Within the delegated authority and under the supervision of the Head of Section or his/her designated mandated representative(s), and in close collaboration with all programme sections, the UN Volunteer Communications Specialist will undertake the following tasks:

General public communications activities:

  • Produce high-quality communication documents in Arabic, English, French, Spanish or other target language;

  • Research, draft and edit communication materials (articles, press releases, human interest stories, fact sheets and others) for both traditional and modern media for advocacy, social mobilization and resource mobilization activities; contribute to the qualitative aspects of production (e.g. translation, graphic design);

  • Work on the appropriate and timely dissemination of advocacy and communication materials to target audiences, and participate in the evaluation of their impact;

  • Help in the planning and organizing as well as generating public support for special events and activities to promote country programme goals;

  • Monitor the public perception of UNICEF in the country; recommend appropriate action to maintain a positive image for the organization; evaluate the appropriate and timely dissemination of advocacy and communication materials to target audiences; and participate in the evaluation of their impact;

  • Develop close collaboration with mass media through activities such as organizing visits to project sites, facilitating photo coverage and TV footage, and utilizing both web-based and traditional media as appropriate to generate and maintain public interest in children's issues and tell the story of UNICEF's cooperation to a wider audience;

  • Assist in identifying and obtaining feature stories and other material to facilitate advocacy and fund-raising activities;

  • Assist in the development of work plans that are consistent with UNICEF communications strategies, goals, objectives and activities; monitor compliance and provide support and guidance to ensure objectives are met, including performance planning, monitoring and appraisal; plan and monitor the use of communication budgetary resources;

  • Assist the implementation of the joint UN Communications Strategy in line with the UN Partnership Framework and UNICEF’s Country Business Plan.

    Online strategy support:

  • Regularly update UNICEF’s Country Website; regularly update social media channels (Twitter/Facebook); assist in maintaining UNICEF’s web photo database by processing and uploading photos and captions (web-based training on web management and photo database can be organized);

  • Support UNICEF’s digital communication and web content development, including the Office Blog; support UNICEF’s online strategy to generate national and international support;

  • Support the development and reinforcement of already existing web tools in order to enhance the visibility of UNICEF and its partners;

  • Assist in positioning UNICEF as a knowledge leader and pioneer in the area of online communication and social media;

  • Contribute to start and scale-up of an interactive communication model that gives young people a voice;

  • Ensure systematic information updates and propose content for social media platforms (photos, videos, posts and articles);

  • Edit the articles of UNICEF’s bloggers and the Office’s newsletter.

    Advocacy support:

  • Provide internal office support to programme staff on the production of quality advocacy, information and communication materials to strengthen programme visibility;

  • Participate in global advocacy activities by planning visits of goodwill ambassadors, National Committee representatives and Executive Board members, including preparation of information materials (e.g. press releases, programme summaries, country fact sheets and media kits) and necessary logistic arrangements;

  • Take responsibility where required to adapt and disseminate advocacy materials from the Country Office, NY HQ, Geneva HQ and the respective Regional Office to identified target audiences, arranging translation into local language(s) as necessary; identify the need for additional materials/activities, such as radio and television programmes, publications, photographs, websites, etc., to advocate and promote organizational goals within the country, and manage their production and distribution to the target audiences;

  • Develop partnerships with individuals, groups and organizations whose support is essential to the achievement of advocacy and communication objectives (i.e. media), and strengthen their capacity through appropriate advocacy and communication training, access to updated information, supplies and equipment and through experience-sharing.

    Communication support:

  • Support the Communication team in its day-to-day activities, including but not limited to, contributing to outreach through organizing events and setting up activities (retreats, meetings and task forces);

  • As required, prepare background communication and advocacy materials for briefings and visits of media, goodwill ambassadors, donors, national committee representatives and other special interest groups;

  • Ensure quality, consistency, accuracy and ethics of all communication tools and materials (press releases, videos, social media posts, Human Interest Stories, SitRep, Blog articles, Reports, etc.);

  • Ensure language quality in Arabic, English, French, Spanish or other target language of all communication tools and materials.

Bachelor degree or equivalent

Bachelor's degree in a relevant area, e.g. Communications, Journalism, Public Relations, or similar field is required

  • At least 2 years of professional work experience at the national and/or international level in communication, print and broadcast media, interactive digital media, public information, or other relevant programmes is required; experience with peacebuilding or child-focused programming in conflict-affected countries is an asset, as is experience working in the UN or other international development organization.

