UNV Strategic Framework 2026-2029

The United Nations Volunteers (UNV) has unveiled its Strategic Framework 2026-2029, setting a bold course to strengthen volunteerism as a cornerstone of sustainable development. The new framework positions UNV as a trusted, adaptable partner in an era marked by complex global challenges, reaffirming its commitment to a more inclusive, equitable, and people-centered future.

Consolidation, not reinvention: The choice is to build on what works, not start over. The last two Strategic Frameworks (2022-2025 and 2018-2021) expanded UNV’s reach. Volunteer numbers more than doubled. Gender balance was achieved. Participation from developing countries grew. Disability inclusion improved. The next phase keeps these gains as the floor, not the goal. Growth now comes through stronger partnerships, not bigger numbers. 

Mobilization with a clearer purpose: Mobilization remains the core mission. The focus is on value for partners: faster deployment, more flexibility, lower cost. It also puts the volunteer experience front and center, from the quality of assignments to the full life cycle of service. Inclusion remains essential, but it is treated as a priority, not a footnote. Women, volunteers from developing countries, and persons with disabilities are tracked directly, because partners need talent that can reach those furthest behind.

Right moment, right window: The new framework launches at a rare moment. 2026 is the International Volunteer Year, a chance to put volunteerism back on the global agenda.

A simpler and efficient structure: The strategy is leaner. Two outcomes replace three. Delivery rests on four supports: simpler operations, more agile structures closer to the field, smarter use of data, and a broader funding base.

Volunteerism as policy, backed by evidence: The promotion of volunteerism now looks outward. The focus is on helping governments integrate volunteerism into national plans and measure its contribution.
