The 2022 SWVR reveals that cooperation between volunteers and governments helps build collaborative decision-making. Drawing on quantitative and qualitative research with case studies from around the world, it also highlights the role of local volunteers as brokers between their communities and state authorities and underlines the diverse paths volunteering offers to civic participation.

Nathalie Nuwayhed is one of 15 national UN Youth Volunteers serving with ESCWA. She is deployed as a Team Assistant with the UN Department of Safety and Security (UNDSS) in Beirut. The department is tasked with the security of UN premises, staff, and activities, and has been undertaking activities to increase the representation of women in its workforce. Nathalie’s has been engaging in outreach for new recruitments, resulting in a seven per cent increase of women in the department.

This year, thirty UN Volunteers have been deployed in support of WFP operations in the Arab States. Of these, 23 have served in Lebanon, taking up roles in monitoring and evaluation, risk assessment, nutrition, public information and programme support.
UN Volunteer Jad Bayram is an Operational Information Management and Performance Reporting Officer. He contributes to knowledge products, including situation reports, country briefs, fact sheets and annual reports.

UN Volunteer Kazuaki Tsujii joined UN Women in Lebanon in 2018 as a Peace Building and Conflict Resolution Officer. He served through the Global Human Resource Development Programme for Peacebuilding and Development (HRD) of the Government of Japan from April 2018 for one year.

The COVID-19 pandemic has increased demand for remote work and data access. At the same time, countering stereotypes and misinformation has become necessary for the progress of the pandemic response efforts. However, in many countries, the information systems and architecture necessitated by remote environments have lagged behind. As a result, access to health information and healthcare has been complicated.

Worldwide, over 65 million people have contracted the COVID-19 virus and 1.5 million have lost their lives. In the haste to contain this pandemic, resources for many community-based programs and supportive services have been reduced, halted or reallocated toward the emergency response. Lockdown measures and travel restrictions have also been mandated.

Nizar (24), Raymonda (28) and Zeinab (27) serve as UN Youth Volunteers in Water/Irrigation Engineering, assisting with the upgrade of existing irrigation infrastructure.
"The project targets the rehabilitation of existing damaged irrigation canals and the transformation of earthen canals to concrete canals," Raymonda explains.

Since October 2019, Lebanon has been witnessing a grim economic crisis that was compounded by the COVID-19 pandemic. The national currency has lost 80 per cent of its value, driving the price of a monthly food basket – that is a selection of staple food items a family needs – to more than the double over the past six months. With one million people living below the poverty line, many families were already struggling to make ends meet.