Within the delegated authority and under the supervision of the Deputy Special Representative of the Secretary-General (DSRSG) for Protection and Operations, the UN Volunteer Associate External Relations and Reporting Officer will be based in Goma, DRC and perform the following functional tasks:

  • Support the Office of the DSRSG by preparing and distributing agendas and minutes, assisting in the organization of meetings, preparing read outs and Notes to File;

  • Keep abreast of all developments in the pillar across the field offices and sections to prepare appropriate briefings and reports;

Under the direct supervision of the Field Engineering Officer / Chief of Unit person the duties of the Water and Sanitation Engineer will include but are not limited to the following:

  • Preparation of water and sanitation projects documents including diagrams, sketches, calculation of requirements, dimensions of pipes and capacities of elements, bill of quantities, specifications and cost analysis and cost estimations.

  • Monitoring on site the installation of new water and sanitation networks and systems and maintenance of existing ones by guiding, instructing and clarifying doubts to contractors, manpower, subcontractors, involved in the implementation.

  • Preparation of monitoring reports and reporting tools of the progress of water and sanitation tasks on sites.

  • Coordinate the above-mentioned tasks with other construction works and other engineers included in the project.

  • Ensure that the works meet the safety and environmental standards in accordance with international codes and regulations and environmental procedures within the mission;

  • Install and carry out scheduled periodic and emergency maintenance services on all the water and sanitation elements including but not limited to: pipework, pumps, water treatment plants, septic tanks, soak pits, water tanks, water installations in kitchens, ablutions, toilets, etc;

  • Carry out scheduled periodic and emergency maintenance services on all the facilities and installations in the camp;

  • Perform surveys of existing status of installations and items and prepare technical reports;

  • Prepare material specifications for the purpose of raising requisitions of materials and ensure that minimum stock levels are maintained at all times;

  • Assist other units such as Operations, Infrastructure, etc. when required; Liaise frequently with the Building Maintenance Unit Supervisor;

Under the supervision of the Chief Acquisition Planning Officer the duties of the Acquisition Planning Assistant will include but not limited to the following:

  • Raise shopping Cart in UMOJA and follow closely their execution by Procurement Section accordingly.

  • Prepare and formulate operational cost estimates, including travel and training for the section.

  • Prepare the annual Supply Chain Management (SCM) Acquisition Plan based on the approved Budget. Revise the Acquisition Plan (AP) every quarter of the fiscal year and submits to Procurement Section for further actions;

  • Prepare annual budget performance report and prior year obligations report for SCM;

  • Provide input into the preparation of allotments, including redeployment of funds when

necessary, to meet the operational requirements of the Section, ensuring appropriate

expenditures; verify accuracy of input data, ensuring consistency of data in previous and new allotments issued to the specific accounts; review on ongoing basis expenditures and obligations against the approved budget and processes corrections as required;

  • Regularly update the reports on the status of Supply Chain Management (SCM) accounts expenditures, obligations and balances; prepare draft narrative of the performance report by justifying the requested increase or decrease by object of expenditure and completes related resource tables; provide financial information and tables to clients; regularly review validity of outstanding obligations and initiate action as necessary;

  • Monitor shopping carts raised in the monthly Acquisition Plan. Review requisitions for goods and services against the Acquisition Plan to ensure correct objects of expenditure have been charged and availability of funds; assist in the preparation of budget performance submissions, analyzing variances between approved budgets and actual expenditures; coordinate technical evaluation reports and produces the documentation; manage Low Value Acquisition for MSD.

  • Liaise with other Sections on procurement, budgetary and financial matters.

  • Perform any other duties as requested by the supervisor.

