Under the direct supervision of the Field office Team Leader and the regional coordinator, and overall supervision of Director of the Human Rights Division or his/her designate, the UNV Human Rights Officer will be responsible for implementing the Division’s work plans, including assisting inconducting monitoring, fact-finding missions, as well as reporting and advocacy activities in the area of assignment as mandated in United Nations Security Council Resolution 2459 (March 2019).In particular, the incumbent will:

General activity: Please note that this job description is generic and therefore, activities listed below may not be carried out by all Human rights officer.

  • Contribute to and/or draft communications, briefing notes, talking points, press releases, statements, bullet points, or other products;
  • Draft various internal and external reports on the human rights situation in South Sudan covering specific timeframes (e.g., daily, weekly, monthly) or themes (e.g., freedom of expression) based on submissions from colleagues based in the field and HQ. The candidate may be asked to draft reports during evening hours (i.e., daily) or weekends (i.e., weekly);
  • Provide guidance to relevant colleagues to ensure submissions from field teams are in line with OHCHR methodology on human rights reporting;
  • Provide and prepares legal analysis and research, and outputs, such as work unit reports and assessments, policy documents and guidelines, briefings, etc
  • Participates in legislative reviews and drafts commentaries and other relevant documents;
  • Conduct capacity building activities in areas of administration of justice and transitional justice which include advising national counterparts, facilitating and organizing workshops, supporting national criminal justice system organization, training of national actors and/or monitoring of the court and legal system.
  • Facilitate the implementation of the human rights mandate in the designated area of conflict-related violations;
  • Gather information, analyse and report on the situation of human rights in relation to the armed conflict, including through close cooperation with field teams, other United Nations actors and the community;
  • Support HRD’s analysis by maintaining a proactive situational awareness of human rights and political developments for the purpose ofgathering data on hotspots and early warning mapping and support in HRD’s information analysis;
  • Identify incidents requiring further monitoring and/or investigation, co-ordinate with field teams regarding follow-up, and analyse the potential impact of reported incidents on the human rights situation;
  • Monitor and follow up on incidents of denial of access by armed groups to locations where human rights monitoring and investigation activities are planned to take place, and coordinate with field teams and the Legal Affairs to identify possible courses of action in response;
  • Assist in developing the profiles of alleged perpetrators of human rights violations in close coordination with field teams;
  • Conduct fact-finding missions and investigations into abuses/violations of human rights or humanitarian law
  • Establish and maintain contacts with government representatives, non-governmental organizations (NGOs), civil society organizations, UN agencies and other partners operating in the AOR;
  • Ensure, coordinate and supervise the timely entry of accurate and verified human rights cases into an established database; conduct quality control and deliver statistics and trend reports as required;
  • Undertake risk assessment in the framework of Human Rights Due Diligence Policy (HRDDP) and monitor implementation of mitigating measures;
  • Ensure the integration of gender perspectives, with specific attention to issues related to women and girls, including conflict-related sexual violence, within all assigned human rights activities;
  • Represent the UNMISS human rights office at working level meetings, as relevant;

Perform other related duties as required.

Bachelor degree or equivalent

Degree level: Minimum First-level degree (Bachelor’s degree or equivalent) in combination with two additional years of qualifying experience will be accepted in lieu of the advanced university degree.

Type of Degree: Law, political science, international relations, or social science, or related discipline, with a specialization in human rights preferred.

  • Manage, collect, coordinate, analyze, report and disseminate information to be used as a decision-making and planning tool for the Field Integrated Operation Center (FIOC);

Under the direct supervision of the Deputy Country Representative, the UN Volunteer will undertake the following tasks:

  1. Lead knowledge management and information sharing initiatives:
  1. Develop and implement the Knowledge Management Strategy to share public information, good practices and lessons learned across relevant communities of practice (COP), stakeholders and academia in collaboration with other partners in the UN system;
  2. Conduct research for knowledge and information needed for effective advocacy of the UN Women Country Office (CO)’s programme and gender equality and women empowerment overall;
  3. Provide technical support to the programme team to produce knowledge products;
  4. Identify and form lessons learned from evaluations and studies to be integrated into broader CO’s knowledge management;
  5. Facilitate programme team’s application of best practices and advocate the CO’s successful experiences in results-based monitoring and evaluation as well as substantive areas of expertise through global knowledge networks;
  6. Manage a presence on UN Women’s SharePoint, internet pages and social media with a focus on internal and external knowledge sharing, partnerships and COP.

