Within the delegated authority and under the supervision of UNDP Resilience Project Manager and the the overall guidance of the Head of Division for Environment, Climate Change, Water and Land Management and the day-to-day direction of the Technical Coordinator of the Disaster Risk Reduction Unit, the Urban Risk Management Specialist will provide high quality technical support in areas such as urban risk assessment, early warning systems, preparedness for response and recovery as well as integration of disaster and climate risks in urban planning, infrastructure development and recovery, through coherent policy, strategic and programme advisory services, at the regional and national level, as per the requirements of the AUC.

The UNV will support the AUC in establishing an interdepartmental taskforce on Disaster Risk Reduction with focus on urban resilience and mainstreaming of DRR in relevant AUC Departments, developing an African roadmap on urban risk management, developing and rolling out guidelines for Regional Economic Commissions (RECs) and Member States on urban risk management.

The UNV Urban Risk Management Specialist will be responsible but not limited to the following:

  1. Substantive delivery of urban risk management related technical assistance, and policy and programme support
  • Provide technical support to the development of the AUC guidelines for Urban Risk Management.
  • Provide technical inputs for the design, development, and implementation of urban risk management and resilience building programmes at regional and national levels through the RECs as required.
  • Develop an African roadmap on urban risk management and guidelines, and support rolling out of the guidelines in RECs and Member States with initial piloting in the Sahel;
  • Support AUC to implement the project “strengthening capacities for disaster risk reduction and adaptation for Resilience in the Sahel Region: fostering risk-informed solutions for sustainable development”.
  • Support mainstreaming of Disaster Risk Reduction in general and Urban Risk Management in particular into AUC Departments.
  • Support integration of risk reduction in sustainable urban development and urban risk management at sub-regional and national level.
  • Assist in policy development, including the review and analysis of issues and trends, prepare evaluations or other research activities and studies related to urban risk management.
  • Ensure the integration of cross-cutting issues, such as gender, peace building, rights of persons with disabilities, human rights, and resilience into all urban risk management-related activities, monitoring, and reporting.
  • Assist DRR Unit with the delivery of policy and technical support in the area of urban risk management and resilience building, in contribution to the implementation of the Sendai Framework for DRR and the Africa Programme of Action.
  • Participate in field missions, when required, including in post-disaster situations and provide technical and coordination support for the conduct of Post-Disaster Needs Assessments (PDNA) and the development of Recovery Frameworks (RF) as it relates to urban risk reduction and recovery.
  • Appraise country requests for support in case of disasters and contribute to the preparation of project proposals and funding requests related to urban recovery and resilience building in post-disaster situations, in consultation with national and regional partners, ensuring that the needs of the vulnerable populations are adequately reflected.
  • Collaborate with AUC, RECs, specialized agencies as well as other thematic teams on programmes related to urban risk management and resilience building, including linkages to climate change, livelihoods, displacement, fragility and gender issues.
  • Contribute to the development of strategy and approaches to increase regional and national capacities for urban risk management and risk-informed urban development, including its integration in national and regional disaster risk reduction and recovery strategies, policies and legislative system, or developing standalone urban risk management strategies.
  • Support the implementation of regional urban risk management, resilience building and recovery programmes and projects.
  • Serve as AUC’s resource person for the project “strengthening capacities for disaster risk reduction and adaptation for Resilience in the Sahel Region: fostering risk-informed solutions for sustainable development”.
  1. Substantive development of urban risk management related tools and resources
  • Develop a continental framework that offers systematic and pragmatic approaches and tools for assessing urban resilience and for developing urban risk management plans in Africa.
  • Support the development and delivery of urban risk management related training modules/guidance/tools for regional entities and Member States to facilitate the practice of urban risk analyses/assessments, early warning systems, preparedness in response and recovery, integration of risks in urban planning/infrastructure development, and post-disaster recovery in urban areas.
  • Provide technical expertise in developing tools, methodologies and producing knowledge management products on urban risk management, with linkages to disaster risk reduction, resilience, climate change and other relevant themes.
  • Provide technical expertise, as required, on the content development for regional/country-level knowledge products through the analysis of data, case evidence, and research findings on urban risk management.
  • Promote and enhance urban risk management approaches that link climate change adaptation with disaster risk reduction and risk-informed programming.

