Under the direct supervision of Electromechanical unit, Engineering and facility maintenance Section, the UN Volunteer will undertake the following tasks:

  • Apply commonly used engineering calculations, standard practices and precedents for sizing the Diesel engine generators their Installation, commissioning, overhauling, regular/preventive and breakdown maintenance of generating sets and related equipment’s;
  • Ensures the smooth operation of all generator in accordance with UN rules regulations and guidelines;
  • Evaluates spare parts stock levels of each category of generators and advises the Unit/Section Chief and/or Technical units for requirements and surplus quantities of spare parts, assets and related equipment to ensure adequate stock are maintained to meet the operational requirements of the Mission;
  • Responsible for Generator operation data log sheet (Fuel, Lubricants, KWh, Running Hour, Temperature, Pressure etc.) compilation and maintaining generator sets related equipment records within mission.
  • Prepare presentations for generator operation, diesel fuel consumption, generator operation cost for per Kilo wat/hour (Kw-Hr) and analyze the efficiency of individual generators monthly and advise to Electromechanical unit
  • Develop the generator history card and maintain the records of maintenance, overhaul, and spare used at the mission generators.
  • Estimate cost of repairs of generator, and/or determine whether maintenance burdens are economic, cost effective or feasible or not;
  • Assist in preparation of acquisition plan, performance reports and budget proposal for all generators supplies and requirements;
  • Troubleshoot, repair, and maintain the Diesel Engine power generators;
  • Provide technical support to a team of generator operator & technician and repair crew for generator maintenance and overhauling;
  • Monitor generator service contractors and assist national generator maintenance personnel and technicians assigned to the Engineering and Maintenance Section in the Mission.
  • Liaise with other engineering personnel in the mission and mission logisticians to resolve challenges through teamwork;
  • Coordinate with the other technical units to ensure correct and proper accountability and maintenance of generators;
  • Prepares reports as required and performs any other duties related to electromechanical unit requested by Unit/Section Chief;
  • Undertake research to gather information related to economic power generation, online remote data acquisition & monitoring of Diesel Engine Power Generators;
  • UNV will develop and implement a Capacity building/mentoring/coaching and formal on the-job training programme for national staff, Contractor’s generator mechanic/technician within the Power/Generator Unit.
Technical/Vocational diploma

Diploma degree in Mechanical or Equivalent Engineering with a relevant combination of academic qualifications and experience in diesel engines.

Under the overall supervision of the Chief Fuel Unit, The Fuel Assistant will perform the following functions covering Contracts, invoicing and database Management.

  • Raise Funds Pre commitment, commitments and Service Entry Sheets (SES), ensuring timely approval in UMOJA;
  • Generate reports on the allocated funds and use as a basis in budget forecasting;
  • Monitoring the consumption and expenditure under different budget codes;
  • Prepare and maintain monthly expenditure reports in terms of budgetary situation;
  • Assist the Chief of Fuel Unit with budget forecasting and monitoring of usage of allocated funds;
  • Maintain and accurately record all fuel accounting data on electronic files, databases and on regular files as required;

  • Supervise collation and data entry of information into required databases;

