En el marco de la autoridad delegada y bajo la supervisión de Asistente de Manejo de Información o su representante designado, el Voluntario de la ONU llevará a cabo las siguientes tareas:

  1. Colaborar con en el diseño de la estrategia del manejo de información para la OIM Perú y GTRM Perú.
  2. Apoyar en los procesos de limpieza y consistencia de datos de los productos de gestión de información de la misión de OIM en Perú.
  3. Apoyar en la producción de reportes y visualizaciones de los proyectos relacionados al manejo de información de la oficina nacional, sub-oficinas de la misión de OIM en Perú y de los resultados del GTRM Perú.
  4. Brindar soporte en el monitoreo de resultados de los proyectos de la sub-oficina de OIM en Tumbes
  5. Apoyar en la implementación de módulos de capacitación para las partes interesadas, según sea necesario, para la implementación del mecanismo de gestión de la información para asegurar un despliegue uniforme.
  6. Brindar soporte en la coordinación y el desarrollo de estudios inteargenciales coordinados por el subgrupo de manejo de información del GTRM.
  7. Apoyar en las demás tareas que le sean asignadas.
Secondary education
  • Educación secundaria completa.
  • Estudiante universitario de las carreras en ciencias sociales, economía, finanzas, ciencias políticas, asuntos internacionales u otra disciplina relevante al puesto.
  • Intereses y conocimientos sólidos en procesos de manejo de información, gestión de datos, monitoreo de proyectos o investigación cuantitativa , o en otros programas relevantes;
  • Experiencia en proyectos de respuesta humanitaria es valorada, así como experiencia trabajando en la ONU o en otras organizaciones internacionales de desarrollo;
  • Habilidades técnicas para el uso de software en gestión de datos, preferiblemente R y/o similares a nivel intermedio.

Sous la supervision directe de l’Administrateur Principale charge d’Enregistrement et Gestion d’Identité, le/la VNU National s’acquittera principalement des tâches suivantes :

  • Développer des plugins, des widgets, des applications et écrire des extraits de code nécessaires pour compléter les systèmes PRIMES dans le strict respect de la stratégie de transformation des données du HCR.
  • Assurer l'intégrité des données proGres en RDC par la saisie de données en temps utile et la vérification régulière de l'exactitude et de la pertinence des données.
  • Veiller à ce que les systèmes PRIMES soient toujours synchronisés et mis à jour sur tous les appareils d'enregistrement et de gestion des identités en RDC.
  • Travailler etroitement avec CNR sur le transfert d’Enregistrement au Gouvenement.
  • Compiler et consolider les rapports statistiques en étroite collaboration avec les bureaux de terrain et les unités fonctionnelles (protection, services de proximité, réinstallation, enregistrement, etc.).
  • Initiez, si nécessaire, des transferts de dossiers électronique de réfugiés entre les Business Units de proGres.
  • Créer et maintenir des bases de données et des tableurs en fonction des besoins opérationnels.
  • Concevoir des requêtes de données et développer des outils de reporting selon les besoins.
  • Développer des formulaires et des outils pour la collecte, l'analyse et la visualisation des données.
  • Gérer l'utilisation, la maintenance et l’appui technique des systèmes d’enregistrement (PRIMES) pendant l'enregistrement, l'accueil, la protection, la réinstallation, les services communautaires et les activités de vérification ; produire des rapports standard et ad hoc, et veiller à ce que les activités liées à proGres soient reflétées dans procédures opérationnelles standard.
  • Appuis techniques aux utilisateurs.
  • Effectuer des contrôles réguliers de la qualité des données afin de s'assurer que les données qui concernent principalement les demandeurs d'asile, les réfugiés et les personnes relevant de la compétence du HCR sont correctement saisies dans les bases de données.
  • Identifier les lacunes de l'opération par rapport à tous les aspects de la gestion des données.
  • Effectuer des audits de la collecte des données afin de s'assurer qu'aucune collecte de données inutile n'a lieu et que toutes les données nécessaires sont saisies.
  • Dispenser les formations aux collègues non gouvernementaux et/ou gouvernementaux ainsi qu'aux partenaires de mise en œuvre (IP) qui assureront le développement des capacités par l'encadrement, le mentorat dans les aspects pertinents de la gestion des données et fourniront d'autres aides aux utilisateurs des systèmes PRIMES.
  • Coordonner avec le personnel GIS pour s'assurer que la collecte de données est compatible et aider aux tâches GIS et de cartographie selon les besoins.
  • Assurer un échange de données précis et en temps utile, conformément au protocole d'accord avec le Programme Alimentaire Mondial (PAM).
  • Décider de la résolution appropriée des incidents et soumettre les problèmes au superviseur si l'incident ne peut être résolu dans le cadre de la responsabilité.
  • Surveiller l’utilisation des systèmes PRIMES et procéder à un nettoyage régulier des comptes d'utilisateurs et des autorisations d'accès conformément aux orientations et procédures pertinentes des applications et systèmes sous sa responsabilité.
  • Soutenir les discussions et les définitions des besoins des entreprises en matière d'interopérabilité des outils et des applications locales au sein des applications de base, en consultation avec les propriétaires d'entreprises et les structures de gouvernance concernées.
  • Se tenir au courant de l'évolution des technologies et des nouveaux besoins des entreprises pour soutenir les systèmes opérationnels de gestion des données, y compris l'enregistrement, l'identité et la gestion des données démographiques dans le pays ;
  • Décider des données à enregistrer dans les proGres lors de la gestion des cas individuels tout en respectant les procédures opérationnelles standard.
  • Effectuer des missions sur le terrain lorsque cela est nécessaire.