  1. Knowledge management and community of practice for urban resilience and risk management
  • Build the knowledge base and documented experience to further substantiate the link between urban disasters, urbanization processes, urban governance, development planning, infrastructure development and basic services in Africa.
  • Compile, analyze, report and codify urban risk management and recovery experiences and lessons learned in Africa.
  • Support the development and effective application of knowledge products and policy documents.
  • Provide relevant substantive inputs to build and strengthen a regional Community of Practice on urban resilience in Africa, including with the UN system, the EU, the World Bank, other Regional Intergovernmental Organizations, Regional Development Banks, bilateral partners, external experts, etc.
  • Advocate and enable facilitation of exchanges and experiences sharing related to urban risk management and resilience between institutions and specialized agencies, among Member States, between RECs within Africa as well as through South-South cooperation, where valuable.
  • Support capacity building of AUC DRR Unit and other departments and Specialised Agencies, Member States (including national disaster management institutions, urban local bodies), and other governmental and non-governmental stakeholders such as the academia/research institutions, civil society organizations and the private sector in urban risk management, including in the application of urban risk management tools and practices.
  • Strengthen linkages with DRR and climate change communities of practice, both inside the AUC, with relevant entities within the RECs and Member States.
  • Support the DRR Unit and the AUC in responding to RECs and Member State requests for information on global/regional/national best practices and experiences on urban risk management together with partners and expert institutions.
  1. Advocacy and partner engagement for effective policy positioning on urban risk management
  • Work in close collaboration with members of the DRR Unit, DREA and other relevant Departments of the AUC to promote urban risk management at the Regional, National and sub-national/local levels.
  • Support AUC in leveraging its policy leadership and convening power in advocating for and ensuring that the Member States take into account the multi-dimensional risks (disaster, climate and conflict) in urban planning, infrastructure development and urban risk management processes.
  • Contribute to the development and nurturing of partnerships between RECs and between Member States (especially on cross-border processes related to urbanization, migration, risk reduction and recovery), different organs of the AUC, and with the EU, World Bank, UN agencies and regional intergovernmental organizations, bilateral partners, think tanks, academic institutions and non-governmental organizations to foster and strengthen the practice of urban risk management and sustainable urban development.
  • Participate in consultations and drafting of joint agreement and MOUs and statements of intent on urban risk management and resilience building.
  • Foster partnership through attendance in regular meetings, contributions to joint knowledge products and joint conferences and workshops on urban risk management and resilience building/recovery or relevant areas.
  • Support AUC in its engagement in partnerships on urban risk management and resilience building through reporting and developing briefing notes and background information when required.
  • Support resource mobilization efforts for urban risk management and resilience building through development of project concept notes and proposals.
  • Support establishment of interdepartmental task force at AUC to facilitate mainstreaming DRR, including urban resilience in AUC department.

Master degree or equivalent

Disaster risk reduction, Climate change mitigation and mechanisms for technology transfer
  • Minimum 7 years of work experience in urban risk reduction and resilience building, including in urban risk analysis/assessments, early warning systems/preparedness initiatives, capacity building of urban local governments and other key stakeholders in urban risk management, mainstreaming risk reduction in urban planning and development strategies/policies/plans, development of urban recovery and risk reduction plans and programmes in crisis contexts is required.

  • Contribute to and/or draft communications, briefing notes, talking points, press releases, statements, bullet points, or other products;
  • Draft various internal and external reports on the human rights situation in South Sudan covering specific timeframes (e.g., daily, weekly, monthly) or themes (e.g., freedom of expression) based on submissions from colleagues based in the field and HQ. The candidate may be asked to draft reports during evening hours (i.e., daily) or weekends (i.e., weekly);
  • Provide guidance to relevant colleagues to ensure submissions from field teams are in line with OHCHR methodology on human rights reporting;
  • Provide and prepares legal analysis and research, and outputs, such as work unit reports and assessments, policy documents and guidelines, briefings, etc
  • Participates in legislative reviews and drafts commentaries and other relevant documents;
  • Conduct capacity building activities in areas of administration of justice and transitional justice which include advising national counterparts, facilitating and organizing workshops, supporting national criminal justice system organization, training of national actors and/or monitoring of the court and legal system.
  • Facilitate the implementation of the human rights mandate in the designated area of conflict-related violations;

