Le Volontaire des Nations Unies, Coordinateur du Cluster Provincial rendra compte au WASH manager Goma avec une étroite coordination avec le Coordonnateur National du WASH Cluster basé à Kinshasa. Ses principales tâches / responsabilités comprendront, sans limiter les éléments suivants :

1. Mise en place et maintien de mécanismes appropriés de coordination humanitaire :

  • Assurer l'inclusion des principaux partenaires humanitaires WASH dans le respect de leurs mandats et des priorités de leurs programmes ;
  • Assurer une coordination appropriée entre tous les partenaires humanitaires WASH (ONG nationales et internationales, CICR/Croix-Rouge internationale/Croissant-Rouge), par la mise en place/le maintien de mécanismes de coordination appropriés entre les groupes sectoriels WASH, y compris des groupes de travail au niveau national et, si nécessaire ;
  • Tenir à jour les informations sur tous les partenaires WASH actuels et potentiels, leurs capacités et leurs domaines de travail (y compris qui, quoi, où et quand) ;
  • Obtenir des engagements des partenaires humanitaires WASH pour répondre aux besoins et combler les lacunes, en assurant une répartition appropriée des responsabilités au sein du groupe WASH, avec des points focaux clairement définis pour des questions spécifiques, le cas échéant ;
  • Assurer la complémentarité des actions des différents acteurs humanitaires WASH ;
  • Promouvoir les actions d'intervention d'urgence WASH tout en tenant compte des questions de prévention et de réduction des risques dans le cadre de la planification du relèvement précoce ;
  • Assurer des liens efficaces avec le cluster WASH au niveau national, le cluster WASH et les autres clusters dans les hubs ;
  • Assurer des liens efficaces avec d'autres groupes sectoriels au nouveau du HUB, en travaillant en étroite collaboration avec les groupes sectoriels Santé, Nutrition, IAN d'urgence/abris et coordination des camps, gestion des camps ;
  • Veiller à ce que les mécanismes de coordination WASH soient adaptés au fil du temps pour refléter les capacités des acteurs locaux et l'engagement des partenaires du développement ;
  • Servir de point focal pour les demandes de renseignements sur les plans d'intervention et les opérations du secteur WASH dans la Province.

2. Application des normes/ Attention aux questions transversales prioritaires/ Approche communautaire :

  • S'assurer que les participants du cluster/secteur WASH sont au courant des directives politiques, des normes techniques et des engagements pertinents que les autorités gouvernementales concernées ont pris en vertu du droit international des droits de l'homme ;
  • Veiller à ce que les réponses WASH soient conformes aux orientations politiques, aux normes techniques et aux obligations légales pertinentes du gouvernement en matière de droits de l'homme ;
  • Veiller à l'intégration des questions transversales prioritaires convenues dans les évaluations, l'analyse, la planification, le suivi et la réponse en matière de WASH (par exemple, l'âge, la diversité, l'environnement, le genre, le VIH/sida et les droits de l'homme) ;
  • Garantir l'utilisation d'approches participatives et communautaires dans les évaluations, l'analyse, la planification, le suivi et la réponse en matière de WASH.

3. Suivi et rapports

  • S'assurer que des mécanismes de suivi adéquats sont en place (avec le soutien du OCHA et du Cluster WASH National) pour examiner l'impact des interventions et projet et les progrès réalisés par rapport aux plans d'intervention WASH. Ceci doit inclure une interprétation analytique des meilleures informations disponibles afin de comparer les progrès de la réponse d'urgence dans le temps ;
  • Garantir des rapports adéquats sur l'impact WASH et un partage efficace de l'information (avec le soutien Cluster National et d’OCHA) pour démontrer que les besoins couverts, les lacunes à combler et les leçons apprises.

4. Formation et renforcement des capacités :

  • Promouvoir et soutenir la formation du personnel humanitaire WASH et le renforcement des capacités des partenaires humanitaires, sur la gestion de projet EHA, la cartographie, et de la gestion des données et information;
  • Encadrer et renforcer les capacités des membres du Cluster WASH au niveau des HUBs pour améliorer la qualité de la coordination du secteur WASH au niveau de Province ;
  • Soutenir les efforts visant à renforcer les capacités WASH des autorités nationales/locales et de la société civile au niveau des provinces.

