Today, the UN Volunteers (UNV) programme in the Arab States, Europe and CIS is launching a flagship report demonstrating how local volunteers across the region are strengthening their communities.

The Arabic version of the 2018 State of the World’s Volunteerism Report (SWVR) is launching today in Cairo, Egypt. An international panel of representatives of Government, the United Nations and the International Federation of Red Cross and Red Crescent Society will be presiding over the launch, addressing the report’s findings and outlining a vision for how volunteers can best be supported by peace and development institutions.
In a fragile and turbulent world, volunteers are active in every major shock and stress situation experienced by communities – from earthquakes and flooding to climate change and local conflicts. Often working behind the scenes, they are the thread that binds communities together, finds the latest State of the World's Volunteerism Report 2018, published by the United Nations Volunteers (UNV) programme.
Globally, around 1 billion citizens actively volunteer their time. The most comprehensive global figures produced to date from official statistics in this report show that Arab States have around 9 million equivalent full-time volunteers, 8.2% of the global volunteer workforce. This means that there is a great potential in Arab States for drawing on local volunteers’ support in facing development challenges. Building on this and other findings of the report, this event addressed the questions of:
- How local volunteerism in the Arab States can serve as strategic resource for community resilience?
- What role does local volunteerism play for women and youth?
- In what way local volunteerism can support with refugee management and relationship-building between host and refugee communities?
- Can local volunteerism provide a valuable resource for the implementation of the 2030 SDGs?
- How governments and other stakeholders can strengthen the contribution of volunteerism to resilience-building in Arab States?
UN Volunteers Regional Office Manager, Jason Pronyk, says: “the Arab States region has a long history of cooperation through voluntary action. This report helps us to understand further the ways in which people are coming together to shape their futures and to build a resilient region. There is a sense of urgency in supporting this response, and UNV will work with partners to be on the front foot when it comes to providing solutions.”
Background
The State of the World's Volunteerism Report draws on original research conducted during 2017-2018 across five continents to understand how communities view volunteering and explores how governments and development actors can best engage with volunteerism to nurture its most beneficial characteristics while mitigating against potential harms to the most vulnerable. In doing so, the report provides an important contribution to the evidence base on inclusive, citizen-led approaches to resilience-building.

الإطلاق الإقليمي لتقرير "حالة التطوع في العالم 2018"
التطوع يطلق القدرات الكامنة في المجتمعات ويدعم قدرتها على الصمود
برنامج الأمم المتحدة للمتطوعين، 21-10-2018: تم اليوم في القاهرة إطلاق النسخة العربية من تقرير الأمم المتحدة الذي يرصد حالة التطوع في العالم، "تقرير حالة التطوع في العالم 2018"، الذي يُظهر مساهمة المتطوعين المحليين في تقوية مجتمعاتهم المحلية في العالم عموماً، وفي الدول العربية كذلك.
تحمل النسخة الثالثة من التقرير الذي يُصدره برنامج الأمم المتحدة للمتطوعين منذ سنة2011 عنوان "الرابط الذي يجمعنا: التطوع وقدرة المجتمعات المحلية على الصمود"، وهي تشير إلى أن الدول العربية تمتلك قوة تطوعية تكافئ نحو 9 ملايين عامل بدوام كامل، يشكلون 8.2% من إجمالي حجم المتطوعين في العالم، الذين يقدّر عددهم بنحو 109 ملايين عامل مكافئ بدوام كامل.
تضمن الإطلاق، الذي أقامه المكتب الإقليمي لبرنامج الأمم المتحدة للمتطوعين في الدول العربية واأوروبا واتحاد الدول المستقلة، جلسة حوارية شارك فيها مسؤولون حكوميون وممثلون عن وكالات تابعة للأمم المتحدة، تناولت النتائج الرئيسة للتقرير، وكيفية تحقيق الفائدة القصوى من السمات المميزة للتطوع في دعم قدرة المجتمعات المحلية على الصمود.
بالنسبة للدول العربية، أشار النقاش إلى أن المتطوعين يشكلون مورداً إستراتيجياً في دعم قدرة المجتمعات المحلية على الصمود، وفي تحقيق أهداف خطة التنمية المستدامة 2030. وسلط الضوء خصوصاً على الفرص التي يتيحها التطوع في مجالات تمكين المرأة والشباب، ومساحات التفاعل المدني والمجتمعي التي يقدمها لهم، إلى جانب قدرته على المساهمة في تحسين قدرات الاستجابة المتعلقة بإدارة اللاجئين بالنسبة للدول وبرامج الأمم المتحدة كذلك.
كما ناقش الإطلاق الخطوات التي يمكن للحكومات ووكالات التنمية وغيرها من الأطراف الفاعلة من خلالها دعم المساهمات التي يمكن للتطوع تقديمها في الدول العربية، والتي تشمل توفير الموارد والتمويل الكافي للعمل التطوعي، وتعزيز التفاعل مع مبادرات الشراكة والتعاون المتعلقة بالتطوع محلياً وإقليمياً وعالمياً، وضمان توفير الأنظمة التعليمية فرص التطوع للأطفال والشباب.
وتعليقاً على هذا الحدث، قال جيسون برونيك، مدير المكتب الإقليمي لبرنامج الأمم المتحدة للمتطوعين إن "المنطقة العربية تمتلك تاريخاً طويلاً من التعاون من خلال العمل الطوعي. وهذا التقرير يساعدنا على تحقيق فهم أعمق للطرق التي يجتمع الناس من خلالها للعمل سوياً في بناء مستقبلهم وبناء منطقة قادرة على الصمود. هناك حاجة ملحة لدعم هذه الاستجابة، وسوف يعمل برنامج الأمم المتحدة للمتطوعين بصورة فاعلة مع الشركاء لتحقيق ذلك".