  • Support UNHCR in establishing and maintaining relationships with selected government entities at the national, department and municipality levels, private sector actors (companies, business associations…), academic institutions and non-governmental / civil society organizations.

Within the delegated authority and under the supervision of Senior Public Health Officer or his/her designated mandated representative(s), the UN Volunteer Associate Nutrition and Food Security Officer will: oversee and supervise the nutrition and food security issues, provide technical guidance to partners, monitor and evaluate the program in refugee operation in Juba, South Sudan. The incumbent will work very closely with UNHCR partners, other UN agencies, government counterparts and donors thus need to demonstrate strong coordination, representational, networking and negotiation skills.

  • Key functions include:

  • Assess the nutrition and food security needs and map resources and capacities, together with partners in order to propose technical solutions and strategies, prioritize needs and provide the most appropriate and timely response to refugees and other persons.
  • Provide technical leadership, technical support and guidance to implementing and operational partners, including on the integration of a nutrition component into the overall primary health care programmes and curative services
  • Monitor and evaluate nutrition and food security programmes against UNHCR and international standards to ensure that programmes are evidence-based and implemented in a comprehensive and cost-effective manner; this will include data analysis, interpretation and monitoring of programme impact.
  • Coordinate Nutrition and Food Security programmes at Juba level supporting the various field locations; and work in a coordinated approach in co-operation with governments, other UN agencies, UNHCR partners, and other humanitarian partners.
  • Support the formulation and submission of projects proposals including budget to respond to the assessed and prioritized needs in collaboration with partners and UNHCR programme
  • Work closely with UNHCR programme, field and protection staff to identify priority nutrition issues and key data requirements for programme planning and monitoring to ensure that minimum UNHCR and international standards are being met.
  • Assess the training needs of nutrition and / or health workers on nutrition and develop a relevant training programme targeting them.
  • Build the technical capacity of UNHCR partners including training and inclusion of nutrition and food security into cross cutting issues such as HIV/AIDS.
  • Ensure that the UNHCR responsibilities and obligations in the WFP/UNHCR `Memorandum of Understanding’, and the nutrition components of UNHCR/UNICEF Letter of Understanding are implemented.
  • In collaboration with the country office, WFP and partners, coordinate and provide technical support to Joint Assessment Missions (JAMs), nutrition surveys, food security assessments as well as implementation of the JAM and nutrition survey recommendations.