  • Liaise directly with the R&I representatives and the contractor to ensure the format agrees with the Contract and rectify minor discrepancies;
  • Manage all aspects of fuel accounting and record keeping;
  • Review and maintain all Fuel Unit accounting forms and formats;
  • Placing orders to vendors and coordinate receipt/issue of fuel from vendors to delivery points;
  • Receive and process original requests for the purchase of required fuel products;
  • Prepare and maintain periodic fuel consumption reports both in terms of quantity and budgetary situation;
  • Monitoring the consumption and expenditure under different budget codes;
  • Advise and familiarize clients on data and information requirements;
  • Visit field regional Officers as required to ensure correct record keeping;
  • Act as point of contact for fuel unit audit records;
  • Attend the Contract and Performance Evaluation Meetings and act as note taker;
  • Collection of Invoices at the end of each cycle, ensuring receipt requirements are met in accordance with the Contract;
  • Verify original invoices submitted by the fuel contractor for payment;
  • Review and maintain all Invoice and accounts records;
  • Liaise with Procurement Section, R&I, and Finance Section to ensure timely settlement of invoices and recovery of funds where required;
  • Ensure the Chief of the Fuel Unit and the Contractor are aware of the progress of each invoice in each period via weekly updates;
  • Ensure that all financial and procurement rules and regulations are adhered to when processing payments;
  • Produce reports on the status of outstanding requisitions, paid and/or outstanding invoices, payments and related details;
  • Draft covering letters to permit the passage of invoices for payment;
  • Ensure the timely passage of invoices for timely payment;
  • Provide queries as required by the process of verification and ad hoc report;
  • Generate and provide reports from the database to support the performance evaluation reporting on a monthly basis;
  • Improve and develop required functionality to automate reports generated from the Fuel Invoicing database;
  • Initiate reports on database anomalies;
  • Ensure that all reports, are included in the reconciliation of invoices;
  • Perform any other duties or responsibilities that may be assigned by the Chief General Supply and Fuel Unit.

Under the general supervision of the Human Rights Officer/Team Leader, the UNV Associate Human Rights Officer will work with the Human Rights Team in the UNAMA South East Regional Office – Gardez

Within delegated authority, the Associate Human Rights Officer will be responsible for:

  • Providing substantive guidance and operational monitoring support on issues related to protection of civilians, elimination of violence against women, children affected by armed conflict, monitoring places of detention/prohibition of torture and human rights aspects of peace and reconciliation/transitional justice;
  • Drafting substantive analysis based on field monitoring and research undertaken by the Team at the direction of the Team Leader or of the Human Rights Service – Headquarters thematic Team Leaders;
  • Supporting preparation of weekly and other internal reports and submissions to the Human Rights Service;
  • Providing substantive advice and organisational leadership, under the supervision of the Team Leader to prepare consultations and advocacy with local governmental officials, community leaders, civil society activists, and communities affected by civilian casualty incidents;
  • Organizing visits to places of detention, including facilities run by the National Directorate of Security, Afghan National Police, Afghan National Army, juvenile rehabilitation centres, and provincial prisons;
  • Ensuring close internal coordination between the Human Rights Team, the Head of Field Office and other UNAMA entities through information-sharing, and providing guidance and advice on the work of the Human Rights Service;
  • Representing the Human Rights Service, as appropriate, at specific official functions, meetings and thematic events related to the mandate, including protection of civilians, children affected by armed conflict, women’s rights and violence against women, detention-related issues and human rights aspects of peace processes with other UN agencies, civil society groups, humanitarian organizations, government officials, Afghan National Security Forces and the Resolute Support Mission (RSM);
  • Performing Any Other Duties as required, e.g. when working with (including supervising) national staff or non-governmental counterparts; the incumbent is strongly encouraged to set aside dedicated time for capacity development of national staff through coaching, mentoring, formal and on-the-job training.

Under the direct supervision of the Chief, property Management Unit (PMU), the UN Volunteer is primarily responsible for conducting the physical verification of serialized equipment and ensuring that UNAMA maintains accurate and auditable records for property control and accountability and financial reporting. The incumbent will report directly to the Chief, Property Management Unit. The UN Volunteer is responsible on a day-to-day basis for the following:

  • Assist with planning and coordination of property and inventory control activities;
  • Perform physical verification and record reconciliation of all the serialized property maintained by UNAMA;
  • Follow up with UNAMA technical sections and counterparts on actions related to the physical inspection process. This involves interaction with entities in Kabul and travel to UNAMA regional offices;
  • Liaise with property management counterparts on matters related to inventory control, receiving and inspection as well as write-off and disposal activities;
  • Maintain accurate and auditable property records for property control and accountability in UNAMA, in compliance with UNHQ guidelines, Administrative Instructions and UNAMA Standard Operating Procedures;
  • Support proper maintenance of fixed asset records in accordance with IPSAS Policy Framework and related UN IPSAS policies, conduct analysis of financial records and assist in preparation of financial reports on fixed assets and inventories;
  • Assist in implementation of the annual impairment test and review process as per IPSAS requirements;
  • Monitor and control the input of data in ERP system to ensure accuracy of property records and transactions as per established property management targets;
  • Analyze mission inventories to ensure anomalies are identified and addressed immediately;
  • Monitor progress of current operations through statistical analysis of property records by utilizing established business intelligence tools;

Sous la supervision directe direct de l’analyste en suivi evaluation du PNUD,le/la Volontaire des Nations Unies effectuera les tâches suivantes:

  • Analyser les données générées par les projets en rapport avec le programme pays et formuler des recommamdations utiles pour le management ;
  • Développer des outils innovants pour répondre aux besoins émergents en matière de suivi du programme et projets;
  • Assurer le suivi des indicateurs clés du programme.
  • Participer à la formation les équipes des projets et les partenaires en gestion axée sur les résultats (GAR), planification, suivi et évaluation dans un contexte GAR ;
  • Participer à l’élaboration de l’integrated work plan (IWP) et du ROAR du bureau, ainsi que la revue de l’IWP ;
  • Veiller à la qualité de la mise à jour des informations sur les projets (journaux, statut des activités et produits) ;
  • Assurer le contrôle de qualité des rapports trimestriels et annuels des projets ;
  • Faire des analyses trimestrielles de la préstation du programme et formuler des recommamdations pertinentes pour le management ;
  • Assurer l’assurance qualité des Projets ( PQA) dans le système
  • Assurer le suivi regulier de la plateforme Transparency selon les exigences de suivi et évalaution
  • Participer aux missions conjointes trimestrielles de suivi et rédiger des rapports de missions ;
  • Participer à l’organisation des revues conjointes du programme et rédiger les rapports de revues ;
  • Veiller à la mise en œuvre des recommandations issues des missions et revues conjointes ;
  • Contribuer à la conception des projets et programme et des plans de suivi (sur base des indicateurs SMART) du programme et des projets ;
  • Mettre en place un mécanisme de coordination pour la mise en œuvre du plan de suivi / évaluation.
  • Participer au processus de planification des programmes et projets, en donnant un appui technique au développement des théories du changement et cadres logiques des interventions.
  • Appuyer l’application structurelle du système RBM (result based management) à travers toutes les unités et projets, aussi bien concernant les résultats des projets, programmes ;
  • Assurer l’accompagnement, la formation et le suivi des experts suivi-évaluation dépendant des projets et des structures nationales de tutelle du programme ;

Evaluation des projets :

  • Participer à la rédaction des termes de référence (TDR) des évaluations décentralisées ;
  • Produire des feedbacks pertinents sur les rapports d’évaluation décentralisé
  • Fournir une assistance aux projets dans la préparation des plans de réponses du management aux évaluations décentralisées ;
  • Veiller à la mise en œuvre des actions inscrites dans les plans de réponse du management aux évaluations décentralisées dans la plateforme ERC
  • Executer tout autres tâches en lien avec le travail

En plus de ce qui précède, les Volontaires des Nations Unies sont censés :

  • Renforcer leurs connaissances et compréhension du concept du volontariat en lisant la documentation mise à disposition par le programme VNU, les publications externes et prendre activement part aux activités du programme VNU, par exemple s’impliquer dans les activités commémoratives de la Journée internationale des Volontaires (JIV), le 5 décembre.
  • Se familiariser et développer toute forme de volontariat traditionnel et/ou local au niveau du pays d’accueil.
  • Refléter le type et la nature des actions volontaires qu’ils entreprennent, y compris leur participation dans les réflexions substantielles.
  • Contribuer à la rédaction des articles sur les expériences de terrain à soumettre pour la publication du programme VNU/ site web, bulletin et notes de presse, etc.
  • Contribuer au Programme d’accueil des Volontaires des Nations Unies nouvellement arrivés dans le pays d’affectation;
  • Promouvoir ou conseiller les groupes locaux dans l’utilisation des volontaires en ligne ou encourager les individus et les organisations à utiliser les services de volontaires en ligne quand cela est techniquement possible.

