

  • Provide statistical input and prepare reports by use of reporting tools available in UMOJA.

  • Manage the petty cash of the Transport Section.

  • Carry out all other tasks and responsibilities as directed by the chief of the section

  • When working with national personnel or (non-)governmental counterparts, the Volunteer is strongly encouraged to set aside dedicated time for training, coaching, mentoring and capacity development.

The UN Volunteer Political Affairs Officer will report directly to the Director of the Political Affairs Division or a designated officer and will be responsible for the following duties:

1) Political Analysis and Advice

  • Provide country-specific and regional analysis on the impact of developments in CAR and in the region and make policy recommendations for UN response.

  • Identify, analyze and monitor political developments and emerging issues with respect to the

  • implementation of the Mission’s mandate assesses implications and make recommendations on policies, strategies and other measures to address the issues of concern and to advance mandated objectives.

  • Provide support to the follow-up and implementation of the Political Peace Agreement signed on 6 February 2019.

2) Reporting and Information Management

  • Prepare summary and analytical reports including, but not limited to, daily and weekly situation reports, briefing notes, options papers, code cables and input for the reports of the Secretary-General to the Security Council, General Assembly or other bodies.

  • Prepare contextual information material, such as background notes, political profiles, and databases of relevance to the assigned portfolio.

  • Manage information to ensure its accessibility and utility.

3) Planning, Coordination and Facilitation

  • Develop and maintain collaborative relationships with UN Common System colleagues and counterparts, Government representatives, civil society actors, military and law enforcement actors, academic and research institutions, and other national and international partners on information sharing, policy and coordination matters.

  • Support prefectural efforts to develop inclusive political dialogue through the follow-up and implementation mechanisms of the Political Peace Agreement to address root causes of conflict with all main stakeholders, including signatories.

  • Consult and cooperate with partners to develop strategies and plans of action to address political challenges, in pursuit of shared objectives. Monitor, evaluate and report on implementation.

  • Assist in the organization of meetings and mission events, prepare written summaries and conduct follow-up activities as appropriate and draft correspondence, political reports, analyses and talking points for Mission Leadership.

  • Draft programmatic funding project proposals in support to Mandate implementation.

  • Facilitate project implementation either directly or through implementing partners, throughout the project implementation cycle.

  • Prepare narrative and financial reports on project implementation, as required by PAD guidelines.

  • Participate in fact-finding and other missions.

  • Prepare written summaries of meetings/visits and assist with follow-up activities, as appropriate.

  • Perform other relevant duties as required.

  • When working with (including supervising) national staff or (non-) governmental counterparts, the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training

Master degree or equivalent

A degree in law, political sciences or international relations is highly desirableponent..

Under the supervision of the UNEP Climate Mitigation Unit Administrative Officer (AO) Nairobi, and with local supervision of the UNEP Climate Mitigation Unit Task Manager for Latin America and the Caribbean, the UN Volunteer will be responsible for the following duties:

Project Design And Development:

  • Verify documents for overall accuracy, consistency and uniformity in presentation and ensure comprehensiveness and compliance, cross-check consistency of figures in tables with the text of the reports, and verify references to other reports and documents and ensure that all necessary corrections are incorporated.
  • Assist in preparation of budgets with respect to project documents.
  • Initiate set up of third party banking details for executing agencies.

Project Implementation:

  • Provide guidance to Executing Agencies on financial reporting as per the project cooperation agreement with that agencies, and on the templates to be used for meeting these reporting requirements
  • Track circulation of new project internalizations and all projects revisions through UNEP clearance and approval process
  • Prepare fund documents for budget allocations and prepare the necessary documents in the ERP Operating system.
  • Provide guidance to Executing Agencies on the expenditure report template; review expenditure reports to ensure (a) correct amount and objects of expenditures have been charged (b) validity of charges (c) availability of funds; provide feedback to Executing Agencies as necessary in order for the agency to complete the document correctly.
  • Initiate processing of expenditure recording.
  • Assist in the follow-up on outstanding financial and technical reports with the executing agencies.
  • Develop tools on tracking the financial report of all Executing Agencies, and keep these tools up-to-date
  • Provide guidance to Executing Agencies on the cash advance template, review cash advances received and provide feedback to Executing Agencies as necessary in order for them to complete the document correctly.
  • Process cash advances and follow up on remittances of funds, process UNDP fax authorizations and sub-allotments to Executing Agencies
  • Notify payees on status of payments and investigate complaints of non-receipt.
  • Prepare budget revision templates, provide guidance to Executing Agencies on the budget revision template, review budget revisions received and provide feedback to Executing Agencies as necessary in order for them to complete the document correctly.
  • Create Special Service Agreements/ Purchase Orders /Travel Requests (TVRQ)/Travel advances (RCTAs).
  • Assist in the Reconciliation of project accounts against independent audit certificates received from executing agencies.

Inform Executing Agencies of upcoming financial reporting requirements

Project Evaluation And Closure:

  • Update project database with relevant project information on revision/closure of project.
  • Assist in provision of financial information required in Project Implementation Review (PIR), Mid-term review/Evaluation and Terminal Evaluation.
  • Assist in the preparation of project completion and closing revision and supporting schedules.
  • Prepare request for refund of unspent balances.

General

  • Provide general administrative support.
  • Maintain and keep up-to-date project files
  • File and archive documentation in soft and hard copies and keep log of archived files.
  • Draft/prepare routine correspondence with respect to enquiries related to relevant financial and budget matters.
  • Perform other related duties as assigned.