Under the direct supervision respectively of the North-Eastern DRC JMAC Team Leader (Goma-based post, covering the conflict areas of Bas-Uélé, Haut Uélé, Tshopo, Ituri and North Kivu provinces) and South-Eastern DRC JMAC Team Leader (Bukavu-based post, covering the conflict areas of South Kivu, Maniema, Tanganyika, Haut Katanga, Haut Lomami and Lualaba provinces), and the overall supervision of the Chief JMAC, the UN Volunteer will be tasked with analyzing information depending on requirements of JMAC:

  • Assist the Team in drafting the Weekly Threat Assessment (WTA), an analytical document produced by JMAC and targeting the senior management Team and the UN Agencies;
  • Regularly report on any relevant incident or contingency (local conflict, land issues, local political developments, security environment, military developments, and foreign armed group presence);
  • Present feasible solutions to avoid, prevent or manage security risks in the designed area;
  • Interact with Political Affairs Division, Civil Affairs, Disarmament, Demobilization / Reintegration, Repatriation and Resettlement (DDRRR), Child Protection, UN Joint Human Rights Office and other substantive sections, as well as with Security Section, the MONUSCO Force (Military) and UNPOL to better understand the politico-military-security nuances of the current conflict in the DRC, and to assist the JMAC team in assessing the risks of conflict escalation both at the National and the local levels;
  • Assist the team in interacting with key Congolese players of the military and political environment, operating in the Area of Responsibility (AoR), including spoilers;
  • Gather specific information for JMAC in-depth who-is-who of political, military, religious and civil society leaders in above-mentioned provinces and feed information to the JMAC-database. Gather information on the cross-border illegal regional networks and their connection to the current conflict, with the aim of recommending course of actions against them;
  • Participate in fact-finding and other missions to the field;
  • Assist the Team in editing documents in English and French language;
  • Perform other duties, as required.

Under the direct supervision of the Chief Air Region/Unit Chief the duties of the Operations Coordinator will include but are not limited to the following:

  • Plans and coordinates air transportation activities in accordance with the Standard Operating Procedures, UN directives, Department of Peacekeeping Operations (DPKO) Aviation Manual, UN Aviation Standards for Peacekeeping and Humanitarian Air Transport Operations (UN AVSTADS), ICAO standards and recommended practices and the host country's Aeronautical Information Publications (AIPs).

  • Ensure that air operations are conducted in compliance with Air Tasking Orders (ATOs)/Daily Flight Schedule (DFS), DPKO Aviation Manual, MONUSCO Aviation SOP and other relevant SOPs, UN directives, ICAO, IATA and the host country’s aviation standards, practices, procedures and regulations.

  • Review all operational and logistical mission requests sent by JMCC/MOVCON and Force Air Operations.

  • Manage CASEVAC/MEDEVAC flights, VIP flights and other special missions.

  • Participate in the integrated Search and Rescue operations for MONUSCO air assets and other aircraft upon request.

  • Review, plan and coordinate daily projected task orders and air support requirements.

  • Conduct risk analysis and determine risk mitigation measures in order to bring risks to acceptable levels.

  • Ensure airframes are selected and allocated to achieve maximum cost effectiveness in mission support.

  • Any other duties as requested by the supervisor.

Under the direct supervision of Chief Rations Unit through the Rations Operations Officer the UN Volunteer will undertake the following tasks:

  • Monitor contractors’ performance;

  • Examine, verify and review the contract terms in respect of food rations items supplied by the contractors to ensure that they respects terms and conditions;

  • Perform quality control and quality assurance for all work and/or services provided by the contractor;

  • Monitor shipments of incoming containers and inspect the rations on arrival, including accompanying documentation as required, i.e., health and safety certifications to conform to UN Standard.

  • Conduct regular inspections/site visits at contractor's facility (warehouse & vehicles) to check cleanliness, validation and warranty of fresh, frozen and dry items and subsequent submission of reports to Chief Rations Unit;

  • Conduct follow-up inspections to ensure compliance with directives/instructions given during previous inspections;

  • Conduct scheduled and unannounced inspections at all unit/contingent's rations stores, reefers, kitchens and dining halls to ensure compliance with ration management guidelines and procedures, hygienic and safety standards of both food handlers and equipment;

  • Conduct periodic inspections at sub-contracted local bakeries and suppliers to ascertain compliance with hygienic and quality standards of products provided to military units/contingents;

  • Assist food officers (contingents) in resolving ration quality complaints;

  • Participate in regular training programs, i.e., Electronic Rations Management System Training, food seminars and food conferences for contingent's food officers organized by rations unit or locally by Sector Rations Unit.

  • Provide suggestions and solutions on quality problems revealed and provide input to the reports;

  • Monitor the cold chain used by the contractor so that food is stored in acceptable conditions of storing;

  • Monitor and advice accordingly on pest control in the contractor’s facility;

  • Perform other related functions as assigned by the Chief of Unit.

Technical training in food rations inspection, operations and contract administration is essential.