Sous la supervision générale du Représentant Résident de l’UNFPA et en particulier celle du Coordonnateur du Bureau Décentralisé de Parakou, le/la Volontaire des Nations Unies aura à accomplir les tâches essentielles suivantes :

  • Accompagner la collecte et l’analyse des informations en matière d’accès et d’utilisation des services de santé de la reproduction et de de suivi des décès maternels et néo natals dans les Zones Sanitaires d’appui et autres structures d’appui ;

  • Appuyer les efforts de recherche et exploiter les données d’études et recherches sur la santé de le reproduction disponibles dans les Départements du Septentrion et tenir à jour les statistiques y relatives, y compris données relatives aux violences basées sur le genre, enregistrement des naissances, fistules obstétricales et mutilations génitales féminines en vue d’alimenter la base de données et de suivi des indicateurs du programme et informer les actions ;

  • Apporter un appui technique aux Zones Sanitaires, les infirmeries des collèges, lycées, Campus et Centres de Promotion Sociale appuyés par le programme pour la planification des initiatives novatrices en matière de services intégrés de santé de la reproduction dans leurs Plans de travail Annuels, avec une attention spécifique aux femmes et jeunes en situation de vulnérabilité ;
  • Participer à la mise en œuvre, la supervision et le suivi des activités des PTA en effectuant des visites de terrain, en participant aux réunions de revue et aux missions de supervision, et élaborer les rapports trimestriels et annuels sur leur état d’avancement ;
  • Développer et entretenir le partenariat avec les ONG et les Organisations de la Société Civile en général et les radios communautaires pour la promotion des activités d’éducation à la santé sexuelle et santé de la reproduction. Contribuer à l’organisation des services à bases communautaires (par les réseaux de relais communautaires) et campagnes de mobilisation sociale visant la promotion d’une approche intégrée de la santé de la reproduction

Sous l’autorité de la Représentante Résidente Adjointe du PNUD et la supervision directe du Team Leader Gouvernance, le/la Volontaire des Nations Unies aura pour tâches d’appuyer sur le terrain les démembrements de la CENI (CEPI, CECI et CEIA) pour suivre les activités du processus électoral. A cet effet et pour sa zone géographique d’action, le/la Volontaire des Nations Unies :

  • Développera et veillera à la tenue des outils opérationnels pour la supervision des centres d’enrôlement ;
  • Proposera la concertation avec les structures publiques locales en vue d’articuler l’opération de révision exceptionnelle des listes électorales avec celles qui portent délivrance des CNIB, actes de naissance et jugements déclaratifs déployés sur le territoire national respectivement par l’ONI et la DMEC en vue de doter les électeurs d’un acte d’état civil pour leur inscription sur les listes électorales ;
  • Proposera, pour les phases subséquentes du cycle électoral, les plans opérationnels : (1) de déploiement, d’entreposage et de ramassage du matériel électoral, (2) de supervision de la cascade de formation, (3) du monitoring de toutes les activités sur terrain [campagne de sensibilisation, sécurisation du processus électoral, opérations de vote, de dépouillement et de compilation des résultats, etc.] ;
  • Accompagnera les cadres permanents de concertation Démembrements CENI – Parties prenantes au processus électoral (partis politiques/candidats, Organisations de la société civile, Police nationale et Gendarmerie pour la sécurisation du processus électoral, Autorités publiques locales, etc.) ;
