Within the delegated authority and under the supervision of PMSU Team Leader or his/her designated mandated representative(s), the UN Volunteer M&E Officer will perform the following tasks:

  1. Implementation of M&E systems, policies and strategies:
  • Promote effective application of results-based management tools in programme and project cycle management.
  • Support the development and approval of project documents and annual workplans for assigned projects, ensuring adoption of plausible theories of change and logical frameworks.
  • Lead in the design and implementation of project M&E frameworks and plans with defined indicators to facilitate monitoring and evaluation.
  • Based on the project M&E frameworks and plans, develop methodologies and tools to collect data on project indicators to assess; a) whether the projects are on track to achieve intended results; b) projects’ contribution towards country programme outcomes; c) lessons learned, best practices to inform the country programme.
  • Lead implementation of the programme evaluation plan - develop evaluation terms of reference in line with UNDP policies and guidelines, constitute evaluation reference group and serve as evaluation task manager, review and quality assure evaluation tasks deliverables, develop management responses and follow up on implementation of evaluation recommendations.
  • Provide technical inputs to progress reports (quarterly, annual and donor), results oriented annual reports (ROAR), integrated work plan updates, and other accountability reports on results achieved, ensuring adherence to and compliance with programme/project design documents and templates.
  • Support the conduct of conflict sensitivity and gender assessments to strengthen the projects’ conflict and gender sensitive programming.
  1. Support quality assurance
  • Regularly monitor the Business Intelligence Dashboard and STREAM, identify gaps if any and follow up with remedial action.
  • Provide quality assurance support on partner agreements, project reports and office publications.
  • Advise project staff and implementing partners on control systems and ensure general operational compliance with UNDP rules, regulations and policies.
  1. Facilitate knowledge-building and management.
  • Ensure that project lessons learned, and best practices are captured, documented and periodically shared to inform wider policies and programmes.
  • Initiate innovative ways of project data management in line with CPD and Project indicators and track the changes in order to support evidence-based planning, implementation, reporting and learning.
  • Maintain regular communication and coordination with relevant partners, including CSOs and UN agencies, to ensure M&E activities are conducted in a timely manner.
  • Capacity building of UNDP and partners’ staff in RBM
  • Participate in UNCT M&E working group, HACT taskforce meeting and other relevant events and networks related to the specific scope of work to build/share knowledge related to peacebuilding.
  • Carry out other related duties as required by the PMSU Team Leaders.
    Master degree or equivalent
    • Master's degree in Monitoring and Evaluation, Development Studies, Economics, International Relations, Public Administration or related field.

    • Minimum five years working experience, preferably in a multi-cultural environment. At least two years should have been spent performing design, monitoring, evaluation of development projects responsibilities;

    • Extensive experience in research and policy-level analysis;

    • Prior experience working in post conflict environments will be handy. Expert knowledge in results-based management and working with International Organizations is highly desirable.

    • Excellent oral and written skills; excellent drafting, formulation, reporting skills;

    • Accuracy and professionalism in document production and editing;

    • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;

    • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;

    • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;

    Within the delegated authority and under the supervision of Head of Unit (Migrant Protection and Assistance) or his/her designated mandated representative(s), the UN Volunteer Project Officer will:

    • Support facilitation of the daily liaison and coordination on programme activities with the Government of Bahrain Labour Market Regulatory Authority (LMRA), including monitoring daily activities and progress, providing regular feedback to the MPA head of unit in Bahrain, and the LMRA counterparts, on developments under the action.
    • Contribute to drafting and monitoring Work Plans (with strong, measurable indicators) for activities within the project.
    • Contribute to and coordinate the development of Standard Operating Procedures (SOPs) and Training of Trainers’ (ToT) curricula under the purview of the programme, including the review and finalisation of material prepared by expert consultants.
    • Organise and coordinate ToT training workshops and SOP consultations as outlined in the workplan. Contribute toward the development of the content of the SOPs and ToT curricula as necessary. Deliver training sessions and presentations in conferences, workshops and meetings related to technical expertise on MPA thematics.
    • Keep abreast of developments pertinent to strengthened trafficking response outlined through the US Department of State Trafficking in Persons report, ensuring activities are reflected in the developing curriculum.
    • In coordination with the head of unit, work closely with the government to provide comprehensive support on the identification and recruitment of key experts to support the institutionalisation of the Government of Bahrain’s counter-trafficking response.
    • Draft and submit regular project reports to head of unit for final review, on time and in line with donor reporting requirements.
    • Coordinate agendas and oversee logistics for workshops, meetings, study tours and any other activities as defined or arising as a result of the project, to be conducted within the framework of the IOM – Bahrain Counter trafficking portfolio.
    • Represent IOM with relevant governmental and non-governmental actors in Bahrain and link to work developing within the GCC to promote IOM’s work and support collaboration in the region relating to migrant assistance, and counter-trafficking in Bahrain, strengthening Bahrain’s lead and relevance in the region.
    • Support the head of unit to identify and build opportunities to further IOM’s work in Bahrain and through government liaison, drafting concept notes and project proposals, identifying potential partners and supporters.
    Master degree or equivalent

    ​Advanced higher degree (Master’s or equivalent) in a relevant area, e.g. social work, psychology, policy development or area related to protection; a first-level university degree or equivalent in combination with relevant training and/or professional experience may be accepted in lieu of an advanced university degree;