5. Fourniture d'une assistance ou de services en dernier recours

Lorsque des lacunes critiques dans la prise en compte des priorités WASH sont identifiées, la Coordinateur Cluster WASH est tenu :

  • Faire pression sur les partenaires humanitaires (y compris l'UNICEF WASH) pour qu'ils comblent ces lacunes pour répondre aux besoins du secteur EHA ;
  • Avec les conseils et le soutien du centre de santé et l'appui d'autres partenaires humanitaires, il plaidera, le cas échéant, pour la mise à disposition de ressources adéquates et un accès sûr.
  • Si des lacunes persistantes subsistent, le représentant de l'UNICEF dans le pays demandera expressément à l'équipe de pays WASH de l'UNICEF de prendre des mesures pour combler les lacunes critiques par des actions de mise en œuvre directe.

6. Préparation aux situations d'urgence :

  • Assurer une planification et une préparation adéquates en matière d'eau, d'assainissement et d'hygiène pour faire face à d'éventuels changements importants dans la nature de la situation d'urgence ;

The purpose of this assignment is to provide technical advice on public health, NCDs, and lead the management, design, implementation, monitoring and reporting of The Defeat-NCD Partnership programme activities in The Gambia, in support of the Ministry of Health. Within the delegated authority and under the guidance of the Programme Coordinator or his/her designated mandated representative(s), the NCD Coordinator for The Gambia based within the Ministry of Health will carry out the following tasks:

National NCD Capacity Building

  • Lead the development of The Gambia National NCD Strategy and Costed Action Plan.
  • Prepare for and support regular meetings of the intersectoral committee for NCDs responsible for implementing, monitoring, and evaluating the National NCD Strategy and its related National NCD Costed Action Plan.
  • Lead relevant epidemiological, economic, and service delivery studies/research to inform both policy development and various multisectoral planning for NCDs.
  • Lead technical assistance to support policy analysis for NCDs and support new policy development for NCDs in The Gambia, including coordination structures and multisectoral monitoring frameworks that improve data availability for better analysis.
  • Lead the development and refinement of tools and methods on NCD programme implementation at country level.
  • Lead in the monitoring and evaluation of the national NCD strategy and costed action plan.
  • Lead identification and development of training and institutional capacity strengthening needs in terms of human resources to manage NCDs at all levels of the health services and develop and implement plans to address them in a phased manner.
  • Promote use of technology/digital tools for e-learning/skill development of primary health care workers and implementation of decision support systems for service delivery for NCD management in the country.
  • Responsible for mobilising resources from national and international donors and investors to fund the national NCD Strategy and Costed Action Plan.
  • Join the efforts of teams in the various Defeat-NCD country programmes to develop institutional operational modalities and frameworks.
  • Develop collaboration with national and international universities, research institutions, and think tanks to support implementation of national plans for prevention and control of NCDs.
  • Lead global knowledge-sharing by documenting lessons learned on capacity building in The Gambia.

Community Scale-up for NCD Services

  • Lead in designing and implementing a nationwide NCD screening programme with proper referral pathways and data collection mechanisms.
  • Identify innovations and interventions to increase the provision of NCD services to communities in a cost-effective manner including last mile delivery and improved patient self-care. Drive institutional processes to transform some of these interventions as investible services to that can attract venture or private equity capital.
  • Analyse existing or proposed primary health care systems and services on their inclusion of NCDs; identify needs for improvement and the methods and resources to accomplish such improvements.
  • Develop new programme proposals and proactively explore opportunities to raise new funding and capital to scale up the effort of NCD services at community level.
  • Actively participate in annual planning, monitoring and evaluation exercises, program reviews and annual reviews with government and other counterparts.
  • Build and strengthen close working relationship with all health sector counterparts in country.
  • Lead development of NCD services for people affected by disasters, conflicts, and crises, with a particular focus on pandemics.
  • Lead the development of grants and agreements with identified implementation partners for managing the grant out activities in accordance with UNITAR rules and regulations.

Affordability and Accessibility of Essential NCD Supplies

  • Build a strong working relationship and provide technical assistance to improve public, faith-based, and private sector procurement and supply chains for accessibility, availability and affordability of essential NCD medicines, diagnostics, and equipment in the Gambia.
  • Assess and provide assistance where needed to develop/improve the electronic forecasting, inventory, stock and logistics management information system and roll out trainings on their efficient use.
  • Promote The Defeat-NCD Marketplace to relevant stakeholders as a procurement tool to help make provision of quality NCD supplies simpler and more cost effective in the country.
  • Assess NCD drugs and supplies quality assurance practices and the country’s approved suppliers, and pre-qualification process.
  • Lead the documentation and tracking of improved affordability and accessibility of NCD drugs, diagnostics, and medical devices in The Gambia through the development of the country and reginal market monitoring studies, and global State of the World’s Essential Medicines and Diagnostic Supplies for Noncommunicable Diseases report.

