  • Attend to the United Nations Clinic on a full-time basis
  • Respond to acute emergencies in line with international protocols such as advanced trauma life support management and advanced cardiac life support. or Pre-Hospital Trauma life support
  • Be able to do triage and primary stabilization.
  • Undertake day-to-day clinical duties, e.g. walk-in clinic, pre-placement and periodic medical examinations and immunizations;
  • Provide health education;

  • Undertake medical examinations for UNDP and UN Agencies international and local staff and dependents.
  • Diagnose and recommend treatment to all staff visiting the Clinic on daily basis.

2. Medical Administrative Duties:

  • Liaise with other UN Clinics, host-nation medical facilities and medical facilities abroad to coordinate medical evacuations.
  • Follow the United Nations established policies and procedures regarding medical clearances, sick leave and medical evacuations.
  • Recommend medical evacuation when required to RR (the doctor recommend as the medical expert, submit evacuation request to UN Clinic Health Manager (Case Manager) for authorization and facilitate medical evacuations of UN staff and their dependents). Responsible for all paperwork and reporting procedures for medical evacuations in line with UN Rules and procedures.
  • Ensure proper follow up on all cases.
  • Application of terms of reference in UNDP POPP for rules and regulations regarding UN Clinic operations.
  • Responsible for establishing good relations with reliable hospitals, private medical facilities and blood banks and local physician, including UNEP if available.
  • Keep constant contact with the United Nations Designated Examining Physicians to facilitate their availability as and when required;
  • Ensure that proper medical records are kept in a strictly confidential manner.
  • Maintain emergency medical supplies and equipment to be used in case of emergency situations.
  • Replenish first aid kits and other essential medical supplies kept in other duty stations within the country.
  • Recommend procurement of vaccines, medical supplies and equipment, and ensure that inventory is kept.
  • Maintain medical records of all United Nations personnel and advise health precautionary steps to new staff members; already include above
  • Prepare and send periodic (quarterly) reports of functions, visits, medical evacuations and treatments to the UN Clinic Health Manager.
  • Advise on health precautionary steps to be undertaken at the duty station, perform any other duties as considered necessary by the UN Clinic Health Manager and/or the UN Resident Coordinator.

3. Supervisory Administration: (Restricted Supervisory roles, only when delegated authority given by the UN Clinic Health Manager)

  • Supervise, distribute work to the nurse (s) and other staff of the United Nations Clinic.
  • Manage day-to-day mission medical support operations by ensuring availability of supplies and proper functioning of medical equipment;
  • Ensure that appropriate training programs are implemented in order to maintain and develop the medical capabilities (e.g. health education, HIV/AIDS prevention, first aid and CPR).
  • Responsible for regular reporting on UN Clinic activities, medical facilities available locally and other statistical information as may be required.
  • Provide and design effective budget models for each departments of the clinic, analyzing financial information (e.g. expenditures, direct billing claims and financial statement analysis).
Bachelor degree or equivalent

A university degree (MBBS/MBChB/MD) in combination with post graduate experience to be able to practice medicine without supervision in a UN Member State; Must have acute trauma care and life support (ATLS) certification with validity covering the deployment period. Pre-hospital trauma life support (PHTLS), Advanced Cardiac Life Support (ACLS) Advanced Medical Life Support (AMLS) or equivalent certifications are desirable with validity covering the deployment period; Must be currently registered by a national medical board or council to practice medicine in their own country or another UN member state. License validity should cover the deployment duration; Knowledge of clinical, occupational, tropical, travel medicine.

Under the overall guidance of Deputy Chief Electoral Advisor, direct supervision of Project Manager, IESG the Finance Specialist (IUNV) is responsible for the financial management of the ‘Joint Programme for Support to Universal Suffrage Elections in the Federal Republic of Somalia’ in line with UNDP rules and regulations. The Finance Specialist promotes a collaborative, client-focused, quality and results-oriented approach in the IESG. The Finance Specialist will further advice and support the national counterparts with the financial management aspects in line with the Letter of Agreements with UNDP. S/he will work closely with the relevant National Independent Electoral Commission ( NIEC) and other national counterparts to support the following:
1. Ensure effective and accurate financial resources management and oversight, focusing on the following:

  • Financial analysis and oversight for all resources under the project;
  • Proper planning, expenditure tracking of financial resources in accordance with UNDP rules and regulations; • Maintaining internal controls over all financial processes; ensuring an efficient financial flow process;
  • Tracking and reporting to management of key financial performance indicators.