Within the terms of the organization’s delegated authority, and under the direct supervision of Chief workshop Unit the UN Volunteer will undertake the following tasks:

  • Complete maintenance and repairs of all United Nations light vehicles/equipment operated by MONUSCO in assigned area in accordance with the manufacturer’s specs and to the highest standard.

  • Assist in workshop management on a broader scale in all related Transport sub units in supervisory capacity;

  • Identify spare parts from the manufacturer parts reference book.

  • Ensure that all spare parts, filters, lubricants etc. required for each repair are correctly documented in the vehicle work order.

  • Ensure that presence within the workshop is consistent with working hours and all inspections/repair tasks assigned are completed in a timely manner.

  • Assist in recovering / repairing vehicles on-site which cannot be recovered to workshop for repairs.

  • Ensure the security of all equipment provided for use within the workshop area.

  • When working with (including supervising) national staff or (non-)governmental counterparts, including Implementing Partners (IPs), the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training.

Under the direct supervision of FIOC Team Leader, the UN Volunteer will undertake the following:

  • Manage, collect, coordinate, analyze, report and disseminate information to be used as a decision-making and planning tool for the Field Integrated Operation Center (FIOC);
  • Collect information from a wide range of sources, including UNMISS Civil and Political Affairs, Human Rights, Gender, Child Protection, Relief, Reintegration and Protection personnel, Military, Police, Security, Humanitarian Agencies, International Non-Governmental Organization (INGOs) and Local Government Authorities;
  • Produce forward looking reports within the context of the UNMISS Early Warning Strategy and Protection of Civilian Matrix that integrates and considers all the information gathered, resulting in clearly identification of priorities where the state should focus it’s efforts;
  • Build effective networks through mission components with state authorities, international partners, civil society and humanitarian community;
  • Maintain up-to-date knowledge and understanding of political, socio-economic and security issues;
  • Monitor and gather information on events or incidents that may affect the implementation of the safety of the Mission and it’s mandate;
  • Support the Field Office Security Management Team, Security Management Meetings, Crisis management Team and respond to specific incident as required;
  • Share all information with Join Analysis Center (JMAC) as guided by Chief JMAC;
  • Undertake other related responsibilities as tasked by the Team Leader and Head of office.

Under the direct supervision of the Deputy Country Representative, the UN Volunteer will undertake the following tasks:

  1. Lead knowledge management and information sharing initiatives:
  1. Develop and implement the Knowledge Management Strategy to share public information, good practices and lessons learned across relevant communities of practice (COP), stakeholders and academia in collaboration with other partners in the UN system;
  2. Conduct research for knowledge and information needed for effective advocacy of the UN Women Country Office (CO)’s programme and gender equality and women empowerment overall;
  3. Provide technical support to the programme team to produce knowledge products;
  4. Identify and form lessons learned from evaluations and studies to be integrated into broader CO’s knowledge management;
  5. Facilitate programme team’s application of best practices and advocate the CO’s successful experiences in results-based monitoring and evaluation as well as substantive areas of expertise through global knowledge networks;
  6. Manage a presence on UN Women’s SharePoint, internet pages and social media with a focus on internal and external knowledge sharing, partnerships and COP.
  1. Ensure compliance with corporate programme and project management requirements (including planning, monitoring, evaluation and research plan, results management system (RMS), donor agreement management system (DAMS) and LEADS):
  1. Coordinate and support Result Based Management (RBM) and M&E based programme and project formulation including annual work-planning and reporting exercises in line with UN Women corporate requirements, the CO’s SN and Annual Workplans;
  2. Maintain, coordinate and ensure compliance of the programme and project setup and in Atlas and other corporate systems (such as RMS, DAMS, LEADS, etc.) and provide accurate and timely input information into these systems as required.

