  • Assist in performing UNEP’s roles and functions as Secretariat under the Montevideo Programme V – a global program on supporting countries to advance environmental rule of law - including the servicing of meetings, preparation of background documents, and preparing meeting reports;
  • Keep the UNEP-Law and Environment Assistance Platform up to date with environmental law news and knowledge products, and perform relevant data analysis;

  • Support the Law Division with legal research for the Second Global Environmental Rule of Law Report to be published in 2021;

  • Trabajar en la implementación de la estrategia de comunicación del Centro, proponiendo el diseño de productos y herramientas necesarias para su ejecución, en particular la creación de un Microsite para el Centro;

Under the direct supervision of the Project Manager/Sahel Programme and overall guidance of the DRR Operations and in collaboration with the finance team in the Regional Hub, the Finance Analyst will contribute to ensure the highest efficiency in financial resources management and the provision of accurate, thoroughly researched and documented financial information, effective delivery of financial services, transparent utilization of financial resources and management of the Programme and projects. S/he will work closely with the UNDP COs focal points implementing the project in Burkina Faso, Mali, and Niger. S/he will be responsible for:

  • Financial analysis and oversight for all resources managed by the joint programme including contributions for general services and provision of high-quality professional advice to the project manager;
  • Proper planning and expenditure tracking of management projects’ resources and audit of financial resources, including extra-budgetary income in accordance with UNDP rules and regulations;
  • Organization and oversight of project management processes, including liquidity management, recommendation of impress level, risk assessment, bank relationship management, timely accounting and reconciliation of all transactions, security for cash assets in close collaboration with the UNDP COs;
  • Monitoring of financial exception reports for unusual activities, transactions and investigation of anomalies or unusual transactions. Provision of information to supervisors and other UNDP RSCA on the results of the investigation when satisfactory answers are not obtained;
  • Full compliance of financial activities, financial recording/reporting system and audit follow up with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of the financial resources management system;
  • Regional and Country level Finance business processes mapping and elaboration/establishment of internal standard operating procedures in the Finance Unit; control of the workflows in the Finance Unit;
  • Continuous analysis and monitoring of the financial situation, presentation of forecasts for management projects;
  • Routinely monitors financial exception reports for unusual activities, transactions, and investigates anomalies or unusual transactions. Informs supervisors and other UNDP/Hub of the results of the investigation when satisfactory answers are not obtained;
  • Routinely monitor compliance with IPSAS rules and guidelines in financial transactions conducted at the regional and country levels;

Under the direct supervision of Chief Human Rights officer and his designated official in the Sector and/or Officer in Charge Human Rights Office and within delegated authority, the UN Volunteer Human Rights Officer will be responsible for the following duties:

  • Researches and collects information pertaining to human rights matters, including their gender dimensions, from a variety of data sources; assists in the analysis of information, to include the impact on the human rights situation in CAR.
  • Enter all cases on the human rights database according to human rights standards and its methodology.
  • Maintains awareness of current human rights issues in the Region assigned to include relevant political and legal developments.
  • Contributes to the identification of human rights issues/problems, including their gender dimensions, through good research and analysis and timely preparation of reports, etc.
  • Liaises with government representatives, non-governmental organizations (NGOs), civil society organizations, UN agencies and other partners to create baseline data on the human rights situation in the Region assigned with special attention to vulnerable groups.
  • Participates with other Human Rights Officers in discussions with relevant authorities and other influential actors with the aim of stopping or preventing human rights violations or seeks other remedial action by the authorities to prevent similar violations occurring in the future.
  • Drafts a variety of types of reports relating to human rights matters.
  • Participates in human rights training programmes for national law enforcement officials, representatives of the civil society and human rights non-governmental organizations (NGOs) in order to promote national capacity building.
  • Reviews human rights issues, including their gender dimensions, and participates in discussions with other Human Rights Officers on the integration of these issues into political, humanitarian and economic efforts and programmes.
  • Contributes to formulating courses of action that aim to alleviate immediate and long-range human rights problems.
  • Demonstrates effective interaction with colleagues and other concerned parties internally and externally.
  • When working with (including supervising) national staff or (non-) governmental counterparts, the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training.
  • Performs other related duties as required by direct supervisor

Furthermore, UN Volunteers are expected to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;

Under the direct supervision of WASH Specialist, LACRO, the UN Volunteer will undertake the following tasks:
• Respond to the coordination platform participants’ needs for information.
• Adapt existing regional or in-country information and knowledge management approaches for collecting, analysing and reporting activities and resources, and identifying information and knowledge gaps
• Work in close collaboration with the different national platforms to address urgent needs related to COVID-19 response
• Establish and maintain information databases that consolidate, analyse and report/disseminate information critical to decision making.
• Maintain regular reporting from different national platforms incluring in the REDLAC and R4V platforms
• Work with members/ participants to identify information and knowledge gaps at regional, national and sub-national levels and propose ways to bridge those gaps

Under the direct supervision of Deputy Representative, the national UN Volunteer will undertake the following tasks:

Summary of key functions/accountabilities:

  • ensure research and report on innovation trends and data for use in program development, management, monitoring, evaluation and delivery of results;
  • infuse an innovation lens into the program development, planning and management;
  • provide technical and operational support to innovation’s program implementation,
  • ensure networking and partnership building,
  • document innovation projects, knowledge management and capacity building to enhance the competencies of youth, CSOs, institutional partners and /stakeholders;

Infuse an innovation lens into the program development and planning:

  • Research and report on innovation trends and data for use in program development, management, monitoring, evaluation and delivery of results;
  • Provide support to an overall cross-sectoral innovation strategy/action plan, including formulation, design, planning and implementation;
  • Proactively scout for new innovative ideas and opportunities;
  • Contribute to the development/mainstreaming of innovation into sectoral program goals, objectives and strategies and results-based planning;
  • Provide technical and operational support throughout all stages of programming processes by executing/administering a variety of technical, program, operational and administrative transactions, preparing related materials/documentations and complying with organizational processes and management systems, to support program planning, results based planning (RBM) and monitoring and evaluating results;
  • Prepare regular sectoral program/project reports related to innovation initiatives for management, donors and partners to keep them informed of program progress;

Provide technical support to program implementation:

  • Support the development, coordination and testing of innovation products and processes to strengthen and improve efficiency and effectiveness of UNICEF’s programming, monitoring and evaluation, advocacy and communication. More specifically, work closely with sectoral programmes and support the deployment of ongoing innovation solutions and initiatives;
  • Work closely and collaboratively with internal and external colleagues and partners to discuss operational and implementation issues, provide solutions, recommendations and/or alert appropriate officials and stakeholders for higher-level intervention and/or decision. Ensure knowledge management and capacity building:

  • Document tested innovation projects and processes and ensure effective sharing and generation of knowledge around innovations in the Country Office as well as with UNICEF global innovation network;
  • Represent when needed the Country Office in the UNICEF global innovation network for information sharing and leverage experiences of innovation colleagues in other Country Offices as well as at the global level. Research and report on best and cutting edge practices for development planning of knowledge products and systems;
  • Participate as resource person in capacity building initiatives to enhance the competencies of youth, institutional partners and /stakeholders.