2. Ensure implementation of operational strategies and procedures, focusing on achievement of the following results.

  • Establish or fine tune financial procedures: e.g. receipts, payments, disbursements and bookkeeping, filing procedures for the project;
  • Ensure that financial procedures in place comply with the financial/accounting and procurement requirements of UNDP;
  • Continuously analyze and monitor the financial situation, presentation of forecasts for the project;
  • Oversee the transparency of the financial processes and the use of funds and compliance with UNDP financial guidelines;
  • Ensure timely preparation of quarterly financial reports;
  • Routinely monitor financial exception reports for unusual activities, transactions, and investigate anomalies or unusual transactions. Inform supervisors of the results of the investigation when satisfactory answers are not obtained..

3. Manage the Project budget and organize an optimal cost-recovery system, focusing on the following:

Manage all financial resources through planning, guiding, monitoring and controlling of the resources in accordance with UNDP rules and regulations;

  • Prepare and monitor projects’ budgets in Atlas;
  • Develop proper mechanisms to eliminate deficiencies in budget management;
  • Ensure that payment information is properly recorded into the Atlas system on a timely basis.

4. Ensure proper Project cash management, focusing on achievement of the following results:

  • Timely review of cash position for the projects to ensure sufficient funds on hand for disbursements;
  • Timely preparation of monthly cash flow forecast.

5. Capacity development of national counterparts.

  • Advise and assist with proper financial management and reporting in accordance to the letter of Agreement between UNDP and the counterpart;
  • Advice and train staff members of the counterparts on financial management and implementation;
  • Review submitted financial documents from national counterparts and provide feedback before processing payments.

  • Contribute to and/or draft communications, briefing notes, talking points, press releases, statements, bullet points, or other products;
  • Draft various internal and external reports on the human rights situation in South Sudan covering specific timeframes (e.g., daily, weekly, monthly) or themes (e.g., freedom of expression) based on submissions from colleagues based in the field and HQ. The candidate may be asked to draft reports during evening hours (i.e., daily) or weekends (i.e., weekly);
  • Provide guidance to relevant colleagues to ensure submissions from field teams are in line with OHCHR methodology on human rights reporting;
  • Provide and prepares legal analysis and research, and outputs, such as work unit reports and assessments, policy documents and guidelines, briefings, etc
  • Participates in legislative reviews and drafts commentaries and other relevant documents;
  • Conduct capacity building activities in areas of administration of justice and transitional justice which include advising national counterparts, facilitating and organizing workshops, supporting national criminal justice system organization, training of national actors and/or monitoring of the court and legal system.
  • Facilitate the implementation of the human rights mandate in the designated area of conflict-related violations;
  • Gather information, analyse and report on the situation of human rights in relation to the armed conflict, including through close cooperation with field teams, other United Nations actors and the community;
  • Support HRD’s analysis by maintaining a proactive situational awareness of human rights and political developments for the purpose ofgathering data on hotspots and early warning mapping and support in HRD’s information analysis;

  • Assist in developing the profiles of alleged perpetrators of human rights violations in close coordination with field teams;
  • Conduct fact-finding missions and investigations into abuses/violations of human rights or humanitarian law
  • Establish and maintain contacts with government representatives, non-governmental organizations (NGOs), civil society organizations, UN agencies and other partners operating in the AOR;
  • Ensure, coordinate and supervise the timely entry of accurate and verified human rights cases into an established database; conduct quality control and deliver statistics and trend reports as required;
  • Undertake risk assessment in the framework of Human Rights Due Diligence Policy (HRDDP) and monitor implementation of mitigating measures;

Under the direct supervision of the Deputy Country Representative, the UN Volunteer will undertake the following tasks:

  1. Lead knowledge management and information sharing initiatives:
  1. Develop and implement the Knowledge Management Strategy to share public information, good practices and lessons learned across relevant communities of practice (COP), stakeholders and academia in collaboration with other partners in the UN system;
  2. Conduct research for knowledge and information needed for effective advocacy of the UN Women Country Office (CO)’s programme and gender equality and women empowerment overall;
  3. Provide technical support to the programme team to produce knowledge products;
  4. Identify and form lessons learned from evaluations and studies to be integrated into broader CO’s knowledge management;
  5. Facilitate programme team’s application of best practices and advocate the CO’s successful experiences in results-based monitoring and evaluation as well as substantive areas of expertise through global knowledge networks;
  6. Manage a presence on UN Women’s SharePoint, internet pages and social media with a focus on internal and external knowledge sharing, partnerships and COP.
  1. Ensure compliance with corporate programme and project management requirements (including planning, monitoring, evaluation and research plan, results management system (RMS), donor agreement management system (DAMS) and LEADS):
  1. Coordinate and support Result Based Management (RBM) and M&E based programme and project formulation including annual work-planning and reporting exercises in line with UN Women corporate requirements, the CO’s SN and Annual Workplans;
  2. Maintain, coordinate and ensure compliance of the programme and project setup and in Atlas and other corporate systems (such as RMS, DAMS, LEADS, etc.) and provide accurate and timely input information into these systems as required.