  • In collaboration with World Food Program, participate in the joint Post Distribution Monitoring (PDM), Food Basket Monitoring (FBM) as well as General Food Distribution (GFD).

  • Ensure that the perspectives, capacities, needs and resources of the persons of concerns are reflected in the protection strategy, planning processes and operations plan addressing the specific protection needs of women and men, children, youth and older persons, persons with disabilities, minority groups such as sexual minorities and persons living with HIV/AIDS;
  • Utilize the IDPs footprint during the planning process;
  • Coordinate the promotion of international refugee law principles and standards and also IDP legislation or policies ensuring that all sectors and clusters fulfill their responsibilities mainstreaming protection;

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Under the direct supervision of Protection Officer, the UN Volunteer will undertake the following tasks:

  • Through relationships with persons of concern, authorities and network of partners stay abreast of political, social, economic and cultural developments that have an impact on the protection environment and provide advice to senior management.
  • Ensure that the perspectives, capacities, needs and resources of the persons of concerns are reflected in the protection strategy, planning processes and operations plan addressing the specific protection needs of women and men, children, youth and older persons, persons with disabilities, minority groups such as sexual minorities and persons living with HIV/AIDS;
  • Utilize the IDPs footprint during the planning process;
  • Coordinate the promotion of international refugee law principles and standards and also IDP legislation or policies ensuring that all sectors and clusters fulfill their responsibilities mainstreaming protection;
  • Coordinate the implementation and monitoring of programmes ensuring that identified protection needs, including an Age, Gender and Diversity (AGD) approach, are adequately addressed;
  • Provide policy guidance and operational support to UNHCR and partners on all protection related issues;
  • Provide legal advice and guidance on protection issues to internal and external interlocutors; ensure legal assistance is accessible to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documents to persons of concern (civil documentation, in particular birth certificates);
  • Monitor, and assist with the intervention in cases of refoulement, expulsion and other protection incidents through working relations with governments and other partners;
  • Assist in the coordinated implementation and oversight of Standard Operating Procedures (SOPs) for all protection/solutions activities;
  • Ensure that durable solutions through voluntary repatriation, local integration and where appropriate, resettlement are sought and provided to the largest possible number of persons of concern;
  • Ensure through direct action and advocacy with more senior protection staff that the necessary resources are allocated to enable protection activities to identify and address protection and assistance gaps;
  • Support a consultative process with government counterparts at local levels, partners and persons of concern to develop and implement integrated strategies that address the key protection priorities, including, for example, child protection, education and SGBV, and solutions approaches;
  • Promote confidence building and conflict resolution among populations of concern, authorities and host communities;
  • Maintain protection presence through regular field missions and reports, making direct contact with persons of concern, host communities, local authorities and partners. In operations applying the humanitarian cluster system, contribute to ensuring that the response of the Protection Cluster is grounded in an AGD-compliant strategy which covers all assessed and prioritized protection needs of the affected populations;
  • Contribute to the Protection team's information management component which: provide disaggregated data on populations of concern and their problems; researches, collects and disseminates relevant protection information and good practices to enhance protection delivery and provide technical advice if necessary;
  • Ensure participatory, community-based protection and AGD approaches are included in, strategies and plans in the country operation;

Support persons of concern to develop structures that enhance their participation and protection.

Bachelor degree or equivalent

University degree in Law, International Law, International Relations, Social Sciences, Political Sciences or related field.

  • Minimum 2 years of experience with refugees and/or other people of concern in a protection capacity required.
  • Field experience;
  • Commitment to help persons of concern and willingness to cooperate with counterparts
  • Good analytical skills;
  • Strong interpersonal and communication skills in a multi-cultural setting;
  • Ability to live and work in the difficult and harsh conditions of developing countries is essential.
