ECOSOC RES 1980/65 - Rename title of post of UNV Coordinator

The Economic and Social Council requests the Administrator to pursue his consultations with delegations and to submit to the General Assembly recommendations regarding the renaming of the title of the post of Co-ordinator of the United Nations Volunteers so as to reflect more appropriately the responsibilities and functions of the post.

The Governing Council decides not to change the present financial arrangements for the United Nations Volunteers. In addition, the Governing Council appeals to member Governments to make renewed efforts to bring about solutions to the problem of the financing the Special Voluntary Fund.

The Governing Council noting with satisfaction the outcome of the first High-Level Symposium on International Volunteer Service and Development, held at Sana’a Yemen Arab Republic, in March 1982 and the adoption by consensus of the Sana’a Declaration.  Moreover, the Governing Council requests the Executive Co-ordinator of the United Nations Volunteers to continue his commendable efforts to recruit more women for the United Nations Volunteers.

The Governing Council takes note of the successful completion of the United Nations Volunteer programme's first decade of services with the expectation that the programme's role and potential will be increasingly utilized in the coming years in accordance with the needs of developing countries, in particular the least developed and newly independent countries.

UNDP Governing Council Decision (80/41) - Youth

The Governing Council takes into account the expectation that the United Nations Volunteers programme will play a significant role in the preparation of projects and programmes related to the International Youth Year, 1985, and requests the United Nations Volunteers in so doing to take fully into account the techincal competence of the relevant specialized agencies and the need for full co-operation and consultation with such agencies which operate core activities directly related to youth.

The Governing Council, takes note with appreciation of the Administrator’s report on the progress of the United Nations Volunteers programme and of the statement by the Co-ordinator that the number of volunteers in the field now exceeds the initial target of 500 as established by the General Assembly.

The Governing Council considers that UNV has an important role in providing assistance particulary to least developed and newly independent countries. In addition, the Governing Council appeals to all countries to assist the UNV to the maximum extent possible in the identification and recruitment of qualified candidates.

The Governing Council, taking note of the Administrator’s report on the United Nations Volunteers and the Administrator’s note on the financing of the United Nations Volunteers programme, recognizes that the activities of the programme would be adversely affected by inadequate resources.