  1. Effective monitoring and reporting of the country programme and related projects:
    1. Establish and manage internal systems for effective and efficient programme and project monitoring and reporting, both internal to UN Women and for Implementing Partners;
    2. Monitor on a regular basis country programme including annual and quarterly reports, ongoing monitoring of overall financial status of country programming;
    3. Undertake regular field visits to ensure compliance and timely execution of the planned monitoring and evaluation by various programme team and partners;
    4. Support the programme staff with effective use of tools and methodologies for planning, monitoring and reporting;
    5. Ensure that projects are set up in line with approved project documents, all Atlas attributes are created accordingly and maintained regularly;
    6. Provide technical advice and support at the design stage of programmes/projects to facilitate monitoring during programme implementation;
    7. Develop, update, manage and monitor monitoring frameworks for the key programme cycle documents such as the UN Cooperation Framework, and SN, and participate in the UN M&E Working Group;
    8. Ensure Quarterly monitoring in RMS are done timely and accurately;
    9. Support to value-for-money monitoring, including tracking of resources towards outcomes;
    10. Coordinate timely and appropriate reporting.

  1. Implementation and management of audit and evaluation policies, strategies and processes:
  1. Direct responsibility and accountability for planning, management and oversight of thematic, country programme/project evaluations and other types of evaluations conducted in the CO;
  2. Keep track of all planned activities in the monitoring, evaluation and research plan (MERP) ;
  3. Follow up on implementation of evaluation recommendations. Ensuring the optimal use of evaluations by providing guidance in preparation of timely management response to all mandatory evaluations and by developing a communication plan;
  4. Serve as the CO focal point to the Evaluation Unit in the Regional Office;
  5. Develop evaluation tools and processes, innovative approaches in evaluation that meet the requirements of UN Women and train staff and partners to use it;
  6. Promote evaluation standards, quality assurance/control and capacity development in the CO;
  7. Provide evaluation feedback into policy/project/programme design, including comments on various documents.
Master degree or equivalent

Master’s degree (or equivalent) in social sciences, M&E, gender/women’s studies, international development, public policy, international relations.

1. At least 5 years of work experience in gender related field and a previous experience in working in a post conflict situation preferable. Experience in South Sudan will be a value added;

2. Work experience in the field of communication, electronic knowledge network, monitoring and evaluation and project management;

3. Knowledge of methodologies and best practices for promoting gender equality, equity and women empowerment in general and in South Sudan in particularly;

Experience working within the UN is an asset.

Under the direct supervision of the senior legal adviser or a legal officer, the UN Volunteer will undertake the following tasks:

  • Assists other members of the Legal Affairs Unit in reviewing legal documents, instruments, or other material, identifying important issues, similarities and inconsistencies, etc.
  • Assists in preparing drafts of background papers, studies, and reports.
  • Conducts legal research and assist in preparing legal opinions/advice on a wide range of international public and private law issues, including the United Nations Charter, General Assembly and Security Council Resolutions, UN/UNMISS internal Rules and Regulations, UNMISS Status of Forces Agreement (SOFA), UNMISS mandate, particularly its protection of civilians aspect, privileges and immunities, peace and security, institutional questions, treaty law and practice, UN administrative law;
  • Assists in preparing agreements, Memorandums of Understanding and contracts with governments, international organisations, and other public or private entities including drafting and resolving claims and disputes.
  • Assists in providing legal advice on human resources and other administrative matters.
  • Assists in servicing and advising as well as serving as a member of, as appropriate, diplomatic conferences, commissions, committees, boards, task forces and other bodies, including preparing background materials, summaries of issues and views of delegations, etc.
  • Assists with presenting the UNMISS induction programme on UNMISS SOFA and distribution of information and sensitizing local authorities and the local population to SOFA.
  • Perform or undertake other duties as requested by other members of the Legal Affairs Unit.
Master degree or equivalent

An advanced university degree (i.e. master’s degree or equivalent) in law or a relevant related field is required. A first level university degree (i.e. bachelor’s degree) in law in addition to two extra years of qualifying experience may be accepted in lieu of the advanced degree.

At least two years of progressive responsible professional legal experience in law, including legal analysis, research and writing, at a law firm, governmental legal office, legal office of an international organization or of an NGO.