Sustainable NCD Financing

  • Lead the management of The Defeat-NCD pooled fund in country and ensure appropriate fundraising, grant management and donor reporting for the fund.
  • Lead the development of innovative financing instruments for funding the National Costed Action Plan for the prevention and control of NCDs
  • Provide continuous analysis of health financing needs to implement the national costed action plan on NCDs.
  • Ensure continuous engagement and knowledge sharing across relevant stakeholders and government departments ensuring the flow of funds to NCD care as per the budget.

Reporting

  • Develop progress reports for the implementation of the national NCD programmes.
  • Manage timely reporting to the donors for their contributions to The Defeat-NCD pooled fund in The Gambia.
  • Prepare briefing notes and/or presentations as requested for Government of The Gambia officials to showcase The Gambia’s work on tackling NCDs nationally and internationally.
  • Develop appropriate programme dashboards for the NCD Division at Ministry of Health.
  • Any other related tasks as may be required or assigned by the supervisor.
Master degree or equivalent

Master's degree or equivalent in public health and a Graduate degree in Medicine, from an accredited and recognized academic institution is required.

Under the direct supervision of the Team Leader, Field Integrated Operations Centre, the UN Volunteer will undertake the following tasks:

  • Providing situational awareness of Unity State, South Sudan, through the compilation of daily reports;
  • Reviewing all UN and non-UN information sources for drafting daily situational/operational reports on a 24/7 basis;
  • Submitting the daily report through the FIOC Team Leader to the Joint Operations Center at UNMISS headquarters in Juba for synthesis into external and internal situational/operational information;
  • Preparing analytical and technical briefings, reports, profiles and trend analyses on issues in Unity State, South Sudan;

  • Provide analysis on conflict management (prevention, mitigation, resolution) including related political, security, social and economic developments, youth and gender-related issues or any other significant developments in order to identify trends within the area of responsibility (AOR), and in support of the mission’s overall protection of civilians mandate;

Within the delegated authority and under the supervision of WFP Country Director or his/her designated mandated representative(s), the UN Volunteer specialist will:

  1. Act as focal point and support the Country Director and the UN Country team (UNCT) in the formulation and update of the Common Country Analysis (CCA) as well as of the UN Sustainable Development Cooperation Framework (UNSDCF);
  2. Engage the Resident Coordinator Office (RCO) and UNCT members as well as the RCO/CCA/UNSDCF consultants about the CCA/UNSDCF deliverables and processes.
  3. Engage with FAO, UNICEF, IFAD and other food security and nutrition actors to jointly advocate for the inclusion of SDG2 related issues in the CCA/UNSDCF, based on quality data.
  4. During the CCA/UNSDCF process, ensure that SDG2 elements are taken into consideration and well-captured. Make available any WFP-supported reports and assessments.
  5. Proactively support the CD to contribute to UNCT discussions and comment on the emerging CCA report.
  6. Support the Country Director in deciding whereas any food security assessment is needed for the CCA formulation/update and for UNSDCF design and draft required concept notes as needed.
  7. Support the Country Director in his approach to the Government to clarify whether a Zero Hunger strategic review (ZHSR) is desired. Where relevant, introduce or build on the ZHSR approach as a key analytical input for the CCA.
  8. Support the implementation of the ZHSR process and advocate for the establishment of a follow-up mechanisms, to ensure that SDG2 analysis is an ongoing function (like the CCA), while consistently examining and providing a planning horizon up to 2030.
  9. Assist counterparts in governments and other partners in identifying where food assistance can be usefully employed and provide support and technical expertise for the planning, formulation and implementation of moderately complex food assistance programmes to strengthen government and community ownership and effectiveness of food security and nutrition programmes at national and sub-national levels.

Under the Supervision of Chief Distribution/MovCon Section or his designated representative, the responsibilities will include:

  • Providing multi-modal support at Detachments for the movement of passengers and cargo on UN air and surface transportation assets;
  • Planning, prioritizing, coordinating and monitoring all movement tasks and responsibilities in the area of operation;
  • Coordinating with the government authorities on all passenger immigration and customs formalities required;
  • Analysing the availability of and most cost-effective transportation assets to support passenger and cargo movements in the mission;