  1. Effective monitoring and reporting of the country programme and related projects:
    1. Establish and manage internal systems for effective and efficient programme and project monitoring and reporting, both internal to UN Women and for Implementing Partners;
    2. Monitor on a regular basis country programme including annual and quarterly reports, ongoing monitoring of overall financial status of country programming;
    3. Undertake regular field visits to ensure compliance and timely execution of the planned monitoring and evaluation by various programme team and partners;
    4. Support the programme staff with effective use of tools and methodologies for planning, monitoring and reporting;
    5. Ensure that projects are set up in line with approved project documents, all Atlas attributes are created accordingly and maintained regularly;
    6. Provide technical advice and support at the design stage of programmes/projects to facilitate monitoring during programme implementation;
    7. Develop, update, manage and monitor monitoring frameworks for the key programme cycle documents such as the UN Cooperation Framework, and SN, and participate in the UN M&E Working Group;
    8. Ensure Quarterly monitoring in RMS are done timely and accurately;
    9. Support to value-for-money monitoring, including tracking of resources towards outcomes;
    10. Coordinate timely and appropriate reporting.

  1. Implementation and management of audit and evaluation policies, strategies and processes:
  1. Direct responsibility and accountability for planning, management and oversight of thematic, country programme/project evaluations and other types of evaluations conducted in the CO;
  2. Keep track of all planned activities in the monitoring, evaluation and research plan (MERP) ;
  3. Follow up on implementation of evaluation recommendations. Ensuring the optimal use of evaluations by providing guidance in preparation of timely management response to all mandatory evaluations and by developing a communication plan;
  4. Serve as the CO focal point to the Evaluation Unit in the Regional Office;
  5. Develop evaluation tools and processes, innovative approaches in evaluation that meet the requirements of UN Women and train staff and partners to use it;
  6. Promote evaluation standards, quality assurance/control and capacity development in the CO;
  7. Provide evaluation feedback into policy/project/programme design, including comments on various documents.
Master degree or equivalent

Under the direct supervision of the Chief Transport Officer (CTO) and Regional Transport Officer, the UN Volunteer “Transport Assistant “will undertake the following Fleet Vehicle Inventory duties:

  • Redistribute transport assets meet variations in demand, ensuring maximum economy and efficiency at all times, as directed by CTO and Regional Transport Officer. Keep evidence and monitors the of assets;

  • Maintain vehicle and transport equipment inventory records for both United Nations Owned Equipment (UNOE) and Contingent Owned Equipment (COE).

  • Assist in the Bi-annual physical inventory of non-expendable transport assets in accordance with the established procedures and deadlines;

  • Assist Fleet Manager in preparation of the Mission Vehicle Establishment Committee (VEC) meetings;

  • Assist Fleet manager on issues related to life management of the UN-owned vehicle fleet and implementation of the Vehicle Replacement Policy;

  • Ensures that vehicle write-off cases ;

  • Coordinate with logistic supply chain management on vehicle inventory issues;

  • Coordinate with MOVCON for urgent delivery of Transport shipments by air, land or internal waterways;

  • Assist in the provision of inputs for reports on transport fleet and composition;

  • Assist in ensuring the constant availability of vehicles for assignments in support of one-off and emergency tasks as directed by the CTO;

  • As directed by the Fleet Manager, issue official registration (license) plate numbers to vehicles and trailers brought into the area of operation, including all UN-owned , contingent-owned vehicles, vehicles leased/ rented by the Mission, vehicles provided by the host Government and provided by any other source for the exclusive use of the Mission;

  • Maintain license plate number database;

  • Assist in the Driving Test and Driving Permit Unit:

  • Keep evidence and advise the Fleet on COE vehicles matters;

  • Assist in performing other related duties as required.

Technical/Vocational diploma

Transport and Logistics related diploma. Technical or Vocational Certificate in Logistic and Transport or other relevant fields is desirable. A valid driver’s license is required. Experience in Familiarity with United Nations systems and procedures in the field is desirable. Working within DPKO, Police or Military background is desirable.