    7. Develop, update, manage and monitor monitoring frameworks for the key programme cycle documents such as the UN Cooperation Framework, and SN, and participate in the UN M&E Working Group;
    8. Ensure Quarterly monitoring in RMS are done timely and accurately;
    9. Support to value-for-money monitoring, including tracking of resources towards outcomes;
    10. Coordinate timely and appropriate reporting.

  1. Implementation and management of audit and evaluation policies, strategies and processes:
  1. Direct responsibility and accountability for planning, management and oversight of thematic, country programme/project evaluations and other types of evaluations conducted in the CO;
  2. Keep track of all planned activities in the monitoring, evaluation and research plan (MERP) ;
  3. Follow up on implementation of evaluation recommendations. Ensuring the optimal use of evaluations by providing guidance in preparation of timely management response to all mandatory evaluations and by developing a communication plan;
  4. Serve as the CO focal point to the Evaluation Unit in the Regional Office;
  5. Develop evaluation tools and processes, innovative approaches in evaluation that meet the requirements of UN Women and train staff and partners to use it;
  6. Promote evaluation standards, quality assurance/control and capacity development in the CO;
  7. Provide evaluation feedback into policy/project/programme design, including comments on various documents.

Fonctions et tâches

  • Soutenir la production des outils et contenus pour le plaidoyer et la communication (par exemple, images, vidéos, pages Web, etc.)
  • Aider à la rédaction et à l'édition d'articles, de communiqués de presse, d'histoires humaines et d'autres supports de communication et de plaidoyer pour les médias en ligne et traditionnels, le cas échéant.
  • Servir de point focal pour la mise en œuvre et le suivi des plans d'action de communication spécifiques assignés en coordination avec l’équipe Communication et plaidoyer et les sections programmes concernées
  • Recommander des supports de communication et de plaidoyer appropriés à utiliser dans les médias et d'autres activités de plaidoyer et de communication.
  • Recommander des contacts, des réseaux, des ressources et des processus pour soutenir les activités de communication et de plaidoyer.

3. Suivi et évaluation des actions de plaidoyer et de communication

Des activités régulières de suivi et d'évaluation sont entreprises conformément aux plans de travail pour assurer un impact maximal et une amélioration continue des efforts de communication et de plaidoyer. S’assurer que les résultats et les rapports sont préparés et partagés en temps opportun.

Fonctions et tâches

  • Contribuer à l'élaboration de la stratégie de plaidoyer et de communication en compilant et en analysant les données pertinentes.
  • Suivre et évaluer la diffusion appropriée et opportune du matériel de plaidoyer et de communication auprès des publics cibles, et participer à l'évaluation de leur impact. Suivre et évaluer l'utilisation et l'efficacité des supports de communication.
  • Entreprendre l'examen des leçons apprises des expériences de communication réussies et infructueuses selon les directives du superviseur.
  • Fournir les inputs requis pour les rapports du bureau y compris les rapports aux donateurs
Bachelor degree or equivalent
  • Formation: Diplôme en communications, marketing, journalisme ou dans un domaine connexe technique.
  • Excellentes capacités de rédaction.

  • Au moins 03 ans d'expérience professionnelle confirmée en communication digitale dans les agences de communication, chez l’annonceur, médias écrits ou audiovisuels.
  • Capacité avérée de collecte d'informations et de communication, y compris la capacité d'identifier des histoires impactantes et de les présenter de manière convaincante, pour un large éventail de publics;
